By ZEKE MILLER, Associated Press WASHINGTON (AP) — President-elect Donald Trump on Tuesday reached a required agreement with President Joe Biden’s White House to allow his transition staff to coordinate with the existing federal workforce before taking office on Jan. 20. The congressionally mandated agreement allows transition aides to work with federal agencies and access non-public information and gives a green light to government workers to talk to the transition team. But Trump has declined to sign a separate agreement with the General Services Administration that would have given his team access to secure government offices and email accounts, in part because it would require that the president-elect limit contributions to $5,000 and reveal who is donating to his transition effort. The White House agreement was supposed to have been signed by Oct. 1, according to the Presidential Transition Act, and the Biden White House had issued both public and private appeals for Trump’s team to sign on. The agreement is a critical step in ensuring an orderly transfer of power at noon on Inauguration Day, and lays the groundwork for the White House and government agencies to begin to share details on ongoing programs, operations and threats. It limits the risk that the Trump team could find itself taking control of the massive federal government without briefings and documents from the outgoing administration. As part of the agreement with the White House, Trump’s team will have to publicly disclose its ethics plan for the transition operation and make a commitment to uphold it, the White House said. Transition aides must sign statements that they have no financial positions that could pose a conflict of interest before they receive access to non-public federal information. Biden himself raised the agreement with Trump when they met in the Oval Office on Nov. 13, according to the White House, and Trump indicated that his team was working to get it signed. Trump chief of staff-designate Susie Wiles met with Biden’s chief of staff Jeff Zients at the White House on Nov. 19 and other senior officials in part to discuss remaining holdups, while lawyers for the two sides have spoken more than a half-dozen times in recent days to finalize the agreement. “Like President Biden said to the American people from the Rose Garden and directly to President-elect Trump, he is committed to an orderly transition,” said White House spokesperson Saloni Sharma. “President-elect Trump and his team will be in seat on January 20 at 12 pm – and they will immediately be responsible for a range of domestic and global challenges, foreseen and unforeseen. That would clear the way for transition aides and future administration appointees and nominees to begin accessing classified information before Trump takes office. Some Trump aides may hold active clearances from his first term in office or other government roles, but others will need new clearances to access classified data. Trump’s team on Friday formally told the GSA that they would not utilize the government office space blocks from the White House reserved for their use, or government email accounts, phones and computers during the transition. The Election Commission's (EC) decision to hold the forthcoming local elections on a Saturday instead of a Sunday in at least 47 provinces have sparked concerns about adverse impacts on voter turnout. The country is to see several elections on Feb 1 -- a Saturday -- for chairmen and members of Provincial Administration Organisations (PAO) as those in office will complete their terms en masse next month. The EC cited technicalities regarding time limits -- organising new elections within 60 days after the expiry of PAO chairs and members' terms -- as a reason for choosing Feb 1 as the poll date. Yet, few find the agency's reason convincing. By political norms, all the elections in this country's political history have taken place on Sundays, as it's well understood that many voters live and work far away from their birthplace, where they have to return to for polling and need time to travel. If voting is to be held on a Saturday, a large number of voters will miss it as they don't have enough travelling time. Besides the fact that Saturday is a working day for many eligible voters, some of them may not be able to have a day off to vote. The People's Party said it will petition the EC tomorrow to press for a change of poll date back to Sunday to facilitate more voters. The EC has no reason to ignore the petition. In fact, it's time for the EC to realise that it cannot be complacent with its ongoing practices and performance, particularly regarding local elections, if it wants to boost voter turnout. The latest figures are unsatisfactory. Except for the Phetchaburi PAO election last Sunday, all the races in other provinces, namely Udon Thani, Surin, and Nakhon Si Thammarat, saw lower-than-expected voter turnout, with 52.17%, 52.93%, and 55.8%, respectively. Voter turnout for PAO chairman polls in Pathum Thani and other provinces was no better. Only one-third of voters made it to polling stations in Pathum Thani last September. Low turnout in Udon Thani last Sunday, in particular, is very unusual given that it was a fierce two-horse race involving titans from both rival parties. The people of Udon Thani take pride in their advanced democratisation, while several observers believe the poll results in this northeastern province have significant implications for national politics. Such disappointing figures only demonstrate a blunder in the poll law that does not enable advance voting. Unfortunately, the EC has shrugged off calls to amend the local election law to facilitate more voters. Polling regulations for local elections are unrealistic. A glaring example is that voters must travel home to cast ballots in their communities. In a national election, voters can cast ballots in advance at designated polling sites, such as designated provincial and district offices or Thai embassies for eligible voters overseas. Without advance and more convenient polling, low turnout will only secure a chance for incumbent politicians and those holding on to the clients-patron system. Under such circumstances, the country will be trapped in unhealthy, stagnant politics. If the poll agency is sincere and wishes to keep its promise of fair and transparent elections, it must be open to changes, such as fixing the law to allow advance voting. A group of people and two dogs were rescued from a pub flooded during Storm Bert. The Bathampton Mill closed its doors on Monday, November 25 after bad weather swept through the county at the weekend, causing flooding, felling trees and wreaking havoc on roads. Firefighters were called to the Mill Lane pub just before noon yesterday to reports of flooding in the premises. The ground floor had flooded after the torrential downpours, leaving several people stranded inside. A spokesperson for Avon and Somerset Police said its crews rescued five people and two dogs from inside. In a statement on social media, the Bathampton Mill said the storm has forced the pub to close and staff are "working hard to open" as soon as possible. The pub wrote: "We are currently closed due to storm Bert and the flooding. We would like to thank all our guests for the continued support and understanding. We will update you all as and when we know more. "We apologise to those guests with upcoming bookings, we will try make contact with you. Intel was another propellant during the morning, but it lost an early gain to fall 0.5% after the chip company said CEO Pat Gelsinger has retired and stepped down from the board. Intel is looking for Gelsinger’s replacement, and its chair said it’s “committed to restoring investor confidence.” Intel recently lost its spot in the Dow Jones Industrial Average to Nvidia, which has skyrocketed in Wall Street’s frenzy around AI. The majority of stocks in the S&P 500 fell, including California utility PG&E. It dropped 5% after saying it would sell $2.4 billion of stock and preferred shares to raise cash. Retailers were mixed amid what’s expected to be the best Cyber Monday on record and coming off Black Friday. Target fell 1.2%. Walmart rose 0.2%. Amazon, which looks to benefit from online sales from Cyber Monday, climbed 1.4%. All told, the S&P 500 added 14.77 points to 6,047.15. The Dow fell 128.65 to 44,782.00, and the Nasdaq composite climbed 185.78 to 19,403.95. The stock market largely took Donald Trump’s latest threat on tariffs in stride. The president-elect on Saturday threatened 100% tariffs against a group of developing economies if they act to undermine the U.S. dollar. Trump said he wants the group, headlined by Brazil, Russia, India and China, to promise it won’t create a new currency or otherwise try to undercut the U.S. dollar. The U.S. dollar’s value rose Monday against several other currencies, but one of its strongest moves likely had less to do with the tariff threats. The euro fell amid a political battle in Paris over the French government’s budget. The euro sank 0.7% against the U.S. dollar and broke below $1.05. In the bond market, Treasury yields gave up early gains to hold relatively steady. Even better for the NFL and Netflix: The streaming-only games got audiences that were only a bit smaller than a TV game. Streaming live sports used to be a novelty. Not anymore. Netflix passed two tests on Wednesday when it streamed live NFL football games for the first time in its history. Advertisement First: Netflix managed to stream the games around the world without widespread tech foul-ups that plagued its Mike Tyson-Jake Paul boxing exhibition/stunt last month. Second: Netflix managed to attract the kind of audience for the games that you'd expect from the NFL, which is continually the most popular thing on conventional TV. Advertisement The NFL and the streamer say that both of Wednesday's games — the Kansas City Chiefs vs. the Pittsburgh Steelers and the Baltimore Ravens vs. the Houston Texans — averaged around 24 million viewers in the US. That's a record for streaming NFL games in the country. (Those initial numbers may swell a bit once the NFL, Netflix, and Nielsen scour for additional viewers.) The biggest audience — around 27 million viewers — showed up for the "Beyoncé Bowl" — a halftime performance during the Ravens/Texans game, featuring, of course, Beyoncé. For comparison, last year, the NFL attracted an average of some 28 million US viewers for the two games it broadcast on Christmas Day, via conventional TV networks. (Netflix's numbers don't include viewers outside the US; it says it will report back on those on December 31. Netflix says the audience for the Tyson/Paul event peaked at 65 million worldwide and 38 million in the US.) Advertisement All of which means that when Netflix streams Christmas games again next year, and again in 2027, it won't seem like a novelty. It will just be the most popular sport on TV, delivered via a streaming service. This is what both Netflix and the NFL want, for slightly different reasons. The NFL is always looking for another outlet that will pay it top dollar for the right to show its games — Netflix paid the NFL a reported $150 million for this year's games — and Netflix wants high-profile live events as a way to boost its nascent ad business. Win-win. This is what the NFL has been finding every time it sells streaming rights to digital players over the years, including Yahoo, Twitter, Amazon, and Google. Advertisement While we are here, a couple other notes: While there was some discussion of Netflix trying to make its NFL coverage unique , I couldn't discern anything meaningfully different about the games from any others I've watched this year. Which, again, is the point: The NFL wants the product to look the same no matter where you see it. (And if there is a desire for something different on the part of fans, I have yet to discern it.) Netflix streaming NFL games for the first time is meaningful to the NFL, Netflix, and people who pay attention to the media business. But in my 100% unscientific poll of people in the real world, no one knew Netflix had the games. And when they found out, they didn't care, which makes sense: Neither game was particularly important, or suspenseful. But for Netflix and the NFL that wasn't the point.
