SINGAPORE – Multiple rounds of layoffs, cuts in benefits and strict return-to-office directives have shaken up the technology industry in 2024. The great “techlash” has seen more than 100,000 workers around the world lose their jobs in 2024, with more cuts expected due to restructuring, rising employment cost and slow growth forecast. But the Home Team Science and Technology Agency (HTX) – which celebrates its fifth-year anniversary on Dec 1 – is bucking the trend, and has been aggressively hiring and sticking to flexi-work. The statutory board was formed with a headcount of 1,000 in 2019 , growing to 1,700 in 2023. Because of the growing demands in homeland security, in 2023, HTX said it was looking to recruit another 500 people in the Stem (science, technology, engineering and mathematics) field. It now has some 2,000 people and is looking to hire and groom a 500-person artificial intelligence (AI) workforce in the next three to five years. The agency is responsible for providing innovative solutions for the Home Team departments. It has been involved in projects including the Immigration and Checkpoints Authority’s new clearance concept that taps biometrics, an automated drug-testing toilet for the Singapore Prison Service, and development of cyborg cockroaches for rescue missions. Since announcing its AI push in June, it has built an AI workforce of more than 60 people, with plans to add another 100 in the next few months. It aims to have 300 people by end-2025. The AI talent pool in Singapore was reported to be about 5,000-strong in 2023, with plans by the Government to triple the number over three to five years. Mr Joseph Tan, acting director of HTX’s xDigital office, which is driving the AI push, noted the limited pool, but said it is looking beyond just the typical definition of an AI practitioner. “I’m looking for someone who is definitely curious about generative AI and has put that into action. I don’t care how it’s done, whether they’ve taken part in a hackathon or gone for some courses or written a very simple application. These are usually the CVs that’ll catch my attention as potential candidates,” he said. HTX said there have been more than 4,500 applications for its AI-related roles since July. It has set aside a budget of $400 million, with a significant chunk of it going to AI research and development in the next three years. This will include projects like the use of AI to optimise deployment of ambulances . HTX’s chief innovation officer Ng Pan Yong said justifying such an investment is sometimes difficult. “It’s not like the private sector, where we can say I put in $10, I’m going to make $15, let’s do it,” he said. “Our challenge is, we do this, we’re going to cut down response time, lives may be saved. Assistant Professor Ng Weiyi from NUS Business School said that while talent will still gravitate to established tech companies, HTX is differentiating itself by providing benefits that align with their needs. “On the one hand, HTX will have to structure a human resource strategy that manages potential bloat as older technologies become redundant and newer tech talent are required,” he noted. “On the other, technical talent who are tired of job instability and constant mobility demands now have an alternative.” SGTech chairman Nicholas Lee said what HTX stands for will appeal to some. “HTX’s focus on meaningful, impactful projects and partnerships with industry leaders can appeal to tech professionals. “However, competitive compensation and a dynamic work culture will be critical.” Mr Faiz Modak, associate director for tech and transformation at recruitment firm Robert Walters Singapore, sees HTX’s approach impacting the tech sector positively. “It definitely is a positive signal and reinforces confidence in the tech landscape when an agency like HTX announces hiring plans with such volume,” he said. “We only see a benefit of such an approach as it creates new jobs and builds healthy competition in the industry for tech talent, thus encouraging more investment in this space.” Join ST's WhatsApp Channel and get the latest news and must-reads. Washington — Tech leaders and companies are shelling out big bucks to President-elect Donald Trump's inaugural fund, as they prepare for the next four years of a Trump White House. Amazon, run by billionaire Jeff Bezos, intends to donate $1 million to the president-elect's inaugural fund and will stream the ceremony on Prime, amounting to another $1 million in-kind donation, according to a source familiar with the donations. The Wall Street Journal first reported Amazon's plans. Mark Zuckerberg's Meta , the parent company of Facebook and Instagram, also plans to send $1 million to Trump's inaugural fund. OpenAI CEO Sam Altman plans to make a $1 million personal donation to Trump's inaugural fund, according to an OpenAI spokesperson. Fox News Digital first reported Altman's intended donation. "President Trump will lead our country into the age of AI, and I am eager to support his efforts to ensure America stays ahead," Altman said in a statement. Elon Musk , the world's richest man and CEO of X, Tesla and SpaceX, has become a regular presence by Trump's side at Mar-a-Lago, and spent $277 million to help get Trump elected. CBS News has also reached out to Reddit, as well as major corporations who have donated to inaugural funds in the past, including Walmart, Home Depot and Target, for information about their plans. According to a source at Google, the company donated $285,000 to Biden's inaugural fund four years ago. Google has not announced plans, so far, to donate to Trump's. The Information , a tech news site, and The Wall Street Journal reported that Sundar Pichai, Google's CEO, had plans to meet with Trump. Tech company CEOs have been going to see Trump at Mar-a-Lago after years of watching his tone and stance change, or at least soften, after in-person meetings. Trump told CNBC in a Thursday interview that Bezos would visit him "next week." Bezos also owns the Washington Post, which declined to endorse a candidate in this year's presidential election, breaking with the paper's past precedent. "Presidential endorsements do nothing to tip the scales of an election," Bezos wrote at the time. Trump's relationship with social media and tech companies has, in the past, been tenuous if not downright hostile. During Trump's first term in the White House, he frequently blasted Bezos and Amazon, accusing the company of "doing great damage" to retailers and hurting "towns, cities and states throughout the U.S." He's insisted that Amazon should pay more for U.S. Postal Service deliveries. But Trump has dialed back his public hostility toward the company, and Bezos — who previously said Trump's treatment of Hillary Clinton in 2016 and refusal to accept the election results in 2020 "erodes our democracy around the edges" — has softened, too. Speaking at a New York Times DealBook Summit recently, Bezos said he's "very optimistic" about a second Trump term. "What I've seen so far is he is calmer than he was the first time and more settled," Bezos said. "You've probably grown in the last eight years. He has, too." Both X (which was called Twitter at the time) and Facebook prohibited Trump from posting to their platforms after hundreds of Trump supporters assaulted the Capitol on Jan. 6, 2021, and Trump did little to try to stop them. Musk reinstated Trump's X account in November 2022 after taking over the company, although Trump has largely posted to his own social media platform, Truth Social. Facebook and Instagram restored Trump's accounts in early 2023. Tech CEOs weren't so eager to donate to Trump's first inaugural committee after his 2016 victory. For Trump's 2017 inauguration , which raised an eye-popping $107 million, his biggest donors were largely affiliated with sports teams, casinos, venture capital firms and banks. His most generous donor, at $5 million, was the late Las Vegas Sands founder Sheldon Adelson, who died in 2021. But, other than GoDaddy.com founder Bob Parsons, the leaders of big-name tech companies weren't giving $1 million to Trump the first time around. Trump's inaugural committee, officially known as the Trump-Vance Inaugural Committee, Inc., is a nonprofit 501(c)(4) entity that's responsible for planning inaugural events, and can accept limitless donations. Trump allies former Sen. Kelly Loeffler and investor Steve Witkoff are the committee's co-chairs. When he announced his inaugural committee and co-chairs, Trump said the committee will "honor" the "magnificent victory" he and his team had to kick off his administration. Inaugural committees add the pomp and circumstance to an inauguration, but not at taxpayers' expense. They also offer a way for donors to curry favor with an incoming administration. Donors who give $1 million to Trump's inaugural committee can expect not only tickets but face-time with the incoming president and vice president, as well as Cabinet officials. A president-elect's inaugural committee is different from the Joint Congressional Committee on Inaugural Ceremonies, established by Congress, which is underwritten by taxpayers. The congressional committee, composed of members of both parties, plans and carries out the swearing-in ceremony, as well as an inaugural luncheon for the president and vice president at the Capitol. The presidential committee is responsible for all events other than those taking place at the Capitol. Only about $3.7 million was appropriated for the committee for the 2025 inauguration, according to the Congressional Research Service , but taxpayers will be spending more than that. The conservative National Taxpayers Union Foundation estimated that the 2021 inauguration, not counting the security lockdown following the Jan. 6 Capitol assault, cost at least $73 million. Libby Cathey contributed to this report.The U.S. Navy is transforming a costly flub into a potent weapon with the first shipborne hypersonic weapon, which is being retrofitted aboard the first of its three stealthy destroyers. The USS Zumwalt is at a Mississippi shipyard where workers have installed missile tubes that replace twin turrets from a gun system that was never activated because it was too expensive. Once the system is complete, the Zumwalt will provide a platform for conducting fast, precision strikes from greater distances, adding to the usefulness of the warship. “It was a costly blunder. But the Navy could take victory from the jaws of defeat here, and get some utility out of them by making them into a hypersonic platform,” said Bryan Clark, a defense analyst at the Hudson Institute. The U.S. has had several types of hypersonic weapons in development for the past two decades, but recent tests by both Russia and China have added pressure to the U.S. military to hasten their production. Hypersonic weapons travel beyond Mach 5, five times the speed of sound, with added maneuverability making them harder to shoot down. Last year, The Washington Post reported that among the documents leaked by former Massachusetts Air National Guard member Jack Teixeira was a defense department briefing that confirmed China had recently tested an intermediate-range hypersonic weapon called the DF-27. While the Pentagon had previously acknowledged the weapon's development, it had not recognized its testing. One of the U.S. programs in development and planned for the Zumwalt is the “Conventional Prompt Strike." It would launch like a ballistic missile and then release a hypersonic glide vehicle that would travel at speeds seven to eight times faster than the speed of sound before hitting the target. The weapon system is being developed jointly by the Navy and Army. Each of the Zumwalt-class destroyers would be equipped with four missile tubes, each with three of the missiles for a total of 12 hypersonic weapons per ship. In choosing the Zumwalt, the Navy is attempting to add to the usefulness of a $7.5 billion warship that is considered by critics to be an expensive mistake despite serving as a test platform for multiple innovations. The Zumwalt was envisioned as providing land-attack capability with an Advanced Gun System with rocket-assisted projectiles to open the way for Marines to charge ashore. But the system featuring 155 mm guns hidden in stealthy turrets was canceled because each of the rocket-assisted projectiles cost between $800,000 and $1 million. Despite the stain on its reputation, the three Zumwalt-class destroyers remain the Navy’s most advanced surface warship in terms of new technologies. Those innovations include electric propulsion, an angular shape to minimize radar signature, an unconventional wave-piercing hull, automated fire and damage control and a composite deckhouse that hides radar and other sensors. The Zumwalt arrived at the Huntington Ingalls Industries shipyard in Pascagoula, Mississippi, in August 2023 and was removed from the water for the complex work of integrating the new weapon system. It is due to be undocked this week in preparation for the next round of tests and its return to the fleet, shipyard spokeswoman Kimberly Aguillard said. A U.S. hypersonic weapon was successfully tested over the summer and development of the missiles is continuing. The Navy wants to begin testing the system aboard the Zumwalt in 2027 or 2028, according to the Navy. The U.S. weapon system will come at a steep price. It would cost nearly $18 billion to buy 300 of the weapons and maintain them over 20 years, according to the Congressional Budget Office. Critics say there is too little bang for the buck. “This particular missile costs more than a dozen tanks. All it gets you is a precise non-nuclear explosion, some place far far away. Is it really worth the money? The answer is most of the time the missile costs much more than any target you can destroy with it,” said Loren Thompson, a longtime military analyst in Washington, D.C. But they provide the capability for Navy vessels to strike an enemy from a distance of thousands of kilometers — outside the range of most enemy weapons — and there is no effective defense against them, said retired Navy Rear Adm. Ray Spicer, CEO of the U.S. Naval Institute, an independent forum focusing on national security issues, and former commander of an aircraft carrier strike force. Conventional missiles that cost less aren’t much of a bargain if they are unable to reach their targets, Spicer said, adding the U.S. military really has no choice but to pursue them. “The adversary has them. We never want to be outdone,” he said. The U.S. is accelerating development because hypersonics have been identified as vital to U.S. national security with “survivable and lethal capabilities,” said James Weber, principal director for hypersonics in the Office of the Assistant Secretary of Defense for Critical Technologies. “Fielding new capabilities that are based on hypersonic technologies is a priority for the defense department to sustain and strengthen our integrated deterrence, and to build enduring advantages,” he said.

Park Se-hyun, chief of the Seoul High Prosecutors’ Office, opened the probe into Yoon after receiving several complaints, according to Yonhap News. The report followed the arrest hours earlier of ex-defense minister Kim Yong-hyun. Yoon’s office could not immediately comment on the report, while the prosecutors’ office was not available for comment. The investigation marks a dramatic turn of events for Yoon, a former prosecutor who made his name pursuing an influence-peddling case that involved former president Park Geun-hye — who was ultimately impeached and jailed. The effects of the martial law declaration were still being felt Sunday, with Interior Minister Lee Sang-min quitting because of the turmoil. People Power Party Han Dong-hoon leader tried to reassure South Koreans by announcing that Prime Minister Han Duck-soo will manage the nation’s affairs as the party prepares an orderly exit plan for Yoon. “The president will not be involved in any state affairs including diplomacy before his exit,” party leader said. The martial law imposition late Tuesday night caught some of South Korea’s closest allies by surprise, and Han said his government would do its best to regain the trust of the international community. “It is very important that we keep strong ties with the US and Japan in terms of national security, while maintaining the U.S.-Korea alliance firm,” Han said. “Most importantly, the approval of the government budget plan and accompanying bills is key to the country’s normal operation,” Han said. Parliament speaker Woo Won-shik denounced the ruling party’s move for the prime minister to assume presidential powers as unconstitutional. Woo proposed a meeting between the rival parties to immediately suspend the president from his duties. “The prime minister and the ruling party saying they would jointly exercise the presidential power that nobody gave them is a clear violation of the Constitution,” Woo said. “The people and the world are asking who is in charge of South Korea right now. I myself, the national assembly speaker, cannot answer who that is.” Yoon’s declaration was condemned by the opposition, which controls a majority in the legislative body. Prime Minister Han assuming Yoon’s role is “unconstitutional and anarchic,” it said. The leader of the main opposition Democratic Party said Saturday it would push quickly for another impeachment vote. Finance Minister Choi Sang-mok assured the country that the government would deploy all available measures and take bold and swift steps to contain the situation. President Yoon revoked his martial law imposition within hours of announcing it after parliament unanimously rejected the declaration.
