But because growth stocks like Nvidia make up such a large share of the S&P 500 -- and have produced such strong gains -- exchange-traded funds (ETFs) that don't hold those names would have had a tough time beating the S&P 500 this year. The Vanguard Dividend Appreciation ETF ( VIG 0.01% ) , Vanguard S&P 500 Value ETF ( VOOV -0.32% ) , and the Vanguard Energy ETF ( VDE -1.80% ) have all underperformed the S&P 500 so far in 2024. But they all have combinations of quality top holdings and reasonable valuations that could position them to shine bright in 2025. 1. Vanguard Dividend Appreciation ETF This fund is unusual because it includes a blend of growth stocks and value stocks. And, unlike some dividend-centric funds that focus primarily on yields, this one tracks the S&P U.S. Dividend Growers Index, which includes only companies that have grown their payouts annually for at least 10 straight years. The index also excludes the highest-yielding 25% of companies that would otherwise be eligible for inclusion. The fund's top five holdings are Apple , Broadcom , Microsoft , JPMorgan Chase , and ExxonMobil . While JPMorgan Chase and ExxonMobil have solid yields, Apple, Broadcom, and Microsoft have low yields in part because their stock prices have performed so well in recent years. AAPL data by YCharts. In this vein, the fund doesn't punish a company for having a low yield just because its stock price has performed well. It's also worth mentioning that Apple, Broadcom, and Microsoft all repurchase considerable amounts of their stock , which is another way for companies to pass profits back to shareholders. Because it invests in companies from all sectors that regularly increase their dividends, the Dividend Appreciation ETF doesn't get too bogged down in stodgy, low-growth sectors. One drawback of some high-yield ETFs is that they can include companies that have high yields not because they've substantially raised their payouts, but because their stock prices have underperformed. For example, imagine two stocks that both yield 3%. If one stock triples in five years while the other's price gets cut in half, then at the end of that time (assuming both keep their payouts constant), the outperforming stock will have a yield of just 1% while the falling stock would have a yield of 6%. This illustrates how underperformance can turn a stock into a high-yielding investment, but that doesn't make such a stock a better all-around source of passive income. The Dividend Appreciation ETF is well-suited for folks who view stocks' passive income potential as merely one aspect of an investment thesis rather than driving the bulk of it. The Vanguard S&P 500 Value ETF has 437 holdings, but outside of the top 100 or so holdings, each component makes up 0.25% of the fund or less. However, the top 10 holdings combined make up less than 20% of the fund, so it isn't overly top-heavy either. A whopping 63% of the fund is in financials, healthcare, industrials, and consumer staples, whereas just 17.5% is in tech, consumer discretionary, and communications. By contrast, the Vanguard S&P 500 ETF , which tracks the S&P 500, has about half of its holdings in tech, consumer discretionary, and communications because of the enormous market values of Nvidia, Microsoft, Apple, Amazon , Tesla , Alphabet , and Meta Platforms . Since it does not include any of those top growth stocks, and instead invests in value stocks, the Vanguard S&P 500 Value ETF will miss out on a lot of the upside potential of themes like artificial intelligence , software, hardware, automation, robotics, and social media . What investors get instead are a less expensive valuation and a better yield. The Vanguard S&P 500 ETF has a 30.3 price-to-earnings (P/E) ratio and a 1.3% yield compared to a 25.9 P/E ratio and a 2% yield for the Vanguard S&P 500 Value ETF. The Vanguard S&P 500 Value ETF is a good buy if you want an investment that has less exposure to premium-priced sectors and a higher yield for boosting your passive income stream . 3. Vanguard Energy ETF The Vanguard Energy ETF is designed to reflect the performance of the energy sector, which has put up decent gains this year, but not as strong as the S&P 500. ^SPX data by YCharts . Unlike the Dividend Appreciation ETF or the S&P 500 Value ETF, the Energy ETF is top-heavy: Just two stocks, ExxonMobil and Chevron , account for 36% of its portfolio value. But that level of concentration is arguably a good thing because of the volatility of the oil and natural gas industry . ExxonMobil and Chevron sport elite balance sheets, and with their diversified business models, they do far more than just produce oil and natural gas. They both have growing low-carbon divisions that invest in various technologies, such as carbon capture and storage and low-carbon fuels. They also pass along their profits to shareholders through stock buybacks and growing dividend payouts . One of the most attractive qualities of the Vanguard Energy ETF is its low P/E ratio of 8.5 and its yield of 3.3%. Across the industry, oil and natural gas companies have proven they can thrive even in the current mid-cycle price environment. A wave of consolidation has contributed to efficiency improvements and strong earnings growth . The energy sector is cheap because it is prone to downturns, is capital intensive (which can strain corporate balance sheets), and because so many legacy companies in it are threatened by the clean energy transition and falling demand for fossil fuels and other products made from oil. But these risks are arguably already baked into the valuations of companies in the space. By investing in this ETF, investors can get some diversification of risk across the sector, and also collect a sizable amount of passive income while benefiting from the upside potential of higher oil and natural gas prices. Being mindful of market volatility No one can know for sure what the S&P 500 will do in the near term. But we do know that investing in quality companies at reasonable valuations has historically been a winning long-term strategy. At the time of this writing, the S&P 500 is up by more than 57% since the start of 2023, while growth-focused ETFs like the Vanguard Mega Cap Growth ETF have more than doubled during that period. The more extended the broader rally becomes, the more pressure is put on growth-driven companies to deliver exceptional results to justify their valuations. For example, last month, Nvidia stock sold off after the chipmaker reported its latest results -- even though it exceeded analysts' expectations and raised its guidance . I fully believe that top growth companies will continue to deliver excellent results and lead the earnings growth of major indexes like the S&P 500, but I could see the market responding to even solid results with less enthusiasm. In other words, the valuations of those companies have gotten a little ahead of themselves, and the businesses will need time for their metrics to catch up. The good news is that a company like Nvidia is delivering unbelievable earnings growth , and its stock price is following that earnings growth. Until that changes, calling Nvidia a bubble stock would be unfair. In the current environment, though, putting new capital to work in top funds that sport reasonable valuations -- funds like the Vanguard Dividend Appreciation ETF, Vanguard S&P 500 Value ETF, and the Vanguard Energy ETF, for example -- seems like a winning strategy, especially for investors looking for investments that are likely to be less volatile than the major indexes if there is a stock market sell-off in 2025.
France celebrated the re-opening of Notre Dame cathedral on Saturday at a special church service that featured a standing ovation for the firefighters who saved the 12th-century landmark from destruction during a 2019 blaze. In posts to his Truth Social network on Monday, Trump claimed China had failed to follow through on promises to institute the death penalty for traffickers of fentanyl, writing that “drugs are pouring into our Country, mostly through Mexico, at levels never seen before.” “Until such time as they stop, we will be charging China an additional 10% Tariff, above any additional Tariffs, on all of their many products coming into the United States of America,” Trump said. Broekman's latest antics mean he must spend at least 12 months behind bars before becoming eligible for parole on November 1, 2025. Magistrate Melissa Humphreys imposed the sentence after Broekman pleaded guilty in Albury Local Court to charges of police pursuit, a second offence of disqualified driving and to using an unregistered and uninsured vehicle. Broekman also gave a positive oral fluid test result for methamphetamine, though has not yet been charged with a related offence - such matters are usually delayed while forensic testing of a sample is carried out. Nevertheless, Ms Humphreys said Broekman's drug habits provided a "relevant context" to his behaviour, given he also had an "appalling" rate of recidivism for driving matters. "It is clear that since 2020 he appears to have been involved in the use of illicit drugs," she said. Broekman has now racked up his ninth incident of driving while either disqualified or unlicensed. Defence lawyer Jaimee Simonsen told Ms Humphreys there was no doubt the offending committed by Broekman, who appeared via a video link to Junee jail, was serious. "Certainly, he's looking at a much longer period in custody," Ms Simonsen said. Police had clocked Broekman as disqualified when they saw him driving a black Volkswagen north along Wagga Road, Lavington, on November 2, 2024, about 6.35pm. Both vehicles had stopped for a red traffic light at the intersection of Kaylock Road. Broekman's window was wound down, he was recognised and police yelled at him to stop. But the lights changed to green and Broekman accelerated away, so police were forced to initiate a pursuit. Broekman's car hit 80kmh in a 60kmh speed limit zone, then he braked heavily as he swung left into Barlow Street. His excessive speed meant he immediately lost control of his car, which struck the concrete centre median strip and hit a road sign. But police said Broekman regained control and turned into Griffith Road, heading south at no less than 100kmh in a 50kmh zone. Soon after, police terminated the pursuit because it clearly was dangerous. Broekman's car was last seen heading south "at excessive speed", having been radar checked at 97kmh. Soon afterwards, a witness stopped police in Saville Street and told them he was seen speeding into Worsley Place in Lavington. Police arrived and saw Broekman standing by the car. He ran into Condon Place, so they chased him and placed him under arrest. Checks revealed the car was unregistered. Ms Humphreys said specific deterrence was essential in police pursuit cases as the courts continued to see serious examples of such offending "that place our community at extreme risk". Broekman was convicted and fined $500 and disqualified from driving for three years. He was also convicted and fined $1000 on an unrelated charge of contravention of an apprehended violence order. From mail-order brides in the 1980s to sex workers, laborers, domestic helpers, and drug mules in the 2000s, and now surrogate mothers, many Filipinos are still victimized by illegal recruiters who take advantage of their poverty. The government rescued the 20 women in September—seven were sent home while 13, who were in various stages of pregnancy, were eventually meted a two-year sentence for violating Cambodia’s anti-trafficking law and surrogacy ban. The women were recruited online to travel to another Southeast Asian country but were instead sent to Cambodia, where surrogacy is banned. The exploitation of surrogacy falls within the scope of human trafficking, Bureau of Immigration (BI) Commissioner Joel Anthony Viado said, as it coerces or deceives women into becoming surrogate mothers. In October, the immigration bureau intercepted another victim who was attempting to leave the country for Georgia for business purposes but later confessed to being recruited as a surrogate mother. Per the BI, this was the seventh recorded case of surrogate mothers intercepted at airports, “showing a troubling trend of individuals being misled into these roles under false pretenses.” The BI’s immigration protection and border enforcement section said surrogacy represents a new type of trafficking scheme where female victims are initially offered favorable living conditions—including hefty payments of at least half a million pesos after childbirth—but end up being exploited and abused. Some corrupt officials allegedly accept bribes to facilitate migration outside of regular channels for overseas workers, operate sex trafficking establishments, facilitate production of fraudulent identity documents, or overlook irregular labor recruiters,” the 2024 Trafficking in Persons (TIP) Report on the Philippines stated. Based on Department of Social Welfare and Development figures, there were at least 2,024 victim-survivors of TIP in 2023. Another report released last year by the United Nations Office on Drugs and Crime (UNODC) said corruption was one of the core drivers of the human trafficking process. “The crime simply could not be committed on a large scale without corrupt officials abusing their position of authority and accepting bribes of money, favors or material goods,” UNODC said. The TIP Report supports this finding, noting that “immigration officials, especially at lower levels, accepted bribes to facilitate or ignore trafficking crimes, including tampering with or producing fraudulent travel documents.” The BI has implemented a “one-strike” policy to discipline immigration officials implicated in corruption or trafficking cases and began rotating personnel in ports of entry and exit. Immigration procedures have also become stricter but caution must be made against overkill where legitimate travelers are the ones penalized instead of actual trafficking victims. Aside from rooting out corrupt immigration personnel, the government must tighten online monitoring because this is where most crimes originate nowadays: with a seemingly innocent overseas job offer. Hundreds of properties have been affected in Rhondda Cynon Taf once again due to flooding as Storm Bert ravaged south Wales and major incident was declared for county. Between 200 to 300 properties, both residential and commercial, were affected and heartbreaking images saw residents bail out water with bins and businesses desperately try and save their livelihoods. Over in Pontypridd's Mill Street Enrico Orsi, who owns Zucco Cafe in Pontypridd , said it was "like a scene from Titanic' as he desperately tried to save his cafe from flooding. Back in 2020 the street was also hard hit by Storm Dennis which saw businesses across the town ravaged by flood water. Enrico says it was only because he got to his cafe so early that there was no damage but other businesses on the street have been affected. He said: "I opened about 7.30am, bit of a treacherous drive in... the outside looked fine, it was raining a lot but there wasn't any surface water or puddles, everything was draining fine... my first customer arrived at about 7.45am, he opened the door and said 'have you seen this, outside?' and I could see the drains were shooting up like fountains at which point then I started to panic... my business was flashing before my eyes. If water gets into a food and drink business like my own, that is just game over until the new year." Enrico was able to get flood barriers in place in his cafe, however in his panic put them in the wrong way meaning water could still get in. He said: "It was like a scene from the Titanic with getting buckets of water and getting it out." The business was helped by the local community and its regular customers who came down to help. This included a builder who sourced Enrico sandbags and they were able to make the cafe watertight. For the latest Pontypridd news, sign up to our newsletter here . Other businesses on the street, who weren't open as early as Enrico to notice the flooding and didn't have flood barriers, began to flood. Enrico, who was documenting the flooding on social media to appeal for help, said: "By that point, there was just a huge influx of people from the entire community... there were lots of people down there, lots of familiar faces, some people I had never seen before but everyone just got their hands dirty, quite literally, and just helped in any way they could which was a real positive today in and amongst a really tragic scene. "That community spirit really kept the energy levels up throughout the whole day. We were there from 7am to 5pm, it was a really long day." Talking about the community spirit Enrico said the feeling was "palpable in the town and especially on the street of Mill Street, you can really feel that community spirit. Today, as tragic as it is, it is going to make it, as a community, a lot stronger. It was quite an emotional thing to be a part of at times, everybody being there for each other, it was really nice." Elsewhere in Pontypridd homes on Sion St, right on the banks of the Taff, were badly flooded, with the community coming together to help there too. Rania Koutsikou, 32, a part-time lecturer and PhD student at the University of South Wales, said: "People are very keen to help, as you can see, everyone is around, offering coffee, offering cookies, fire service are here now." Paula Williams, who also lives on Sion Street, added: "The river levels were going down last night when we went to bed. We only knew something was happening because we had a neighbour knocking us. She was shouting 'get the cars moved'. "We managed to get the dog out down my parents so we didn't have to worry about her and then it was all hands to the pump." She said it was the work of them and neighbours fighting to protect the homes that stopped the flooding being as bad as in 2020. Adding her neighbours bought pumps from Screwfix to hold back the water but it was lucky the water had come in during the morning when people were awake. Other businesses affected on Mill Street include Storyville Books, which Enrico says has been "really badly hit... which is just gutting for them." Although normally closed on Mondays Enrico will be opening Zuccos Cafe on Monday, November 25 to "be there for the people who are going to be needing help tomorrow. To show people that we are open for business and that we don't want this to deter people from coming down, we want to let people know that Mill Street is still open for business."

The nonprofit groups would have to be notified of their designation as terrorist-supporting organizations at least 90 days beforehand and would have that time to make changes to prevent being stripped of their exempt status. They could also challenge the exemption with the IRS and in federal court. Despite those safeguards, many groups spanning the ideological spectrum, from the American Civil Liberties Union to the libertarian Cato Institute, worried they would not be enough to prevent the new authority from being abused. Americans are heading into the first holiday season in years where buying less may be the first thing on their minds. And this year, gift lists may exclude one important person: you. Stacker dug into Deloitte's 2024 holiday retail survey to explore the psychology behind Americans' reluctance to self-gift this year. In the modern era, holiday gifting includes a practice that may seem rooted in consumerism—giving ourselves gifts. However, "self-gifting," psychologists say, carries its own importance. It's one consumers intend to cut back on or eliminate entirely this holiday shopping season, according to Deloitte's 2024 holiday retail survey of over 4,000 U.S. consumers. We've all done it. With hard-to-resist Black Friday deals and hypertargeted advertising, it can be difficult to resist shopping for yourself when doing so for others. Meanwhile, the cost of goods and services has risen faster than usual every year since 2021, when post-COVID-19 pandemic inflation took root in the U.S. economy and altered how we consume. Even so, Americans expect to spend more on gifts this holiday than in the previous five years. Deloitte found that the average person anticipates spending $1,778 this year, a 19% increase from 2019, when the average expected spend was $1,496. Baked into that figure are consumers' expectations of higher prices this season, according to Deloitte. In response, some Americans are signaling they may do less for themselves. About 1 in 3 consumers intend to self-gift this year, down from almost half of all consumers last year, Deloitte found. At least 2 in 5 (43%) won't spend on themselves at all, up from 25% last year. Today, the appeal of giving gifts around winter holidays is nearly universal. The holidays have long been an occasion to show our love for others in the exchange of gifts. Though giving gifts may have emerged from the biblical story of the three wise men, Christmas celebrations were among the first to lean into a commercialized version of the winter holidays. Other religious traditions like the Jewish celebration of Hanukkah have evolved to include gifting as a part of its observance over the winter holiday. Even workplace culture has adopted gifting as a way to foster connections and lift moods with traditions like Secret Santa. This holiday season, though, our modern treat-yourself-culture could be on pause for many Americans. You may also like: How to increase your credit limit and keep a good credit score More Americans prepared to remove themselves from holiday gift lists Dr. Steve Westberg, a professor of marketing and consumer psychology at the University of Southern California, suggests that the uptick in surveyed adults who say they hope to scale back self-gifting this year may be due to consumer pessimism and financial concern. Faced with more limited options during the pandemic years, Americans bestowed themselves with material goods—some out of practical necessity, others not. Over the 2020 and 2021 holiday seasons, Americans hunkered down at home to avoid catching or spreading the latest COVID-19 variant. They bought lots of furniture, electronics, and other items in lieu of spending on travel, outings, and live events. In 2022 and 2023, consumers embarked on so-called " revenge travel " to catch up on international and domestic trips. They attended the live music and sporting events they had missed out on. Today, there are signs that all of that spending is beginning to cause stress for the typical American consumer as prices remain painfully high . Americans' total amount of credit card debt is at an all-time high, and default rates for vehicle loans and credit cards are rising. In almost every major poll leading up to the 2024 presidential election, the economy and inflation were consistently the top issues driving voters to the polls. However, as consumers pull back, there's evidence that self-gifting can positively impact personal well-being . Jacqueline Rifkin, an assistant marketing and management communications professor at Cornell University, describes the practice as a way to self-regulate emotions. Self-gifting can express positive emotions in a way we may recognize as a celebration. "You just got a promotion, or you won some big award, you're feeling good, and you want to extend or amplify those good feelings. You can use self-gifting to achieve that," Rifkin told Stacker. Self-gifting can also be a way to deal with negative emotions. Rifkin published research in the Journal of Consumer Research on self-gifting, which revealed that people were least likely to gift things to themselves when under stress or feeling constrained—even though self-gifting can help us regulate during stressful moments. "If you're going through a rough time ... you can use self-gifting to pick yourself back up. One of the colloquial ways we think about this is 'retail therapy,'" Rifkin said. Can self-gifting and retail therapy veer into wasteful self-indulgence? Potentially, according to Westberg, who says the reasons we self-gift are similar to those that drive compulsive shopping habits. The act generates a positive emotional response. There's an important distinction, however, that experts draw between the two. Westberg and Rifkin agree that self-gifting stands out from other forms of shopping in that it incorporates intentionality. "You could define self-gifting as being a little more thoughtful in your choice," Westberg explained. Consumer advocates suggest that shoppers looking to cut back on spending create guardrails to help them shop more intentionally. Removing credit card information from our web browser's autofill function or delaying the impulse to "buy now" and creating a wish list instead can elongate the purchase process. Putting space between the initial urge to buy and the purchase can be revealing, too: It clarifies what's really meaningful and worthy enough to justify buying. For others, like Westberg, shopping satisfaction is derived from researching items to self-gift in the future. Westberg's initial inclination when it comes to self-gifting, like many of us, is to reward himself with some kind of "big ticket" item. "On the other hand, I don't know that I'll ever actually do that because once I have it, the anticipation aspect is going to go away," Westberg said. "So while I do think about self-gifting myself a car ... I get a lot of enjoyment [from] doing the research. ... [It's] the thoughtfulness that I can put into it rather than having the physical thing." According to Rifkin, our reluctance to give ourselves gifts isn't always born of financial constraints but also a belief that giving ourselves something won't actually make us feel better, even though it can. She advises consumers to remember that gifts can take on different forms this holiday season, and many of them don't cost a thing. "It's this intentional behavior that we engage in. It's something you do, you do it on purpose, and you do it for yourself," Rifkin said. "Could it be going for a walk around the block? Absolutely.
