Plans for a San Jose urban village have shifted, after developers agreed to pay millions to offset their decision to build more affordable homes. The San Jose Planning Commission unanimously approved a downscaled plan for hundreds of apartments at the El Paseo de Saratoga shopping center Nov. 20 after developers agreed to pay $13.9 million in fees to offset building more affordable homes. Steve Lynch, planning director for developer Sand Hill Property Company, said the decision to cut more than 100 affordable homes from the proposed 772-apartment complex keeps the project financially feasible. It leaves 38 affordable apartments available for people earning the area median income, or $184,300 for a family of four. The proposed development includes a 12-story building with 398 homes and 14,139 square feet of commercial space, along with a 10-story building with 374 homes and 17,447 square feet of commercial space. Lynch said the finalized version of the El Paseo project will address the city’s housing needs and includes a 263-bed residential care and memory care facility, along with a Whole Foods grocery store to anchor the pedestrian-friendly, walkable retail space. “The project still meets all of the requirements of the urban village guidelines, and the key features of the project that were most important to the community are unchanged,” Lynch told San José Spotlight. “This includes the main street paseo, the new retail and restaurant spaces, Whole Foods and the public plaza open space. These are the most important aspects for the greater community.” Related Stories San Jose requires all residential developers to make 15% of homes in a project affordable under its inclusionary housing policy. Developers who want to avoid this, as Sand Hill opted to do, must pay an “in-lieu” fee per home under the 15% minimum requirement. Jeff Scott, spokesperson for the city housing department, said the collected in-lieu fees will be invested in future affordable housing projects. “This is a key component of the city’s strategy to foster an abundant housing stock,” he told San José Spotlight. “This strategy includes funding more affordable units to help transition individuals from interim housing to permanent housing and end unsheltered homelessness in the city.” Sand Hill officials told San José Spotlight the pivot to scaling back its projects in the West Valley is because of factors outside their control, including rapidly rising interest rates, costs of materials and project delays. Planning Commissioner Dilpreet Singh described the proposed design as futuristic with a modern look, and said housing is the best use of the land in a moment where the city is in a housing crisis. “This project was previously approved, but with the economic uncertainties it never took flight. I believe that specific piece of land is currently underutilized,” Singh told San José Spotlight. “This project makes for a better use of the land.” Alex Shoor, executive director of housing advocacy organization Catalyze SV , said his group supports the project moving forward. Ultimately, a multi-story mixed-use development is great for West San Jose, he said. While the project shaved off dozens of affordable homes, Shoor said the ones left are still a net benefit. He explained that with AI, more Apple users will use Siri and develop a personal connection with the voice assistant. "I already have a personal relationship with Siri, but I think more people will because Siri will become more personally relevant and be able to take tasks off your plate that you don't have to do," Cook said. HE Minister of Environment and Climate Change Dr Abdullah bin Abdulaziz bin Turki al-Subaie on Thursday inaugurated the Radiation Data Monitoring and Analysis Unit in Qatar, which includes a monitoring platform, a data analysis and production section, and specialised stations for ionising radiation monitoring. During the opening, the minister was given a detailed explanation about the unit's operational mechanisms and technologies used to monitor and analyse radiation data, ensuring it remains within natural limits. It was emphasised that the unit aims to enhance protection of citizens and residents by enabling early detection of radiation levels that exceed natural thresholds, ensuring highest levels of radiation and nuclear safety on both regional and global levels. HE al-Subaie was also briefed on the unit's role in issuing early warnings in the event of any malfunction or abnormal increase in radiation levels, through its linked early warning system. He was further informed by specialised staff and expert overseeing the units operations. The minister praised this step as part of the ministry's ongoing efforts to protect both people and the environment from risks of ionising radiation. He highlighted that early detection and swift actions ensure radiation levels remain within natural limits, particularly in light of growing environmental challenges. Assistant Undersecretary for Environmental Affairs, Abdulhadi al-Marri, explained that this unit is a crucial tool for detecting nuclear radiation and issuing early warnings of any cross-border radioactive contamination, enabling ministry and relevant authorities to take preventive measures before radioactive clouds reach populated areas. He also mentioned that the team overseeing the unit had undergone advanced technical training, including office-based exercises and participation in "Watan 2024" field drill in collaboration with relevant agencies, demonstrating its capability to handle any radiation emergency. Director of Radiation Protection Department, Engineer Abdulrahman al-Abduljabar, stated that the new system for monitoring ionising radiation includes advanced marine stations, which are floating buoys with robust aluminum towers. These are equipped with ladders, bases, and platforms to ease installation and operation. He pointed out the exceptional maritime anchoring system, which securely attaches buoys to sea floor using corrosion-resistant materials, ensuring comprehensive coverage of all directions along the country's coastline. He further explained that stations operate using advanced, sustainable, and alternative energy technologies, including solar panels, long-lasting lithium batteries, and wind-powered energy generation systems, with an operational lifespan of at least five years. Additionally, stations are equipped with satellite communication systems and coverage through phone or internet networks, ensuring continuous data transmission to monitoring unit. Eng. al-Abduljabar also highlighted the use of smart motor technology for programmed lowering of water quality sensors, as well as warning alarms, radar systems, and security features including panoramic cameras to protect the stations. He emphasised that the Radiation Data Monitoring and Analysis Unit is one of the most significant environmental technology projects in Qatar and one of the best in Middle East. It is part of a series of projects launched by the ministry in recent years to ensure protection of both people and environment, contributing to a safe and sustainable environmental framework in Qatar. Lawyers for a voting machine company that’s suing Fox News want to question founder Rupert Murdoch about his contentious efforts to change his family trust, the attorneys told a court Monday. Election-tech company Smartmatic’s $2.7 billion defamation suit regards Fox’s reporting on 2020 voting fraud claims. But Smartmatic’s attorneys suggest the separate succession fight over Murdoch’s media empire might shed light on any Fox Corp. involvement in editorial matters. It’s an important, if technical, question as Smartmatic seeks to hold the deep-pocketed Fox parent company responsible for statements that the news network aired. Fox contends that there’s no such liability and that it was engaging in journalism, not defamation, when it broadcast election-fraud allegations made by then-President Donald Trump ‘s attorneys. Rupert Murdoch may already have given a deposition — out-of-court questioning under oath — in the defamation suit. Such records aren’t public at this stage, but plans for his deposition were briefly mentioned at a 2022 hearing. Smartmatic now is seeking to talk to Murdoch about his efforts to rewrite his plans for his businesses after his death. The matter is playing out behind closed doors and in sealed files in a Nevada probate court. The New York Times has reported that Rupert Murdoch wants to keep his eldest son, Lachlan, in charge of the conglomerate’s newspapers and television networks in order to ensure a continued conservative editorial outlook. Smartmatic wants to get the 93-year-old patriarch on record while the probate matter plays out, company attorney Edward Wipper told a judge Monday. Fox News lawyer K. Winn Allen said the probate case “has nothing at all to do with” Smartmatic’s claims and is “not appropriate” fodder for the suit. Fox Corp. declined to comment after court. Fox News’ lawyers, meanwhile, want Smartmatic to provide records about a U.S. federal criminal case against people, including Smartmatic co-founder Roger Piñate, accused of scheming to bribe a Filipino election official. Piñate has pleaded not guilty. Smartmatic isn’t charged in the criminal case, and Smartmatic attorneys have said the matter was irrelevant to the defamation suit. Fox lost prior bids for a court order to get the information, but a hearing on the network’s renewed request is set next week. It’s unclear how soon Judge David B. Cohen will decide on that request or on Smartmatic’s bid to dig into the Murdoch family trust case. Both requests are part of pretrial information-gathering, and no trial date has been set. Smartmatic says it was a small player, working only with California’s heavily Democratic Los Angeles County, in the 2020 U.S. presidential election. In subsequent Fox News appearances, Trump lawyers Rudy Giuliani and Sidney Powell portrayed Smartmatic as part of a multi-state scheme to steal the vote from the Republican. Federal and state election officials, exhaustive reviews in battleground states and Trump’s own attorney general found no widespread fraud that could have changed the outcome of the 2020 election. Nor did they uncover any credible evidence that the vote was tainted. Dozens of courts, including by judges whom Trump had appointed, rejected his fraud claims. Fox News ultimately aired an interview with an election technology expert who refuted the allegations against Smartmatic — an interview done after the company demanded a retraction. The network is countersuing Smartmatic, claiming it violated a New York law against baseless suits aimed at squelching reporting or criticism on public issues. The New York defamation suit is one of several stemming from conservative-oriented news outlets’ reports on Trump’s 2020 vote-rigging claims. Smartmatic recently settled with One America News Network and Newsmax.
