Prime Minister Shehbaz Sharif on Thursday described youth bulge and small and medium enterprises (SMEs) as the two key drivers of the economic development, stressing that robust economies could be built by investing in them. Addressing the 11th summit meeting of the Developing Eight (D-8) Organisation for Economic Cooperation in Cairo, Shehbaz emphasised that his government was investing more in youth, and supporting the SMEs, as both were crucial for the country's socio-economic development, and progress. Former prime minister Gordon Brown has declared his opposition to legalising assisted dying, which will soon be debated by MPs. The former Labour PM said the death of his newborn daughter in 2002 did “not convince me of the case for assisted dying; it convinced me of the value and imperative of good end-of-life care”. In a rare intervention ahead of the Commons debate on the Terminally Ill Adults (End of Life) Bill on Friday, November 29, Mr Brown shared a glimpse of the time he and his wife Sarah spent with their baby, Jennifer, who died when she was only 11 days old. Writing in the Guardian newspaper, Mr Brown said: “We could only sit with her, hold her tiny hand and be there for her as life ebbed away. She died in our arms. “But those days we spent with her remain among the most precious days of my and Sarah’s lives.” While he acknowledged that at the heart of the assisted dying debate is a “desire to prevent suffering”, the former Labour MP called for a commission on end-of-life care to be set up, instead of the law change which MPs will consider. This commission, he said, should work to create a “fully-funded, 10-year strategy for improved and comprehensive palliative care”. “When only a small fraction of the population are expected to choose assisted dying, would it not be better to focus all our energies on improving all-round hospice care to reach everyone in need of end of life support?” he said. Roughly two years after ChatGPT's release sparked widespread interest in generative AI, it's becoming clear that most workers' jobs will fundamentally change — and some may disappear. An analysis by the International Monetary Fund published in January forecast that artificial intelligence would affect nearly 40% of jobs. But the impact of AI on employment is complex and far-reaching. Some roles may become obsolete; others may be augmented or even created by AI. Workers are simultaneously experiencing anxiety, doubt, and excitement . What new skills will I need to develop? How can I stay relevant? And importantly, is my organization prepared for this AI-driven future? Whether employees can trust their organization's leaders to navigate these opportunities is a pivotal question, said Brian Solis, the head of global innovation at ServiceNow, a cloud-based automation platform, and author of the book "Mindshift: Transform Leadership, Drive Innovation, and Reshape the Future . " He said that while many executives recognize AI's promise in increasing efficiency by automating repetitive tasks, they often fail to grasp the technology's profound potential . "Leaders talk about the new normal or the next normal, but then they natively snap back to business as usual," Solis said. "It's the leaders who explore and ask: 'What if? Who will unlock entirely new ways of working?'" Workers themselves have a responsibility to learn and grow, he added. Among those who said they did use AI, the most common applications included generating ideas, consolidating information, and automating basic tasks. Still, investment in AI continues to surge. A report from IDC predicted that global spending would reach $632 billion by 2028, more than double what it is now, covering AI apps, infrastructure, and related services. Companies are investing in AI to avoid falling behind , said Mansour Javidan, an expert in digital transformation and the executive director of the Najafi Global Mindset Institute at Arizona State's Thunderbird School of Global Management. "There's a lot of hype driven by board expectations, and that's led to a herd mentality to move quickly," he said. "No CEO is going to look bad by investing in AI right now." Workers, meanwhile, are caught between uncertainty and anticipation. "There's a disconnect," Javidan said. "At the highest levels of the organization, there's a lot of excitement about AI. But among lower- and midlevel employees, there's a good deal of anxiety and ambiguity because there's no clear path." But "workers mustn't rely on senior executives and hope things will turn out rosy," he said. Javidan advises employees to seize development opportunities within their organizations and seek out online courses. Many top universities, including MIT and Stanford, provide free classes and workshops to help people build their skills. Grassroots and community-based learning groups, such as Women Defining AI , can be valuable resources. "Workers need to be proactive and educate themselves," he said. AI as a strategic collaborator Beyond formal training and coursework, getting comfortable with AI requires a fundamental mindset shift, experts say. "We were born with skills like curiosity, wonder, and imagination, but we often unlearned these in schools," Solis said. "The aim with AI should not be to generate expected answers or reinforce existing thinking but to challenge our conventions." Solis said he uses AI as a tool for perspective taking, asking it to generate responses from the personas of the Apple founder Steve Jobs and Walt Disney. This approach helps him identify blind spots, explore alternative viewpoints, and seek inspiration. "They're my personal coaches," he said. Molly Sands, the head of the teamwork lab at the software company Atlassian, which studies teamwork in the age of AI and distributed work, recommends viewing AI as a creative partner , not just a task-completion machine. "The people who are saving the most time and seeing the biggest benefits are those who see AI as a strategic collaborator," she said. This involves engaging with AI through dynamic, iterative conversations — much like working with a team of experts, she said. A new study by researchers at the MIT Sloan School of Management backed this up, finding that human-AI teams showed the most promise in creative tasks like generating content and imagery and translating software code. "A lot of people use it for one or two use cases, but the growth we're going to see in the next year or two is the people who think about it more ubiquitously," Sands said. "Agents will be a key driver of this." Her team at Atlassian, for example, has developed a custom agent designed to help employees write more clearly. Essentially, she said, workers "word-vomit" into the agent with information about their audience, context, and key details. The agent then offers up a tailored draft in the worker's voice. "Our workdays are consumed by writing emails, creating slide decks, and other routine tasks," Sands said. "If AI can take on some of this load — freeing us up for creative thinking and solving meaty problems — the better off we'll be." The value of soft skills Learning how to work with AI is imperative for most workers, but it's important to recognize that human skills remain essential . After all, said Hakan Ozcelik, a professor of management at California State University, Sacramento, the value of human workers lies in their cognitive, behavioral, and emotional abilities. "There are all sorts of skills that AI doesn't have yet, and maybe never will," he said. "Humans are inherently social beings, constantly interacting with customers, colleagues, competitors, and their physical environment," Ozcelik said. "These interpersonal skills are invaluable assets for any organization." While AI can process information and perform repetitive functions with speed and accuracy, it lacks the soft skills necessary for effective communication and strategic decision-making. A report by Cornerstone , a skills-development platform, said that while generative-AI-related job postings had risen 411% since 2023, the demand for soft skills such as leadership, communication, and emotional intelligence outpaced digital skills by 2.4 times in North America and 2.9 times in Europe. This is why Ozcelik advises employees to embark on what he calls "a process of professional soul-searching." Closely analyze your daily activities to determine your unique contributions and core competencies that cannot be outsourced, he said: "Dissect your work and look at what you offer your organization in a given day or a week." Also, identify areas where AI could offer assistance. For example, teachers may realize that while AI can handle grading for grammar and syntax, they should focus on evaluating students' ideas and nurturing creativity. Similarly, healthcare professionals can leverage AI for administrative tasks or data analysis while dedicating more quality time to patients. In an AI-driven world, the need for human skills will not change; instead, these skills will become even more vital as workers learn to collaborate effectively with technology, Ozcelik said. "It's about what you contribute and the value you bring," he said.HERMITAGE — A proposed city operating budget could see Hermitage residents’ taxes and other fees remain the same for 2025. The Hermitage Board of Commissioners voted unanimously to introduce the proposed budget at their Nov. 20 meeting. The proposed budget will be put to a final vote at the board’s next meeting on Dec. 18. The 2025 budget calls for total general fund expenditures of $16,714,595, an increase over the total expenditures of $16,242,406 budgeted for 2024. Property taxes will remain at five mills. For a property assessed at $30,400, the city’s average assessed value, the property owner would pay about $152 in property taxes. Assessments are based on 1970 values, the last time a county-wide assessment was done. The city’s earned income tax will remain at 1.75%. City residents pay an additional 0.5% to the school district as well as separately levied property taxes to Mercer County and the school district. Hermitage City Manager Gary Hinkson said this will be the 34th consecutive year without a property tax increase. The 2025 budget includes a transfer of $2,041,363 to the city’s capital budgets, including $1,493,038 for capital construction and $548,325 for capital equipment and facilities. Equipment purchases include three new SUVs for the Hermitage Police Department, utility trucks for the Hermitage Volunteer Fire Department and a new street sweeper. The city’s current street sweeper is about 17 years old. Aside from maintenance issues, replacement parts are becoming more difficult to find, if they can be found at all, Hinkson said. Within the municipal building, city officials will replace the computer systems for the planning department and inspection and code office, and install a new heat pump. The capital construction fund will cover paving Tiffany Lane and Fran Lane, both between Bonny Lane and Jerry Lane, Briarwood Road and Anderwood Drive, according to city documents. Other improvements include milling, base repair and new street signs. The project is expected to cost $496,000. The capital construction fund will also cover the next phase of the city’s Neighborhood Investment Program, or NIP. The NIP addresses the city’s older neighborhoods in phases each year. Next year’s phase of the NIP will include improvements to Fern Street, from Greenwood Drive to Baker Run. That project is expected to cost $515,300. But aside from just road improvements, that project will also add a modern stormwater collection line along Fern Street, Hermitage Assistant City Manager Gary Gulla said. “Some of the surrounding streets flow into that line,” Gulla said. Hinkson added that while there haven’t necessarily been issues with flooding or stormwater pooling in the area, the stormwater system along Fern Street dates back to at least the 1950s. City officials will use about $164,000 in Community Development Block Grant funds to make improvements to South Crescent Drive from King Drive to the dead end, and King Drive from South Crescent Drive to Greenwood Drive. Other planned city projects include improvements to Rodney White Olympic Park, located near the Hermitage Municipal Building. The project, which would replace the playground’s surface and equipment, is mostly funded by a $177,000 grant, while the city will cover the remaining 15% of the project’s cost. The Hermitage Athletic Complex, located at 750 S. Darby Road, is expected to see some improvements as well. There are plans to connect the complex’s trail system to the nearby Lorenwood Drive neighborhood, extend the trail system within the complex and pave the entirety of Lorenwood Drive. A pair of Multimodal Transportation Fund grants in the amounts of $330,000 and $350,000 will help fund the project. There are also plans to build nine pickleball courts and expand parking and pedestrian accessibility at the complex, which will be funded by a $1.25 million grant that was awarded through the state Redevelopment Assistance Capital Program. Work on those projects is expected to begin in 2025, Gulla said. City officials are cooperating with the Hermitage Little League and Penn State Shenango to improve the Carl Harris Little League Complex at 500 Virginia Road. The roughly $781,000 project is expected to be funded with grants, while the city will cover the design and engineering costs. The project will improve the complex’s fields for local games and provide a place for some of Penn State’s intercollegiate sports. Construction is expected to begin around mid-2025, Gulla said. One decrease in the budget comes with the Wheatland neighborhood, which will have $54,700 budgeted toward it in 2025, compared to the $141,372 budgeted in 2024. The former borough merged with Hermitage effective Jan. 1, 2024. Gulla said the higher figure budgeted in 2024 was based on historical borough expenditures prior to the merger, while the 2025 figure is based on more accurate information gained post-merger. However, city officials say the Wheatland neighborhood will still receive significant investments next year. These include about $180,000 which will be spent paving roads in Wheatland’s residential neighborhoods. Those particular roads will be determined in the future, Hinkson said. “These are Highway Aid Funds the borough had received before the merger, so we thought that those funds should remain in Wheatland,” Hinkson said. City officials plan to replace the roof of the Wheatland Community Center, a $200,000 project that will be funded with a grant from the state Department of Community and Economic Development. Another project will improve the signalized intersection at Council Avenue and Broadway Road. Those signals will then be linked to the intersection at Broadway, Church Street, Mercer Avenue and Emerson Avenue. The project is expected to cost about $500,000, with $430,000 covered by grant funds. The Hermitage Municipal Authority will extend the city’s sewer lines in the industrial area of Council Avenue, which is expected to be a $200,000 project. It was found that businesses in the area were not connected to a municipal sewer system, nor did they have on-lot systems. Instead, businesses maintained tanks that stored waste on-site. This waste was eventually collected by a sewage company and taken elsewhere for disposal, Hinkson said. “There’s no pollution of the environment there, but the authority wanted to move forward with the project next year,” Hinkson said. The sewer lines in that area will use a gravity-flow system, so property owners will not have to install grinder pumps. However, they will have to connect to the city line, Gulla said. City officials will continue their efforts to develop the Town Center Project, which envisions turning the area around the Shenango Valley Mall property into a mixed-use town center. Toward that end, the City Center Corridor Beautification Project would replace the concrete medians with plants and greenery along state Route 18 from the Shenango Valley Freeway to the area between School Drive and Hickory Global Methodist Church. The total project is expected to cost about $142,000. City officials applied for a $70,968 grant through the state Department of Community and Economic Development. The city previously received a $20,000 grant from VisitMercerCountyPA, the county’s tourism agency. The Shenango Valley Mall itself is expected to be torn down and developed, although the property owner’s plans remain unclear. Hinkson said Monday the mall was expected to be demolished within a couple weeks. The developers will have 90 days from the time demolition begins to have the area cleared.

Jim Risch, the ranking member of the Senate Foreign Relations Committee, said the era in which such cooperation made sense “is long gone" and the extension only “opens the door for further cooptation of American research.” The renewal of the agreement just before President Joe Biden leaves office “denies the incoming administration a chance to weigh in on this highly controversial agreement," they said, urging the administration to “reverse course.” In addition to Risch, the letter was signed by Sens. John Barrasso, Pete Ricketts, Todd Young and Bill Hagerty. The first such agreement was signed in January 1979 when the two countries established diplomatic ties to counter the influence of the Soviet Union and when China severely lagged behind the U.S. and other Western nations in science and technology. The agreement was extended in 2018, and it was given temporary extensions last year and this year to allow for negotiations as the tech war between the two countries has escalated. The State Department has said the new agreement has a narrower scope and more guardrails to protect U.S. interests, including covering only basic research and not facilitating the development of critical and emerging technologies.
