Devolved powersharing had been restored to Northern Ireland in May 2000 when Ulster Unionist leader David Trimble had received the backing of his party to go back into the Assembly, despite there having been no decommissioning of IRA arms at that point. Then DUP deputy leader Mr Robinson and Mr Dodds took up the offices as ministers for regional development and social development, but refused to attend Executive meetings due to the presence of Sinn Fein ministers. The party also said it would rotate its ministerial posts to prevent other parties from taking them. A minute of an Executive meeting on June 8 said Mr Robinson and Mr Dodds had refused a request from First Minister Mr Trimble and deputy First Minister Seamus Mallon to meet with them “to discuss recent public comments by the DUP concerning their positions as ministers”. The minute records that the Executive endorsed a proposal from the First and deputy First Ministers to write again to the two DUP ministers setting out sanctions against them. It says: “The First Minister and and Deputy First Minister would assume responsibility for representing the Executive Committee on transport matters at the British-Irish Council in place of the Minister for Regional Development. “The Minister for Social Development and the Minister for Regional Development would not be nominated to attend meetings of the Joint Ministerial Committee. “Pending the receipt of satisfactory assurances from DUP Ministers regarding the confidentiality and integrity of Executive Committee business, the Minister for Social Development and Minister for Regional Development would not receive Executive Committee papers as of right. “The First Minister and Deputy First Minister would seek briefing, as appropriate, from officials in the Department for Regional Development and Department for Social Development.” The minute continues: “If the DUP carried out their threat to change the holders of the two Ministerial offices on a frequent basis, the Executive Committee would consider other action as appropriate.” Mr Robinson and Mr Dodds resigned as ministers on June 27 and were replaced by party colleagues Gregory Campbell and Maurice Morrow. The deliberations so far are largely at the level of White House lawyers. But Biden himself has discussed the topic with some senior aides, according to two people familiar with the matter who spoke on condition of anonymity Thursday to discuss the sensitive subject. No decisions have been made, the people said, and it is possible Biden opts to do nothing at all. Pardons are historically afforded to those accused of specific crimes – and usually those who have already been convicted of an offense — but Biden’s team is considering issuing them for those who have not even been investigated, let alone charged. They fear that Trump and his allies, who have boasted of enemies lists and exacting “retribution,” could launch investigations that would be reputationally and financially costly for their targets even if they don’t result in prosecutions. While the president’s pardon power is absolute, Biden’s use in this fashion would mark a significant expansion of how they are deployed, and some Biden aides fear it could lay the groundwork for an even more drastic usage by Trump. They also worry that issuing pardons would feed into claims by Trump and his allies that the individuals committed acts that necessitated immunity. Recipients could include infectious-disease specialist Dr. Anthony Fauci, who was instrumental in combating the coronavirus pandemic and who has become a pariah to conservatives angry about mask mandates and vaccines. Others include witnesses in Trump’s criminal or civil trials and Biden administration officials who have drawn the ire of the incoming president and his allies. Some fearful former officials have reached out to the Biden White House preemptively seeking some sort of protection from the future Trump administration, one of the people said. The agency representing some of Australia’s leading comedians has gone under, leading some clients to complain they are owed substantial sums. Liquidators for the talent management company Junkyard Artist Management and the production company West Street Sports were appointed on Monday. Junkyard managed some of the country’s top comedians, including the 2022 Edinburgh Comedy Festival winner and Fisk actor . Its founder and director, Craig Ivanoff, appears to have gone to ground. “My [management company] went bankrupt out of absolutely nowhere,” standup comedian Lewis Garnham posted on Instagram. “He hasn’t even spoken to me yet.” In September, a project by Ivanoff’s West Street Sports was one of three recipients of a $400,000 Fresh Blood grant, jointly funded by Screen Australia and the ABC. The grant was to develop a pilot for a new comedy-drama, titled Going Under, being written by two Australian comedians with Ivanoff slated to co-produce. A spokesperson for the ABC said the broadcaster was “aware of the situation” and was “in conversations with the relevant parties”. A Screen Australia statement said it too was aware that the Fresh Blood recipient’s company had been placed under external administration. “We are in discussions with the affected parties to determine next steps, in accordance with our internal processes,” the statement said. On Monday, Andrew Spring, a partner with the Sydney insolvency specialists Jirsch Sutherland Insolvency Solutions, was appointed as liquidator to both companies. “It’s still early days in the investigation into the reasons for the company’s failure and the true creditors’ position,” Spring said in a statement in relation to West Street Sports. He said it was yet to be determined how many creditors the company had and how much those creditors were owed. “[We] are waiting to get access to the company’s files/records and for the director to provide the creditors’ list. One of the liquidator’s key focuses is on identifying and securing any assets.” Spring said he did not “have transparency regarding the Fresh Blood grants and the progress of the pilot”, but hoped to have clearer insights next week. By law, the liquidator must notify creditors within 10 business days of a company going into receivership. Ivanoff was contacted for comment. An Irish Department of Foreign Affairs official focusing on justice and security created the list in October 2002. The document starts by referencing a 1999 interview given by George Mitchell, the chairman of the Good Friday Agreement negotiations, in which he claimed the British and Irish governments, as well as Northern Ireland’s political parties, had leaked information to manipulate public opinion. However, he further accused the NIO of attempting to sabotage the process by leaking information on British Government policy to the media. Mr Mitchell, a former US senator, is said to have expressed alarm and anger over the frequency of leaks from the NIO – saying they were uniquely “designed to undermine the policy of the British Government of which they were a part”. The Irish civil servant notes Mr Mitchell himself was subjected to an attempted “smear” when he first arrived in Northern Ireland, as newspaper articles falsely claimed his chief of staff Martha Pope had had a liaison with Sinn Fein representative Gerry Kelly with ulterior motives. The Irish civil servant goes on to list several “leaks”, starting with the publication of a proposed deal in a newspaper while “intense negotiations” for the Downing Street Declaration were under way. Next, the Department lists two “high-profile and damaging leaks issued from the NIO”. A so-called “gameplan” document was leaked in February 1998, showing papers had been prepared weeks before the Drumcree march on July 6, 1997. In the preceding years, there had been standoffs and clashes as nationalists opposed the procession of an Orange parade down Garvaghy Road in Portadown. The gameplan document showed then secretary of state for Northern Ireland Mo Mowlam, who was publicly expressing a desire for a negotiated solution to the 1997 parade, advocated “finding the lowest common denominator for getting some Orange feet on the Garvaghy Road”. In 1997, a large number of security forces were deployed to the area to allow the march to proceed. The incident sparked heightened tension and a wave of rioting. The document further describes the release of a document submitted by the NIO’s director of communications to the secretary of state as a “second major leak”. It claims a publicity strategy was released to the DUP in the aftermath of the Good Friday Agreement and showed how the UK Government would support a yes vote in a referendum following any talks agreement. In addition, it is claimed unionists used leaked sections of the Patten report on policing to invalidate its findings ahead of its publication in 1999. The report recommended the replacement of the Royal Ulster Constabulary with the Police Service of Northern Ireland, the changing of symbols, and a 50-50 recruitment policy for Catholics and Protestants. At the time, UUP leader David Trimble said the recommendations would lead to a corruption of policing in Northern Ireland. Chris Patten, chairman of the independent commission on policing, said some of the assertions were a “total fabrication” and designed to “muddy the waters” to create a difficult political atmosphere. Elsewhere, the author notes it was leaked to the media there was serious disagreement between the governments of the UK and Ireland on the composition of that commission – with not a single name submitted by the Irish side being accepted by the other. The author notes this incident, still under the heading “NIO leaks”, was believed by British officials to have emanated from the Irish side. The report turns to leaks of other origin, claiming “disgruntled Special Branch officers in Northern Ireland” were blamed by the British Government for a series of releases about the IRA which were designed to damage Sinn Fein in the 2001 general election in Northern Ireland. One senior Whitehall source was quoted in the Guardian as complaining that Special Branch was “leaking like a sieve” after details of an IRA intelligence database containing the names of leading Tories – described at the time as a “hit list” – was passed to the BBC in April 2002. The briefing note adds: “This was followed days later by a leak to The Sunday Telegraph which alleged that senior IRA commanders bought Russian special forces rifles in Moscow last year. “The newspaper said it was passed details by military intelligence in London.” The briefing note adds that other Special Branch leaks were associated with the Castlereagh break-in. The final incident in the document notes the Police Ombudsman’s Report on the Omagh bombing was also leaked to the press in December 2001. The step lets Trump transition aides and future administration staffers obtain security clearances before Inauguration Day to access classified information about ongoing government programs, an essential step for a smooth transiton of power. It also allows those nominees who are up for Senate confirmation to face the background checks lawmakers want before voting on them. Teams of investigators have been standing by to process clearances for Trump aides and advisers. “This agreement with the Department of Justice will ensure President Trump and his team are ready on Day 1 to begin enacting the America First Agenda that an overwhelming majority of our nation supported on Election Day,” said Susie Wiles, Trump’s designate to be White House chief of staff. The announcement comes a week after the Trump transition team signed an agreement with the Biden White House to allow transition staff to coordinate with the existing federal workforce before taking office on Jan. 20. The White House agreement was supposed to have been signed by Oct. 1, according to the Presidential Transition Act, and the Biden White House had issued both public and private appeals for Trump’s team to sign on. Security clearances are required to access classified information, including on ongoing operations and threats to the nation, and the Biden White House and outside experts have emphasized to Trump’s team the importance of having cleared personnel before Inauguration Day so they could be fully briefed and ready to run the government. By REBECCA SANTANA, Associated Press WASHINGTON (AP) — The picture of who will be in charge of executing President-elect Donald Trump’s hard-line immigration and border policies has come into sharper focus after he announced his picks to head Customs and Border Protection and also the agency tasked with deporting immigrants in the country illegally. Trump said late Thursday he was tapping Rodney Scott, a former Border Patrol chief who’s been a vocal supporter of tougher enforcement measures, for CBP commissioner. As acting director of Immigration and Customs Enforcement, Trump said he’d nominate Caleb Vitello, a career ICE official with more than 23 years in the agency who most recently has been the assistant director for firearms and tactical programs. They will work with an immigration leadership team that includes South Dakota Gov. Kristi Noem as head of the Department of Homeland Security ; former acting Immigration and Customs Enforcement head Tom Homan as border czar ; and immigration hard-liner Stephen Miller as deputy chief of staff. Customs and Border Protection, with its roughly 60,000 employees, falls under the Department of Homeland Security. It includes the Border Patrol, which Scott led during Trump’s first term, and is essentially responsible for protecting the country’s borders while facilitating trade and travel. Scott comes to the job firmly from the Border Patrol side of the house. He became an agent in 1992 and spent much of his career in San Diego. When he joined the agency, San Diego was by far the busiest corridor for illegal crossings. Traffic plummeted after the government dramatically increased enforcement there, but critics note the effort pushed people to remote parts of California and Arizona. San Diego was also where wall construction began in the 1990s, which shaped Scott’s belief that barriers work. He was named San Diego sector chief in 2017. When he was appointed head of the border agency in January 2020, he enthusiastically embraced Trump’s policies. “He’s well known. He does know these issues and obviously is trusted by the administration,” said Gil Kerlikowske, the CBP commissioner under the Obama administration. Kerlikowske took issue with some of Scott’s past actions, including his refusal to fall in line with a Biden administration directive to stop using terms like “illegal alien” in favor of descriptions like “migrant,” and his decision as San Diego sector chief to fire tear gas into Mexico to disperse protesters. “You don’t launch projectiles into a foreign country,” Kerlikowske said. At the time Scott defended the agents’ decisions , saying they were being assaulted by “a hail of rocks.” While much of the focus of Trump’s administration may be on illegal immigration and security along the U.S.-Mexico border, Kerlikowske also stressed the importance of other parts of Customs and Border Protection’s mission. The agency is responsible for securing trade and international travel at airports, ports and land crossings around the country. Whoever runs the agency has to make sure that billions of dollars worth of trade and millions of passengers move swiftly and safely into and out of the country. And if Trump makes good on promises to ratchet up tariffs on Mexico, China and Canada, CBP will play an integral role in enforcing them. “There’s a huge amount of other responsibility on trade, on tourism, on cyber that take a significant amount of time and have a huge impact on the economy if it’s not done right,” Kerlikowske said. After being forced out under the Biden administration, Scott has been a vocal supporter of Trump’s hard-line immigration agenda. He has appeared frequently on Fox News and testified in Congress. He’s also a senior fellow at the Texas Public Policy Foundation.
