Senate Majority Leader Chuck Schumer began the process on Thursday for a final vote on the bill, known as the Social Security Fairness Act. It would eliminate policies that currently limit Social Security payouts for roughly 2.8 million people. The legislation has passed the House. The bill would add more strain on the Social Security Trust funds, which are already estimated to be unable to pay out full benefits beginning in 2035. The measure would add an estimated $195 billion to federal deficits over 10 years, according to the Congressional Budget Office. WASHINGTON (AP) — The House on Wednesday passed a $895 billion measure that authorizes a 1% increase in defense spending this fiscal year and would give a double-digit pay raise to about half of the enlisted service members in the military. The bill is traditionally strongly bipartisan, but some Democratic lawmakers opposed the inclusion of a ban on transgender medical treatments for children of military members if such treatment could result in sterilization. The bill passed the House by a vote of 281-140 and will next move to the Senate, where lawmakers had sought a bigger boost in defense spending than the current measure allows. Lawmakers are touting the bill's 14.5% pay raise for junior enlisted service members and a 4.5% increase for others as key to improving the quality of life for those serving in the U.S. military. Those serving as junior enlisted personnel are in pay grades that generally track with their first enlistment term. Lawmakers said service member pay has failed to remain competitive with the private sector, forcing many military families to rely on food banks and government assistance programs to put food on the table. The bill also provides significant new resources for child care and housing. “No service member should have to live in squalid conditions and no military family should have to rely on food stamps to feed their children, but that's exactly what many of our service members are experiencing, especially the junior enlisted,” said Rep. Mike Rogers, R-Ala., chairman of the House Armed Services Committee. “This bill goes a long way to fixing that.” The bill sets key Pentagon policy that lawmakers will attempt to fund through a follow-up appropriations bill. The overall spending tracks the numbers established in a 2023 agreement that then-Speaker Kevin McCarthy reached with President Joe Biden to increase the nation’s borrowing authority and avoid a federal default in exchange for spending restraints. Many senators had wanted to increase defense spending some $25 billion above what was called for in that agreement, but those efforts failed. Sen. Roger Wicker, R-Miss., who is expected to serve as the next chairman of the Senate Armed Services Committee, said the overall spending level was a “tremendous loss for our national defense," though he agreed with many provisions within the bill. “We need to make a generational investment to deter the Axis of Aggressors. I will not cease work with my congressional colleagues, the Trump administration, and others until we achieve it,” Wicker said. House Republicans don't want to go above the McCarthy-Biden agreement for defense spending and are looking to go way below it for many non-defense programs. They are also focused on cultural issues. The bill prohibits funding for teaching critical race theory in the military and prohibits TRICARE health plans from covering gender dysphoria treatment for children under 18 if that treatment could result in sterilization. Rep. Adam Smith of Washington state, the ranking Democratic member of the House Armed Services Committee, said minors dealing with gender dysphoria is a "very real problem." He said the treatments available, including puberty blockers and hormone therapy, have proven effective at helping young people dealing with suicidal thoughts, anxiety and depression. “These treatments changed their lives and in many cases saved their lives,” Smith said. “And in this bill, we decided we're going to bar servicemembers' children from having access to that.” Smith said the number of minors in service member families receiving transgender medical care extends into the thousands. He could have supported a study asking medical experts to determine whether such treatments are too often used, but a ban on health insurance coverage went too far. He said Speaker Mike Johnson's office insisted upon the ban and said the provision “taints an otherwise excellent piece of legislation.” Rep. Chip Roy, R-Texas, called the ban a step in the right direction, saying, “I think these questions need to be pulled out of the debate of defense, so we can get back to the business of defending the United States of America without having to deal with social engineering debates.” Smith said he agrees with Roy that lawmakers should be focused on the military and not on cultural conflicts, “and yet, here it is in this bill.” Branden Marty, a Navy veteran who served for 13 years, said the loss of health coverage for transgender medical treatments could prompt some with valuable experience to leave the military, affecting national security because “we already struggle from a recruiting and retention standpoint.” He also said the bill could regularly force service members into difficult choices financially. “It will be tough for a lot of them because of out-of-pocket expenses, especially enlisted members who we know already struggle with food insecurity,” said Marty, the father of a transgender teenager. “They don’t get paid very much, so they’re going to be making a lot of choices on a day-to-day, tactical level.” Rep. Hakeem Jeffries, the House Democratic leader, said his team was not telling Democrats how to vote on the bill. “There's a lot of positive things in the National Defense Authorization Act that were negotiated in a bipartisan way, and there are some troubling provisions in a few areas as well,” Jeffries said. Overall, 81 Democrats ended up voting for the bill and 124 against it. On the Republican side, 200 voted for the bill and 16 against. “It’s disappointing to see 124 of my Democrat colleagues vote against our brave men and women in uniform over policies that have nothing to do with their intended mission,” Johnson said. The defense policy bill also looks to strengthen deterrence against China. It calls for investing $15.6 billion to build military capabilities in the Indo-Pacific region. The Biden administration had requested about $10 billion. On Israel, the bill, among other things, includes an expansion of U.S. joint military exercises with Israel and a prohibition on the Pentagon citing casualty data from Hamas. Imagine how that feels for the Buffalo Bills. Heading into Week 13 last season, the Bills were on their bye. They lost an overtime game to the Philadelphia Eagles after blowing a fourth-quarter lead and another in overtime to fall to 6-6. A playoff berth seemed unlikely and an AFC East championship unfathomable sitting three games behind the Miami Dolphins. And then, of course, the Bills rattled off five consecutive wins to secure their fourth divisional title in a row and the No. 2 seed in the playoffs. Jump ahead to the present and the Bills enter Week 13 coming out of their bye, a 9-2 record and a four-game lead on the Dolphins. This was supposed to be the year the Bills were finally knocked off their throne, but instead, they are a win from clinching a playoff spot and a win and a Dolphins loss from another AFC East banner. While the Bills won’t need to win six in a row to get into the playoffs this time around, they might in order to get home-field advantage and the Dolphins are not quite out of the race for the division yet. This is the time to keep their foot on the gas to avoid any chance of a role reversal. A three-game stretch against the 49ers, Rams and Lions that once seemed to be daunting doesn’t look so tough on paper anymore, but it’s still crucial to come out 2-1. And then there’s the three-game homestretch against the Jets and Patriots (twice). Laugh at the final three games if you will, but the Bills lost to both teams last season and 14 of 27 games within the division have been decided by one score since 2020. And three of their five losses in the AFC East during that span have come against teams that finished below .500. “What we talk about is making sure their habits match our goals as a team and certainly their goals as an individual to be the best version of themselves when they come back,” Bills coach Sean McDermott said. “We're getting into the back third of the season, if you will. ... It's an important time for sure.” If there is a team to avoid a slump, though, it’s the Bills and McDermott is 7-0 coming off a bye week since becoming the team’s head coach in 2017. And by time the Bills kickoff against the 49ers Sunday, the calendar will have flipped to December and that’s when they shine. McDermott’s first three seasons were a slog in December and January, going 6-8. But since 2020, the Bills are 19-2 in those months and outscored opponents by 11.8 points per game. Some of the late-season success is because the Bills fell into precarious situations in the first half. The Bills went 3-2 in the final month and still needed help to squeak into the playoffs in 2017, then they were 7-6 and trailing the Patriots 13 games into 2021, and then, of course, last season’s run to the finish line. Avoiding a drop-off over the final six games is promising for the same reasons that Bills unexpectedly already have nine wins. This is not a roster laden with stars, but one with many players who battled for jobs during training camp, are still battling and will likely have to do so again next year. The Bills have also fostered an environment where goals and expectations are clear. And the Bills have gone out and acquired players to fit into their mold through the draft, free agency and trades. “Last time I checked, nine wins probably doesn't get you in the playoffs,” quarterback Josh Allen said after beating the Chiefs. “So going into this bye week, get to enjoy ourselves a little bit. But coming back ready. You know, a hungry team.” The Bills may also be coming back a healthier team. Tackle Spencer Brown (ankle), receiver Keon Coleman (wrist) and tight end Dalton Kincaid (knee) were not expected to be out long-term and all could return against the 49ers. Receiver Amari Cooper returned against the Chiefs and played with a cast on his left wrist, so another two weeks of rest can only help him. The Bills can open rookie defensive tackle DeWayne Carter’s (wrist) 21-day window to return from injured reserve Saturday, while the Bills expect defensive end Dawuane Smoot (wrist) back before the end of the season. And then there’s the big fish: linebacker Matt Milano. The All-Pro could make his season debut against the 49ers, but they could sit him one more game before having to decide whether to add him to the active roster or shut him down for the year, which has to be determined after the game. What Milano can bring to the Bills at this juncture of the season is unknown, especially for a 30-year-old who hasn’t played a football game in 13 months. Not only is Milano recovering from biceps surgery, but he hasn’t played a game since fracturing his leg in Week 5 last season, although adding Milano to the mix can’t hurt. “We would want to do it,” McDermott said. “If and when we're given the green light — or he's given the green light — to go about it the right way.”
MSMEs operating informally can enhance their credibility by registering on the Udyam Portal, RBI Deputy Governor Swaminathan J has said. While regulatory policies and government schemes have played a crucial role in creating an enabling environment for MSMEs, it is equally important for Micro, Small & Medium Enterprises (MSMEs) to take proactive steps to build trust and enhance their visibility with lenders, he said. The Deputy Governor was speaking at the CEO Forum of the Federation of Telangana Chambers of Commerce and Industry on Nov. 16. Addressing the gathering, he said despite the critical role of the MSME sector in the Indian economy, a common grouse that we hear from this segment is that they find it difficult to secure timely and adequate formal credit. This challenge may be on account of factors such as information asymmetry on their financials and business viability, and also on account of limited formalisation even today within the MSME sector, he said. The Deputy Governor made four suggestions for MSMEs to consider for better access to finance as well as improving their financial health. One of the suggestions to MSMEs was to embrace formalisation. MSMEs should prioritise formalisation, Swaminathan said, while noting that many MSMEs operate informally, making it challenging for lenders to assess their creditworthiness due to information asymmetry, particularly regarding their financial performance. "By registering on the Udyam Portal and filing GST returns, MSMEs can enhance the transparency over their level of business activity and financials. This will enhance their credibility and may qualify them for priority sector lending and government schemes, by reinforcing their trustworthiness in the eyes of financial institutions," he said. The senior RBI official also said MSMEs should maintain comprehensive and accurate financial records which is essential for seeking credibility with lenders. The MSMEs also need to adopt proper accounting practices, ensuring their financial records, such as income statements, balance sheets, and cash flow statements, are accurate and reliable. Along with formalisation, he said, adopting digital payment systems like UPI and online banking creates a digital footprint of financial transactions, making it easier for lenders to assess financials of the firm. Digital payments also improve cash flow management, offering MSMEs greater control over their finances and helping them maintain a clear financial record. The other suggestions related to credit discipline, capacity building, and use of TReDS. "The development of the MSME sector requires the collective effort of all stakeholders - government, regulatory bodies, the financial sector, trade associations, and even larger corporates. Despite its pivotal role in driving economic growth, the sector faces numerous challenges, including delayed payments, infrastructure constraints, limited access to formal finance, low technology adoption, and a shortage of skilled labour," he said. The RBI has taken significant steps to address these issues, promoting financial inclusion, easing access to credit, and advocating for digitalisation, the Deputy Governor said. While the RBI and the government have established a robust policy framework, including priority sector lending, collateral-free loans, digital platforms like TReDS, and capacity-building initiatives, it is equally important for MSMEs to make the most of these opportunities. Going forward, sustained collaboration among all stakeholders will be crucial to ensuring the continued growth and resilience of this vital sector, he added.

When the NYPD first released that grainy image of the assassin taking deadly aim at Thompson outside Hilton hotel on West 54th Street on the morning of Dec. 4, many suggested it looked like a highly-proficient murder weapon used by a professional hitman, equipped with a silencer. Others thought it might have been a gun typically used on farms to euthanize livestock. However, NYPD Inspector Courtney Nilan of the Intelligence Division said she almost instantly recognized the firearm used in the assassination as a potential ghost gun. Nilan has made a career out of battling the rising prominence of ghost guns and raising awareness of their danger as technology advances to the point where anyone with a 3D printer can manufacture a deadly weapon. This has given Nilan the unique authority and skillset on ghost guns. Once she saw a clearer image of the firearm, she said she immediately knew it was 3D-printed and the continuation of a disturbing trend that sees people printing guns in their own homes. “As soon as we actually saw images of the gun, I knew it was a ghost gun because the lower receiver had a unique design,” Nilan told amNewYork Metro in an interview. “And with 3D printing of firearms, you could print them in basically any type of unique design you wanted. Photo by Dean Moses Just a few short years ago, according to Nilan, it was only possible to print a small portion of a firearm — but today, illegal gun manufacturers can print 90% of a firearm, along with accessories. In this incident, it’s believed that the suspect assassin — 26-year-old Luigi Mangione of Maryland — allegedly fixed a 3D-printed suppressor to the 3D-printed gun. Nilan believes the ability to print deadly accessories draws people in even further but, in doing so, the process could have contributed to the gun jamming that fateful morning. “It could have been that he’s not a frequent gun user, so he didn’t exactly know how to handle it. It could be that by screwing in and adding the suppressor, maybe that changed the calibration of the gun a little bit. There are a lot of different factors,” Nilan explained. “The 3D print malfunction is usually cracking, and that did not happen in this case.” Nilan says her team could possibly be able to trace the design used to make the gun used in Thompson’s demise. “I’ve already expressed interest in the Intelligence Division seeing that gun. We cannot, per se, determine if he made it unless he admits it, or if he purchased it from somebody else who made it. But what we can do is try to match it up to the file design,” Nilan said. “Once they (detectives) do subpoenas on all his computers and cell phones, we could potentially help them identify if he did make it himself or not. Like if that design was downloaded onto his computer and whatnot.” For years, Nilan has been banging the drum on the dangers of 3D printing ghost guns in a way that seems eerily prophetic in light of what took place last week. Just two or three years prior, a 3D-printed ghost gun would crack and even explode after pulling the trigger just a few times, now though, they can operate akin to a commercially made firearm. Moreover, they can be customized with 3D-printed Glock switches and auto sears with several cheap pieces of plastic. Another challenge for ghost gun investigators, Nilan said, are that hundreds of thousands of different designs are being passed around online, leaving the NYPD to face a mounting battle against the polymer pipeline. “We have to keep playing Whack a Mole. Another reason why they have gone towards 3D printing now is because so many states have done civil and criminal litigation against the online kit retailers, all those online websites that have been selling the ghost gun kits for so long there has been state and federal legislation,” Nilan said. “Even two years ago, we saw this growing in popularity in other states, and we saw this as something, we identified this as a potential problem.” Nilan pointed to the disturbing rise with several large cases this year alone. In 2022, police only recovered four ghost guns, in 2023, they retrieved 42 through their investigations, and in 2024 so far they have acquired 110. “Our goal, which we did, was to get them before they were able to sell them on the street. Because we have a lot of people that are home manufacturers, but there has been instances this year, you know, of individuals just arrested on the street with a gun, and it happens to be a 3D-printed firearm,” Nilan said. Nilan hopes that New York will pass legislation making it illegal to download the files to make 3D-printed guns — and help prevent horrific shootings like Thompson’s execution going forward.
