MELBOURNE, Australia (AP) — Australia’s House of Representatives on Wednesday passed a bill that would ban children younger than 16 years old from social media , leaving it to the Senate to finalize the world-first law. The major parties backed the bill that would make platforms including TikTok, Facebook, Snapchat, Reddit, X and Instagram liable for fines of up to 50 million Australian dollars ($33 million) for systemic failures to prevent young children from holding accounts. The legislation passed 102 to 13. If the bill becomes law this week, the platforms would have one year to work out how to implement the age restrictions before the penalties are enforced. Opposition lawmaker Dan Tehan told Parliament the government had agreed to accept amendments in the Senate that would bolster privacy protections. Platforms would not be allowed to compel users to provide government-issued identity documents including passports or driver’s licenses. The platforms also could not demand digital identification through a government system. “Will it be perfect? No. But is any law perfect? No, it’s not. But if it helps, even if it helps in just the smallest of ways, it will make a huge difference to people’s lives,” Tehan told Parliament. The Pittsburgh Steelers take on what is typically an unenviable task -- traveling on a short week for a Thursday night primetime game. However, a few things are playing in Pittsburgh's favor as Week 12 of the NFL regular season kicks off. Namely, the "trip" to Cleveland is a little more than two hours by road and when the Steelers arrive there, they'll be facing a backup quarterback at the helm of a massively underwhelming 2-8 Browns team. The Steelers (8-2) are coming off a huge win over Baltimore to stay atop the AFC North. And Pittsburgh is beginning to set its sights on potential home-field advantage come playoff time. ODDS AND TRENDS The Steelers are a consensus 3.5-point favorite. That includes at BetRivers, where they have been backed by 80 percent of the spread-line money. Pittsburgh's -195 moneyline to simply win the game has been even more popular, drawing 95 percent of all money wagered. The Browns enter Thursday night having failed to cover the spread in nine of their past 12 games. Meanwhile, the Steelers have covered the spread in every game during their five-game win streak. The 37.0 total points line has seen the Over backed by 65 percent of the money and 70 percent of the total bets. Chris Boswell booted six field goals against Baltimore, while Wilson completed 23 of 36 passes for 205 yards and an interception. Meanwhile, Cleveland continues to go through the wringer. The Browns ended up on the wrong end of a 35-14 blowout while facing the host New Orleans Saints on Sunday, marking their seventh loss in the past eight games. Cleveland now has to go up against one of the most unforgiving defenses in the league. Login or signup to continue reading It is not only smelly, discoloured, foul-tasting and full of minerals which ruin appliances, many residents now fear that it is also unsafe. Former police officer Michael Blades said that, long before recent water tests showed the maximum possible radiation dose from the bore water was double the Australian Drinking Water Guidelines, it had been known to cause health issues, such as rashes in young children. "I moved to Merriwa to live in a police residence from Western Sydney where the water quality was ok," Mr Blades said. He noticed immediately that there was a "considerable issue" with the water quality, he said. "It was terrible," Mr Blades said. "It is very hard water with a lot of minerals in it. It is foul-tasting, it smells, and we have had to replace washing machines, hot water elements... "Every time we had a bath or shower the water would affect my family, especially my children." When he moved to the area, in 2017, his then 12-year-old daughter developed "terrible rashes" from her neck down to her knee caps, Mr Blades said. "Local doctors knew of the problem and said it was a common thing with the town's water," Mr Blades said. "The only way to escape it was not to have a bath." He was paying $150 per month for bottled water, because rain water ran out quickly during dry weather and bushfire season. "It has impacted our health, and it has impacted locals' mental health, especially finding out there might be radiation in our drinking water." Merriwa resident Brad Foster said the water quality had always been "a bit how's it going" but it had deteriorated significantly during the past 12 to 18 months. "My wife and I don't wash our cars in town ,... it just leaves white scaly spots and they build up," Mr Foster said. "We have had to replace all the water and sewage under the house due to the scale building up in it." When the water smells particularly bad, the smell lingers, he said, and reminds him of going to a public pool or a water park at the start of the season, when the water is being heavily treated. Mr Foster said it was hard to believe the council had not communicated with the community since it first announced it was investigating higher than usual levels of radiation in the water , in early August. "That happened, and nothing has happened since," Mr Foster said. "You wash your clothes in it, you wash yourself in it, you wash everything in it, you cook with it ... even if the standard is one one hundredth of what would be potentially harmful exposure, it's cumulative." Residents have taken to social media to vent their concerns, including images of ruined kitchen items. The issue was being raised at a council meeting on Monday (November 25) by whistleblower and Councillor Troy Stolz. He is calling on the council to lobby the Department of Climate Change, Energy, the Environment and Water for funding to improve the poor-quality drinking water in Merriwa and Cassilis "with a sense of urgency". Regardless of recent information from NSW Health saying that the higher levels of radiation found in the water were "not dangerous", the water quality was sub-standard, he said. "I have seen first-hand photos of local children who are suffering medical conditions such as severe rashes after bathing. This is not good enough." In August, a Upper Hunter Shire Council statement said it had moved the town's supply to two groundwater bores with the lowest radioactivity "as a precaution" while further investigations into radiation levels took place. Testing has revealed the maximum possible radiation dose from the bores is double the Australian Drinking Water Guidelines. In the statement, the council said a result above the screen values does not mean the drinking water is unsafe, but further investigation was required. Detailed radionuclide testing by the Australian Nuclear Science and Technology Organisation (ANSTO) would take about 10 weeks, it said. The Department of Climate Change, Energy, the Environment said it was a council responsibility, along with local water utilities, to "monitor and manage" the delivery of clean drinking water to their communities. That included managing water quality issues and maintaining infrastructure, a spokesperson said. "Our department plays an important supporting role, providing technical advice and valuable training for councils across regional NSW when they need additional resources," a statement issued to the Newcastle Herald said. "This includes working closely with NSW Health in providing support to Upper Hunter Shire Council in responding to the ongoing situation in Merriwa and Cassilis." The department cited a $32.8 million Town Water Risk Reduction Program, which it says has been extended for another year, which focuses on raw water quality monitoring and advanced operational support for water operators. SIOUX CITY --The Sioux City Council green-lighted two change orders Monday for a new utilities field office building. In October, the council awarded a $7.7 million contract to H&R Construction Company, of South Sioux City, for the new office building. However, during the over-excavation process, H&R Construction noticed certain areas that contained higher amounts of moisture in the subgrade material. As the contractor was proof rolling the subgrade they noticed an excessive amount of pumping due to the extra moisture. Certified Testing Services (CTS) performed some additional material testing and verified those conditions. The field office building project consists of the construction of a new garage with supporting administrative office space. Due to foundation issues with the current facility, the new facility will be built on the site at the intersection of 18th and Steuben streets. "I'm glad we discovered it when we did instead of having a building, you know, sitting there on it," Mayor Pro Tem Dan Moore said before the vote. Based on the test results, CTS provided H&R Construction with four options to ensure proper stabilization is met. City staff met with the contractor and the architect and determined what needed to be done before incoming rain could further saturate the soils. "Once the over-excavation was completed, under the building structure, it was found that there was a higher moisture content and the building area needed further stabilization," Sioux City Utilities Director Brad Puetz told the council. "Staff gave the contractor the go-ahead to complete that portion before the incoming rain damaged the soils any further. So that was the $333,000 portion. After that, it was found that the soils in the parking and drive portion are very similar. That portion to be completed would have taken the change order over the 10% amount, which needs council approval. So we stopped the project at that point." The council approved the following Monday: "If there's still rubble, that's part of what we ran into and why we're building a new utility garage," Mayor Bob Scott said. Mike Neswick, of RML Architects, LLC, told Scott that the rubble is being taken out underneath the paving and the building, which he said is included in the base bid. The do-not-exceed amount of $737,812.08 is a worst-case scenario cost. The project currently has an available balance of $6,518,074.32, with $2,200,000 being requested in FY 2026, $1,000,000 in FY 2027 and $1,000,000 in FY2028. Dolly Butz The council also accepted a Sioux City businessman's proposal to purchase vacated land in Chautauqua Park and build a barge terminal there. Sioux City businessman Dave Bernstein, president of State Steel, will buy 3.92 acres of city-owned land at 2500 Chautauqua Drive for the barge terminal, which would be used for incoming and outgoing shipments of new steel, aggregate, sand and gravel. Currently, Bernstein said State Steel is utilizing the Port of Blencoe, which is located near Blencoe, Iowa, halfway between Sioux City and Council Bluffs. There was no discussion on the matter before the vote, which was unanimous. According to city documents, Bernstein will initially invest between $250,000-$1,000,000 to construct a concrete pad, associated driveway, lighting and office on the site. City staff is currently working with Bernstein to finalize a development agreement for the sale of property. The documents stated that discussions with the Army Corps of Engineers and an operator of the barge terminal are also underway. Under the terms of the proposed development agreement, Bernstein would purchase the property from the city for $22,500 per acre, or a total of $88,200. He would construct a barge terminal on the property within three years of the executed agreement and apply for and receive all the necessary permits. The city, in turn, would sell the property to Bernstein, but reserve the right to purchase the property back at $22,500 per acre should a barge terminal not be constructed within the proposed timeframe. The city would also reserve first right of refusal to purchase the property back from Bernstein should he decide to sell the property in the future. The development agreement is expected to be brought to the council for consideration in December. The city originally acquired the property from Kraco Contracting LLC in early 1991 as part of the south riverfront development project and dedicated it as parkland that same year. The original Chautauqua Park master plan showed a stage and picnic area. RiverCade used the concrete stage for concerts for a short time in the early 1990s after having to vacate the riverfront downtown. But the stage hasn't been used since then. That portion of the park most recently served as overflow parking for the southern softball fields, as well as for local fishermen. McFly singer Danny Jones won the public vote in the final episode on Sunday, with Coleen Rooney coming second and the Reverend Richard Coles in third place. It was once again presented by Ant McPartlin and Declan Donnelly and filmed in New South Wales, Australia. This year's line-up proved to be less controversial than previous years, after makers ITV confirmed it would feature no politicians. Jones, 38, cried as he was crowned the 2024 winner, saying it felt "amazing" and "surreal". He is part of the pop-rock boyband McFly, which formed in the early 2000s and scored hits with songs including Five Colours in Her Hair and All About You. Rooney hit headlines when the so-called Wagatha Christie case went to court in 2022. Ahead of the winner being named, Rooney said: "Knowing that I have made it to the final makes me proud. I'm a proud mum, I'm a proud wife, I'm a proud daughter." Jones added: "It feels amazing, I didn't expect this at all." Trump has said he would fire Smith once he retook the office, shattering previous norms around special counsel investigations. "The (Justice) Department's position is that the Constitution requires that this case be dismissed before the defendant is inaugurated," Smith wrote in a six-page filing with the US District Court Judge Tanya Chutkan in Washington, DC, regarding the election subversion case. "This outcome is not based on the merits or strength of the case against the defendant." Smith's criminal pursuit of Trump over the last two years for trying to subvert the 2020 presidential election and his mishandling of classified documents represented an extraordinarily unique chapter in American history: Never before has a former occupant of the White House faced federal criminal charges. Though the election subversion case culminated in a landmark Supreme Court ruling this summer that said Trump enjoyed some presidential immunity from criminal prosecution, Trump's strategy of delay in the case ensured that a trial never got underway before the November election. In the election case Trump faced in Washington, DC, Smith charged the then-former president over his efforts to overturn his election loss in 2020. "The Government's position on the merits of the defendant's prosecution has not changed," Smith said in the filing. Chutkan had been deciding how much of Trump's conduct at the center of the case is shielded by immunity after prosecutors last month laid out their arguments for why the Supreme Court's ruling should have no impact on the case.
