betfred casino WASHINGTON (AP) — The United States is expected to announce that it will send $1.25 billion in military assistance to Ukraine, U.S. officials said Friday, as the Biden administration pushes to get as much aid to Kyiv as possible before leaving office on Jan. 20. The large package of aid includes a significant amount of munitions, including for the National Advanced Surface-to-Air Missile Systems and the HAWK air defense system. It also will provide Stinger missiles and 155 mm- and 105 mm artillery rounds, officials said. The officials, who said they expect the announcement to be made on Monday, spoke on condition of anonymity to provide details not yet made public. The new aid comes as Russia has launched a barrage of attacks against Ukraine’s power facilities in recent days, although Ukraine has said it intercepted a significant number of the missiles and drones. Russian and Ukrainian forces are also still in a bitter battle around the Russian border region of Kursk, where Moscow has sent thousands of North Korean troops to help reclaim territory taken by Ukraine. Earlier this month, senior defense officials acknowledged that that the Defense Department may not be able to send all of the remaining $5.6 billion in Pentagon weapons and equipment stocks passed by Congress for Ukraine before President-elect Donald Trump is sworn in. Trump has talked about getting some type of negotiated settlement between Ukraine and Russia, and spoken about his relationship with Russian President Vladimir Putin . Many U.S. and European leaders are concerned that it might result in a poor deal for Ukraine and they worry that he won't provide Ukraine with all the weapons funding approved by Congress. The aid in the new package is in presidential drawdown authority, which allows the Pentagon to take weapons off the shelves and send them quickly to Ukraine. This latest assistance would reduce the remaining amount to about $4.35 billion. Officials have said they hope that an influx of aid will help strengthen Ukraine’s hand, should Zelenskyy decide it’s time to negotiate. One senior defense official said that while the U.S. will continue to provide weapons to Ukraine until Jan. 20, there may well be funds remaining that will be available for the incoming Trump administration to spend. According to the Pentagon, there is also about $1.2 billion remaining in longer-term funding through the Ukraine Security Assistance Initiative, which is used to pay for weapons contracts that would not be delivered for a year or more. Officials have said the administration anticipates releasing all of that money before the end of the calendar year. If the new package is included, the U.S. has provided more than $64 billion in security assistance to Ukraine since Russia invaded in February 2022.

Manitoba Premier Wab Kinew's popularity shows little sign of waning more than a year after he led the provincial New Democrats to power. But there are some tough choices ahead as he tries to fulfil promises to improve health care, address poverty and get the government's finances in order. Kinew has carried through on election promises to hire more health-care workers, expand school nutrition programs and temporarily suspend the provincial fuel tax for a one-year period that is to end Jan. 1. The NDP government has also announced extra funding for the arts, policing and other items. Opinion polls continue to rank highly the NDP as a party and Kinew as a premier. What Kinew has yet to show is a plan to control spending in order to balance the budget by 2027 -- another campaign promise -- and end a long series of deficits in Manitoba, said political analyst Paul Thomas. "At some point, you have to make hard choices," said Thomas, professor emeritus of political studies at the University of Manitoba. "You don't get to continue to say yes to most requests that come along." In a year-end interview with The Canadian Press, Kinew said he's working on ways to add front-line staff to health care while finding cost savings elsewhere. The Health, Seniors and Long-Term Care ministry -- by far the biggest-spending government department -- was allocated hundreds of millions of more dollars in this year's budget to boost staffing levels and add hospital beds. A mid-year fiscal update earlier this month said the department was on track to spend even more and run $438 million over budget. "I think it's important for us to keep that flexibility with health spending right now because we are trying to match the needs of the health-care system to the population," Kinew said. "A lot of what we're doing right now is trying to get through this transitional period of scaling up health care to the appropriate size." When pressed for specifics on where the government is cutting costs, Kinew hinted there was guidance being given to some departments. "We are looking at making sure that the belt tightening that we do is more like, 'Do you really need that software subscription? Does the lobby really need a new coat of paint in someone's office?"' Kinew said. "Things like that, which individually are smaller-scale decisions, but over an apparatus the size of the provincial government ... it does total tens of millions of dollars." The latest deficit projection for the current fiscal year is $1.3 billion -- $513 million higher than the original budget projection. The government will face new spending requirements as it ramps up, among other initiatives, new programs to tackle homelessness. Kinew is a gifted public speaker and communicator who connects with the public as empathetic and caring, Thomas said. The premier also uses social media well and his New Democrats often set up news conferences in community settings where supporters and funding recipients are in attendance and applauding. The New Democrats are also helped by the state of the Opposition Progressive Conservatives, who are still working to rebuild after losing the last election and are under an interim leader until their convention slated for April, Thomas added. Kinew's public missteps have been few so far, and Thomas said the premier has moved quickly to address them before controversy can grow. Kinew came under fire in September after Mark Wasyliw was removed from the NDP caucus. Kinew said it was because Wasyliw's former law partner was representing convicted sex offender Peter Nygard. The legal community said the premier was attacking the role defence lawyers play in the justice system. Kinew apologized and the New Democrats cited other reasons for Wasyliw's dismissal. The NDP also backtracked quickly in the spring after initially cutting funding for "green team" youth summer jobs. Many community groups denounced the move, and funding was partially restored. "Issues have come and gone, but it hasn't dented (the NDP's) image and reputation," Thomas said. More than two decades of overt dependence on Pakistan’s ISI is not something that can be erased through a few short-term political maneuvers or public displays. This dependency has become an entrenched belief among the people of Afghanistan. Each time tensions arise between the Taliban and Islamabad, the public reacts with a predictable and performed response: “It’s a staged drama; there’s no real issue between them, and this is all a ploy to deceive us.” In such an atmosphere, even if the Taliban were to sever all ties with Pakistan which is highly unlikely genuinely it would take a long time for people to believe that their relationship has fundamentally changed. People are slow to accept new ideas, but once they do, they hold on to them tenaciously. This is one of the inherent and unchanging characteristics of the people of Afghanistan. Don’t the Taliban understand this deeply ingrained trait of the public, given their persistent and seemingly futile efforts to change public perception? In my view, they understand it all too well. One of the Taliban’s political successes in Afghanistan has been their skillful exploitation of this steadfast characteristic of the people. However, the issue of Mullah Hibatullah’s seclusion is unrelated to this. It would be overly simplistic to claim that the Taliban leader remains hidden from public view because he believes that appearing in public would not resolve the perception of his group’s dependency on Pakistan. The matter is far more serious and profound than that. There is no doubt that a person named Mullah Hibatullah Akhundzada exists; however, his lack of public appearances has turned his existence into a source of ambiguity and questions for some people. This power of ambiguity and questioning is so profound that it has the potential to build prestige and credibility for Mullah Hibatullah. Ambiguity and questions arise when you lack the necessary information to confirm the existence of something or to discern truth from falsehood. When doubt and uncertainty exist regarding a matter, questions emerge. Questions signify that you are unsure and stuck in a dilemma between truth and falsehood, or affirmation and denial. This is when the politics of ambiguity steps in with full force, undermining your confidence. Once confidence is eroded, malevolence reproduces itself as an untouchable, uncontrollable force that seems impossible to defeat. This is the false prestige that Mullah Hibatullah enjoys. Figures like Sirajuddin Haqqani and other Taliban leaders, by making public appearances, have forfeited such a mystique and, as a result, are comparatively more vulnerable than Mullah Hibatullah. Another significant factor is the extraordinary role that sanctity plays in shaping the personas of individuals, a reality that must not be overlooked. Ignoring or downplaying this notion can lead to major errors in understanding human behavior and character. Phenomena become sacred only when they are mysterious and unattainable. Once something is stripped of its sanctity, it loses the credibility it once held.
