D.J. Tosiuo appeared in the Superior Court of Guam on Tuesday to be sentenced for charges stemming from a June incident that went viral on social media. The incident occurred after Tosiuo crashed a stolen vehicle and was stopped by a Good Samaritan while trying to escape. Tosiuo was later found to have a stolen gun in the vehicle. During the sentencing hearing, the Office of the Attorney General requested that Tosiuo serve 11 years for charges of possession of a firearm without a firearms ID and unregistered gun possession, both third-degree felonies; unauthorized use of a motor vehicle, a misdemeanor; and operating a vehicle without a valid driver's license, a violation. In response, Tosiuo's counsel, Tyler Scott from the Alternate Public Defender’s Office, argued that Tosiuo should serve three years. "This was not an act of violence. There was a firearm discovered in the vehicle he (Tosiuo) was operating. However, he never used that firearm. ... He never wielded (it). He wasn't waving it around. ... It just happened to be inside of that vehicle," Scott said. Presiding Judge Alberto Lamorena III, following Scott's arguments, noted that Tosiuo had been "in and out" of the criminal justice system and had "never really completed a probation (term)" in his prior cases. Lamorena sentenced Tosiuo to five years for possession of a firearm without a firearms ID, three years for unregistered gun possession and one year for unauthorized use of a motor vehicle, totaling nine years to be served at the Department of Corrections. Shooting In late June, Tosiuo was arrested and charged in connection with the stolen car collision. Before his apprehension, Tosiuo was wanted by the Guam Police Department in connection with a Maite shooting of a 14-year-old girl in May. He was also believed to be associated with alleged street gang leader Mesemwan Repwak, according to Post files. Tosiuo did not face charges related to the Maite shooting but was charged in connection with a June 11 shooting on South Okkodo Road. However, the Attorney General's Office filed a motion to dismiss those charges on Sept. 11. Since then, Tosiuo has been re-indicted on charges of aggravated assault and terrorizing, both third-degree felonies, with special allegations of a deadly weapon being used, unlawful discharge of a firearm and reckless conduct as misdemeanors. That case is currently active. However, Scott indicated at the sentencing hearing that he filed a motion to dismiss the indictment with prejudice, alleging it was filed in bad faith.

These tasks demand deep domain knowledge and critical thinking, making them less likely to be fully automated in the near future. Automation-driven emerging roles and opportunities Mundra says they are witnessing new specialised roles focussed on analytical, strategic and technical expertise that capitalise on advanced technologies and data-driven insights. Examples of such roles include financial data analyst, data visualisation specialist, RPA developer and implementation expert, digital transformation lead, and automation strategy consultant. Additionally, positions like cyber risk analyst, automation risk officer, fraud detection specialist, AI/ML finance modeller, and change management lead are also in demand. Aggarwal also lists a bunch of roles seeking skilled and talented individuals. She says automation is paving the way for positions like financial analysts, who interpret complex financial data and provide strategic insights to drive business decisions; data scientist, who leverages advanced analytics to uncover trends within financial data, enhancing the decision-making process; cybersecurity specialists, who protect sensitive data from cyber threats, ensuring data integrity and security; and process automation specialists, who design and manage automation solutions. Skills to remain competitive in an increasingly automated environment In Mundra’s opinion, the focus should be on enhancing their technical, analytical, and interpersonal skills to remain competitive. Technical skills are essential and include data analytics, visualisation tools, process automation, and knowledge of AI and machine learning. A few key competencies also include strategic financial planning, advanced financial modelling, and risk management. Interpersonal skills are always important, including effective communication of data insights, strong teamwork, and leadership in digital environments. Aggarwal says digital literacy is crucial, as it enables professionals to effectively use technology to enhance productivity and decision-making. Skills in data analysis and interpretation are also essential, as the ability to examine and extract meaningful insights from large datasets is increasingly valuable. Moreover, critical thinking and problem-solving skills allow finance professionals to address complex issues and devise innovative solutions, and hence, they must be acquired. Having said that, she says communication and interpersonal skills are equally important, as the ability to translate complex financial insights to diverse audiences adds significant value. Challenges and ways to future-proof careers Adapting to automation can present challenges, including fear of job displacement, reluctance to learn new technologies, and shifting from transactional to strategic roles, says Mundra. To future-proof careers, he says professionals should upskill in areas where human expertise complements automation. Also, continuous learning through certifications, focusing on strategic thinking, and advocating for digital transformation are essential steps to thrive. Moreover, developing skills in governance, ethics, and risk management can ensure their relevance in areas where human judgement is crucial. Job displacement, substantial initial investment in new technology, and the need for continuous upskilling can create obstacles for professionals, says Aggarwal. However, automation also brings unique opportunities for career advancement and specialisation. Hence, to future-proof their careers, her advice is embracing automation as a tool that enhances productivity rather than viewing it as a threat, and investing in reskilling, especially in areas that are less likely to be automated — such as strategic analysis, cybersecurity and process automation — can offer stability and growth. Most importantly, she says, adopting a mindset of continuous learning is essential to adapt to evolving industry demands and technologies. Login or signup to continue reading Laws to cap the indexation rate for the Higher Education Loan Program at either the rate of inflation or the wage price index - whichever is lowest - passed federal parliament late Tuesday night after Australians were stung with a 7.1 per cent increase to their student debts in 2023 because of surging inflation. The indexation changes will lead to $3 billion in debt being cleared over coming weeks. "University is a lot more expensive today than when I was at university," Education Minister Jason Clare told reporters in Canberra on Wednesday. "Wiping $3 billion in debt will fix that spike in inflation that happened last year and it'll make sure that never happens again." People with an average HELP debt level will get a $1200 reduction on their loans. Those with a debt of $45,000 will get a decrease of about $2000, while students with $60,000 owning will have debt lowered by $2700. The changes were recommended in the university accords, a review of the tertiary education sector handed down in February. The laws mean university students completing placement will receive payments to help with living costs from July 2025. Students in degrees including teaching, nursing, midwifery and social work will receive an allowance of $319 per week. The reforms were a big win for students and graduates at a time when many Australians were struggling with the high cost of living, Universities Australia chief executive Luke Sheehy said. Though universities have celebrated these measures, other government proposals for the sector have been widely spurned. Labor has attempted to implement a cap on the number of foreign student arrivals from 2025. The reform would be used in place of an immigration rule known as ministerial direction 107, that has throttled student visas. Swinburne University of Technology vice-chancellor Pascale Quester has urged the government to replace the ministerial direction and prioritise visa processing for enrolments in science, technology, engineering and mathematics courses - collectively known as STEM subjects. The number of domestic students taking these courses has dropped steadily, while international student interest has increased by 39 per cent since 2021. "Forget a brain drain, we are at risk of a brain drought," Professor Quester said. "There is so much STEM talent in the region, but we have slammed the door in their faces with hastily-crafted policy." The government is also expected to slash a further 20 per cent off Australians' student debt if it wins the federal election in 2025. Videos included in the trend feature users sharing traumatic experiences, ranging from the introduction of an eating disorder to physical abuse inflected by parents. Mostly posted by young women, these videos tend to feature long on-screen captions set to Billie Eilish's somber song, "What Was I Made For?" Mental health professionals are concerned about the implications of young people sharing these experiences online, which could potentially make them "very vulnerable to feedback from strangers," or lead to secondary trauma or revictimization for others. Dr. Willough Jenkins, a child psychiatrist and associate professor of psychiatry at the University of California, San Diego, became aware of the trend on Monday. "Initially, it was centered around these more like innocuous, smaller examples," Jenkins said, giving the example of a child being told to put up their shoes. "But it's really grown over the week into much more heavier content. At least the videos I've seen of late are people sharing some very traumatic situations, very abusive situations." How did the 'pink tote lid moments' trend start? The "pink tote lid moment" trend gained traction earlier this week, when a teen girl posted a video from a dark room, whispering to the camera. In the video, the girl shared that while in the bathroom, her mom banged on the door, insisting she help move "pink tote lids" into her bedroom. Initially, the girl said her mom told her to move the "pink things" to her bedroom and when she asked clarification on what she meant, her mom got upset, raised her voice and cursed at her. Upon hearing the raised voices, the girl's dad entered the room and informed the girl to not "talk back" to her mom. "They're going off. They're both just going off on me," the girl said in the video, breathing deeply with tears in her eyes. The video has since been deleted, but several TikTok accounts have "stitched" (reposted) the video, making it accessible to watch again. In a video posted by the same girl this week, she shared that her mom is "not abusive," and that she didn't expect the video to garner as much attention as it did. TikTok moms weigh in Following the trend's rise, moms have been weighing in, expressing concern that they may be "pink tote lid moms." Content creator Nicki Marie, also known as Nicki Unplugged, shared a video that garnered more than 253,000 views, as of Friday afternoon. "I'm not saying it's right, but for those of you who are watching all these videos going, 'Oh my god. I've like lashed out at my kid. I've yelled at my kid before.' There are other things that probably happened ... before that," she said. "I'm not an advocate for yelling at your kid, but we can't be gentle parenting 24 hours a day because some of our kids ain't gentle." What Nickie Marie describes, taking out frustration on one person when the frustration is actually centered around something else, is called "displacement," Jenkins said. When parents are stressed, they may experience displacement more. And stress among parents is rampant. According to the U.S. Department of Health and Human Services , 48% of parents reported feeling overwhelmingly stressed on most days in 2023. "If we're talking about the more innocuous examples shared, it's really important to recognize it, validate your child's feelings of being upset about it, apologizing and repairing the relationship," Jenkins said. What do professionals think? The "pink tote lid moment" trend offers an important opportunity for families to discuss mental health, Jenkins said. It also allows youth to feel validated, which can often be the necessary first step in seeking mental health. However, sensitive content can quickly be reduced to entertainment on social media. "Particularly for minors, I think sharing these stories so publicly is really leaving them very vulnerable to feedback from strangers," Jenkins said. Amy Hill is the executive vice president of learning and development at Burrell Behavioral Health in southwest Missouri. She said her main concerns with the trend are "unintentional" secondary trauma, when someone feels distress after hearing someone discuss trauma, and revictimization, when a traumatized person is retraumatized after hearing someone else discuss a similar trauma. What can parents do? Hill said the first step parents can take in helping children engage with appropriate content online is limiting screen time. She advised no more than two hours per day. Educating children on the impacts of social media digestion is also important, Hill added. As for mental health concerns, students may find initial comfort in reaching out to a school counselor, Hill said. But ultimately, pursuing a licensed mental health professional is the best step in addressing trauma. President-elect Donald Trump has filled the key posts for his second term in office, prioritizing loyalty to him after he felt bruised and hampered by internal squabbling during his first term. Some of his choices could face difficult confirmation fights in the Senate, even with Republicans in control, and one candidate has already withdrawn from consideration. Former Florida Rep. Matt Gaetz was Trump's initial pick for attorney general, but he ultimately withdrew following scrutiny over a federal sex trafficking investigation he was embroiled in. Here's a look at Trump's choices: Trump would turn a former critic into an ally as the nation's top diplomat. Rubio , 53, is a noted hawk on China, Cuba and Iran, and was a finalist to be Trump's running mate before the slot went to JD Vance. Rubio is vice chairman of the Senate Intelligence Committee and a member of the Senate Foreign Relations Committee. His selection punctuates the hard pivot Rubio has made with Trump, whom the senator once called a “con man" during his own unsuccessful campaign for the 2016 Republican presidential nomination. Their relationship improved dramatically while Trump was in the White House. Hegseth , 44, was a co-host of Fox News Channel’s “Fox and Friends Weekend” and had been a contributor with the network since 2014. He developed a friendship with Trump, who made regular appearances on the show. Hegseth served in the Army National Guard from 2002 to 2021, deploying to Iraq in 2005 and Afghanistan in 2011 and earning two Bronze Stars. He lacks senior military and national security experience and would oversee global crises ranging from Europe to the Middle East. A woman told police that she was sexually assaulted in 2017 by Hegseth after he took her phone, blocked the door to a California hotel room and refused to let her leave, according to a detailed investigative report recently made public. Hegseth told police at the time that the encounter had been consensual and has denied any wrongdoing. Bessent , 62, is a former money manager for George Soros , a big Democratic donor, and an advocate for deficit reduction . He founded the hedge fund Key Square Capital Management after having worked on and off for Soros Fund Management since 1991. If confirmed by the Senate, Bessent would be the nation’s first openly gay treasury secretary. He told Bloomberg in August that he decided to join Trump’s campaign in part to attack the mounting U.S. national debt. That would include slashing government programs and other spending. Gabbard, 43, is a former Democratic House member from Hawaii who has been accused of echoing Russian propaganda. She unsuccessfully sought the party’s 2020 presidential nomination and left the party in 2022. Gabbard endorsed Trump in August and campaigned often with him. Gabbard has served in the Army National Guard for more than two decades and deployed to Iraq and Kuwait. If confirmed she would come to the role as an outsider compared to her predecessor. The current director, Avril Haines, spent several years in top national security and intelligence positions. Bondi , 59, was Florida's first female attorney general, serving between 2011 and 2019. She was on Trump’s legal team during his first impeachment trial in 2020. Considered a loyalist , Bondi also has served with the America First Policy Institute, a Trump-allied group that has helped lay the groundwork for his future administration. Bondi was among a group of Republicans who showed up to support Trump at his hush-money criminal trial in New York that ended in May with a conviction on 34 felony counts. A fierce defender of Trump, she also frequently appeared on Fox News and has been critical of the criminal cases against him. The Republican U.S. House member narrowly lost her reelection bid on Nov. 5 but had received strong backing from union members in her district. As a potential labor secretary, Chavez-DeRemer would oversee the department's workforce and budget and put forth priorities that affect workers’ wages, health and safety, ability to unionize, and employer’s rights to fire employers, among other responsibilities. Chavez-DeRemer is one of a few House Republicans to endorse the “Protecting the Right to Organize” or PRO Act that would allow more workers to conduct organizing campaigns and penalize companies that violate workers’ rights. The act would also weaken “right-to-work” laws in more than half the states. Lutnick heads the brokerage and investment bank Cantor Fitzgerald and is a cryptocurrency enthusiast. He is co-chair of Trump's transition operation, charged along with Linda McMahon, a former wrestling executive who previously led Trump’s Small Business Administration, with helping the president-elect fill key jobs in his second administration. As secretary, Lutnick would play a key role in carrying out Trump's plans to raise and enforce tariffs. He would oversee a sprawling Cabinet department whose oversight ranges from funding new computer chip factories and imposing trade restrictions to releasing economic data and monitoring the weather. Noem is a well-known conservative who used her two terms as South Dakota's governor to vault to a prominent position in Republican politics. During the COVID-19 pandemic, Noem did not order restrictions like other states, instead declaring South Dakota “open for business.” More recently, Noem faced sharp criticism for writing in her memoir about shooting and killing her dog. She is set to lead a department crucial to the president-elect’s hardline immigration agenda as well as other missions. Homeland Security oversees natural disaster response, the U.S. Secret Service and Transportation Security Administration agents who work at airports. Ratcliffe , a former U.S. House member from Texas, was director of national intelligence during the final year and a half of Trump’s first term. He led U.S. government’s spy agencies during the coronavirus pandemic. If confirmed, Ratcliffe will have held the highest intelligence positions in the U.S. Kennedy , 70, ran for president as a Democrat, then as an independent before he dropped out and then endorsed Trump . He's the son of Democratic icon Robert F. Kennedy, who was assassinated in 1968 during his own presidential campaign. Kennedy's nomination alarmed people who are concerned about his record of spreading unfounded fears about vaccines . For example, he has long advanced the debunked idea that vaccines cause autism. Rollins , 52, is president and CEO of the America First Policy Institute, a group helping to lay the groundwork for Trump's second administration.
