Clubs from across the football pyramid are “alarmed” by the lack of consultation on legislation which could “fundamentally affect the future of English football”, West Ham vice-chairwoman Karren Brady has said. The Apprentice star also argued that a lack of clarity from the Government on the ownership test is causing “significant uncertainty” for potential investors. This came as the House of Lords continued its scrutiny of the Football Governance Bill, which seeks to establish an independent regulator for the top five tiers of the men’s game. In the upper chamber, Baroness Brady said: “We are creating legislation which will profoundly affect 160 quite unique institutions, from Premier League clubs through to the National League community clubs, but it is important for everyone to understand that the consultation with these affected businesses by the current Government has been remarkably limited, almost unbelievably so. “Just seven Premier League clubs, I was one of them, was granted a brief half-hour meeting with the Secretary of State over the summer. “And following this cursory engagement, significant decisions were made that could fundamentally affect the future of English football, most notably with the inclusion of parachute payments within the backstop mechanism. “This is particularly concerning given that fundamental issues still remained unresolved, we still lack any clarity on Uefa’s position on state interference, for example, this clearly creates profound uncertainty for clubs competing in or aspiring to European competition, as well as our national teams.” “We don’t know what the ownership test will look like, this causes significant uncertainty for potential investors as to whether they are able to own a club,” she added. Lady Brady continued: “I have spoken to many of my colleagues across all of the football pyramid, we are all alarmed about and puzzled by the lack of discussion on the Bill with ministers. “Would the minister agree that we all want to get the detail of this Bill right? And can she see any downsides to providing meaningful opportunities to hear from all clubs across the football pyramid affected by the legislation?” Prior to this, Tory shadow sports minister Lord Parkinson of Whitley Bay had tabled an amendment which he said would allow clubs to “make their views known on this legislation” by including specific competitions on the face of the Bill. Labour frontbencher Baroness Twycross told the upper chamber: “I don’t think the leagues are confused either on which leagues this legislation will apply to.” She added: “This power is both reasonable and the result of evidence-based consultation with all key stakeholders in the industry. “This power ensures that the competitions in scope can be amended in a timely manner and ensures the scope of the regime remains relevant.” The peer later said: “Over the past three years there have been countless opportunities for all affected and interested parties to make representations.” Lady Brady also raised concerns about the financial distribution backstop, which she said is “clearly designed as a mechanism to gain direct access to, and apportionate Premier League revenue, and no-one else’s”. “I might add the backstop will allow the IFR (Independent Football Regulator) to do this even if it was against the Premier League clubs’ will, or even without the clubs’ agreement, even if it was to have a detrimental effect on the clubs and the overall competition it removes revenue from,” she added. The backstop would allow the new IFR to intervene in the distribution of Premier League broadcast revenue down the leagues as a last resort. It could be triggered by the Premier League, English Football League (EFL) or National League to mediate the fair financial distribution of this revenue if they are not able to come to an agreement. Conservative peers later raised concerns over the cost implications to clubs of establishing the regulator, although they faced claims of “filibustering” – wasting time by making overlong speeches in a bid to delay progress. Lord Parkinson, in his reply, said: “We want to see this regulator established, we want to see it doing its work and doing so effectively, but we also see before us a Bill that is different because of the election that was called and the result that happened, and we’re interrogating particularly closely the changes that the Government have made to the Bill – of which there are many. “And we have more concerns on these benches than we did before the election from my colleagues behind me about the way we do it.” The Tory peer pointed to Labour frontbenchers fulfilling their duties to “properly scrutinise” then-government legislation when they were on the opposition benches. A second video posted by the same lieutenant shows 60 migrant children who journeyed by themselves to the U.S. arriving in Eagle Pass, Texas. Another image shows an accused smuggler running across the border with a 5-year-old in his arms, reportedly paid to bring the girl to her mother already in the states. The Texas Department of Public Safety, under Republican Gov. Greg Abbott, openly supports President-elect Donald Trump's push to dramatically tighten immigration. Lt. Chris Olivarez began posting photos and videos of child migrants around the time Tom Homan, Trump's point-person on the border, visited Eagle Pass. "I guarantee some are in forced labor, some are in sex trades," Homan said. "We're going to save those children." Thousands have journeyed across the Mexican border each year, including during the first Trump term, according to a Scripps News review of data from the Department of Health and Human Services. The flow of unaccompanied minors, however, reached record highs during the first years of the Biden administration, as undocumented immigration soared. The numbers have fallen since 2022 but remain elevated today. The federal government tries to quickly place child migrants with a sponsor already in the country, usually a parent or other close family member. The sponsor pledges to care for the minor while ensuring they go through immigration proceedings. However, it is an approach that does not always work. Thousands of unaccompanied minors run away, some winding up in dangerous illegal child labor jobs, or worse. "They've simply vanished into a dark underworld of sex and drug trafficking, forced labor, gang activity and crime," said Rep. Tom McClintock, R-California, during a November congressional hearing. McClintock and other Republicans say the Department of Health and Human Services is to blame for failing to properly vet sponsors. A 2023 report by a Florida grand jury obtained by Scripps News found some sponsor addresses were in fact empty lots or a strip club. One address listed 44 kids assigned to it. Health and Human Services Secretary Xavier Becerra says they are doing the best they can with a limited budget. "What we don't do is short-change the vetting process," Becerra said at a November hearing on Capitol Hill. "We make sure that we follow best practices in the child welfare field. "We do background checks on every individual," he added. (Backgrid) First son Hunter Biden was spotted on camera for the first time since his father, President Biden, pardoned him, smiling for the cameras as he picked up a fast-food order in California. Hunter was seen on Wednesday afternoon in Santa Barbara sporting a T-shirt, jeans and baseball cap while picking up food from an Arby's. The media was heard asking Hunter in a short video outside the restaurant if he had any comment on the pardon. The first son did not respond, and instead was seen hopping into the back of an SUV while flanked by security. The photos and video come after President Biden announced Sunday evening that he would spare his son from being sentenced in a pair of separate court cases in which Hunter was found guilty of illegally purchasing a gun and failing to pay $1.4 million in taxes. Had the plea deal held, it would have been a fair, reasonable resolution of Hunter’s cases." LOUIS — Sam Fox, who rose from humble beginnings in rural Missouri to found a billion-dollar investment firm, bankroll Republican political campaigns and serve as U.S. ambassador to Belgium, died Monday. He was 95. He was born in 1929 in Desloge, about an hour south of St. Louis, as the youngest of five children of immigrants from Belgium and Ukraine. The house had no indoor bathrooms until he was 8. But he would later look back fondly on his Lead Belt hometown as idyllic, close-knit and tolerant. He spent his high school summers in Illinois in pea- and corn-canning factories, earning money he would later use to make his way to St. Louis and Washington University, a place he said opened his eyes to the world "as if someone had pulled back a curtain." He graduated with a business degree in 1951 and got a job with a chemical company shortly after. In 1953, he married Marilyn Widman, a fellow Washington U. student and his wife for the next 70 years. In the 1970s, he went into business for himself, founding Harbour Group, which grew into a holding company of diverse manufacturing businesses, with billions of dollars in annual revenue. As his business took off, Fox took an active role in numerous civic institutions, such as the St. Louis Symphony Orchestra and the St. Louis Art Museum. He also served as a trustee at his alma mater and joined Civic Progress, the group of local corporate chiefs that once wielded significant political power. Fox was modest about his success, though. "We like to think that we're smart enough to have made that happen,” Fox told the Post-Dispatch in 2003. “But the fact of the matter is that being in the right place at the right time and being lucky has a heck of a lot to do with it.” He and his wife also gave generously to numerous causes and established a family foundation to help people with the basic needs of food and shelter. Fox credited his parents with teaching him the importance of giving back, recalling the traditional Jewish tzedakah box they had in their home. Whenever Fox got a few nickels and dimes, he dropped them in the box. "We never had much money, but there was always something for people in need," Fox said. "That's just the way it was." In 2005, Washington U. named the Sam Fox School of Design and Visual Arts in his honor. He also chaired the university's capital fundraising campaign for six years. "Sam was one of WashU's most loyal alumni," Chancellor Andrew Martin said in a statement Wednesday. "We benefited greatly from his savvy leadership and decades of transformational support." Over the years, Fox became a prolific donor to Republicans locally and on the national stage. He gave generously to Missouri Republican figures, from Gov. Mike Parson to former Gov. and Sen. John Ashcroft, as well as President George W. Bush, who made Fox his ambassador to Belgium from 2007-2009. During Bush's tenure, Fox was known in the White House as "Foxy," a nickname the president himself would often use. Fox also was an occasional hunting partner of then-Vice President Dick Cheney. In 2006, Fox and his wife hosted First Lady Laura Bush at their Clayton home for a Republican fundraising event. “Sam was a massive and generous figure for every Republican candidate in this state for many decades,” said John Hancock, a former state Republican Party chairman. “He was kind, insightful, highly regarded and respected by all.” He also had some friends on the other side of the aisle, at least locally. Former St. Louis Mayor Francis Slay, who enjoyed Fox's support in at least one of his City Hall campaigns, called Fox “a phenomenal St. Louisan.” “He's going to be greatly missed,” Slay said. The Jewish Federation of St. Louis said in a statement that Fox's dedication to philanthropy and his impact on local organizations "have left an indelible mark on our Jewish community and beyond." The federation said Fox and his wife, who died last February, were committed to the principle of tikkun olam, or repairing the world. The federation also cited the Fox Family Foundation, which the couple established in 1986. Among Fox's survivors are three children and 15 grandchildren. Crucial jobs data is due on Friday and investors are shoring up bets on a third consecutive interest-rate cut at the central bank’s Dec. 17-18 meeting. Salesforce (CRM.N), opens new tab provided the biggest boost to the blue-chip Dow on the day, jumping 8.8% to an all-time high after the enterprise cloud company beat Street estimates for third-quarter revenue and raised the lower end of its annual revenue forecast. Other cloud companies also jumped, with ServiceNow (NOW.N), and Datadog (DDOG.O), adding 5.6% each. Information Technology stocks (.SPLRCT), hit a record high, buoyed by gains in megacaps such as Microsoft (MSFT.O), and Nvidia (NVDA.O). Marvell Technology (MRVL.O), advanced 21.6% to a record high after the chipmaker forecast fourth-quarter revenue above analyst estimates, while the broader Semiconductor index (.SOX), rose 1.6%. “Numbers from technology (Salesforce and Marvell) once again were pretty amazing and it just seems that we can continue to grow and hit these earnings. These numbers continue to give the tech rally legs,” said JJ Kinahan, CEO at IG Group North America. U.S. private payrolls showed a modest increase in November, while annual wages for workers staying in their jobs edged higher for the first time in 25 months. Separately, a survey from the Institute for Supply Management showed U.S. services sector activity slowed in November after logging big gains in recent months, while the final reading of the S&P services survey was revised lower to 56.1. The man was driving with gang insignia displayed on the dashboard of his car and was among more than a dozen people arrested or summoned to appear in court for exhibiting such symbols since the law took force, New Zealand’s police said Friday. The prohibition on displaying gang insignia anywhere outside private homes, including on clothing or in vehicles, is among a suite of new measures intended to bolster police powers to disrupt the groups. Wearing or displaying the insignia of 35 listed gangs will now prompt a fine of up to 5,000 New Zealand dollars ($2,940) or up to six months in jail. New Zealand’s center-right government, which pledged ahead of last October’s election to tackle gang crime, says the measures will reduce the membership of groups responsible for violence and drug offenses. But detractors say the law breaches civil liberties and could drive gang activities underground. "Gangs aren’t community groups. They’re not a Rotary club," Prime Minister Christopher Luxon wrote on social media Thursday. “They thrive on destroying the lives of other New Zealanders, whether that’s by peddling drugs or through brutal acts of violence that leave communities in fear.” Under the new law, officers can also disperse public gatherings of three or more members, bar some gang affiliates from associating with each other, and enter homes of those who keep breaking the law to search for banned items. Gang membership will now be considered by the courts when sentencing offenders. Police Minister Mark Mitchell told reporters Thursday that two people were arrested hours after the law took effect for wearing gang “patches,” which are large insignia often worn by gang members on the backs of leather jackets or vests. The government says the patches are intimidating because members are required to earn them through violent acts. The measures shift New Zealand's response to gangs closer to that of neighboring Australia, which also uses a law to suppress the public visibility of gangs, and away from jurisdictions like the U.S. and Britain, which use criminal law to respond to specific activities carried out by organized crime groups, according to a report published by Treasury officials in February. Facial tattoos that display gang insignia are exempt from the ban, as is the wearing of gang colors. The government was criticized by some for not including white supremacist groups in its list of 35 organizations targeted by the new law. That means displaying swastikas and making Nazi salutes remains legal in New Zealand -– unlike in Australia, which banned both in a law that took effect in January. There are nearly 9,400 people on a New Zealand police list of known gang members. New Zealand’s population is 5 million. Successive governments have vowed to tackle criminal gangs, which often are linked to poverty and other deprivation. The previous center-left government was decried by Luxon’s administration for working with gangs on social initiatives, including COVID-19 vaccination efforts, while the current government has been denounced for advancing policies that are likely to ensnare some of New Zealand’s most marginalized groups, including Indigenous Māori. Official reports say three-quarters of those on the national gang list are Māori, who make up less than 20% of New Zealanders, and that 80% to 90% of those in two of the most notorious gangs are former wards of the state. Luxon made a formal apology this month for the widespread abuse of children and vulnerable adults in state care over the past seven decades.

To the mother of the nominee for secretary of defense, it constituted a threat. On Wednesday, Pete Hegseth's mother accused the Times of making “threats” by calling about its story on an email she had sent to her son six years earlier that criticized his treatment of women. Penelope Hegseth sought and received an interview on Fox News Channel to support her son, whose confirmation chances are threatened by a series of damaging stories about his personal conduct. At one point, she said she wanted to directly tell President-elect Trump that her son “is not that man he was seven years ago.” She also called the Times “despicable” and attacked a basic tenet of journalism: giving someone the chance to speak for a story about actions that could be seen in a negative light. The Times' story, published Saturday , quoted from a private email that Penelope Hegseth sent to her son in 2018 while he was in the midst of divorcing his second wife. She criticized his character and treatment of women, suggesting that he get some help. “I have no respect for any man that belittles, lies, cheats, sleeps around and uses women for his own power and ego,” she wrote to her offspring. “You are that man (and have been for many years).” She told the Times for its story that she had sent the email in a moment of anger and followed it up two hours later with an apology. She disavows its content now. When the Times called her for comment on the story, Hegseth told Fox News that, at first, she did not respond. She said she perceived the calls as a threat — “they say unless you make a statement we will publish it as is and I think that's a despicable way to treat anyone,” she said. “I don't think a lot of people know that's the way they operate,” she said, speaking about the story. She accused the newspaper of being in it "for the money. And they don't care who they hurt, families, children. I don't believe that's the right way to do things.” Charles Stadtlander, a spokesman for the Times, said Hegseth's claim “is flatly untrue,” and she was in no way threatened. “The Times did what it always does in reporting out a story, simply reaching out and asking for a comment, which we included,” he said. Such a call is the opposite of a threat — it's an attempt to be fair, said Tom Rosenstiel, a University of Maryland professor and co-author of “Elements of Journalism: What News People Should Know and What the Public Should Expect.” “She's basically saying that brake lights are a threat because they alert you that the car ahead of you is about to stop," he said. But many Americans would perceive that call as a threat, or certainly as rude and a violation of privacy, said Tim Graham, director of media analysis at the conservative Media Research Center. “She didn't write that email to be on the front page of The New York Times,” he said. A secondary question is the newsworthiness of publishing the content of the private email, one that Hegseth said she almost immediately regretted sending and doesn't reflect how she perceives her son. Graham suggested that the newspaper wouldn't do the same for the nominee of a Democratic president-elect. “The New York Times is out to destroy these nominees,” he said. In its initial story, the Times wrote that it had obtained a copy of the email “from another person with ties to the Hegseth family.” “This was a piece of independently reported journalism published in the name of public awareness of the nominee to lead the largest department in the federal government,” Stadtlander said. “We stand behind it completely.” In many circumstances, an email from a mother to her son would be considered a private matter and out of bounds to a news organization, Rosenstiel said. But in this case, Hegseth, a former Fox News weekend host chosen by Trump to lead the Pentagon, has built himself into a public figure and is up for a very important job — and one that leads the military, which involves waging war and in which character is considered a fundamental trait. “It makes this news, honestly,” Stadtlander said. The Times wrote about Penelope Hegseth's Fox interview on Wednesday, leading with her saying her son “was not the same man he was in 2018 when she fired off an email accusing him of routinely abusing women and lacking decency and character.” There was some question about whether Hegseth would appear for an interview at his former network on Wednesday, after CNN's Kaitlan Collins posted on X the night before that “multiple people” said that was expected. Eight girls’ basketball teams will be descending on Newhall Church of the Nazarene on Thursday for the start of Trinity Classical Academy’s inaugural “Reason for the Season” tournament. Santa Clarita Christian is scheduled to take part in the slate of games, along with Palmdale Academy Charter, Agoura, Royal, Viewpoint, Simi Valley and Maranatha. Trinity head coach James De Monbrun said he wanted to try hosting his own tournament after taking his teams to quite a few over his 20 years as a coach. “I’ve never hosted a tournament,” De Monbrun said in a phone interview. “I’ve been to a million of them, and I thought, ‘You know what, let’s host one. Let’s see if we can bring some eyes and some exposure to our school, our program where we play, but also give some other teams a chance to play some like opponents.’” Though only eight teams are in this year’s bracket, De Monbrun said he’s starting small but hopes to have the tournament grow in the future.
