Electricity bills for St. Joseph residents and 270,000 customers across more than a dozen Missouri counties will increase in the new year. The Missouri Public Service Commission gave its approval on Friday, Dec. 20, to revised base rates for Evergy Missouri West customers. The 7% increase equates to roughly $8 per month, costing thousands of customers an extra $96 per year. The Evergy MoWest service area includes St. Joseph, Liberty, Platte City, Harrisonville, Warrensburg and many other cities. This map shows the coverage areas for Evergy MoWest and Evergy Missouri Metro. Evergy initially requested a 13.42% increase that would have raised monthly costs by $17, totally $204 annually, a figure that was lowered by regulators following an 11-month rate review case . “I think when you break it down to a monthly payment it doesn’t sound that bad, but you can only take so many of those hits before it is bad,” St. Joseph resident Nate Campbell said. Despite making more money than he’s ever made in his life, Campbell said rising expenses across the board force him to largely live paycheck-to-paycheck. Campbell also expressed his concerns about how quickly the rates are changing. “Personally I think that’s way too fast,” Campbell said. “So many services like to just let you know, ‘The rates are going up, sorry.’” In filing the request, Evergy cited the need to recover investments made to support its energy capabilities and improve its current systems to provide more reliable power. Evergy additionally requested a 0.57% increase to account for raised fuel costs. The Evergy MoWest rate change does not impact customers who are currently signed up for the time-based rate plans, which were implemented in 2023. Evergy’s time-based plans charge a lower price for energy most of the day, during off-peak hours, but a higher price for energy a few hours a day, during the peak times, for example from 4 to 8 p.m. a customer may be charged a higher price than a customer who uses energy from 9 p.m. to Midnight. The Mo. PSC held five hearings across the coverage area throughout this past summer, including one hearing in July for St. Joseph customers , these hearings gave customers the chance to testify against the proposed increase. State leaders including Mo. House of Representatives member Dean VanSchoiack, R-Savannah, even spoke out against the initial proposal along with numerous concerned residents. Missouri state Rep. Many residents cited the recent burden of higher costs associated with Evergy’s time-based rate plans implemented in 2023 as already making things extremely challenging. Other customers spoke out against the removal of Evergy’s discount program for all-electric customers, a move that has put considerable financial strain on those who were previously benefiting from the program. According to Evergy data, since 2017, Evergy MoWest rates have increased by about 2.5% compared to the other state regional rates, which have increased by 11% over the same period. “We are investing strategically to ensure customers have reliable, affordable energy,” said Evergy President and Chief Executive Officer David Campbell in a release. “Our focus continues to be on more efficiently running the business, which despite this period of record inflation has resulted in a reduced increase ask for our customers.” Reliability improvements financed by the rate increase include: Replacing older equipment Improving Evergy’s current systems to better handle severe weather situations Adding new technology that helps lessen the chance of power outages and improve Evergy’s predictive maintenance capabilities Generating more power for customers Reducing Evergy’s risk for falling prey to big swings in pricing on electricity purchased from the market Funding the new Dogwood Energy Center which is expected to meet the growing needs of Evergy MoWest customers
Young Australians are subject to powerful indoctrination and enticements to join the Israel Defence Forces. Yaakov Aharon investigates the links between youth group Hatzofim Australia and IDF recruiters. While the Scouts typically wear a uniform emblazoned with the flag of their own country, Hatzofim Australia’s khaki uniform only has the Israeli flag. It’s a not-for-profit Zionist youth group and a wing of the Israeli Scouts. Recently, MWM published an investigation into the Garin Tzabar Australia program, whose staff and services are closely intertwined with Hatzofim Australia. The Garin Tzabar program is the result of a joint venture partnership between the Israeli Scouts and IDF’s recruitment unit. Hatzofim Australia provides services to children aged 8-25 and is granted special access to children through public and private Jewish schools. Their services include teaching classes and school activities, hosting regular weekend meetings and camps during school holidays, and sending children on Israel study tours. Sometimes these Israel study tours are a one way trip. After all, Garin Tzabar translates to ‘seeds of Israeli identity’, and seeds are meant to be buried. Israeli immigrants who show they are willing to die for a foreign country are then enticed to stay for a lifetime. It is not a crime if an Australian chooses to join a foreign army. However, S119.7 of the Commonwealth Criminal Code Act 1995 states that “a person commits an offence if the person recruits, in Australia, another person to serve in any capacity in or with an armed force in a foreign country.” It is a further offence to facilitate or promote recruitment for a foreign army and to advertise or publish recruitment materials. This includes information relating to how a person may serve, make applications to serve, or travel to a foreign country to serve with a foreign armed force. The maximum penalty for each offence is ten years. MWM is not alleging any parties mentioned in this article have broken the law. Hatzofim Australia is the local wing of the Israeli Scouts. Its mission statement says it intends to... “to operate and develop educational programs and values, in which children and young adults – members of the Jewish-Israeli community in North America, Australia and Western Europe – will engage in a variety of social and educational Zionist experiences, which will help them build knowledge of and love for the Land of Israel. Weekly activities are planned and executed by high school children leading kids grades 3-9. ... [Hatzofim Members] take a meaningful part in Israeli society through our different programs, such as Shnat Sherut [national service volunteer work] Gap Year program and Garin Tzabar IDF service.” Garin Tzabar is a program for Israel’s Lone Soldiers, or soldiers without parents living in Israel, who qualify for special benefits, including free accommodation, free plane tickets to Israel, better pay for their IDF service, and more time on leave. When they finish their service, they qualify for subsidised accommodation and university scholarships. The official IDF website states that Garin Tzabar was founded through a joint venture partnership with the Israeli Scouts, the IDF Metav Unit for recruitment, and the Ministries of Defence and Immigration. The Garin Tzabar website specifically advertises to Australian recruits . Prior to an MWM investigation into Garin Tzabar, the contact point was listed as Shoval Magal. Her LinkedIn listed her as ‘Executive Director Hatzofim Australia & Garin Tzabar Australia.’ MWM reached out to Magal on multiple occasions through multiple avenues, seeking clarification as to how Magal separates her two roles and at what age Hatzofim’s children are exposed to advertisements for Garin Tzabar’s services. Magal did not respond to requests for comment, however she did scrub references to Garin Tzabar from her LinkedIn and Hatzofim Australia’s website. Magal was preceded in her Executive Director roles by Michael Manhaim (2018-2023), who continues to live in Australia, where he works as the Growth and Marketing Lead for Tzofim Tzabar Olami (Israeli Scouts and Garin Tzabar International). Manhaim was also a leading organiser in the 2024 Better Council pro-Israel election campaign. During his army service, Manhaim served in Sayeret Matkal, Israel’s most elite Special Forces unit. In his former role as the ‘Shaliach [Emissary] and Executive Director of Hatzofim and Garin Tzabar Australia’, Manhaim wrote an article, ‘Becoming A Lone Soldier’, for an Australian Zionist youth group’s newsletter: “How can we be Zionists but choose to live in the diaspora? While some will continue to live with this dilemma, some choose to take action. The Israeli Defence Force is the melting pot of Israeli society. “The program starts with the unique preparation process in Australia. ...It only takes one step; you just need to choose which foot will lead the way. We will be there for the rest.” In November 2021, Manhaim posted an advertisement for a job at Hatzofim Australia. The responsibilities included “maintaining mailing lists” for Garin Tzabar and “liaising with Tzofim Garin Tzabar and partners.” When his 5-year contract as Emissary and Executive Director had finished in 2023, Manhaim wrote a lengthy farewell to those he worked with, reminiscing on how the Australian Zionist Youth Council coordinated with him to: “Assist dozens of community members who made Aliyah [immigrated] to Israel. Garin Tzabar [is] undoubtedly the most excellent Zionist enterprise of the 21st century. Young olim [immigrants] who choose to make Israel their home, influence Israeli society from within, and dedicate their best years to defending the land. I’m proud that a program fully supports these inspiring young people. ... To our partners in the Garin Tzabar: the Ministry of Aliyah [Immigration] and absorption, the Jewish Agency, the Israeli Consulate, the IDF Unit “Metav,” the Ministry of Defense. ... Thanks to everyone.” During her time in the army , Magal worked as an ‘education guide’ for soldiers, but she did not teach them target shooting, fitness, or battle tactics. A job listing on an IDF e-store site describes Magal’s role as teaching the soldiers about Israeli culture, history, and ideology. There is a concept in Zionism of ‘Hagshama’: that it is the responsibility of all Jews living outside of Israel to ‘actualise’ their ideology by making Aliyah (immigrating). Some organisations – like the Israeli scouts – take it a step further. An Israeli immigrant of fighting age must respond to the conscription mandate. Therefore, Israeli Scouts ‘rank’ their members according to age groups. Those aged 17 to 18 are addressed as ‘Magshimim’ (‘actualizers’), both in Israel , where their members are subject to the draft and also abroad . Prior to having scrubbed their website of references to Garin Tzabar, the first words on Hatzofim’s Hagshama page were an endorsement of the program. Every Hatzofim Australia newsletter provides a link, “DONATE NOW – 100% of your donations go to Israel.” The link goes to the Friends of Hatzofim page, a secondary Australian non-profit, where visitors are asked to ‘Give $10,000 – Support a lone soldier full scholarship throughout the entire program.’ The tax-deductible donations are then sent overseas to Tzofim-Garin Tzabar. The address of Hatzofim Australia and of Tzofim-Garin Tzabar in Australia is the building belonging to NSW Jewish Board of Deputies and the Zionist Council of NSW, the Jewish community’s peak roof bodies in the state. Michael Gencher is a director of Hatzofim Australia and also served as acting CEO of the NSW Jewish Board of Deputies from 2023-2024. Hatzofim Australia is overseen, alongside nine other Zionist youth groups, by the roof body Australian Zionist Youth Council (AZYC), which is in turn represented and overseen by the peak body Zionist Federation of Australia (ZFA). MWM sought comment from AZYC and ZFA regarding their responsibilities for their constituent organisations, but we did not receive a reply. In August 2020, Michael Manhaim congratulated four Australians who had become IDF recruits through the Garin Tzabar program. He wrote: “There is nothing more powerful than fulfilling a Zionism dream! ...Those young adults are joining today to the Garin Tzabar program. ...‘For you are about to cross the Jordan to enter and possess the land that your God is assigning to you.’ Deuteronomy 11:31” In November 2023’s Hatzofim newsletter, Shoval Magal is smiling for a selfie. She is standing next to six Australians who look barely out of high school. “The participants are eager to have Aliya [immigrate] to Israel, start the program and join the army,” Magal said. These six recruits are the attendees of just one of several seminars that Magal has organised in Melbourne for the summer 2023 cycle, having also organised separate events across multiple cities in Australia. In Hatzofim Australia’s June 2024 newsletter, Magal said she was “in the advanced stages of the preparation phase in Australia for the August 2024 Garin.” In October 2024, she was “getting ready for Garin Tzabar’s 2024 December cycle.” The Israeli welcome ceremony for Garin Tzabar participants is on January 12, 2025. MWM sought comment from the Australian Federal Police, Australian Border Force, and the Department of Foreign Affairs and Trade. Only the Department of Home Affairs spokesperson, Tarek Al Issawi, was willing to respond. He said: In July, Home Affairs stated it had identified only four Australians whom it suspects of having travelled to Israel since October 2023 with the intention of serving in the IDF. The Australian Border Force intervened with three of the four persons but did not necessarily prevent them from leaving.

LOS ANGELES — The Autry Museum of the American West is often tinted in washed out hues of gold, brown, and sage, painting a romantic image of the Wild West. Out of Site: Survey Science and the Hidden West , however, trades these colors for silver and black, conjuring a dark atmosphere that illustrates the sinister undertones of the art. This exhibition, part of Getty PST: Art + Science Collide , focuses on the scientific tools that have been used to map the West’s resource-rich landscape, and grapples with how those technologies have been turned into forces of destruction. The terrain that became actor Gene Autry’s jubilant Hollywood playground bears the scars of genocide, extraction, and ecological damage from military testing. The exhibition immediately puts visitors in an uncomfortable position by projecting their image, captured via an infrared camera mounted to a perforated metal sculpture of a drone, right onto the entrance wall. This establishes the show’s through line, a linkage of the words “survey” and “surveillance,” which share the same French root word, “sur,” meaning over. Yet Out of Site is more concerned with what’s under — natural gas in the ground, uranium hidden in mountains, and the people below those faceless military drones buzzing through the skies. Thomas Moran’s gold-framed “Hot Springs of the Yellowstone” (1872) is a warm field study of the landscape’s geothermal pools. In the painting’s background, a rainbow emerges from a cloudy sky, heralding the promise and potential of the newfound territory. But the natural gas that made these pools so beautiful to paint is also why the land was forcibly wrested from Indigenous people, then plundered to generate energy in an industrializing country. As a sharp contrast to Moran’s painting, Julie Shafer’s silver gelatin pinhole negative, “Conquest of the Vertical: 300 Miles to Eureka! (no. 3)” (2013), is a black and white image of a mining site. The color inversion of the negative transforms the objects into ghostly forms, making the small pool of water appear eerie and unsettling. Shafer’s decision to use a developing process that incorporates silver salts is notable, as they were among the elements extracted from the West. In addition to mining, the US government’s misconception that the West was empty of human life made it a military testing ground. Perhaps the most famous example of this is nuclear testing, which was most active between the 1950s and ’60s. Most nuclear weapon studies in the Southwest took place after the bombing of Hiroshima and Nagasaki. The military did not know the full health impacts of these weapons, yet still dropped them on Native lands for decades. Significant documentation of the bombs dropped in Nevada and New Mexico exists, and Yulia Pinkusevich rendered these explosions in otherworldly charcoal drawings in her Nuclear Sun series (2010). Nine drawings depict the mushroom clouds from an unusual, fisheye perspective, making them appear like tumors caught in an ultrasound. Pinkusevich’s drawings refer to images captured by Harold E. Edgerton’s “Mirror Sphere” (1954), a silvery ball that made it easier to photograph the explosions from a 180 degree view; it is on display next to the drawings. The military also used the West as a place to test surveillance technology. In “Calibration Mark AF49 with Satellites” (2015), from Julie Anand and Damon Sauer’s Ground Truth photography series, four trapezoidal concrete tiles form a sort of starburst pattern. They look like land art, but are in fact calibration markers for surveillance satellites that were active in the Cold War. The artists added crisscrossing white lines to the sky, which trace the routes of the satellites. In modern times, it is drones that fly overhead, mostly tracking people crossing borders so that law enforcement can apprehend them. Out of Site is a surprisingly bleak exhibition for an art institution that usually dwells on associations between the West and popular entertainment, but it’s important that the Autry Museum confronts the darker histories lurking beneath the buttes, arches, and canyons of the stolen frontier. VIDEO: Five injured in Lagos bus collisionWASHINGTON (AP) — Elon Musk , clad in tuxedo and black tie, took the stage at President-elect Donald Trump’s Mar-a-Lago resort shortly after the election with all the swagger of the winning candidate himself. “The public has given us a mandate that could not be more clear, the clearest mandate. The people have spoken. The people want change,” Musk told the audience of Trump’s biggest donors, campaign leaders and appointment seekers. “We are going to shake things up. It’s going to be a revolution.” Musk’s attachment to Trump has created an alliance between America’s most powerful politician and its richest businessman — and roughly the same percentages of Americans have favorable views of each, according to a new poll from the AP-NORC Center for Public Affairs Research. Experts are split on whether that overlap in public opinion is a good or bad thing for Musk’s businesses or for Trump’s politics. But it could have far-reaching effects in both realms. Musk, whose net worth tops $400 billion, oversees six businesses while continuing to work closely with Trump: electric car manufacturer Tesla, the X social media platform, space technology company SpaceX , brain link company Neuralink, the startup xAI and tunneling operator The Boring Co. “Even though there’s a negative impact, in terms of potentially alienating some of their customers that might not be fans of Trump, the benefits far outweigh any negatives when it comes to having a right-hand seat next to Trump in the White House,” said Dan Ives, an analyst at Wedbush Securities. Ross Gerber, CEO of Gerber Kawasaki Wealth and Investment Management, identified himself as an investor in Musk’s Tesla and a driver of Tesla’s new Cybertruck, the futuristic pickup that has gotten huge amounts of attention but also been the subject of safety concerns and multiple recalls . “Having your CEO not working at your company and working at the job of having to fire government employees ... as a shareholder, I’m paying someone to not work for my company,” he said. “As a Cybertruck owner with self-driving that sucks and doesn’t work, I’m like, ‘Dude, this isn’t fair.’” But despite his skepticism, Gerber said he won’t stop investing in Musk’s businesses. “I’ve made a lot of money with Elon,” he said. “I’m not in the business of investing based on the popularity of CEOs.” Musk doesn’t appear to give Trump much boost with people who don’t back the incoming president. He is no more popular with the U.S. public than the president-elect himself, and viewed unfavorably by about half of Americans, according to the AP-NORC poll. About 4 in 10 Americans have a somewhat or very favorable view of the world’s richest person, very similar to the percentage who view Trump positively. Likewise, about half of adults have a somewhat or very unfavorable view of Musk — again, similar to Trump. Instead, said one political strategist, Musk is the ideal validator for someone who cultivates an image of success in business and who has stocked his Cabinet and key adviser roles with billionaires. “Trump has always pushed this narrative that he’s a successful developer and a very successful businessman. I think having Musk with him is his double-down on this business success, good-for-the-economy, good-for-everybody-making money kind of persona,” said Christine Matthews, a national political pollster who has worked for Republicans. “In this case, Musk is seen as this successful, innovative, tech entrepreneur, frontier-buster.” Musk also has at his disposal X, the social media platform formerly known as Twitter that he purchased and turned into a megaphone for conservative ideas. And having spent an estimated $250 million to support Trump in the election, Musk has signaled he is willing to back Republican primary challenges to GOP members in the House and Senate seeking reelection in 2026 who waver on Trump’s appointments and agenda. Trump has tasked him with leading a group to reduce the size of the federal government and reduce the rulemaking authority of the federal bureaucracy. Tesla stands to make significant gains under a Trump administration with the threat of diminished subsidies for alternative energy and electric vehicles doing the most harm to smaller competitors. Trump’s plans for extensive tariffs on Chinese imports make it less likely that Chinese EVs will be sold in bulk in the U.S. anytime soon. Some analysts believe the billionaire’s role will create a very friendly landscape for Tesla over the coming years. Ives, the analyst at Wedbush Securities, said Musk’s relationship with Trump could “revolutionize the Tesla story, especially around robotics, AI and autonomous.” Investors, he said, are betting on Musk and see his political ascent as a “champagne moment.” Unlike Gerber, Ives believes that ending the EV credit and taking subsidies from Detroit carmakers, Hyundai and other companies will create only opportunity for Tesla. “I think Wall Street is starting to fully digest the potential benefits from Musk,” Ives said. Tesla’s stock price has nearly doubled since Trump’s victory, creating an additional $750 billion shareholder wealth in the past six weeks. But Gerber feels that jump is because investors believe Tesla will have an advantage when it comes to autonomous driving because Trump could grant the company a national autonomy license. Still, he thinks Tesla will be the “big loser” of Musk’s businesses because of Trump’s promise to end the EV tax credit for carmakers. “For Tesla, I don’t see a ton of benefit from this,” he said. “Elon is misleading people to say it hurts the competition if the credit goes away.” Musk’s other companies — including his artificial intelligence company, xAI — could reap the benefits of working within the Trump administration, he said. “AI is a transformative investment that will create lots of regulatory and governmental issues, especially around safety and information,” Gerber said. “There’s a lot of benefit, from an AI perspective, to having Elon where he is.” The relationship between the two men has no parallel in U.S. history, said David Nasaw, biographer of American business tycoons Andrew Carnegie and William Randolph Hearst. He noted that Musk, to a level unlike other tycoons, has relied on subsidies and favorable government decisions for his success from Tesla to SpaceX. “He’s a unicorn,” Nasaw said of Musk.
