Hayden CilleyBritish Columbia’s new health minister says she’s aiming for more treatment beds and fewer deaths in a revamped approach to the province’s drug overdose crisis. It comes after David Eby’s newly elected government eliminated the stand-alone Ministry of Mental Health and Addictions, which advocates say had no “teeth.” The former ministry was created in 2017 to provide co-ordinated responses to the toxic drug crisis, which has killed more than 15,000 people in the past eight years, but it has now been absorbed into the Health Ministry. “Certainly, I really do think the time is right to fold the ministry back into the Ministry of Health,” said Josie Osborne, who was appointed health minister last week, replacing former minister Adrian Dix. “I think we’re in a much better position to expedite action and decision making,” Osborne said in an interview. “Now is the time to bring that together. The premier’s been very clear he expects an all-of-government approach to this.” The B.C. Coroners Service says 1,749 people have died of toxic drug overdoses so far this year. Last year the service reported 2,551 overdose deaths, the most ever recorded in a single year in the province. “We are going to do everything possible that we can to reduce the number of deaths and the impacts on people and families,” Osborne said. “This is one of the toughest challenges our government, our society, that B.C. faces and one of our government’s top priorities. The key here is helping people and doing everything we can from all different approaches to reduce the number of deaths and to help people recover and be well.” B.C. drug policy advocates who are calling on the government to support more safe supply and drug decriminalization policy initiatives say they will watch for signs that the changes, and Osborne’s appointment, result in shifts in direction and approaches. “It’s good because the Ministry of Mental Health and Addictions wasn’t ever really set up to succeed,” said DJ Larkin, executive director of the Canadian Drug Policy Coalition and an adjunct professor at the faculty of health sciences at Simon Fraser University. “It didn’t have the budget or the authority to do what needed to happen and it set expectations they couldn’t meet,” Larkin said. “It didn’t have the teeth. That sets up people for disappointment because they gather the data. They get the expert input. They get the ideas but they didn’t have the teeth to make it happen.” Leslie McBain, co-founder of Moms Stop the Harm, a harm-reduction advocacy group, said she’s looking forward to the ministry change because “we have not got very far in terms of the toxic drug crisis.” She said she believed the Ministry of Mental Health and Addictions was “a little bit hooped,” because it fell under the health ministry but had little power. “I’m optimistic now, of course,” said McBain. “I think change is better than being stuck in a place where there hasn’t been great movement. These seven or eight years we’ve been waiting for things to improve and they have not. So, with a change, there’s hope.” But Larkin and McBain, whose son Jordan died of an overdose more than a decade ago, say they will continue to push Osborne and the NDP government to support efforts to back decriminalization and safe supply efforts. The government flatly rejected calls from the province’s chief coroner Lisa Lapointe earlier this year to provide non-prescription access to controlled drugs. It also rolled back a decriminalization pilot project after political and public outcry over open drug use. “Decriminalization has been basically gutted by the premier,” McBain said. “It needs to be strengthened rather than gutted for people to be able to use drugs safely.” Larkin said advocates intend to push Osborne and the government to continue to initiate policy reform towards more decriminalization of drugs. “There are hundreds and hundreds of thousands of people every year who use unregulated drugs. That is the source of this problem. If we want to save heath care dollars, policing dollars and reinvest in communities we need to deal with the unregulated drug supply, and that means changing the law,” Larkin said. Osborne acknowledged the issues of decriminalization, safe supply and involuntary care, but said as a new minister she is looking to address the overdose crisis by reaching out to agencies, communities and people. “Right now what’s ahead of me is learning about and listening to people, communities and all the agencies and organizations to understand the real on-the-ground impacts of different approaches to this,” she said.

When Elon Musk first suggested a new effort to cut the size of government, Donald Trump didn't seem to take it seriously. His eventual name for the idea sounded like a joke too. It would be called the Department of Government Efficiency, or DOGE, a reference to an online meme featuring a surprised-looking dog from Japan. But now that Trump has won the election, Musk's fantasy is becoming reality, with the potential to spark a constitutional clash over the balance of power in Washington. Trump put Musk, the world's richest man, and Vivek Ramaswamy, an entrepreneur and former Republican presidential candidate, in charge of the new department, which is really an outside advisory committee that will work with people inside the government to reduce spending and regulations. Last week, Musk and Ramaswamy said they would encourage Trump to make cuts by refusing to spend money allocated by Congress, a process known as impounding. The proposal goes against a 1974 law intended to prevent future presidents from following in the footsteps of Richard Nixon, who held back funding that he didn't like. “We are prepared for the onslaught from entrenched interests in Washington," Musk and Ramaswamy wrote in an opinion piece in The Wall Street Journal. ”We expect to prevail. Now is the moment for decisive action." Trump has already suggested taking such a big step, saying last year that he would “use the president’s long-recognized impoundment power to squeeze the bloated federal bureaucracy for massive savings.” It would be a dramatic attempt to expand his powers, when he already will have the benefit of a sympathetic Republican-controlled Congress and a conservative-majority U.S. Supreme Court, and it could swiftly become one of the most closely watched legal fights of his second administration. “He might get away with it," said William Galston, a senior fellow in governance studies at the Brookings Institution, a Washington-based think tank. “Congress’ power of the purse will turn into an advisory opinion.” Musk and Ramaswamy have started laying out their plans Right now, plans for the Department of Government Efficiency are still coming into focus. The nascent organization has put out a call for “super high-IQ small-government revolutionaries willing to work 80+ hours per week on unglamorous cost-cutting.” Applicants are encouraged to submit their resumes through X, the social media company that Musk owns. In the Wall Street Journal, Musk and Ramaswamy provided the most detailed look yet at how they would operate and where they could cut. Some are longtime Republican targets, such as $535 million for the Corporation for Public Broadcasting. Other plans are more ambitious and could reshape the federal government. The two wrote that they would “identify the minimum number of employees required at an agency for it to perform its constitutionally permissible and statutorily mandated functions,” leading to “mass head-count reductions across the federal bureaucracy.” Civil service protections wouldn’t apply, they argue, because they wouldn’t be targeting specific people for political purposes. Some employees could choose “voluntary severance payments to facilitate a graceful exit.” But others would be encouraged to quit by mandating that they show up at the office five days a week, ending pandemic-era flexibility about remote work. The requirement “would result in a wave of voluntary terminations that we welcome.” Everett Kelley, president of the American Federation of Government Employees, said such cutbacks would harm services for Americans who rely on the federal government, and he suggested that Musk and Ramaswamy were in over their heads. “I don’t think they’re even remotely qualified to perform those duties," he said. "That’s my main concern.” Kelley said his union, which represents 750,000 employees for the federal government and the city of Washington, D.C., was ready to fight attempts to slash the workforce. “We’ve been here, we’ve heard this kind of rhetoric before," he said. "And we are prepared.” Federal regulations would be targeted for elimination There was no mention in the Wall Street Journal of Musk's previously stated goal of cutting $2 trillion from the budget, which is nearly a third of total annual spending. Nor did they write about “Schedule F,” a potential plan to reclassify federal employees to make them easier to fire. Ramaswamy once described the idea as the “mass deportation of federal bureaucrats out of Washington, D.C.” However, Musk and Ramaswamy said they would reduce regulations that they describe as excessive. They wrote that their department “will work with legal experts embedded in government agencies, aided by advanced technology," to review regulations that run counter to two recent Supreme Court decisions that were intended to limit federal rulemaking authority. Musk and Ramaswamy said Trump could “immediately pause the enforcement of those regulations and initiate the process for review and rescission.” Chris Edwards, an expert on budget issues at the Cato Institute, said many Republicans have promised to reduce the size and role of government over the years, often to little effect. Sometimes it feels like every budget item and tax provision, no matter how obscure, has people dedicated to its preservation, turning attempts at cuts into political battles of attrition. “Presidents always seem to have higher priorities," he said. “A lot of it falls to the wayside.” Although DOGE is scheduled to finish its work by July 4, 2026, Edwards said Musk and Ramaswamy should move faster to capitalize on momentum from Trump's election victory. “Will it just collect dust on a shelf, or will it be put into effect?" Edwards said. "That all depends on Trump and where he is at that point in time.” Ramaswamy said in an online video that they're planning regular “Dogecasts” to keep the public updated on their work, which he described as “a once-in-a-generation project” to eliminate “waste, fraud and abuse.” “However bad you think it is, it’s probably worse,” he said. Musk and Ramaswamy will have allies in Congress House Republicans are expected to put Rep Marjorie Taylor Greene, a Trump ally from Georgia, in charge of a subcommittee to work with DOGE, according to two people with knowledge of the plans who were not authorized to discuss them publicly. Greene and Rep James Comer, the Kentucky Republican who chairs the House Oversight Committee, have already met with Ramaswamy, the two people said. Musk brought up the idea for DOGE while broadcasting a conversation with Trump on X during the campaign. “I think we need a government efficiency commission to say like, ‘Hey, where are we spending money that’s sensible. Where is it not sensible?’” Musk said. Musk returned to the topic twice, volunteering his services by saying “I’d be happy to help out on such a commission.” “I’d love it,” Trump replied, describing Musk as “the greatest cutter.” Musk has his own incentives to push this initiative forward. His companies, including SpaceX and Tesla, have billions of dollars in government contracts and face oversight from government regulators. After spending an estimated $200 million to support Trump's candidacy, he's poised to have expansive influence over the next administration. Trump even went to Texas earlier this week to watch SpaceX test its largest rocket. DOGE will have an ally in Sen. Rand Paul, a Kentucky Republican who has railed against federal spending for years. He recently told Fox News that he sent “2,000 pages of waste that can be cut” to Musk and Ramaswamy. “I’m all in and will do anything I can to help them," Paul said.The 26-year-old man charged in last week’s killing of UnitedHealthcare’s CEO appeared in a Pennsylvania courtroom on Tuesday, where he was denied bail and his lawyer said he'd fight extradition to New York City, where the attack happened. Luigi Nicholas Mangione was arrested Monday in last Wednesday's attack on Brian Thompson after they say a worker at a McDonald’s in Altoona, Pennsylvania, alerted authorities to a customer who resembled the suspected gunman. When arrested, Mangione had on him a gun that investigators believe was used in the attack and writings expressing anger at corporate America, police said. As Mangione arrived at the courthouse Tuesday, he struggled with officers and shouted something that was partly unintelligible but referred to an “insult to the intelligence of the American people.” Mangione is being held on Pennsylvania charges of possession of an unlicensed firearm, forgery and providing false identification to police. Manhattan prosecutors have charged him with five counts, including murder, criminal possession of a weapon and criminal possession of a forged instrument. Here are some of the latest developments: Wearing an orange jumpsuit, Mangione mostly stared straight ahead during the hearing, occasionally consulting papers, rocking in his chair, or looking back at the gallery. At one point, he began to speak to respond to the court discussion but was quieted by his lawyer. Judge David Consiglio denied bail to Mangione, whose attorney, Thomas Dickey, told the court that his client did not agree to extradition and wants a hearing on the matter. Blair County (Pennsylvania) District Attorney Peter Weeks said that although Mangione's fighting extradition will create “extra hoops” for law enforcement to jump through, it won’t be a substantial barrier to sending him to New York. Mangione comes from a prominent Maryland family. His grandfather Nick Mangione, who died in 2008, was a successful real estate developer. Mangione likely was motivated by his anger with what he called “parasitic” health insurance companies and a disdain with corporate greed, said a law enforcement bulletin obtained by The Associated Press. He wrote that the U.S. has the most expensive healthcare system in the world and that the profits of major corporations continue to rise while “our life expectancy” does not, according to the bulletin, which was based on a review of the suspect’s hand-written notes and social media postings. The defendant appeared to view the targeted killing of the UnitedHealthcare CEO as a symbolic takedown and may have been inspired by “Unabomber” Ted Kaczynski, whom he called a “political revolutionary,” the document said. Police said the person who killed Thompson left a hostel on Manhattan's Upper West Side at 5:41 a.m. on Wednesday. Eleven minutes later, he was seen on surveillance video walking back and forth in front of the New York Hilton Midtown, wearing a distinctive backpack. At 6:44 a.m., he shot Thompson at a side entrance to the hotel, fled on foot, then climbed aboard a bicycle and within four minutes had entered Central Park, according to police. Another security camera recorded the gunman leaving the park near the American Museum of Natural History at 6:56 a.m. still on the bicycle but without the backpack, police said. After getting in a taxi, he headed north to a bus terminal near the George Washington Bridge, arriving at around 7:30 a.m. From there, the trail of video evidence runs cold. Police have not located video of the suspect exiting the building, leading them to believe he likely took a bus out of town. Two Queens residents allegedly responsible for dealing $2 million in stolen retail goods were busted in a crackdown that Gov. Kathy Hochul and Queens District Attorney Melinda Katz announced Tuesday. The bust occurred just days before the biggest shopping day of the holiday season, Black Friday — something that officials drove home during the presser at the Queens DA’s office on Nov. 26. Standing before a large table overflowing with stolen perfume, t-shirts, makeup, and even portions of 3D printed guns, Hochul and Katz stressed that the arrests would help safeguard retailers from theft and protect buyers from potential gouging. Hochul herself didn’t mince words about criminal elements benefiting from businesses’ financial losses. “We’ve had enough with criminals preying on our citizens. We are sick and tired of our citizens feeling they’re vulnerable, whether it’s random crimes on the streets or whether it’s the sophisticated organized crime rates — we are coming after you,” Hochul said. “I saw enough videos of people behind the counter being assaulted in brazen attacks, sometimes in broad daylight, and they’re so vulnerable, especially if they are the only person in the store or in a gas station when it happens.” Prosecutors said husband-and-wife duo Yvelisse Guzman Batista and Cristopher Guzman allegedly operated the sophisticated operation. The two suspects, both residents of Kew Gardens Hills, allegedly worked alongside accomplices Johanny Almonte Reyes and Rosa Rodriguez Santana in directing a horde of shoplifting crews, also known as boosters, to steal large quantities of merchandise from storefronts. Batista and Guzman then allegedly sold the hot merchandise from their home, online, and out of a brick-and-mortar store in the Dominican Republic, prosecutors noted. The duo, authorities said, even allegedly resorted to bribing truck drivers to divert products bound for retailers such as Sephora and Ulta Beauty from manufacturer warehouses directly to locations under their control. Police cracked down on the illegal business through an operation Katz dubbed “Fashionably Fencing.” Undercover operatives made controlled purchases of merchandise from the suspects after contacting them via social media. According to the D.A’s office, the undercover gained access to the Guzmans’ basement, which was set up as a retail store with shelves of stolen merchandise. Upon their arrests, law enforcement agents found more than $1 million in products in Batista’s and Guzman’s possession. They were charged with fostering the sale of stolen goods, the first time this newly adopted crime has been charged in New York. “This investigation and these arrests are about holding the defendants accountable and are also a great opportunity to warn people to be extremely careful when it comes to their purchases especially approaching the holiday season,” Katz said. “This marks the first time in New York anyone has been charged for the crime of fostering the sale of stolen goods, a new measure passed by the legislature and signed into law by Governor Hochul to stop the sale of stolen goods through both online platforms and brick-and-mortar locations.” Katz lauded recent laws that Hochul signed that helped police recover $40 million in stolen goods and led to the creation of dedicated Retail Theft Teams within the New York State Police, whose undercover units participated in the investigation leading to this indictment. “Retail theft not only financially impacts a business, but also presents peril to business owners, retail workers and patrons,” New York State Police Superintendent Steven James said. “State Police remains fully engaged on this issue and will not tolerate the actions of individuals responsible for stealing tens of thousands of dollars in merchandise, victimizing both retailers and the public.” Katz dubbed the takedown operation “Fashionably Fencing,” which also saw undercover operatives make controlled purchases of merchandise from the Guzmans after contacting them via social media.
