The ambitious net-zero goals committed to by the maritime sector could have a major role to play in stimulating investment in the green hydrogen supply chain between the two regions. To reap the rewards, the industry must find creative ways to tackle various obstacles. While the Asia-Pacific region is the world’s largest hydrogen consumer, less than 1% of its hydrogen is green. The key challenge is the high price of green hydrogen, which costs at least six times more than grey hydrogen, and the lack of mechanisms to bridge the cost gap of green hydrogen-derived fuels, such as e-ammonia, e-methane and e-methanol. The hub is a joint initiative between Lloyd’s Register and Lloyd’s Register Foundation, aiming to accelerate the safe and sustainable decarbonisation of the maritime industry. This second roundtable brought together ministries, fuel developers, the shipping industry and climate and development financiers operating across the Africa and Asia-Pacific region. Held during the three-day Global African Hydrogen Summit in Windhoek, Namibia, participants shared perspectives on the opportunities posed by clean fuels and highlighted key investment barriers and means to overcome hurdles through regional cooperation. While some countries in the region have been active in decarbonisation discussions, a more cohesive effort that brings demand and supply hubs together is required to build a compelling case for alternative fuel investment, which could see success within a regional context. Countries may also reap developmental benefits by building a robust regional fuel supply chain. With these economic measures, policymakers need to factor in risks and the wider human, social, and biodiversity impacts so that these uncharted market opportunities are not at the expense of a just and equitable transition. Working with key maritime, transport, and energy stakeholders in these nations could prove mutually beneficial to understanding the wider risks and opportunities – embarking on the large-scale infrastructure required for fuel production and distribution may also be repurposed to unlock and accelerate the roll-out of other energy sources across the territory, such as electricity. The top Democrat on the House Appropriations Committee warned Friday that President-elect Donald Trump is planning to "steal from the programs and services that affect middle-class, working, and vulnerable families" by refusing to spend money appropriated by Congress. Rep. Rosa DeLauro (D-CT) said in a statement that Trump's strategy, known as "impoundment," is "uninformed and unconstitutional," adding that "the Supreme Court , the Department of Justice, and the Government Accountability Office are all in agreement — the Constitution provides no impoundment power to the president to unilaterally withhold funds appropriated by Congress." "It is the sworn duty of the president of the United States to faithfully execute the law," DeLauro added, "and appropriations laws are no exception." In a new fact sheet , Democrats on the House Appropriations Committee note that "the Constitution gives Congress the power of the purse, and nowhere does it give the president any unilateral power to either temporarily or permanently impound — steal, withhold, or prevent from being spent — funds appropriated by Congress." "The Framers were right to give Congress the power of the purse," the fact sheet states. "If the president had the unilateral power to decline to spend resources as directed by Congress, then those who rely on Social Security, Medicare, Veterans Medical Care, and other federal spending programs would be subject to the whims of the executive branch. The American people would be unable to depend on promises made by Congress in appropriations laws." Trump has explicitly vowed to use impoundment to "squeeze the bloated federal bureaucracy for massive savings," a plan endorsed by the billionaire pair tapped by the president-elect to run a new commission tasked with identifying spending and regulations to slash. "With impoundment, we can simply choke off the money," Trump declared in a campaign ad. "They have no authority. Does anybody get that?" "Musk and Ramaswamy said they were eager to test the constitutional limits of Trump's ability to unilaterally control spending decisions," the Post reported, citing two unnamed lawmakers. "Republicans largely left the more than two-hour meeting giddy." Analysts argue Trump's plan to withhold federal spending would run afoul of the 1974 Congressional Budget and Impoundment Control Act (ICA). The law, as Propublica 's Molly Redden explained , "forbids presidents from blocking spending over policy disagreements." "A similar power grab led to his first impeachment," Redden wrote. "During his first term, Trump held up nearly $400 million in military aid to Ukraine while he pressured President Volodymyr Zelenskyy to open a corruption investigation into Joe Biden and his family. The U.S. Government Accountability Office later ruled his actions violated the Impoundment Control Act ." Democrats on the House Budget Committee recently pointed out that "although decided after the ICA passed, the Supreme Court unanimously held in Train v. City of New York that even without the ICA, the president does not have unilateral authority to impound funds." That hasn't stopped Trump, Musk, and Ramaswamy from exploring ways to cut or block spending without congressional approval. In a Wall Street Journal op-ed published last month, Musk and Ramaswamy wrote that "even without relying on" the view that the ICA is unconstitutional, "DOGE will help end federal overspending by taking aim at the $500 billion-plus in annual federal expenditures that are unauthorized by Congress or being used in ways that Congress never intended, from $535 million a year to the Corporation for Public Broadcasting and $1.5 billion for grants to international organizations to nearly $300 million to progressive groups like Planned Parenthood ." Housing assistance, childcare aid, student loan programs, and other spending would also be vulnerable under such an approach. "They want [to cut] $2 trillion ," DeLauro told reporters Thursday. Spears and UTSA knock off Merrimack 76-74By Clarissa-Jan Lim Several officials whom President-elect Donald Trump has picked to join his incoming administration were targeted by bomb threats and “swatting” attacks, his transition team said Wednesday. “Last night and this morning, several of President Trump’s Cabinet nominees and Administration appointees were targeted in violent, unAmerican threats to their lives and those who live with them,” Trump transition spokesperson Karoline Leavitt said in a statement . The FBI said in a statement that it was aware of those incidents and is “working with our law enforcement partners.” Swatting typically involves a false 911 report of an emergency at a location to elicit an aggressive police response and can turn deadly . NBC News reported that three senior law enforcement officials briefed on the swatting attack said the threats were not credible, and that no devices or physical threats were found. Leavitt did not name the people who received those threats, but they did not involve Trump or Vice President-elect JD Vance, the officials told NBC News. However, Rep. Elise Stefanik, R-N.Y., and former Rep. Matt Gaetz, R-Fla., have said they were targeted. Stefanik, Trump’s pick for United Nations ambassador, said she received a bomb threat at her home in Saratoga County, New York, while driving there from Washington, D.C. on Wednesday morning. “New York State, County law enforcement, and U.S. Capitol Police responded immediately with the highest levels of professionalism,” her office said in a statement . Gaetz, whose nomination for U.S. attorney general imploded last week amid allegations he engaged in sexual misconduct and illegal drug use, also confirmed that he was the target of a bomb threat, NBC News reported. (Gaetz has denied any wrongdoing. A Justice Department probe concluded last year, without bringing charges against him. The House Ethics Committee separately investigated the matter but has not publicly released its findings.) A bomb squad was sent to the former congressman’s home in Florida, and the Okaloosa County Sheriff’s Office said no bomb-related devices were found. There have been a string of violent threats and swatting attacks against public officials in the past year amid a divided political climate. Spears added five rebounds for the Roadrunners (2-3). Jonnivius Smith scored 11 points while shooting 5 of 7 from the field and added 20 rebounds. Marcus Millender went 3 of 9 from the field (2 for 6 from 3-point range) to finish with 10 points. Adam Clark led the way for the Warriors (1-6) with 28 points, six rebounds and four steals. Devon Savage added 15 points for Merrimack. Bryan Etumnu finished with 12 points, 11 rebounds and four blocks. The loss was the Warriors' sixth in a row.
