Chandigarh: Established in 1994 with the objective of developing the city according to the needs and benefits of its residents, the Chandigarh municipal corporation has struggled to find its relevance in a Union Territory where almost every decision is taken by the UT administration or the Centre. Heavily dependent on the Centre for grants, the MC has been going through its worst-ever financial crisis, struggling to even pay its staff the monthly salary. In this situation, projects needed for the city's betterment and upgradation have suffered significantly. The MC witnessed its first election in 1996 with a house comprising 20 councillors. It was believed that having elected representatives would effectively address the people's issues, tackle challenges collectively, and ensure the city's development aligned with the residents' needs. The MC house has grown, accommodating 35 elected councillors and nine nominated councillors, besides the local MP who has a vote as an ex-officio member. DIVIDED HOUSE The current MC (2022-2026), which saw a fractured mandate during the elections, has been reduced to a political battlefield, where elected representatives hit a new low each time the MC house holds its meeting. The assembly hall has seen frequent ugly scenes. The quality of debates has plummeted, and incidents of manhandling among councillors, the presence of marshals, and councillors being dragged out of the hall have become common. These troubling developments have raised serious questions about the overall existence and role of the MC. BLOT ON MC'S HISTORY A major blot on the city's only public body was witnessed in January during the mayoral elections, where ballot tampering by none other than the returning officer — Anil Masih, a nominated councillor — was captured on CCTV cameras. For the first time, the Supreme Court overturned the mayoral election results. During this term, Chandigarh police personnel were seen inside the assembly hall to prevent councillors from ‘hijacking' the mayor's chair. ‘MC COMPLETELY POLITICISED NOW' Harjinder Kaur, a two-time former Mayor of Chandigarh MC and elected municipal councillor in the first MC (1996-2000), termed the current scenario of the MC as unfortunate and stressed the need for a serious debate on the existence and role of the MC in a fresh manner. "It is unfortunate that politics have overpowered the idea of the real MC, which came into existence for the development of the city and resolving public issues. The agenda of serving the people has been completely sidelined, and there is no vision at all to develop the city. All sorts of corruption are persisting in the MC now, which is very painful, and the MC is struggling towards self-sustainability. Earlier, the nominated councillors were of very high esteem and renowned personalities, holding the utmost qualifications, and they used to be very high-level people," she told TOI. She said, "The MC is completely politicised now, which should not happen. This is our city, and thus now it is a topic of high debate about the existence, role, and functioning of the MC. There is no vision, no brainstorming-like affairs in the MC now, and most crucially, the value system and honesty. Earlier, the elected municipal councillors had personal reputations, and they used to work together with the Punjab governor and the UT administrator for the development of the city. They used to bring ideas and subsequently worked on those." ONE-YEAR TERM INADEQUATE: EX-MAYORS Almost all political parties agree that a one-year term for the Chandigarh MC mayor is too short for any mayor to perform effectively. Due to such a brief period, the mayor's work remains very limited. Since the central govt holds the key role in this matter, the top brass of the Chandigarh BJP recently discussed this issue again with the party's leadership. However, things don't seem feasible, mainly due to the reservation criteria for the mayor's post, divided over five years, comprising seats for general, women, and SC categories. TOI spoke to previous mayors of the city to understand the hurdles in a one-year mayor's term and related aspects. The mayor's term should be for five years, and if not possible, then at least for two and a half years. In Chandigarh, by the time the mayor understands the overall workings and functions of the MC, their tenure ends. Moreover, the mayor doesn't have any power in Chandigarh MC, and without empowering the mayor administratively, things won't work in the political arena at all. Thus, the mayor should have the power to write ACRs and should also be a permanent member of the decision-making body of the Chandigarh administration. - Ravinder Pal Singh, former mayor For a newly elected person, it is very difficult to completely understand and effectively run the MC in a one-year tenure. The one-year term of the Chandigarh mayor is just like a rubber stamp. The resolution for the mayor's five-year term, as well as a mayor-in-council for the city, was passed in the MC's house in the past to strengthen the mayor. As Chandigarh is governed through the Punjab Municipal Act, which is extended to UT, Chandigarh, the mayor's term should also be on the lines of Punjab, which is five years. - Ravikant Sharma, former mayor A mayor must get sufficient time to work. It was seen numerous times that a person comes but fails to fulfil their ideas in such a short period of one year, and their ideas don't get pushed by the new mayor the next year. In such a short term of one year, the mayor cannot complete their own crucial projects or implement their ideas. The mayor must have independent powers to run the MC. Moreover, there should be a mayor-in-council in Chandigarh, and we raised this issue in the past, which is a major requirement in Chandigarh, mainly due to its current political structure.
