WASHINGTON (AP) — The Commerce Department’s efforts to curb China’s and Russia’s access to American-made advanced computer chips have been “inadequate” and will need more funding to stymie their ability to manufacture advanced weapons, according to a report published Wednesday by the Senate’s Permanent Subcommittee on Investigations. The Biden administration imposed export controls to limit the ability of China and Russia ability to access U.S.-made chips after Russia’s invasion of Ukraine nearly three years ago. The agency’s Bureau of Industry and Security, according to the report, does not have the resources to enforce export controls and has been too reliant on U.S. chip makers voluntarily complying with the rules. But the push for bolstering Commerce’s export control enforcement comes as the incoming Trump administration says it is looking to dramatically reduce the size and scope of federal government . President-elect Donald Trump has tapped entrepreneurs Elon Musk and Vivek Ramaswamy to lead a new “Department of Government Efficiency” to dismantle parts of the federal government. The Trump transition team did not immediately respond to a request for comment on the report. BIS’s budget, about $191 million, has remained essentially flat since 2010 when adjusted for inflation. “While BIS’ budget has been stagnant for a decade, the bureau works diligently around the clock to meet its mission and safeguard U.S. national security,” Commerce Department spokesperson Charlie Andrews said in a statement in response to the report. Andrews added that with “necessary resources from Congress” the agency would be “better equipped to address the challenges that come with our evolving national security environment.” In a letter to Commerce Secretary Gina Raimondo on Wednesday, Democratic Sen. Richard Blumenthal of Connecticut, chair of the subcommittee, pointed to an audit of Texas Instruments that showed the Russian military continued to acquire components from Texas Instruments through front companies in Hong Kong to illustrate how the export controls are failing as an effective tool. The committee’s findings, Blumenthal said, suggest that Texas Instruments “missed clear warning signs” that three companies in its distribution chain had been diverting products to Russia. Texas Instruments did not immediately respond to a request for comment. “While Congress must provide BIS more resources to undertake its critical mission, it is long past time for BIS to make full use of the enforcement powers Congress has conferred upon it and take aggressive steps to cut the flow of U.S. semiconductors into the Russian war machine,” Blumenthal wrote. It’s not just Texas Instruments that’s the issue. The subcommittee in September published a report that found aggregated exports from four major U.S. advanced chip manufacturers nearly doubled from 2021 to 2022 to Armenia and Georgia. Both of those countries are home to front companies known to assist Russia in acquiring advanced chips made in the U.S. despite export controls. China, meanwhile, has created “vast, barely disguised smuggling networks which enable it to continue to harness U.S. technology,” the subcommittee report asserts. Washington has been gradually expanding the number of companies affected by such export controls in China, as President Joe Biden’s administration has encouraged an expansion of investments in and manufacturing of chips in the U.S. But Chinese companies have found ways to evade export controls in part because of a lack of China subject matter experts and Chinese speakers assigned to Commerce’s export control enforcement. The agency’s current budget limits the number of international end-use checks, or physical verification overseas of distributors or companies receiving American-made chips that are the supposed end users of products. Currently, Commerce has only 11 export control officers spread around the globe to conduct such checks. "I am concerned," commissioner Diane McLeod said in an interview. "All of those things I think are going to impact the right of access significantly for Albertans." The government wrapped up the fall sitting of the legislature late Wednesday night, passing a bill from Service Alberta Minister Dale Nally on new rules surrounding freedom of information. The bill creates new exemptions for what documents the public has a right to access. They will not be allowed to see any document created by or for the premier, government ministers or the provincial Treasury Board, including correspondence like emails. When the bill was introduced last month, McLeod wrote to Nally outlining multiple concerns, but no amendments were made to Nally's bill before it passed third and final reading. "There was nothing in (the letter that) would have come as any surprise to them," said McLeod, whose office has been investigating the government's handling of freedom of information requests since the summer of 2023. "I didn't really expect them to respond to my comments and recommendations.” In her letter to Nally, McLeod wrote that the proposed changes give the government more power to avoid disclosing information to the public by including in the exempted correspondence “virtually all communication between political staff and (members of cabinet).” Nally has repeatedly rejected the criticism, saying that such electronic communication should be confidential as freedom of information "is about access to government documents, not about political conversation." Nally's bill also extends the time frame for when public bodies must respond to freedom of information applications to 30 business days from 30 days. It also permits public bodies to dismiss information applications if they are deemed not to be "reasonable." What is and is not reasonable is not defined in the bill. Nally has denied the changes will make Alberta's government less transparent. “Every province is a little bit different, but at the end of the day there will be no light between us when it comes to offering access to information to Albertans,” Nally said Wednesday. Irfan Sabir, the Opposition NDP's justice critic, said the bill will make accessing government records much more difficult. "We are dealing with a government that is already very secretive, that is dishonest, that is not transparent, so it will make things way worse," said Sabir. During the sitting, Smith’s government also passed three contentious bills surrounding transgender youth. The bills ban the prescribing of puberty blockers to those under 16, require parental notification and consent if those under 16 wish to use a different name or pronouns in school, and ban transgender athletes from competing in female amateur sports. They also ban minors from receiving gender-affirming "top" surgery. Opposition NDP Leader Christina Gray said Thursday they tried to remedy multiple bills with amendments but were voted down by Smith’s UCP majority. “We were batting zero," said Gray. "None of our (26) amendments were accepted." NDP Leader Naheed Nenshi said Smith’s government lost sight of what matters to Albertans. "They tabled ... (13) bills with not a single bill about affordability, about jobs, about housing, about public safety,” said Nenshi. “The only things they had to say on health care and education were 'Let's make sure vulnerable kids are more vulnerable in schools and in the doctor's office,'" said Nenshi. Not so, said government house leader Joseph Schow. "We come to work every day and we do the people's business," Schow said Thursday. "(Premier Smith) has spent the last two years traveling this province, listening, genuinely listening to Albertans and their concerns, and those concerns are reflected in legislation." The assembly is expected sit again in February in time for the next provincial budget. Schow declined to provide details on upcoming legislation. If you have Instagram posts you’d rather not showcase but aren’t ready to delete, Instagram’s archive feature has you covered. This is an ideal solution when you need to hide content that feels too personal or no longer relevant – such as when you’re navigating a breakup or want to keep certain posts out of your coworkers’ view, while keeping it safely stored away for later access when nostalgia strikes. Good to know : learn how to upload Instagram videos directly from your PC . Archiving posts on Instagram preserves your memories by saving them privately, yet keeping them off your profile. Deleting, however, is a more permanent action, as this eventually removes the post from your account entirely. This shouldn’t be much of a concern if you’ve backed up your images/videos elsewhere. But for those who want to keep their posts accessible via the app while removing them from view, archiving is the way to go. When you archive a post on Instagram, it’s stored in a separate folder that you can access through the app’s settings. You can easily restore them from there, whenever you want. As for deleted posts, you can bring them back within 30 days of deleting them. Navigate to Settings -> Your activity -> Recently deleted to restore your content. Beyond that, you may need to use third-party software or an older data download to retrieve deleted content. Go to your profile on the Instagram app ( Android , iOS ), and open a post you want to archive. Tap on the three dots in the upper-right corner. Select Archive from the menu to remove the post from your profile grid. Alternatively, if you wish to archive a video, switch to the Reel tab on your profile, and open the clip. Tap on the three dots near the lower-right corner. Select Manage , then tap the Archive option at the bottom. Finally, let’s talk about stories. Even if these are automatically deleted once 24 hours have elapsed, you may still want to revisit them. They can be automatically saved to your Instagram archive. This applies to live videos too. If you want to ensure this happens every time you post a story, press the hamburger menu from your Instagram profile page. Scroll down toward the bottom until you find the Your app and media section . Select Archiving and downloading . Ensure that the switches next to Save story to archive and Save live to archive are toggled on. Tip : consider enabling the Save original photos option, too, to ensure you have a backup of your Instagram posts on your local device. On the other hand, if you don’t want to archive ALL your stories, you can manually save select desired stories. In the story creation screen, press the three dots in the upper-right corner, and select Save to save the story on your device. Tip : if you’re looking to take a break from social media , which I recommend, check out how to delete (or deactivate) your Instagram account . Open Instagram in your browser to archive posts from Instagram on a PC. Click on the More button on the left side of the display, then elect Your Activity . Go to Photos and videos to see all your recent posts from your profile grid. Switch tabs to see your Reels. You can also archive Highlights from here. Click Select in the top right. Click on each photo/video to select them, then press Archive at the bottom. This is the superior method if you need to archive posts in bulk. However, in my experience, loading up older posts on Instagram on PC is problematic. I had trouble accessing posts from a few years back, even when using the available filters. The whole point of archiving your Instagram posts is that you may want to revisit them at some point in the future. If you change your mind, you can bring them back to your Instagram profile too. Go to your profile in the Instagram app, and press the hamburger menu in the upper-right corner. In the How to use Instagram section, tap the Archive option. This will open the Stories archive . Browse through the available stories. Swipe up to view the older stories. If you wish to revisit a moment with your followers, tap on a story, and press Share . You can edit the story if you wish to before sharing. To view your Post or Live archives , tap on Stories archive at the top, and select your preferred option. I’ve opted here to view my Posts archive to see all the posts (including Reels) I’ve ever archived. If you’re ready to restore a post, tap it. Press the three dots in the upper-right corner and select + Show on Profile . Tap on Show on profile in the pop-up to confirm (even if the post is not a Reel). A Restored message should appear on your screen. Tip : maintain your privacy by hiding tags from your Instagram profile . You can go back to your profile, and check whether the posts/Reels are now visible again. If you still can’t see them, close the app properly, then relaunch it. If you want to access your Instagram archive on a PC, it will be limited. Go to your Instagram profile on your browser. In the upper-right corner, you will see the View archive button next to Edit profile . Unfortunately, only the story archive is available on PC. Another caveat is that you can only view this archive, not reshare individual stories.
