Jammu, Nov 27: The discussions on J&K budget proposals of Revised Estimates 2024-25 and Budget Estimates 2025-26 Tuesday began with deliberations related to the departments of Planning Development and Monitoring; Fisheries and Disaster Management, Relief, Rehabilitation and Reconstruction. Budget deliberations will conclude on December 20. Discussions revolved around estimates, both under revenue and capital components including Centrally Sponsored Schemes (CSSs), Prime Minister’s Development Package (PMDP) and loan components. The departments were already instructed to make provisions for CSSs as per the approved action plan. They were asked not to anticipate (or budget) any creation of posts either in Revised Estimates 2024-25 or in Budget Estimates 2025-26 for the ensuing financial year. The departments, prior to discussions, were instructed to estimate accounts for salaries and the National Pension Scheme (NPS) government contribution for the last six months of the previous financial year from September 2023 to February 2024. In the case of salaries, the departments were asked to provide a number of temporary posts created for regularization of pre-1994 daily wagers and the number of such posts which cease to exist by way of retirement or adjustment of regularized workers against normal vacancies, as the case may be beside the number of vacant posts available during the year indicating separately the number of such posts filled on contractual or consolidated or adhoc basis. “The actual targets under each scheme and projections should be based on scientific calculations. The requirement of the funds should be such as to cover the entire gap in funding of all the Centrally Sponsored Schemes. Projections under all CSS should be made to achieve 100 percent targets under each scheme as per the standard norms of the scheme,” it was stipulated. As per the schedule issued by the Finance department, the discussions pertaining to Tribal Affairs; Information and Revenue departments will take place on November 29 while the proposals concerning Cooperative; Industries and Commerce and Mining departments will be deliberated on December 2. Budget proposals of PHE, Transport and Higher Education departments will be discussed on December 4 and the discussions on proposals of Animal, Sheep Husbandry; Agriculture, Floriculture and Horticulture departments on December 6; those of School Education; Youth Services & Sports, Technical Education and Science and Technology departments on December 9 while deliberations on proposals of Public Works (R&B); Housing and Urban Development and Irrigation, Flood Control (Jal Shakti) departments will take place on December 11. Deliberations on budget proposals of Rural Development and PR; Food, Civil Supplies and Consumer Affairs and Labour and Employment, ARI and Trainings and Stationery and Office Supplies departments will be held on December 13. On December 16, budget proposals of Hospitality and Protocol, Estates; Forest; Tourism and Culture departments; on December 18, those of Health and Medical Education, SKIMS; General Administration and Law and Justice and Parliamentary Affairs departments and on December 20, the proposals of Social Welfare, Home, Power Development and Finance departments will be discussed. The departments have been asked to ensure that the Budgetary Estimates (BEs) 2025-26 do not contain any lump sum provisions and that the projections are made right up to the last tier of classification – up to detailed head-level budget proposals. They (departments) have been directed to specifically indicate the actual expenditure of the previous financial year and up-to-date expenditure of the current financial year in respect of the Capex including CSS in the work statement of their budget proposals. There should be a clear distinction between ongoing works and new works and the details of ongoing works should include scheme code or work code generated on the BEAMS portal. With regard to linking Capex with SDGs, it was specified that the departments would link the budget requirement with Sustainable Development Goals (SDGs) to assess the requirement of Capital investments for attaining all the indicators and goals defined under SDGs. J&K budget 2025-26 will be presented after a gap of six years in its Legislative Assembly. The new Government led by Chief Minister Omar Abdullah, who also holds the charge of the Finance Minister as of now, has yet to take a final call about the timing of the budget session. Prior to the issuance of the schedule for budget discussions, the Finance Department had directed all administrative departments to project the 2025-26 budget based on an “output-outcome basis” reflecting each activity in it (budget) as a “scheme which has defined targets and deliverables.” It was instructed that besides, ‘Gender specific’ plan and ‘Child Welfare’ plan would be among six categories where under the Capital Expenditure plan would be furnished by the departments. An increasing number of Aussies are falling victim to fraudsters stealing their card details to splash thousands of dollars at JB HI FI stores. Money that most victims will never see again. Former President of Hawthorn Football Club and current Chair of Golf Australia, Andrew Newbold is just one of countless Australians battling with their banks to have that stolen money returned. When Andrew received an alert from his credit card provider, Latitude, verifying that a single purchase was made at an Essendon JB HI FI, he assumed that the transaction was for a camera his daughter had purchased earlier that morning. Little did he know scammers had drained over $11,000 from his credit card, hitting up three different JB HI FI stores around the centre of Melbourne. Andrew Newbold was shocked to see $11,000 worth of fraudulent purchases on his credit card, but his bank was reluctant to act. Picture: Supplied After checking his online accounts, spotting four purchases ranging from $4994 to $1997, he immediately put a lock on his card and rang Latitude’s customer service line. Having alerted Latitude to the fraudulent purchases he was told there was nothing they could do to stop the transactions, as goods had been exchanged in store. However the saga did not stop there. Before his second, newly issued card had even arrived at his doorstep, another fraudulent transaction appeared on his account. This time, $50 at a barbecue chicken shop on Elizabeth street in Melbourne’s centre. Fearing thousands more would surely be spent, and unable to put a lock on a card he had not yet received, Andrew again rang Latitude’s customer service line. Picture: Supplied “I couldn’t believe the card was still on its way from Latitude, and the fraudster was still able to use it but I couldn’t,” Andrew said. Upon talking to a representative from Latitude, Andrew says “I was told they (Latitude) hadn’t removed the token associated with the card.” Credit card tokenization is a security measure where a customer’s primary account number (PAN) is replaced with a series of randomly generated numbers. It is unclear how exactly the scammers were able to bypass these measures. Dissatisfied with the response from Latitude, Andrew submitted a transaction dispute and began contacting the JB HI FI stores where the fraudulent transactions had been made. “I called Essendon JB HI FI and was put through to a manager who informed me that the purchases were in fact made in-store,” Andrew said. Newbold took it upon himself to investigate exactly what happened, calling the JB HI FI stores where the fraudulent purchases were made. Picture: Supplied/REA Two weeks later Latitude responded to the dispute but maintained the transactions would remain on the account. A customer specialist from Latitude’s Fraud Claims and Disputes team responded, “We’ve found that the purchase was made using the contactless technology in your card/digital wallet, meaning that your card/device was in the store for the transaction.” “As we understand that the card/device hasn’t left your possession, unfortunately we can’t dispute the transaction with the merchant without compelling evidence that you didn’t make or authorise the transaction,” they said. After news.com reached out to Latitude for comment, it backflipped on its decision informing Mr Newbold that his money would be refunded in full with an additional $200 as compensation. A spokesman for Latitude said, “Latitude has confirmed that the customer was the subject of a sophisticated fraud. We have apologised to the customer and waived the fraudulent transactions.” Latitude originally rejected a request to reimburse Mr Newbold, but backflipped after being contacted by news.com. “I’m lucky this hasn’t created havoc in my life, but I’m sure for some people it would and that behaviour is unacceptable I would’ve thought.” Mr Newbold said. “If I’ve lost my actual card or misplaced it, I could sort of understand the bank’s position, but when I’m sitting at home on a Saturday afternoon and I haven’t done anything to put my card at risk, they should definitely be refunding that money.” Earlier this year the UK implemented measures mandating that all banks using the faster payment system reimburse fraud victims up to £85,000 ($169,121 AUD). Another victim who requested to remain anonymous, received an email from JB HI FI notifying him of a purchase on his account, but thought they may have mistakenly put down his email for somebody else’s purchase. However upon checking their bank account they realised scammers had spent almost $2000 on a brand new iPhone 16 through JB HI FI’s click and collect system. “So they bought the phone online then went in store to collect it and there was never any authentication” the victim said. This is one of a series of frauds committed at JB HI FI’s across Australia in the last month. Picture: NewsWire / Gaye Gerard “I have absolutely no idea how they were able to hand over the goods, I would’ve thought at this dollar amount there would be two-factor authentication or some kind of identification process in place.” Citibank has provided the victim with a temporary credit to his account while they investigate the fraud but the victim says this may be a lengthy process. These are just the latest cases in a spate of frauds sweeping Melbourne’s JB HI FI outlets. Just last month another Melburnian had $14,000 drained from his accounts in a similar fashion, with scammers hitting up five different JB HI FI stores. After Bendigo Bank refused to refund the fraudulent purchases, he took matters into his own hands to investigate the matter. “Why don’t (they) want to stop it happening? The bank says they are up to date with scams but prevention is better than a cure – they should get on top of how people are doing it, why they are doing it and make their product more secure.” Bendigo similarly refunded the $14,000 following outreach for comment by news.com. America's newest strategic bomber The B-21 bomber is set to be the future of America's strategic bombing fleet with the US Air Force set to significantly invest in this aircraft for a sizable fleet. The B-21 is the answer to a new and increasingly complex operating environment, consisting of interconnecting sensors, sophisticated anti-aircraft missiles, and fifth-generation interceptors. The B-21 also has mysterious engines about which little is known. However, there are clues that point to what the engine could be. We will explore some of the known details about the B-21's engine(s). Background on the B-21 bomber The B-21 Raider, named after the Doolittle Raiders which gained notoriety for their participation in the first retaliatory strike against Japan’s capital city, Tokyo, on April 18, 1942. The B-21 was initially going to be named the B-3, however, then-Air Force (USAF) Secretary Deborah Lee James renamed it the B-21. This was done to signify that it is America’s first 21st century bomber. The type entered service in 1997. The B-21 program has its roots in the early termination of the B-2 fleet. The USAF planned to build 132 B-2s. However, Congress terminated funding for this program after 21 were built by 1997. The USAF made this move in light of the receding Russian threat and the rising price of the aircraft. An aspect of the price or the projected future price was the fact that Northrop was contracted to build a high-capacity factory in order to rapidly build the fleet of B-2s. ...it is clear that the USAF is committed to this stealth global strike platform, that can penetrate the A2/AD zones of states that are hostile to the United States. On October 27, 2015, the Department of Defense announced its intention to award the contract to build the new “Long Range Strike-Bomber" to Northrop Grumman, which beat the Boeing-Lockheed Martin team. Northrop Grumman’s winning bid put the production cost at $511 million per plane. The USAF has plans to buy a minimum of 100 B-21s. Some key highlights regarding the B-21 program Funding is a great place to start; it displays an organization's commitment to an important product or program. With regard to military equipment, releasing funding estimates could also be seen as messaging to competitors about intentions. With a strategic weapon system like the B-21, it is clear that the USAF is committed to this stealth global strike platform that can penetrate the A2/AD zones of states that are hostile to the United States. In 2021, the USAF announced that Ellsworth AFB would be the first B-21 main operating base and location for its Formal Training Unit. According to Air & Space Forces Magazine (2023): The USAF stated that “...it will spend $19.536 billion on B-21 production through 2027. The funding profile calls for $108 million in fiscal 2022 (enacted by Congress), $1.8 billion in FY23; $3.5 billion in FY24; $4.4 billion in FY25; $4.6 billion in FY26, and $5 billion in FY27. A production ramp has not been disclosed.” The B-21 Raider and China's H-20 reveal distinct advances in stealth and range, shaping each nation’s future strategic airpower. In 2018, the B-21 program successfully conducted its weapon systems Critical Design Review. This review evaluates the B-21's design maturity, stability, and risk program-wide. In 2019, the USAF completed the Strategic Basing Process. This announcement stated that Ellsworth Air Force Base (AFB), South Dakota; Whiteman AFB, Missouri; and Dyess AFB, Texas, are the preferred locations for B-21's main operating bases. Two years later, in 2021, the USAF announced that Ellsworth AFB would be the first B-21 main operating base and location for its Formal Training Unit. The B-21's first flight took place at dawn on November 10, 2023. The stealth aircraft took off from USAF Plant 42 in Palmdale, California. It ascended to 500 feet, accompanied by an F-16 chase plane. The flight lasted for approximately 90 minutes and was followed by an uneventful landing. The B-21 and the F-35...a common engine? As is well known, Pratt & Whitney is the engine manufacturer for the B-21, which also makes the engine for the F-35. To save time and money on development, the B-21 used mature technologies, and it is expected that it will have excellent speed. Both of these details could point to the use of a jet fighter power module. Therefore, it would make sense that the B-21 could use the power module of the F-35 engine, the F135, which is itself based on the F119 power module, to power the F-22. Some of the biggest news of 2024 for the B-21 is that the aircraft entered Low-Rate Initial Production. As stated by Pratt & Whitney : “The F135 was intentionally designed as a derivative to have a high degree of commonality with the F119 in order to improve performance by increasing durability, reliability and supportability while also reducing overall program cost, schedule, and risk.” The Air Force has shown one of its three B-21 bombers in test flights in California for the first time. Another interesting and tantalizing detail was stated by Lieutenant General Chris Bogdan , head of the F-35 program. He stated: “There are some things we learned from the F135 engine that will greatly benefit the Long Range Strike airplane. At the same time, I think Pratt and Whitney ought to be looking to drive the cost of the F135 engine down and I would be expecting them to.” This could be a clue as to the B-21 using the power module from the F-35 or a derivative of it. If this were the case it would point to the B-21 having very adequate speed, particularly if it has two engines, both having the core of the F-35 powerplant. The B-21 Raider represents a stunning leap in stealth air power but the question remains as to the true cost of such technology. Regardless, while Pratt & Whittney are keeping the details about the B-21 engine tightly under wraps, if this bomber is using two F135 engines, it could have a combined thrust of approximately 80,000 lbs. The B-21 program today Some of the biggest news of 2024 for the B-21, is the fact that Under Secretary of Defense for Acquisition and Sustainment, announced that the aircraft entered into Low-Rate Initial Production at the beginning of this year. While the details of this contract were not disclosed some reports stated that it could cover up to 21 units. Additionally, at the time of the aircraft's first flight in November 2023, Northrop Grumman stated that six units were in various stages of production. B-21 Raider: The future of America's bomber fleet The US is the only country in the world to have and maintain a sizable fleet of dedicated long range, deep strike, heavy bombing aircraft. The B-21 is set to replace the B-1B Lancer and the B-2 Spirit in terms of stealth bombing capability, and thus forging the future of US strategic bombing. The B-21 is the answer to an increasingly complex operating environment, which consists of hostile states possessing advanced radar, sensing and anti-aircraft missile networks. In the event of a conflict, the B-21 will be able to easily enter contested airspace, destroy high-value targets and anti-aircraft systems, paving the way for follow-on strikes by fourth and fifth generation strike aircraft. The question remains, will Northrop Grumman be able to produce enough B-21s before the next large conflict? Hopefully there isn’t one, but a good question to ponder none-the-less. That included a gut-punch overtime defeat at home against the Los Angeles Rams on Nov. 3. The outlook for the last-place Seahawks (5-5) was beginning to look grim. They suddenly have renewed optimism this week after an uplifting victory over the San Francisco 49ers that snapped a six-game losing streak against their arch-rival that dated to 2021. Seattle will play the first-place Arizona Cardinals (6-4) on Sunday for a share of the NFC West lead. How quickly things change in the NFL. “We’ve earned the opportunity to be fighting for the lead in the division going into the home stretch,” Seahawks coach Mike Macdonald said. “So that’s the way we’re treating it. It’s very much like a playoff mindset for us at this point.” The win over the 49ers, which was capped by a 13-yard touchdown run by quarterback Geno Smith with 18 seconds left, put the Seahawks in a much better place mentally than they’d been in over the previous six weeks. They're hoping it's just the start of something even bigger. “It can just spark something that you’ve been looking for this whole year,” wide receiver DK Metcalf said. “I know we started off very hot with the first three games, but, you know, when adversity hit, it’s all about how you respond. I think we responded the right way, and it’s going to carry us throughout the rest of the season.” While the Seahawks are feeling better this week, the Cardinals have plenty of reason to feel optimistic, too. After starting the season 2-4, Arizona has won four straight to put itself in first place in the NFC West. The Cardinals have a defense that is making big strides under the leadership of veteran safety Budda Baker and a top-five running game behind the dual threat of running back James Conner, who has 697 yards rushing, and quarterback Kyler Murray, who seems to be hitting his stride in his sixth NFL season. Murray has 2,058 yards passing with 12 touchdowns, and has rushed for 371 yards and four scores. Second-year head coach Jonathan Gannon has been impressed with Murray’s improved decision-making as Murray has thrown just three interceptions through 10 games. “There’s times that he probably wants to try to thread it a little bit, but understands when to pick and choose his spots,” Gannon said. “I think he’s done a phenomenal job with that and there are a lot of times throughout the game where you could say we like to put it in the quarterback’s hands, and you trust him to make the right decision for that point in the game.” Seahawks wide receiver Jaxon Smith-Njigba will see a familiar face on the other sideline Sunday in rookie Marvin Harrison Jr., who was Smith-Njigba’s college teammate at Ohio State in 2021 and 2022. The pair each caught three touchdowns in the Buckeyes’ wild win over Utah in the 2022 Rose Bowl, with Smith-Njigba having 347 yards receiving on what was a 573-passing yard day for C.J. Stroud, now the quarterback of the Houston Texans. “Late his freshman year, he really just stood out,” Smith-Njigba said of Harrison. “You could just see the growth and kind of who he is becoming. ... He’s passed a lot of people’s expectations, of course, but I knew he was going to be elite later on freshman year.” Murray is coming off one of the best games of his career after completing 22 of 24 passes for 266 yards and a touchdown against the Jets two weeks ago. He also ran for 21 yards and two TDs. Murray currently ranks No. 3 in the NFL in quarterback rating behind Cincinnati's Joe Burrow and Baltimore's Lamar Jackson. That has put him in the MVP conversation, particularly since Arizona has won four straight games. “I don’t play the game for the validation of others," Murray said. "But as a player, of course, sometimes the recognition and the words being said feel good. But it doesn’t satisfy me.” The most surprising part of Arizona’s four-game winning streak is the rapid improvement of the defense, which has allowed just 9 and 6 points, respectively, over the past two games. No touchdowns have been allowed – just five field goals. It’s just the second time over the past 30 years that the franchise has allowed 10 points or less over back-to-back games. Baker, a Bellevue native and former University of Washington football star, is the unquestioned leader of the bunch – he already has 100 tackles over 10 games - but the team also has a strong core of linebackers in Kyzir White, Mack Wilson and Zaven Collins. Metcalf and Baker have gone up against each other many times before, most famously when Metcalf ran Baker down on an interception return in 2020. “You really can’t prepare for a guy like that because his engine never stops,” Metcalf said. “He’s always going to be around the ball. He’s always going to affect the game with just his play effort and play style. ...
