Her attorneys have argued that other law enforcement officers were responsible for O’Keefe’s death. Regarding Schiffer's charges, Bradl said, “There wasn't a leg to stand on.” “Hats off to the judge. He didn’t make everyone wait and ruled from the bench. Everything was completely protected by the First Amendment. This was political speech," Bradl said. The Norfolk District Attorney’s office declined to comment. Schiffer has said he got the ducks idea after thinking about a defense lawyer’s closing argument that . Alan Jackson told jurors that “if it walks like a duck and talks like a duck, it’s a duck.” Schiffer's actions did not rise to the level of witness intimidation and criminal harassment "nor does his speech, or in this case his written word on fake currency and use of rubber toys, which are afforded the protections of the First Amendment," Judge Brian Walsh wrote. “It is the view of this Court that the defendant's conduct and speech, though a rather sophomoric expression of his opinion, is nonetheless protected speech,” he wrote. Walsh concluded the two-page ruling with quotes from Indiana poet James Whitcomb Riley, believed to have coined the “walks like a duck” phrase, and Robert McCloskey, author of the children's book “Make Way For Ducklings.” The defense alleged that O’Keefe was actually killed inside the home of his fellow Boston officer Brian Albert and then dragged outside. They argued that investigators focused on Read because she was who saved them from having to consider law enforcement officers as suspects. Schiffer has been among the dozens of who accuse state and local law enforcement of a widespread cover-up. Their demonstrations have led to confrontations, especially in the town of Canton where the murder happened, between those who support Read and others who believe she is guilty. The Mexican government wants to make living in a corruption-free environment a constitutionally enshrined human right. Senator Javier Corral, a lawmaker with the ruling Morena party and a former governor of Chihuahua, said last week that in the coming months, he would present an initiative to create a General Law for the Investigation and Punishment of Acts of Corruption. Speaking in the state of Morelos at an annual meeting of Mexico’s anti-corruption prosecutor’s offices, Corral said that President Claudia Sheinbaum had entrusted him with the task of examining the best ways that corruption can be combated. While governor of Chihuahua, he made bringing his predecessor César Duarte to justice on corruption charges a central aim of his government. The proposed law Corral is slated to present to Congress would enshrine in the constitution a new human right: the right to live in a corruption-free environment and to enjoy responsible and lawful public administration by Mexican authorities. According to the newspaper El País and a statement from Mexico’s Senate that summarized Corral’s remarks last week , the law would: Former president Andrés Manuel López Obrador made combatting corruption a central aim of his administration, and less than a year into his six-year term declared that there was “zero corruption” in the federal government as a result of his dedication to “sweeping away” what had developed over the previous 30 years. But Sheinbaum believes there is more work to do, such as disbanding a number of autonomous government agencies. She recently said that the elimination of seven such agencies — as approved by the Senate last week — would lead to “more transparency” in government and help to eliminate corruption. Corruption has long been a problem in Mexico, with various scandals plaguing the 2012-18 government of former president Enrique Peña Nieto. Despite López Obrador’s determination to eliminate corruption — and his declarations that he had achieved his goal — his administration also faced accusations of corruption, including ones related to Mexico’s food security agency Segalmex and the Youths Building the Future apprenticeship scheme . While corruption is common in Mexico, so too is impunity for that crime — and various others. Even if a person is convicted of corruption and serves jail time, the money and/or assets they obtained as a result of their crime are not “normally” recovered, El País reported. As mentioned above, one of the objectives of the proposed General Law for the Investigation and Punishment of Acts of Corruption is to change that situation. In Morelos last week, Corral — who was affiliated with the National Action Party until joining Morena this year — described corruption as a “social cancer” that weakens Mexico’s democratic institutions and the rule of law. According to the statement issued by the Senate last Wednesday, he also said that his proposed law would seek to stop Mexico’s “culture of impunity” from being an incentive for the proliferation of corruption. Corral noted that Mexico’s anti-corruption prosecutor’s offices have a central role in the fight against corruption and in restoring citizens’ confidence in Mexico’s institutions. “But let’s not fool ourselves,” he added. “Combating corruption is not and never will be a simple task.” With reports from El País

The S&P 500 rose 0.3%. The benchmark index’s 1.7% gain for the week erased most of its loss from last week. The Dow rose 1% as it nudged past its most recent high set last week, and the Nasdaq composite rose 0.2%. Markets have been volatile over the last few weeks, losing ground in the runup to elections in November, then surging following Donald Trump's victory, before falling again. The S&P 500 has been steadily rising throughout this week to within close range of its record. It's now within about 0.5% of its all-time high set last week. “Overall, market behavior has normalized following an intense few weeks,” said Mark Hackett, chief of investment research at Nationwide, in a statement. Several retailers jumped after giving Wall Street encouraging financial updates. Gap soared 12.8% after handily beating analysts' third-quarter earnings and revenue expectations, while raising its own revenue forecast for the year. Discount retailer Ross Stores rose 2.2% after raising its earnings forecast for the year. EchoStar fell 2.8% after DirecTV called off its purchase of that company's Dish Network unit. Smaller company stocks had some of the biggest gains. The Russell 2000 index rose 1.8%. A majority of stocks in the S&P 500 gained ground, but those gains were kept in check by slumps for several big technology companies. Nvidia fell 3.2%. Its pricey valuation makes it among the heaviest influences on whether the broader market gains or loses ground. The company has grown into a nearly $3.6 trillion behemoth because of demand for its chips used in artificial-intelligence technology. Intuit, which makes TurboTax and other accounting software, fell 5.7%. It gave investors a quarterly earnings forecast that fell short of analysts’ expectations. Retailers remained a big focus for investors this week amid close scrutiny on consumer spending habits headed into the holiday shopping season. Walmart, the nation's largest retailer, reported a quarter of strong sales and gave investors an encouraging financial forecast. Target, though, reported weaker earnings than analysts' expected and its forecast disappointed Wall Street. Consumer spending has fueled economic growth, despite a persistent squeeze from inflation and high borrowing costs. Inflation has been easing and the Federal Reserve has started trimming its benchmark interest rates. That is likely to help relieve pressure on consumers, but any major shift in spending could prompt the Fed to reassess its path ahead on interest rates. Also, any big reversals on the rate of inflation could curtail spending. Consumer sentiment remains strong, according to the University of Michigan's consumer sentiment index. It revised its latest figure for November to 71.8 from an initial reading of 73 earlier this month, though economists expected a slight increase. It's still up from 70.5 in October. The survey also showed that consumers' inflation expectations for the year ahead fell slightly to 2.6%, which is the lowest reading since December of 2020. Wall Street will get another update on how consumers feel when the business group The Conference Board releases its monthly consumer confidence survey on Tuesday. A key inflation update will come on Wednesday when the U.S. releases its October personal consumption expenditures index. The PCE is the Fed's preferred measure of inflation and this will be the last PCE reading prior to the central bank's meeting in December.

Luke Waterson, an air attack supervisor with the CFA, said Bendigo's natural terrain meant Helitak and Firebird were one of the busiest teams in the state. "There's a lot of forest, there's obviously a lot of grassland to the north and west and the undulating hills makes the access and egress for a lot of our crews a little bit more difficult," Mr Waterson said. The helicopters are managed by Forest Fire Management Victoria and the CFA. "So we'll be here, every day until after early March, making sure that if there is a fire that we can respond quickly and keep fires small," Mr Waterson said. The National Council for fire and emergency services has released its , which shows large areas of the western half of Victoria, including Bendigo, as having an increased risk of fire. The two helicopters work as a team, with Helitak carrying the water and Firebird coordinating. They operate on a Predetermined Dispatch (PDD) scheme, which means that once certain environmental factors are triggered over the fire danger period, the helicopters respond in the same way as a truck. PDD was first trialed in Bendigo in 2012 after the Royal Commission into the Black Saturday bushfires recommended a way to send air attack helicopters without requiring a request be put through from an incident controller or the state duty officer. Without this requirement, the firebombers are able to reach fire sites more quickly than ground crews, preventing the flames from spreading. This amendment aims to reallocate $291,884 in returned funds from a CDBG recipient to create a new ADA-compliant playground in Optimist Park. The proposed playground will be located at 908 Carey Ave., and will replace existing aging equipment with new, ADA-compliant equipment, including new safety surfacing, improved access with concrete pathways and enhancements to the overall playground area. The project benefits a low- to moderate-income area in Cheyenne. If given final approval by City Council, the playground is expected to be completed by mid-2025. The proposed project will be undertaken by the city’s Community Recreation & Events Department, and aligns with the U.S. Department of Housing and Urban Development's national objectives and the city's 2020-24 Consolidated Plan goal to improve public facilities. As part of the reallocation of funds, a public comment period is required, and residents may provide feedback on the proposal. The city of Cheyenne invites public input on the proposed amendment during a 30-day comment period from Nov. 22 to Dec. 23. Residents are encouraged to review the amended plan and provide feedback. Senior members of Canada's cabinet held talks Friday with US President-elect Donald Trump's nominees to lead the departments of commerce and the interior, as Ottawa works to hold off the threat of punishing tariffs. Canada's newly-appointed Finance Minister Dominic Leblanc and Foreign Minister Melanie Joly met with Howard Lutnick, Trump's commerce secretary nominee, who will also lead the country's tariff and trade agenda. Interior secretary nominee Doug Burgum was also at the meeting held at Trump's Mar-a-Lago estate in Florida. Leblanc's spokesman Jean-Sebastien Comeau, who confirmed the participants, described the talks as "positive and productive." Trump has vowed to impose crippling 25-percent tariffs on all Canadian imports when he takes office next month. He has said they will remain in place until Canada addresses the flow of undocumented migrants and the drug fentanyl into the United States. Canadian Prime Minister Justin Trudeau has promised retaliatory measures should Trump follow through on his pledge, raising fears of a trade war. Leblanc and Joly "outlined the measures in Canada's Border Plan and reiterated the shared commitment to strengthen border security as well as combat the harm caused by fentanyl to save Canadian and American lives," Comeau said in a statement.
