On Saturday night, Donald Trump announced he intends to appoint Kash Patel as director of the FBI. The news sparked an immediate frenzy from establishment figures across media and politics. Legal and national security “experts” were deployed to the Sunday morning news shows to characterize the move as evidence that Trump intends to politicize the FBI and use it as a weapon against his many political opponents. The political establishment’s concerns about what a Trump FBI could do mirror a lot of what we’ve heard from the right in recent years as they found themselves in the Bureau’s crosshairs. But almost all of these complaints and warnings have operated under the assumption that—with maybe the exception of a few bad episodes in the 1960s—the FBI has long been an essential crime-fighting force that has only recently become—or threatens to become—corrupted by politics. In truth, the FBI has always been used as a weapon against political movements and rivals of the established political class. That’s the reason it was created. At the end of the 1800s, left-wing anarchists were attacking heads of state all across Europe. In a few short years, the king of Italy, the prime minister of Spain, the empress of Austria, and the president of France were all assassinated by anarchists. While no communist or anarchist movement had yet to take over a country, the tenacity of these activists and revolutionaries was seriously concerning those in power in the United States. Then, in 1901, President William McKinley was shot and killed by an anarchist while attending a meet-and-greet in Buffalo, New York, which brought his vice president, Theodore Roosevelt, into office. It was President Roosevelt who tapped his Attorney General Charles Bonaparte—the grandnephew of Napoleon—to create the FBI. The AG was required by law to get congressional approval before creating this new “investigative” service of special agents within the Department of Justice. In the spring of 1908, Bonaparte officially requested the money and authority to create the FBI. Congress came back with an emphatic no. Members of the House saw through the innocuous language of the request and figured out exactly what the president and AG were doing—creating a secret police force that was answerable only to them. House Democrats like Joseph Swagar and John J. Fitzgerald and Republicans like Walter I. Smith and George Waldo all loudly condemned the proposal, saying it called for a “system of espionage” comparable to the Tsar’s secret police in Russia that stood in stark contrast to the very principles at the heart of the American system. Congress explicitly forbade the AG from creating this new Bureau. So what did Bonaparte do? He waited for Congress to break for the summer and then went ahead and created the FBI anyway. Congress was only notified about the new federal police force half a year later when Bonaparte included a quick throw-away line at the end of his annual report: “It became necessary for the department to organize a small force of special agents of its own.” So, the FBI was not created in response to out-of-control crime; its creation was a crime. Immediately, the new Bureau was unleashed on anyone and everyone who was perceived as a threat to those in power. That started with left-wing anarchists but quickly expanded to include many antiwar activists as President Wilson pulled the country into World War I. From the outset, the FBI operated primarily as a domestic intelligence agency—recruiting spies within groups they were targeting and breaking into offices and homes, intercepting mail, and tapping the phones of anyone they considered a threat. As the years wore on—like most other executive agencies—the Bureau evolved away from serving the direct interests of whoever happened to sit in the Oval Office to instead serve its own interest and the interest of the broader entrenched, permanent power structure in Washington. In the ‘50s, ‘60s, and ‘70s, the FBI conducted covert operations aimed at inciting violence between domestic groups, breaking up political organizations it disapproved of, and, perhaps most famously, collecting blackmail on Martin Luther King Jr. that they then tried to use to drive him to commit suicide. Although today’s FBI acknowledges and publicly disavows these past activities, they are still carrying out egregious operations that always seem to benefit the political class. The Bureau has taken up a kind of sting operation where, over and over again, agents find isolated, gullible, often mentally-handicapped young men, pretend to be political radicals or higher-ups in a terrorist organization, and then convince the young men to plan and carry out a terrorist attack with FBI-funds and resources. Agents then step in at the end and act like they heroically stopped a real plot. The FBI did this relentlessly with young Muslim men after 9/11. The arrests helped prolong the perception that the global war on terror and extreme measures like the Patriot Act were necessary. In recent years, the FBI has conducted a number of similar schemes with right-wing groups—advancing the establishment’s narrative that Donald Trump is radicalizing “uneducated” middle Americans and turning them into violent insurrectionists. And then there are, of course, all the ways the FBI directly tried to undermine and hinder Trump’s first term. Right-wingers are correctly deriding the establishment for panicking about Trump’s FBI doing to them what they have tried to do to him. But many—on both sides—go wrong when they present the Bureau as only recently, or imminently, being corrupted into serving the interests of those in power. That’s been its role since the beginning. Haggard correspondents intoned philosophic, wearily resigned to their designation as villains in the febrile digital colosseum of political combat. Ministers floated between offices, affecting calm in that way trial lawyers do after closing arguments when everything hangs on a curmudgeonly judge or an inscrutable jury. In their ritual post-question time speeches before the summer break - a bilateral nod to civility dubbed "the hypocrisies" by one scribe - Albanese and Peter Dutton praised old Tony's 28-year stint at Aussies. "Tony is the man who did so much to enhance the seat of democracy here," Albanese remarked warmly to his fellow "Italo-Australian" looking up to the public gallery where three generations of Calabrias watched on. Dutton lauded the ailing 84-year-old's migrant story having emigrated at just 14. "He has worked every day since then, he has educated his children, he has provided a role model and has given that love to his family that has created a remarkable legacy," Dutton said. In other comments, Albanese revealed that he and Dutton did not hate each other after all. He noted that while he had visited Morrison's office only once as opposition leader (a startling factoid since the global pandemic occasioned a bipartisanship likened to wartime), Dutton had been into Albanese's prime ministerial suite, well, "more often than I'd like". Cue laughter. Yet coursing impatiently under all this ersatz chumminess, was the existential fight to come. Each knows that within months, one will be up, the other, finished. Since the Second World War, it has occupied the Treasury benches for just 29 years. Nonetheless, Labor goes into next year's election comforted by electoral history and shielded by an unofficial "Swiss G]guard" of community independents. But that historical precedent - every first-term federal government since 1932 has secured a second term - may amount to nothing in this disintermediated age of antisocial media and permanent grievance. For the 93 years since the rookie Scullin Labor government crashed along with everything else in the Great Depression, incumbency has been a winged keel. Australian voters have tended to pick and stick, at least once. Now though, around the democratic world in 2024, the vogue is to "pick then kick". But what about that Swiss guard of independents? Albanese's worst-case scenario is that one or all of the first-term teals lose. Another risk is that some back a Dutton executive. Currently Labor has 78 seats to the Coalition's 58. Dutton needs a net gain of 18 seats to govern in his own right. A huge task. Polls suggest the most likely outcome is a minority parliament. Labor could lose half a dozen seats to Dutton's Liberals and still be close enough to credibly seek crossbench commitments for supply and confidence. But what would the teal independents do - who would they prefer to form government? The lesson from the minority Gillard period is that indies who hold conservative seats but back progressive governments face extinction themselves. In this light,, it may be instructive to consult the AEC's "two-party preferred" exercise, in which it allocated all 151 "Reps" seats to either of the two major parties (irrespective of whether the seat actually fell to a third party). Unsurprisingly, it shows that preferences for either of the two majors (ahead of the other) favoured the Liberals by the following percentages in teal seats: Curtin (5.4), Goldstein (4.8), Kooyong (4.1 ), Mackellar (8.6), Warringah (1.4), Wentworth (5.9). These pro-Liberal margins may even expand in a 2025 election devoid of the unpopular Morrison. Yet this cuts both ways. In formerly safe Labor Fowler, Dai Le (assuming she survives) would have to ignore a strong Labor proclivity in her seat to back a Dutton-led minority government. Another outlier is Alexander Downer's erstwhile stronghold of Mayo, held by the centre-right indie Rebekah Sharkie. Her Adelaide Hills seat actually favoured Labor by 1.6 per cent in 2022. In all three of the Queensland seats filched by the Greens in 2022, voters preferred Labor - even the two secured from the LNP, Brisbane and Ryan. Nationally, the polls show a busy and productive Labor trailing Dutton's detail-light rhetorical assault over cost of living and immigration. The hardline Queenslander is a more effective political communicator than even his own colleagues thought when they overlooked him in 2018. In 2025, Labor remains the narrow favourite. But its hardheads recognise that no opposition leader is unelectable, no historical precedent immutable, and no seat lead impregnable. Pune: The Pimpri Chinchwad Municipal Corporation (PCMC) faces objection from residents in acquiring land for its solid waste transfer stations planned across the city. The civic body has proposed a ₹ 46-crore project to set up 16 stations. The solid waste transfer stations serve as hubs where waste collected in small vehicles is transferred to big garbage compactors before it is transported to the Moshi garbage depot. The PCMC’s plan to set up the stations in areas like Pimpri, Akurdi, Nigdi and Chinchwad could not kick off as residents expressed concerns over the proximity of these facilities to residential neighbourhoods. Sanjay Kulkarni, chief engineer (environment), PCMC, said, “The stations are designed using advanced technology to ensure it does not affect neighbourhood and eliminate the transfer of waste in the open.” Despite public opposition, PCMC has constructed three stations in Gawalimatha, Kalewadi, and Kasarwadi and work is on to set up the facility in Sangvi and Kiwale. EDUCATION | GRADUATION REQUIREMENTS When Massachusetts voters decided to ditch the state's standardized tests as a high school graduation requirement on Election Day, they joined a trend that has steadily chipped away at the use of high-stakes tests over the past two decades. The vote on the ballot question leaves only seven states with mandatory graduation exams, a number that could soon shrink further. A backlash to standardized tests has been fueled by complaints they take up too much classroom time and questions about how well they measure readiness for college or careers. It gained steam in recent years with concerns about equity and learning setbacks during the COVID-19 pandemic. In Massachusetts, a teachers union led the campaign against the graduation requirement, arguing it was keeping too many students from receiving a diploma and weighing too heavily on choices about school curriculum. The other side received backing from prominent business leaders including former New York City Mayor Michael Bloomberg and state officials including Gov. Maura Healey, a Democrat. "We shouldn't have different expectations for students depending on which ZIP code they live in," Healey said. "We should have a uniformity to our expectations and they should be high for our students and our families." The Massachusetts Comprehensive Assessment System tests are given in mathematics, science and technology, and English. The ballot question didn't end the tests, which are also used for assessing student progress. But passing them will no longer be required for a diploma. About 1% of high school seniors in Massachusetts, roughly 700 students, are denied a diploma each year because they failed the MCAS despite meeting other requirements. Most are English language learners or students with disabilities. Earlier this year, the Florida Senate passed a bill that would remove testing requirements for high school graduation, but the push stalled in the House. In New Jersey, a bill to end the state's graduation exam passed the state Assembly last year but then failed to pass the Senate. In Ohio, students must pass tests in reading, writing, mathematics, science and social studies to graduate. Louisiana also requires students to pass a test and is the only state without an appeals process. In Texas, students must pass end-of-course assessments in algebra, English, biology and U.S. history. Harry Feder, executive director of FairTest, which opposes the use of tests as graduation requirements, said it makes sense to shift away from the tests he calls a "cheap and easy way" to conduct education. "What we want out of high school grads isn't measured very well by a standardized test," he said, including whether students are critical thinkers, problem solvers or able to collaborate. Critics say easing the graduation requirement will result in lower standards. "The vote against the MCAS is yet another sign of the overwhelming power of the teachers unions in blue states, and will turn Massachusetts diplomas into nothing but participation trophies," said Michael Petrilli, president of the right-leaning Fordham Institute. Financial support for the elimination of the Massachusetts test requirement largely came from teachers unions, including the Massachusetts Teachers Association, which contributed millions in direct and in-kind donations, and the NEA, which donated at least $500,000. Massachusetts Teachers Association President Max Page and Vice President Deb McCarthy said teachers have been speaking out against the requirement for more than a decade. "Students who were passing their courses were being denied diplomas because of this requirement," they said. "Educators were forced to narrow the curriculum in order to teach to the high-stakes test."
