As with most seemingly hopeless tasks, breaking the process down into small steps performed over time will help make the project manageable. First, grab a notepad and take a walk around the garden. Assess each section, determining which plants can be saved, which need to go and which require attention. Make a list now. Dead and invasive plants , as well as weeds , should be first on the chopping block. If the weather allows, dig them out, removing as much of their root systems as possible. Otherwise, tackle this first in spring. Next, remove and give away otherwise-healthy plants that you don’t want. Online buy-nothing groups and neighborhood pages are great places to find takers . Many will even be willing to do the digging if it means getting a free plant. If the property has been overrun with a thicket of plants, shrubs, trees and vines that have grown wild, a chainsaw, brush mower or brush grubber may be in order. If you’re dealing with a lot of weeds or want to create new garden beds in a lawn, you can smother the existing vegetation rather than dig it up. Determine the shape and size of the bed or border, and cover that area with cardboard or thick layers of newspaper. This can be done now, topped with 3 inches of compost and 2 inches of mulch, and left to sit over winter. It can also wait until planting time. When you’re ready to plant, you’ll be cutting root-size holes in the cardboard for your plants. Most weeds will be suppressed, but some may sneak through and require pulling or more cardboard. Healthy but overgrown or unproductive deciduous shrubs (the types that lose their leaves) can be rejuvenated by pruning . Do this when branches are bare in late winter. Choosing a method will require weighing aesthetics against rebound time and deciding which is right for you. The fastest (but most severe) method would be to cut the whole plant down just above ground level. It’s scary, but most shrubs can handle this and will bounce back stronger. If retaining height in the garden is important, you can opt to prune each branch or stem individually at uneven heights. Or cut back one-third of the plant’s branches each year for three years. The latter would have the least drastic effect but require the most patience. Evergreen trees and shrubs should only undergo selective pruning (the shortening of individual branches). Take care to avoid over-shearing or creating holes in needled evergreen plants and trees; with the exception of yews, they won’t fill back in . Now that you have a clean canvas, turn your attention to the soil. Test the soil’s pH to ensure it’s within range for the plants you plan to add. Test kits are available at local and online garden retailers. Your local cooperative extension service may provide testing and soil-amendment advice for a nominal fee. If indicated, incorporate lime or elemental sulfur into the soil to raise or lower its pH, following package instructions. If the soil is hard and compacted, use a core aerator or long-handled garden fork to create 2-3-inch holes through which air and water can enter. Finally, spread a 2-to-3-inch layer of compost or well-rotted manure over the area. As it decomposes, nutrients will work their way into the soil. After completing the above steps, it will be time to plant your new garden. If by summer you’re not yet ready to plant, apply mulch or use annuals to protect the bare soil. When you’re ready to plant new trees , shrubs and/or perennials, carefully select varieties that will not run rampant. Dig holes just as deep as their roots but twice as wide and space them appropriately to allow for their mature sizes. For the lowest maintenance going forward, consider hardy, pollinator-friendly , drought-tolerant native plants. Incorporate non-invasive groundcovers into beds to serve as a natural mulch and discourage weeds – remember, if you don’t plant something in bare spots, God will. While you wait for groundcovers to fill in, apply 2-to-3 inches of mulch between and around plants to help retain moisture, suppress weeds, keep soil temperatures even and protect tender roots. It might take a year or two — or longer, depending on your schedule and ability, but a step-by-step approach will avoid overwhelm and provide a steady stream of small wins as you approach your goal. The country elected its first female president and undertook a major overhaul of its judicial system. Moreover, the government is on the verge of fundamentally reforming – and in some instances eliminating – several independent regulatory agencies. These populist changes could have a substantial effect on Canadian investors and other business interests in Mexico. They may also foreshadow populist trends within our own Canadian borders that businesses and investors will need to face. In a radical shift, Mexico’s recent judicial reform opens the selection process for some 7,000 judges and other justice positions – including Supreme Court justices – to citizens through popular vote. Domestic and international investors are increasingly wary of these changes, fearing heightened politicization, diminished independence of the judicial system and a less secure investment environment. On top of these changes, the government is also aiming to drastically reform various regulatory institutions that oversee competition law enforcement, government transparency, energy and telecommunications. Their functions and responsibilities would be transferred to a few federal ministries, ostensibly to save money for social programs and pensions. To appease investors and critics, and to comply with USMCA provisions, the ruling party and the federal government have pledged to make the competition, energy and telecommunications commissions decentralized agencies with technical independence and their own resources. However, they would still lack the authority to set their own budgets. These changes have been developing for years and this trajectory is unlikely to change any time soon. Left-wing former president Andrés Manuel López Obrador began calling for a judicial overhaul last year after frequent clashes with the country’s Supreme Court. He described Mexico’s regulatory agencies as “ wasteful ” and in service of business interests rather than the people. López Obrador didn’t have the votes in Congress to make the judicial and regulatory changes he envisioned. But that situation changed this past summer when his party and its allies secured a supermajority in both legislative chambers. Claudia Sheinbaum, Mexico’s newly inaugurated president and López Obrador’s political protégé, will now lead the charge on dismantling regulatory agencies and realizing López Obrador’s vision. Not surprisingly, these judicial and regulatory reforms may challenge Mexico’s free-trade agreement with Canada and the U.S. Changes to Mexico’s regulators, namely its competition authority, also run counter to best practices outlined by the OECD by making agencies open to political influence. The Mexican government has sent very strong signals that it will not be deterred by Canada or the U.S. from pursuing these profound changes, going so far as to freeze communications with both U.S. and Canadian embassies. Even if officials in Canada were able to somehow curb the reforms Mexico is pursuing, there is little they can do to address the root issue – a deterioration in the population’s trust in conventionally accepted economic policy and regulation. However, with the election of Donald Trump and his vow of substantial tariffs, leaders in Canada and Mexico have been stressing the need for more communication and collaboration. The very fact that the current government believes that courts and regulators are failing to create outcomes that benefit Mexicans is troubling. The drastic reforms being pursued by the government reflect the strength of this conviction. This crisis of faith in government legitimacy isn’t unique to Mexico, as the United States’ election of Mr. Trump shows. Even in Canada, populist trends are shaping economic policy, such as the coming two-month GST break on certain items and promised $250 rebate cheques. Canadian businesses and investors need to adjust to this new populist reality to successfully navigate the inevitable political shifts happening in both Mexico and here in Canada. Regulators may not outright abandon the highly technical and dispassionate ways they evaluate business investments and strategies. However, they may choose to closely scrutinize businesses they may have previously ignored if they perceive potential harm to the broader public, whether real or imagined. To navigate this new landscape, businesses and investors must consider the optics of their activities more carefully. They will also need to find ways to clearly and credibly articulate how they are creating real value for individuals and their families, not just top-line GDP. The unfolding populist wave in Mexico serves as a stark reminder for Canadian businesses: The rules of engagement in global markets are shifting. This isn’t just about trade agreements or regulatory frameworks; it’s about grappling with a deeper, more pervasive challenge – restoring public trust in institutions that underpin economic systems. The question is not whether this populist momentum will influence Canada’s economic and regulatory environment, but how prepared we are to respond when it does.

(AP) — New Orleans Saints quarterback Derek Carr injured his left hand late in the fourth quarter of Sunday's 14-11 victory over the New York Giants when he went airborne while trying for a first down and crashed to the turf. Carr tried to leap over a Giants tackler and landed at the New Orleans 39-yard line, extending his non-throwing hand to break his fall. He was on the turf for a minute or two before walking to the medical tent. He was examined and slowly walked to an area where X-rays are done. “A phenomenal effort trying to make a first down,” interim coach Darren Rizzi said of the play that happened with the Saints leading 14-11 and just under four minutes remaining. Carr missed three games earlier this season with an oblique injury. Tight end Juwan Johnson, who had a TD catch on Sunday, said it looks like the QB will miss more time. Carr was not available to speak to reporters after the game. “He’s just been having a rough go. We’re behind him,” Johnson said. “He’s still Derek Carr, aside from the football field. You just have to be there for him, emotionally, spiritually and physically.” The injury could hurt the already slim playoff hopes of the Saints (5-8), who trail Tampa Bay by two games and Atlanta by one in the weak NFC South. Rizzi was asked whether Carr would enter the concussion protocol after his jarring impact with the turf, but the coach could not confirm that. Johnson said Carr had told teammates it was time to lay it on the line before he got hurt. “And that’s the true example of laying out on the line.
