WASHINGTON (AP) — President Joe Biden said Sunday that the U.S. government believes missing American journalist Austin Tice, who disappeared 12 years ago near the Syrian capital, is alive and that Washington is committed to bringing him home after . “We think we can get him back,” Biden told reporters at the White House, while acknowledging that “we have no direct evidence” of his status. “Assad should be held accountable.” Biden said officials must still identify exactly where Tice is after his disappearance in August 2012 at a checkpoint in a contested area west of Damascus. “We’ve remained committed to returning him to his family,” he said. Tice, who is from Houston and whose work had been published by The Washington Post, McClatchy newspapers and other outlets. A video released weeks after Tice went missing showed him blindfolded and held by armed men and saying, “Oh, Jesus.” He has not been heard from since. that it was holding him. The United States has no new evidence that Tice is alive, but continues to operate under the assumption he is alive, according to a U.S. official. The official, who was not authorized to comment publicly and spoke on condition of anonymity, said the U.S. will continue to work to identify where he is and to try to bring him home. His mother, Debra, said at a news conference Friday in Washington that the family had information from a “significant source,” whom she did not identify, establishing that her son was alive. “He is being cared for and he is well — we do know that,” she said. The Pittsburgh Penguins were not happy with themselves Saturday after losing to the New York Islanders at UBS Arena. Defenseman Erik Karlsson said the team wasn’t emotionally or physically engaged. Coach Mike Sullivan said the team talked about playing a simple game, but they weren’t good enough. For most of the game, the Penguins were obviously the better team. A good goal and a fluky bounce put New York within striking distance, but a diving clear by Cody Glass ended any threats in the final seconds as the Penguins beat New York 3-2 at PPG Paints Arena. Sunday was the reverse of Saturday. The Penguins showed some backbone and executed so many of the things they didn’t less than 24 hours earlier. They got back to the better hockey they were playing before the holiday break and are now 10-4-1 in their last 15. There was plenty to build on. Again. Play simply? Check. Play straight ahead and get to the net? Yep. Defend their own net? You betcha. “We just knew it had to be a good bounce-back game. It was a quick turnaround, and you can have all the excuses in the world that you’re tired and whatnot, but we didn’t do that,” Michael Bunting said. “I think we played a complete game. You know, they got (a) six-on-five goal, but I thought we defended hard and showed (well) tonight.” The Penguins lost all of those battles Saturday, especially around their own net. However, with a makeshift blue line on Sunday due to Kris Letang’s injury and the insertion of 26-year-old Nate Clurman making his NHL debut, there weren’t many frills to the Penguins game. And that helped. Tight defense. Net-front scoring, including a power play goal. Good goaltending. It’s a simple formula but difficult to execute. Yet the Penguins did so for their 10th win in 15 games, and get this–at the conclusion of the game, the Penguins vaulted into a playoff spot. No joke. “I mean, it’s important. Just the way we’ve played over the last month or so, I think we’ve given ourselves an opportunity to be back in the mix. We’re competing with a lot of teams, and we know we’ve got our work cut out for us,” Crosby said. “This is hopefully a position that we’re in for the rest of the year–competing, and that’s what it’s all about. So to be back in that spot compared to where we were a month ago, I think it’s important.” Oh, by the way, Crosby broke Mario Lemieux’s franchise record for most assists (again) in the first period when he set up Michael Bunting’s goal. For the most part, the Penguins maintained a better attitude with the lead than the score may have indicated. With a 1-0 lead in the second period, the Penguins ripped 20 shots at New York goalie Magnus Hogberg, who was making his first start since 2021. The team sagged late in the period, giving up a spate of shots on a power play and the subsequent even-strength time. Fortunately for the Penguins, Alex Nedeljkovic held his ground with a couple of sparklers, including a windmill glove save on Anthony Duclair later in the second period. The Penguins didn’t defend their lead in the third. They attacked again. In the first 12:59 of the third period, the Penguins outshot New York 11-3 until Anders Lee broke the shutout. And then Anders Lee scored when an errant shot hit him and caromed into the net at 16:10, but the Penguins clamped down. Penguins Xs and Os The Penguins didn’t cautiously establish neutral zone traffic in the first period; they set the tone with an aggressive forecheck attack. With multiple forecheckers in the zone, the Penguins struggled to generate dangerous puck possession while the New Yorkers buzzed around the net. The shots were 6-6 after 20 minutes, but the Penguins pressure buckled New York in the second period. The Penguins had a commanding 12-7 scoring chance advantage, which would have been much greater if not for New York’s late period flourish. The Penguins also held a 10-5 scoring chance advantage in the third period. Lest anyone thinks the Penguins tried to sit on the lead, that was not the case. In addition to the hard forecheck, the Penguins were not shy at the net. Michael Bunting and Evgeni Malkin were around the net for much of the game. The Penguins also defended well. As a double “Get This:” Erik Karlsson killed penalties and blocked shots. With 26-year-old Nate Clurman making his NHL debut, the Penguins made a conscious effort to keep the defending simple, too. Those ghastly sort-out problems of Saturday vanished. Penguins Grades Team: B+ It wasn’t their high-energy A game, but it was a hard-nosed, workman-like game. Of course, playing two games 22 hours apart took something out of both teams, but the Penguins were the better team. Alex Nedeljkovic: A The Penguins goalie cleaned up a couple of high-danger opportunities. The contest may have gone differently if Nedeljkovic hadn’t made a few key saves on the Islanders’ power plays–they had a few, and they pressed. His final tally was 28 saves on 30 shots, but New York’s second goal wasn’t really a shot as much as a perfect bounce. Michael Bunting-Evgeni Malkin: A Bunting was the best Penguins forward on Sunday. He was ever present and noticeable, a constant threat to score and a thorn in the Islanders’ defense. Malkin is flying. He was the second-best Penguins forward Saturday. Malkin isn’t trying anything fancy but instead playing the simplest game he’s ever played. He had a couple of steals by defending the Islanders’ breakouts, and he stayed between the dots. It’s different than vintage Malkin, but it’s a pretty good version. The proposal would double the amount of state funds that could be placed in the Budget Stabilization Account (BSA) from 10% to 20% of the annual budget. The ostensible reason for the increase is to address the very real problem of revenue volatility. Because California is overly reliant on high income earners who generate massive amounts of capital gains and stock option funds in boom years, it is vulnerable to big drop-offs in revenue during the bust years. Indeed, revenue volatility has been such a large problem that Gov. Arnold Schwarzenegger created the California Commission for the 21st Century Economy to come up with solutions. Regrettably, while there was a broad consensus that something should be done about the boom and bust cycle, the commissioners could not agree on what to do about it. The goal of placing more funds in reserve because of volatility makes sense, if it can be accomplished without violating the letter and the spirit of Gann spending limit. Unfortunately, ACA 1, in its current form does just that. Here’s how. Just a year after Proposition 13’s passage in 1978, California voters approved the Gann spending limit which, like Prop. 13, sought to restrain the size and growth of government. But unlike Proposition 13, which was a direct limit on taxation, Gann attempted to limit government spending. It limited the growth of state and local government expenditures to a base-year level adjusted annually to reflect increases in population and inflation. Initially, the Gann limit performed as designed and resulted in a modest rebate to taxpayers in 1987. But subsequent measures backed by special interests weakened the Gann limit by creating exceptions for education and transportation spending as well as substituting a far more generous inflation factor. Ironically, after these changes, most public finance observers – including yours truly – wrongfully assumed that California would never again bump up against the limit. But a big surplus in fiscal year 2022-23 put the state on the brink of reaching that limit. While that collision was briefly avoided due to COVID-19, California once again is confronted with a Gann issue that can no longer be ignored. For taxpayers, the best outcome would be to let the Gann limit run its course and return money to taxpayers “by a revision of tax rates or fee schedules within the next two subsequent fiscal years.” Cal.Const., Art. XIIIB, Section 2(a)(2). This is consistent with the plain language of Gann and is more than warranted given California’s heavy tax burden. Under Gann, the state and local governments may create reserve accounts, like the BSA, but those transfers are subject to Gann’s spending limits. On the other hand, spending out of a reserve account is not so limited. As currently drafted, it appears that ACA 1 would exempt transfers out of the reserve account – currently permissible under Gann – but would also exempt appropriations into the BSA: Section (i) provides, “Transfers to the Budget Stabilization Account pursuant to this section do not constitute appropriations subject to limitation as defined in Article XIII B.” This appears to create a fund into which unlimited funds can be appropriated, guaranteeing that taxpayers will never get a refund of their tax dollars. There are better ways to address revenue volatility without injury to the goal of the Gann Spending Limit, which was enacted to provide a modicum of spending restraint in a state that doesn’t have any. California taxpayers need something more than a rainy day fund that’s all slush. Telangana CM directs officials to prepare arguments on river water sharingA wildlife sanctuary says it is being inundated with abandoned goats because hard up Brits are struggling to afford the animals. Buttercups Sanctuary for Goats, based in , has received a sudden influx of goats over the past fortnight - after a series of people "ditched" the poor animals and left them on busy roads. The site is now caring for just over 130 goats - which workers say is "slightly above" its maximum capacity. Head of hoof stock Ben Ward says this means the sanctuary cannot take any more goats in until it rehomes some of those it has - and has called on animal lovers to help. Mr Ward said: "Our job is to rescue and rehome goats. But there’s no pattern that dictates how often we get enquiries about helping goats. "And over the past couple weeks, we've had an inundation of goats. We received 13 because their owner had suddenly passed away and there was no one left to look after them - but others were just abandoned by the roadside. "A mum and baby goat were ditched on the A229 - and they weren't even tethered. The mum had a poorly foot, which I reckon is the only thing which stopped them from walking out into the traffic. "It's awful to think about what could have happened." Mr Ward said it's impossible to understand exactly why people abandon animals, but guessed that it might be to do with the costs. He said: "We're in a cost of living crisis and the costs of everything are rising, so that may push people to this. Others may not have considered beforehand the obligations that come with owning an animal. "And for others, I think there is an awareness that if they abandon an animal - people feel obligated to come and collect it. Maybe people know that places like us exist and assume they can just fall back on it." But Buttercups Sanctuary now has so many goats that it may not be able to help any others in need. "We are at a point where we can't take any more animals in until we alleviate the ones that we've got," Mr Ward said. "We've had to put up temporary pens already and we're just at capacity." Mr Ward insisted that anyone looking to rehome a goat would "get a lot out of it". He said: "Goats are actually a lot like dogs. They're incredibly loving, compassionate, personable, and intelligent. "If they stay with us, they'll still have a wonderful life. But if they are rehomed - they get more out of that one-to-one care and closeness." However, he stressed that people need to consider what they're getting themselves in for. "The day-to-day costs, such as food, aren't actually that much, perhaps £300 per goat per year," Mr Ward said. "But the initial outlays are more expensive, like making sure you have land, stabling, and fencing." And for those who want to help but can't take on a goat at the moment, Mr Ward says financial contributions are "just as helpful". He said: "We understand that plenty of people don't have the ability to take on a goat, and honestly, financial contributions, no matter how big or small, are just as helpful.
