
DETROIT – If President-elect Donald Trump makes good on his threat to kill federal tax credits for electric vehicle purchases, it's likely that fewer buyers will choose EVs. Yet tax credits or not, auto companies show no intention of retreating from a steady transition away from gas-burning cars and trucks, especially given the enormous investment they have already made: Since 2021, the industry has spent at least $160 billion on planning, designing and building electric vehicles, according to the Center for Auto Research. Recommended Videos In campaigning for the presidency, Trump condemned the federal tax for EV buyers — up to $7,500 per vehicle — as part of a “green new scam” that would devastate the auto industry. His transition team is reportedly working on plans to abolish the tax credits and to roll back the more stringent fuel-economy rules that were pushed through by the Biden administration. It is far from clear, though, that the Trump administration could actually rescind the credits. Trump's argument — one that most economists dispute — is that a rapid U.S. shift toward electric vehicles would lead to most EVs being made in China and would swell prices for America’s auto buyers. He has said he would redirect federal revenue recaptured from a canceled tax credit to build roads, bridges and dams. Ending the credits, which were a key provision of President Joe Biden's Inflation Reduction Act, almost certainly would reduce EV sales, which have been growing in the United States this year, though not nearly as fast as automakers had expected. The slowing growth has forced nearly all auto companies to scale back EV production and delay construction of battery factories that are no longer needed to handle a more gradual transition. Jonathan Chariff, an executive at Midway Ford in Miami, one of the company's top EV-selling dealers, said he thinks ending the tax credits would severely hurt sales. The credits reduce monthly payments, he noted, making an EV closer in price to a gasoline counterpart. “It becomes more affordable,” he said. “Otherwise, those individuals won't be able to afford the payments.” Chariff calculated that the $7,500 credit could shrink a buyer's monthly payment by between $200 and $250, allowing many to afford an EV. On average, electric vehicles sell for about $57,000, compared with around $48,000 for a gasoline vehicle, according to Cox Automotive. (Though they cost more up front, EVs generally are cheaper to operate because maintenance costs are lower, and in most cases electricity is much cheaper than gasoline.) To qualify for the credits, EVs must be built in North America. EVs that contain battery parts or minerals from China or any other nation that is deemed an economic or security threat to the United States qualify for only half the federal credit. Because of that restriction, most of the 75 EV models on sale in the U.S. are not eligible for the full credit. All EVs, though, can receive the full credit toward a lease — a benefit that Trump likely will target. Some plug-in gas-electric hybrids qualify for the credits, too. Asked about the president-elect's opposition to EV tax credits, Trump's transition team would say only that he has “a mandate to implement the promises he made on the campaign trail.” Elon Musk, a close adviser to Trump and co-leader of a commission that intends to identify ways to vastly shrink the federal government, appears to be aligned with the president-elect in canceling the tax credits. Musk, the billionaire CEO of Tesla who spent an estimated $200 million to help elect Trump, has said that ending the credits would hurt his rival companies more than it would Tesla, the U.S. sales leader in EVs by far. “I think it would be devastating for our competitors and would hurt Tesla slightly,” he said. Even so, it might prove difficult for Trump to rescind the credits without help from the new Republican-led Congress, many of whose members represent districts where the EV credit is popular. Trump has floated the idea of using a constitutional theory by which a president could decide whether or not to spend money Congress has appropriated. The president-elect has promoted the concept of “impoundment,” under which congressional appropriations set a ceiling — but not a floor — for spending federal money. John Helveston, an assistant professor at George Washington University who studies electric vehicles and policies, said that in his view, the impoundment theory wouldn't apply in this circumstance because the EV tax credits affect government revenue and are not an appropriation. In any case, Helveston said he doubts Trump could persuade Republican lawmakers to remove the credits from the Inflation Reduction Act because so many congressional districts benefit from the tax breaks. “Cutting the EV tax credit makes it harder for the battery factory in their town to sell their product,” he noted. A 1974 federal law bars a president from substituting his own view of spending programs, said David Rapallo, associate law professor at Georgetown University. If Trump cancelled the tax credits, Rapallo said, it would be challenged in court. Research by J.D. Power shows that once people know about the tax credits, they're far more likely to consider an electric vehicle. In the meantime, federal subsides, not only for buyer tax credits but also for converting factories to EV production, are helping General Motors, Ford and Stellantis make the enormously expensive transition away from gasoline vehicles. It's also helping Detroit's Big Three compete with foreign rivals, notably Chinese automakers that received government subsidies and had a head start in developing EVs, said Sam Fiorani, a vice president at the consultancy AutoForecast Solutions. At present, Ford and GM, while profitable overall, are losing money on EVs, unlike Tesla, though both expect their electric-vehicle operations to generate positive earnings in the coming years as costs ease and more vehicles are sold. Eliminating the federal tax credits, Fiorani suggested, would “hurt the Detroit Three in the long run as they become less competitive against global players making the technological leaps” for electric vehicles, GM, Ford and Stellantis all declined to comment, though their executives have said in the past that they will continue to develop EVs while still selling gasoline vehicles and hybrids. The Alliance for Automotive Innovation, a trade group that represents most automakers, has written to Trump in support of the tax credits, arguing that they help ensure that the U.S. “continues to lead in manufacturing critical to our national and economic security.” Hyundai, the Korean automaker, which has spent more than $7 billion on an EV factory in Georgia, could also suffer. The company sped up construction of the huge plant near Savannah and is now building EVs in the United States to try to capitalize on the tax credits for buyers. In the end, most automakers say their ambitious plans for transitioning to electric vehicles won't change regardless of policy changes in Washington. “We plan for the long term, so political considerations aren’t a factor in how we approach product development or capital investments,” said David Christ, vice president of Toyota North America, which is building a battery factory in North Carolina. ____ AP writers Fatima Hussein in Washington and Jeff Amy in Atlanta contributed to this report.Four members of Congress unveiled a bipartisan bill Friday that would spark changes at the U.S. Center for SafeSport, placing a time limit on resolving cases that can sometimes take years and improving communication between the center and abuse survivors. The Safer Sports for Athletes Act looks to address some of the bigger concerns that have opened the center to criticism since it was established in 2017 to handle sex-abuse cases in Olympic sports and their grassroots cousins. The bill has potential for a fivefold increase of an existing grant to the center, bringing it to $10 million a year. But even if the full amount were approved, it wouldn't solve all of the problems. As before, that grant can only be used for training and education , not investigations and enforcement, which are the focus of complaints about the center , and also of the reforms the lawmakers are seeking. “We’re hoping the combination of appropriations for other activities will free up money for investigations, as well as the streamlining,” said one of the bill's sponsors, Rep. Deborah Ross, D-North Carolina. The center estimates the reforms in the bill could cost more than $4.5 million. It currently operates on a budget of around $21 million a year, most of which comes from the U.S. Olympic and Paralympic Committee and its sports affiliates, known as national governing bodies, or NGBs. “It's really unclear, and I don't think that some parts of the bill jibe with other parts of the bill," SafeSport CEO Ju'Riese Colon said. "We're going to need some more conversation to suss out some of this stuff. Right now, it just doesn't really add up for us.” The center's critics, meanwhile, have long been skeptical about giving more resources to an agency they feel is missing the mark. The bill would also mandate that investigations be concluded within 180 days after a report is made, with possibilities to extend them. Some of the most egregious complaints about the center have come from people who say it has taken years for their cases to be resolved. The center currently receives about 155 reports a week, which comes to more than 8,000 a year. When fully staffed, it has 77 people on its response and resolution team. “Too many other survivors have also been left waiting for years for SafeSport to investigate or have their cases closed without action,” said soccer player Mana Shim, who helped lawmakers draft the bill. Shim's own case, involving sexual harassment and coercion by her coach, took more than two years for the center to resolve and led to investigations and reforms across American soccer. Other reforms include a requirement for the center to provide victim advocates at no cost for those needing them — a move already underway as part of a menu of changes the center announced earlier this year — and to assign case managers who can give timely updates to victims and the accused. “I have questions around, if the center were to hire and staff the advocates, there might be some conflict of interest with us doing this internally," Colon said. The center was also concerned with one provision that would redefine how arbitration works and another that would change the dynamics of information sharing between the center and the USOPC and NGBs. The other bill sponsors were Reps. Dave Joyce, R-Ohio; Don Bacon, R-Nebraska; and Kathy Castor, D-Florida. The lawmakers positioned the bill as one that will help the Denver-based center, while making clear they are not satisfied with the results so far. “We're going to make sure the center has the resources it needs to effectively respond to thousands of reports it handles annually,” Castor said. “It has unfortunately fallen short." WASHINGTON (AP) — FBI Director Christopher Wray told bureau workers Wednesday that he plans to resign at the end of President Joe Biden's term in January, an announcement that came a week and a half after President-elect Donald Trump said he would nominate loyalist Kash Patel for the job. Wray said at a town hall meeting that he would be stepping down “after weeks of careful thought,” roughly three years short of the completion of a 10-year term during which he tried to keep the FBI out of politics even as the bureau found itself entangled in a string of explosive investigations, including two that led to separate indictments of Trump last year as well as inquiries into Biden and his son. “My goal is to keep the focus on our mission — the indispensable work you’re doing on behalf of the American people every day,” Wray told agency employees. “In my view, this is the best way to avoid dragging the bureau deeper into the fray, while reinforcing the values and principles that are so important to how we do our work.” The intended resignation was not unexpected considering that Trump had settled on Patel to be director and had repeatedly aired his ire at Wray, whom he appointed during his first term. But his departure is nonetheless a reflection of how Trump's norm-breaking style has reshaped Washington, with the president-elect yet again flouting tradition by moving to replace an FBI director well before his term was up and Wray resigning to avert a collision with the incoming administration. “It should go without saying, but I’ll say it anyway — this is not easy for me," Wray said. “I love this place, I love our mission, and I love our people — but my focus is, and always has been, on us and doing what’s right for the FBI.” Wray received a standing ovation following his remarks before a standing-room-only crowd at FBI headquarters and some in the audience cried, according to an FBI official who was not authorized to discuss the private gathering by name and spoke on condition of anonymity to The Associated Press. Trump applauded the news on social media, calling it “a great day for America as it will end the Weaponization of what has become known as the United States Department of Injustice" and saying that Patel's confirmation will begin “the process of Making the FBI Great Again.” If confirmed by the Senate, Patel would herald a radical leadership transformation at the nation's premier federal law enforcement agency. He has advocated shutting down the FBI's Washington headquarters and called for ridding the federal government of “conspirators," raising alarms that he might seek to wield the FBI's significant investigative powers as an instrument of retribution against Trump's perceived enemies. Patel said in a statement Wednesday that he was looking forward to "a smooth transition. I will be ready to serve the American people on day one.” It's extremely rare for FBI directors to be ousted from their jobs before the completion of their 10-year terms, a length meant to insulate the agency from the political influence of changing administrations. But Trump has done it twice, placing Wray in the job in 2017 after firing Director James Comey amid an investigation into ties between Russia and the Republican president’s campaign. Despite having appointed Wray, Trump had telegraphed his anger with the FBI director on multiple occasions throughout the years, including as recently as the past week. In an interview with NBC’s “Meet the Press” that aired Sunday, Trump said, “I can’t say I’m thrilled with him. He invaded my home,” a reference to the FBI search of his Florida property , Mar-a-Lago, two years ago for classified documents from Trump’s first term as president. That search, and the recovery of boxes of sensitive government records, paved the way for one of two federal indictments against Trump. The case, and another one charging him with plotting to overturn the 2020 election, have both been dismissed by the Justice Department special counsel that brought them in light of Trump's November victory. Attorney General Merrick Garland praised Wray for having “served our country honorably and with integrity for decades.” He said: “Under Director Wray’s principled leadership, the FBI has worked to fulfill the Justice Department’s mission to keep our country safe, protect civil rights, and uphold the rule of law.” Natalie Bara, the president of the FBI Agents Association, said in a statement that Wray had led the FBI “through challenging times with a steady focus on doing the work that keeps our country safe. ” Throughout his seven years on the job, the self-professed "low-key, understated" Wray brought a workmanlike approach to the job, repeatedly preaching a “keep calm and tackle hard” mantra to bureau personnel despite a steady drumbeat of attacks from Trump and his supporters. He also sought to avoid public conflict when possible with the Trump White House, distancing himself and his leadership team from the FBI's Russia investigation over errors that took place before he took office and announcing dozens of corrective actions meant to prevent the recurrence of the surveillance abuses that plagued the inquiry. But there were other instances when he memorably broke from Trump — he did not agree, for instance, with Trump’s characterization of the Russia investigation as a “witch hunt." He made known his displeasure when the White House blessed the declassification of materials related to the surveillance of a former Trump campaign aide and contradicted a Trump talking point by stating that Ukraine had not interfered in the 2016 election. He repeatedly sought to keep the focus on the FBI's day-to-day work, using the bulk of his resignation announcement to praise the bureau's efforts in countering everything from violent crime and cyberattacks to Chinese espionage and terrorism. Yet as he leaves office at a time of heightened threats , much of the public focus has been on the politically sensitive investigations of his tenure. Besides the inquiries into Trump, the FBI in recent years also investigated Biden's handling of classified information as well as Biden's son Hunter for tax and gun violations. Hunter Biden was pardoned by his father last week. A particular flashpoint came in August 2022, when FBI agents searched Mar-a-Lago — an action officials defended as necessary given the boxes of documents that were being concealed at the Palm Beach property and the evidence of obstruction that the Justice Department said had been gathered. Trump railed against the FBI over that search and has kept up his criticism ever since. Trump was angered by Wray's comment at a congressional hearing that there was “some question about whether or not it’s a bullet or shrapnel” that struck Trump's ear during an assassination attempt in Pennsylvania in July. The FBI later stated unequivocally that it was indeed a bullet. Before being named FBI director, Wray worked at a prestigious law firm, King & Spalding, where he represented former New Jersey Gov. Chris Christie during the “Bridgegate” scandal. He also led the Justice Department’s criminal division for a period during President George W. Bush’s administration.
Australia's proposal to ban under-16s from social media platforms is "rushed", social media companies claimed Tuesday, expressing "serious concerns" about potential unintended consequences. The landmark legislation would force social media firms to prevent young teens from accessing their platforms or face fines of up to Aus$50 million (US$32.5 million). Platforms such as X, Snapchat, TikTok, and Meta have criticised the 24-hour time frame given for stakeholder comments, claiming a lack of consultation and inadequate details about how the legislation would work. X said in its submission that it had "serious concerns" the ban would have "a negative impact" on children, adding it breached their "rights to freedom of expression and access to information". The company added that the proposed law was "vague" and "highly problematic" and that there was "no evidence" that it would work. Australia is among the vanguard of nations trying to clean up social media, and the proposed age limit would be among the world's strictest measures aimed at children. The proposed laws, which were presented to parliament last week, would also include robust privacy provisions that require tech platforms to delete any age-verification information collected. The government is trying to approve the law this week, before parliament breaks for the rest of the year. Meta, which owns Facebook and Instagram, said in its submission the ban would "fail" in its current form because there was not enough consultation with stakeholders. "More time should be taken to get this bill right," it said. TikTok raised concerns over the privacy provisions -- including that they overlapped and contradicted other legislation -- and the limited time to consult stakeholders. "Its rushed passage poses a serious risk of further unintended consequences," the company's submission said. Key details about how social media companies are expected to enforce the ban remain unclear. Some companies will be granted exemptions from the ban, such as YouTube, which teenagers may need to use for school work or other reasons. Once celebrated as a means of staying connected and informed, social media platforms have been tarnished by cyberbullying, the spread of illegal content, and election-meddling claims. Australian Prime Minister Anthony Albanese insisted Tuesday that "social media is causing social harm". "It can be a weapon for bullies, a platform for peer pressure, a driver of anxiety, a vehicle for scammers and, worst of all, a tool for online predators," he wrote in an opinion piece. "And because it is young Australians who are most engaged with this technology -- it is young Australians who are most at risk." The laws would give families "peace of mind" that their children's well-being and mental health were being prioritised, he said. If the proposed law passes, tech platforms would be given a one-year grace period to figure out how to implement and enforce the ban. Virginia lawmakers will soon consider a bill that could help to bring larger airlines to smaller airports and support the growth of regional airports in the commonwealth. Last session, Gov. Glenn Youngkin and lawmakers settled on a biennium budget that included several transportation investments, including $1 million to establish an "advanced air aviation test site" from the Commonwealth’s Development Opportunity Fund and $350,000 to study implementing “emerging technologies,” including "advanced air mobility." With the significant investments, Del. Wren Williams, a Patrick County Republican, said he decided to carry his bill that would redirect tax revenues from vehicle rentals to support aviation laws and construction, maintenance and improvement of airports in the commonwealth in the upcoming session. Currently, the tax revenues from vehicle rentals go from the Commonwealth Transportation Fund to the Aviation Special Fund. Williams said the revenue amount is small, but it could help the commonwealth when it has to fully fund aviation projects and match grants from the federal government. “There’s always the need to help improve the infrastructure of airports and aviation in Virginia, especially with our current administration and Boeing and others that have come into Virginia as an aviation hub,” Williams said. While Virginia’s heavily used airports, such as Dulles, receive much attention, Williams said it’s important to support smaller airports, which lack necessary facilities such as runway extensions, hangar spaces and control towers. Williams said the bill also considers the future of uncrewed aerial vehicles and the need for dedicated infrastructure. In October, aviation and economic experts briefed House and Senate Transportation Committee members about “advanced air mobility” at the state’s annual transportation conference. Advanced air mobility has grown in popularity as a way to offer travel and delivery services and, at the same time, promise to reduce greenhouse gases. However, because the technologies are new, regulations and infrastructure are still under development. According to the nonprofit group Virginia Innovation Partnership Corporation, the advanced air mobility industry, as it is known, could generate $16 billion in new business activity in the commonwealth. The opportunity is “huge,” House Transportation Committee Chair Karrie Delaney, a Fairfax Democrat, told the Virginia Mercury at last month’s transportation conference, adding that it is vital for lawmakers to begin discussing now some of the regulatory considerations and incentives that will be needed “because the future is here.” John Campbell Jr., deputy director for the Virginia Department of Aviation, said if the bill were to become law, the money would go into the Aviation Fund, which provides funding for planning and engineering projects that focus on airport facility development. “In general,” Campbell said, “these projects include master plan and airport layout plan studies; environmental studies; land acquisition; airside facility design and construction; and terminal building design and construction.” This story was originally published in the Virginia Mercury . If you fall into debt, you can always approach your supplier to see if they can put you on a repayment plan before putting you on a prepayment meter. This involves paying off what you owe in instalments over a set period. If your supplier offers you a repayment plan you don't think you can afford, speak to them again to see if you can negotiate a better deal . Several energy firms have schemes available to customers struggling to cover their bills. But eligibility criteria vary depending on the supplier and the amount you can get depends on your financial circumstances. For example, British Gas or Scottish Gas customers struggling to pay their energy bills can get grants worth up to £2,000. British Gas also offers help via its British Gas Energy Trust and Individuals Family Fund. You don't need to be a British Gas customer to apply for the second fund. EDF, E.ON, Octopus Energy and Scottish Power all offer grants to struggling customers too. Thousands of vulnerable households are missing out on extra help and protections by not signing up to the Priority Services Register (PSR). The service helps support vulnerable households , such as those who are elderly or ill. Some of the perks include being given advance warning of blackouts , free gas safety checks and extra support if you're struggling. Get in touch with your energy firm to see if you can apply.
