Is Reddit Down Again? Tens of Thousands of Users Are Reporting Issues With the Platform.Moncton council discussed whether to spend millions of dollars more on protective services as the city's 2025 budget meetings continued on Wednesday. The city's protective services department includes bylaw enforcement, fire department and the RCMP contract. "We talked a lot yesterday about growth in the municipality, and with growth obviously comes demand for service," Jeff Preston, the department's general manager, told council Wednesday. "And we're also dealing with, as we all know, a lot of social issues, which also is contributing to ... demand for service." A $9.5-million increase for policing is one of the largest spending hikes in the city's proposed $223.8-million operating budget. That increase includes money to add 17 more police officers in Moncton, Dieppe and Riverview. It would increase the budgeted number of officers from 156 this year to 173. The 17 Mounties are part of , the civilian board overseeing Codiac RCMP, to add 46 officers. The budget also earmarks funds to hire five municipal employees in supporting roles for Codiac. Councillors questioned how the added staff would affect crime rates, police visibility and traffic enforcement. Supt. Benoit Jolette, the commanding officer of Codiac Regional RCMP, says the added staff will help them follow up on criminal cases. (Shane Magee/CBC) RCMP Supt. Benoit Jolette, Codiac's commanding officer, said it would help address crime against people and property and would help solve cases. "We're really good at getting to the calls really quickly and placing people in custody, laying charges," Jolette said. "But where we're struggling is that follow-up, doing all those neighbourhood inquiries, checking for video and all that, increasing our solvability rate." He said freeing up patrol officers from longer-term tasks would allow them to do other work in the community. "By the middle to the end of 2025 ... I foresee a dramatic increase in the amount of traffic tickets that we're going to be issuing because the members are going to have more time," Jolette said. Several councillors said they hope the province and health authorities increase spending on addictions and mental health services, including increasing the operating hours for a mobile mental health crisis unit, to address social issues that factor into crime. "I can accept this year that we require extra officers so that we can take some pressure too off the existing officers," Coun. Charles Leger said, adding he hopes there's a future discussion about other ways to address crime. The budget discussion Wednesday also included the city's fire department. The spending plan includes hiring four more firefighters and increasing the minimum number on duty from 21 to 22. Several councillors said they hoped to see the province spend more on addictions treatment and mental health care. (Shane Magee/CBC) Fire Chief Conrad Landry said the increase will mean a second firefighter on a rescue truck when responding to medical calls. A fire department master plan is under development that will look at how many staff the city needs, how many fire stations and how much equipment, as well as other aspects of its operation. "It's going to be quite comprehensive," Landry said. That report is expected to be completed in the first few months of 2025. However, no money to implement possible recommendations has been included in the budget, staff told council. Councillors are expected to vote Thursday on whether to approve the budget.

The Ottawa Police Service has laid charges against a 33-year-old man involved in allegedly assaulting five people before being shot by police in a parking lot near Place D'Orleans Shopping Mall earlier this month. Police have charged Tyler Low of Ottawa with 52 offences, including four counts of attempted murder, five counts of aggravated assault, 12 counts of assault with a weapon and assault of a police officer. He was also charged with multiple weapons and mischief offences, including 20 charges of possession of a weapon dangerous to the public. Police had previously not released any information on charges, directing inquires to Ontario's Special Investigations Unit (SIU), the province's police watchdog. Ottawa police officers were called at approximately 11:15 p.m. on Nov. 15 after receiving reports of a man assaulting people and damaging vehicles in front of a Wendy's restaurant on St. Joseph Boulevard and Place D'Orleans Drive. Upon confronting the suspect, police shot the man "multiple times," according to the SIU. Two conducted energy weapons were also deployed. The suspect was taken to hospital with serious injuries and is currently in stable condition, Ottawa police say. A total of five people were injured, some with serious injuries. Police say the injuries were later deemed to be non life-threatening. The SIU and the Ottawa Police Service continue to investigate. Lions receiver Jameson Williams won't be charged for having a gun in a carFanSided’s Wynston Wilcox believes Texas QB Quinn Ewers’ potential exit from Austin via the transfer portal after the College Football Playoff could lead the Longhorns into a Jackson Arnold situation with Arch Manning. “It’s a real possibility Ewers departs to another program and is the missing piece to get them over the hump. If Ewers enters the transfer portal his phone would blow up from all the calls he’s going to be getting to lure him to a prospective program. And he could very well pull a Dillon Gabriel and prove why it was a mistake to force him out. I’m sure when Texas got Arch Manning they were planning for Ewers to enter the draft. So with that philosophy, it made sense to usher Manning in as the incumbent,” Wilcox wrote. “But with Ewers’ draft stock falling to the wayside, it wouldn’t benefit him to leave now. And now that Texas is sending subliminal signs that they’re ready to turn to Manning, it could come back to haunt them. Oklahoma turned to Jackson Arnold and that was a mistake. At one point, Arnold was benched this season for a true freshman to replace him. That’s not quite what the Sooners envisioned when they groomed him to replace Gabriel. Texas could have that same fate. Arnold, too, was a five-star prospect in high school like Manning. For what it’s worth, Manning is better than Arnold, at least he’s shown more potential. But there’s still the chance he’s not better than what Ewers would have been.” Manning, like Arnold, is a threat with his legs. Oklahoma’s QB1 just went for 131 rushing yards in a shocking Week 13 win over Alabama. Manning, though, already has more 300-yard passing games than Arnold, who has yet to have one. The Arnold situation in Norman has a lot to do with the Denton, Texas native not gelling with Seth Littrell and the Sooners’ offensive staff. Manning brings a different dynamic to the Longhorns and has an exponentially higher ceiling. He also is a proven success working with Texas offensive coordinator Kyle Flood. Don’t expect anything close to an Arnold situation in Austin. The ingredients just aren’t there.

This proposal was unveiled by Commissioner of Budget and Planning Mustapha Ndajiwo during a Government House Council meeting, as announced by the Governor’s Special Adviser Abdullberqy Usman Ebbo on social media X. Ebbo explained that the commissioner told the council that the estimate is made up of N188.42 billion or 15.68 per cent recurrent and 1.01 trillion or 84.34 per cent capital expenditure respectively. The commissioner stated that when compared with the approved budget of 2024, the estimate represents an increase of 32.94 per cent. ” The Commissioner in his analysis also stated that even though the 2024 approved budget was supplemented with the sum of N191.98 billion, the breakdown of the draft 2025 proposals revealed an increase of 1.18 per cent and 32.98 per cent in recurrent and capital expenditure respectively, ” Ebbo stated. He noted that Governor Mohammed Umar Bago in his remarks, explained that the size of the estimate was informed by the gap in infrastructure and key development areas and the inflationary trend of the country. After the presentation, the council deliberated on it and approved the estimates. It then directed the Commissioner for Budget and Planning, Mustapha Ndajiwo to prepare for submission to the Niger State House of Assembly for approval. By Leah Nylen and Jaewon Kang | Bloomberg A judge blocked Kroger Co.’s $24.6 billion acquisition of Albertsons Cos. , finding the takeover would lessen competition for US grocery shoppers, in a ruling that marks a likely death knell for the deal. In a decision filed in Oregon federal court Tuesday, US District Judge Adrienne Nelson found in favor of the US Federal Trade Commission. The agency had argued that the proposed tie-up violates US antitrust law and that a division of hundreds of stores to C&S Wholesale Grocers Inc. wouldn’t do enough to replace the lost competition. Also see: Biggest question from Kroger-Albertsons trial: What’s a grocery store? “There is ample evidence that the division is not sufficient in scale to adequately compete with the merged firm and is structured in a way that will significantly disadvantage C&S as a competitor,” Nelson wrote. “The deficiencies in the disvestiture scope and structure create a risk that some or all of the divested stores will lose sales or close, as has happened in past C&S acquisitions.” Nelson’s decision is a major victory for the FTC and its outgoing Chair Lina Khan, who came under harsh criticism from conservatives and business groups for stepped-up antitrust enforcement under the Biden administration. “Today’s win protects competition in the grocery market, which will prevent prices from rising even more,” said FTC spokesperson Douglas Farrar. “This statement makes it clear that strong, reality-based antitrust enforcement delivers real results for consumers, workers, and small businesses.” Also see: Albertsons would have shed these 63 California stores A C&S Wholesale spokesperson said the company is disappointed by the court’s decision and that it looks forward to seeing how Kroger and Albertsons will determine the next steps of the proposed deal. Kroger and Albertsons didn’t immediately respond to requests for comment. Attorneys for the companies have said the acquisition would probably be called off if the judge ruled against the deal. Kroger shares jumped as much as 6.1% in New York trading on Tuesday, extending earlier gains. Albertsons slumped as much as 10%. Specific Market Nelson agreed with the FTC that supermarkets constitute a specific market, countering the companies’ argument that the market extends to online retailers like Amazon.com Inc. “Supermarkets are distinct from other grocery retailers,” Nelson wrote. “Supermarkets offer a larger selection of fresh and non-perishable items, a one-stop shopping experience that appeals to a particular consumer’s preference to meet all their grocery needs in one location, and a customer service focus with deli, bakery, meat, and other specialized departments.” The ruling marks a disappointing end to a two-year odyssey by Kroger and Albertsons, which sought to become a bigger player with a more substantial national footprint to better compete against larger, non-unionized rivals including Walmart Inc. Kroger and Albertsons agreed to combine in October 2022 in what would have been the biggest US grocery deal in history, bringing together more than 4,000 stores across 48 states and Washington, DC. Kroger will likely turn its focus back to improving and investing in its existing network of about 2,750 stores. Albertsons, on the other hand, could emerge again as a deal target, but is expected in the near term to invest in its roughly 2,270 stores and technology. The proposed deal has been a political hot potato, drawing pushback from elected officials, union groups and consumer advocacy firms. The companies vowed to spend $1 billion to cut prices, $1.3 billion to improve store conditions and $1 billion to raise worker wages and benefits following the deal. The FTC has increased antitrust enforcement under the Biden administration, though the results in court have been mixed. The FTC lost a challenge to Microsoft Corp.’s acquisition of Activision Blizzard Inc. and won against Illumina Inc. over its purchase of startup Grail and against Tapestry Inc.’s planned $8.5 billion acquisition of Capri Holdings Inc. The companies and the agency fought their case in court for three weeks over the summer in Oregon, as grocery inflation came back into the political spotlight ahead of the US presidential election. Grocery inflation hit a four-decade high in 2022 due to higher costs of labor, transportation and ingredients. Price increases have moderated and are expected to stay within historical ranges, though many American shoppers still say expensive groceries continue to squeeze their ability to spend. The FTC argued that the deal would harm consumers by eliminating competition on prices and quality, making the combined entity less likely to improve its services by offering flexible hours and pickup services. It said the grocers would have more leverage over workers, which would slow wage growth and worsen benefits, and that the proposed divestiture would be inadequate. The agency tried to depict Kroger and Albertsons as the most direct competitors. It said the deal would combine the two largest “traditional supermarkets” in a market that includes Walmart and Target, but does not include Amazon, Costco, Aldi and dollar stores. The companies argued that such a definition is “antiquated” and no longer describes how people shop and pointed to various changes they have made in response to newer threats. The grocers also said joining forces would help them increase market share and improve technology to compete with Amazon, Walmart and other companies. The case is Federal Trade Commission v. Syrian rebels who overthrew the dictatorship of Bashar al-Assad on Sunday are reportedly executing their opponents, imposing Islamic sharia law, and threatening non-Muslim minorities, including the Kurdish population in the north. Videos are circulating on social media showing Syrian rebels killing people associated with the regime — some of whom may have been part of the state security services, and others who appear to have been ordinary employees. The New York Times reported Tuesday: Islamic State forces on Tuesday killed 54 people in the Homs region in central Syria who had been part of the Syrian government’s military and fled during the collapse of the Assad regime, according to the Syrian Observatory of Human Rights, a British-based monitoring group. The killings highlight the chaos in Syria as various rebel factions operate in different regions. One video also shows thousands of smashed bottles of liquor at the duty free store of the Damascus airport, where Islamist rebels apparently enforced the Islamic ban on alcohol by force, as Islamists did in Lebanon in the 1980s. In addition, Islamist rebels, backed by Turkey, have been threatening Kurdish communities, backed by the U.S. The Times reported that the Syrian rebels are fighting with Kurdish militias: Fierce fighting was underway on Tuesday between rebels supported by Turkey and U.S.-backed, Kurdish-led forces near Kobani, a town in northern Syria with historic and symbolic significance for American involvement in the region. The fight illustrates how, even as rebels try to build a government after taking Damascus, armed groups with competing interests are still fighting for territory and power, trying to fill the vacuum left by a collapsed regime and, in this case, pitting proxies of the United States and Turkey against each other. "The divisional commissioner's standing order is being implemented in Sambhal. No delegation is permitted to visit. Once the situation normalises, everyone will be allowed," Singh told ANI. He urged the SP to cooperate and postpone their visit. "They wouldn't want the situation in Sambhal to worsen. They should visit after some time. The investigation is underway, and we are gathering evidence. So far, 30 people have been arrested," he added. The party condemned the UP Police's actions, accusing the state government of "dishonouring the Constitution and democracy." Former Congress leader Acharya Pramod Krishnam alleged that Akhilesh Yadav played a role in the Sambhal violence. "Akhilesh Yadav has a direct and indirect role in the violence. MPs and MLAs from his party incited the people. The police and administration's actions are aimed at restoring peace. By sympathising with the Muslim vote bank, Yadav is deceiving Muslims. Their visit to Sambhal is mere political tourism," he said.
