With favourites out MLS playoffs promise more upsetsHONDA and Nissan are in talks to deepen ties, two people said on Wednesday (Dec 18), including a possible merger, the clearest sign yet of how Japan’s once seemingly unbeatable auto industry is being reshaped by challenges from Tesla and Chinese rivals. A combined Honda and Nissan would create a US$54 billion company with annual output of 7.4 million vehicles, making it the world’s third-largest auto group by vehicle sales after Toyota and Volkswagen. The two firms already forged a strategic partnership in March to cooperate in electric vehicle development, but Nissan’s deepening financial and strategic trouble in recent months has added more urgency for closer cooperation with larger rival Honda. Nissan announced a US$2.6 billion cost savings plan last month that includes cutting 9,000 jobs and 20 per cent of its global production capacity, as slumping sales in China and the US led to an 85 per cent plunge in second-quarter profit. “This deal appears to be more about bailing out Nissan, but Honda itself is not resting on its laurels,” said Sanshiro Fukao, executive fellow at Itochu Research Institute. “Honda’s cash flow is set to deteriorate next year and its EVs (electric vehicles) haven’t been going so well.” Shares of Nissan closed nearly 24 per cent higher in Tokyo trade on Wednesday, while shares of Honda, whose market value of US$43 billion is more than four times bigger than that of Nissan, declined 3 per cent. Shares of Mitsubishi Motors, in which Nissan is the top shareholder with a 24 per cent stake, gained nearly 20 per cent. The automakers have been grappling with challenges from EV makers, particularly in China, where BYD and others have surged ahead. The talks between Honda and Nissan, first reported by the Nikkei newspaper, could allow the companies to cooperate more on technology and help them create a more formidable domestic rival to Toyota. The discussions are focused on finding ways to bolster collaboration and include the possibility of setting up a holding company, said the people, who declined to be identified because the information has not been made public. The companies are also discussing the possibility of a full merger, according to one of the people, as well as looking at ways to cooperate with Mitsubishi. Honda, Nissan and Mitsubishi said that no deal had been announced by any of the companies, though Nissan and Mitsubishi noted the three automakers had said previously they were considering opportunities for future collaboration. French automaker Renault, a major Nissan shareholder, said it had no information and declined to comment. Renault shares jumped 6.5 per cent. The three Japanese automakers are expected to hold a joint news conference in Tokyo on Monday, according to a source familiar with the matter. Taiwan’s Foxconn, which manufactures Apple’s iPhones and has been seeking to expand its nascent EV contract manufacturing business, approached Nissan about a bid but it was rejected by the Japanese firm, two separate sources familiar with the matter said. Bloomberg News reported earlier on Wednesday that Foxconn had approached Nissan to take a controlling stake. Foxconn did not immediately respond to a request for comment, while a Nissan spokesperson declined to comment on Foxconn. Over the past year, an EV price war launched by Tesla and BYD has intensified pressure on any automakers losing money on the next-generation vehicles. That has put pushed companies like Honda and Nissan to seek ways to cut costs and speed vehicle development, and mergers are a major step in that direction. “In the mid- to long-term, this is good for the Japanese car industry as it creates a second axis against Toyota,” said Seiji Sugiura, a senior analyst at Tokai Tokyo Intelligence Laboratory. “Constructive rivalry with Toyota is a positive for the rather stagnating Japanese car industry when it must compete with Chinese automakers, Tesla and others.” Any merger would face significant US scrutiny and President-elect Donald Trump has vowed to take a hard line on imported vehicles, including threatening 25 per cent tariffs on vehicles shipped from Canada and Mexico. Warning labels for social media gained swift bipartisan support from dozens of attorneys general, including Bonta, after U.S. Surgeon General Vivek Murthy called on Congress to establish the requirements earlier this year, saying social media is a contributing factor in the mental health crisis among young people. “These companies know the harmful impact their products can have on our children, and they refuse to take meaningful steps to make them safer,” Bonta said at a news conference Monday. “Time is up. It’s time we stepped in and demanded change.” State officials haven’t provided details on the bill, but Bonta said the warning labels could pop up once weekly. Up to 95% of youth ages 13 to 17 say they use a social media platform, and more than a third say that they use social media “almost constantly,” according to 2022 data from the Pew Research Center. ... Former Governor of Anambra State, Sen. Chris Ngige has called on the Supreme Court to revisit its judgment on Local Government financial autonomy, saying it undermined the1999 Constitution of the Federal Republic of Nigeria (as amended). He made the call at the 29th Annual General Meeting (AGM) and Scientific Conference of the Association of Urological Surgeons, Nigeria (NAUS) over the weekend, while delivering a paper as guest lecturer in the topic, “Local Government Administration and Primary Healthcare.” Ngige who was two time Minister for Labour and Employment during President Muhammadu Buhari’s regime, argued that the judgment attempted to completely knock down Section 7 of the Constitution, which firmly puts the local government areas under the control of the states. Besides the political consequences, he recalled that the same Supreme Court had earlier in 2006 made a pronouncement, warning the Federal Government against dictating to the states how to spend local government funds accruable to them. The previous ruling by the Supreme Court under Justice Mohammed Uwais, Ngige reminisced, was made in a case filed by three state governments-Lagos, Abia and Delta-through their attorney generals, challenging then President Olusegun Obasanjo’s Local Government Account Monitoring Committee Act 2005. Ngige who is a medical doctor and health system administration specialist, said he does not support the direct payment of federal allocation to the local governments without statutory firstline deductions for payment of salaries and wages of local government workers, pensions and gratuities, traditional rulers entitlements and customary court allowances. Citing his experience as a Governor, he recalled that council chairmen between 1999 and 2002 owed several months of salaries and allowances, and pensions and gratuities, not only in Anambra State, but almost all the states of the Federation. He said most past council chairmen craved for acquisition of choice estates in Abuja, Lagos and even London, at the detriment of public health centres and schools in their area, where teachers were owed several months arrears of salaries and allowances, stressing that some chairmen even proved to be more corrupt than the Governors. He opined that the judgment of the Supreme Court not only runs ultra vires of the Constitution but amounts to throwing away the baby with the dirty bath water. According to him, Chapter 1 under the General Provisions (Part 1) of the Constitution, makes it very clear that “(1) This Constitution is supreme and its provisions shall have binding force on all authorities and persons throughout the Federal Republic of Nigeria. “(2)The Federal Republic of Nigeria shall not be governed, nor shall any person or group of persons take control of the Government of Nigeria or any part thereof, except in accordance with the provisions of this Constitution. “(3) If any other law is inconsistent with the provisions of this Constitution, the Constitution shall prevail, and that other law shall to the extent of the inconsistency be void.” The two-time Minister said the constitution, which the courts are meant to interpret, clearly defines the boundaries of the powers of every institution. Ngige said as far as the Constitution was concerned, only two federating bodies exist in Nigeria, namely the 36 States and the Federal Capital Territory (FCT) Abuja, with the Federal Government at the top. “Each State of the federation was named in Part I of the First Schedule of the Constitution and the FCT in party II. The Constitution goes on to show the 768 local government areas in Nigeria in the second column of Part I of the First Schedule and six area councils in Part II of the same schedule. “The constitution makes special arrangement for the local governments and puts them in the Fourth Schedule, and in addition to their functions in this schedule, asked the House of Assembly to make laws for them in Section 7. So, the Constitution puts the local governments in the bowels of the States. “Section 162 (6) says that ‘Each State shall maintain a special account to be called “State Joint Local Government Account” into which shall be paid allocations to the councils in the State from the Federation Account and from the Government of the State. “Hence, the Constitution makes the local government areas appendages of the States. Section 7 gives the House of Assembly the powers to make laws for the establishment, structure, composition, finances and functions of the local government councils. The only power given to the National Assembly is to make provision for statutory allocation of public revenue to local government councils in the Federation and it has so been done.The power of distribution lies squarely with the House of Assembly, working in tandem with the State Economic Board.” Speaking further, Ngige dismissed the widely held notion of the existence of three tiers of government in Nigeria, stressing that more tiers of government exist in the country, including the town and village governments in the South and in the Northern part, the theocratic establishment, ruling through the Emirate Councils and Surbodinate Councils, and others down the ladder. He blamed the failure of the local government system in Nigeria on the docility of the Houses of Assembly and the flagrant inability of the Governors to adhere strictly to all the provisions of the Constitution, regarding local government, especially not establishing democratically elected councils and economic planning board, as stipulated in Section 7 (1) and (3) of the Constitution, respectively. He equally attributed the failure of the local government system to the unwholesome activities of governors with itchy fingers, seizing and diverting council funds to other uses, other than public interest. Ngige regretted that when Governors overstep their bounds, doing what the constitution did not permit, the Houses of Assembly keep silent, instead of calling them to order. He insisted that the local government system would start working in Nigeria when Governors begin to obey the law and the Houses of Assembly become alive to their responsibilities, including calling erring Governors to order. “Section 7 further says ‘(3) It shall be the duty of the local government council within the State to participate in economic planning and development of the area referred to in the sub-section and to this end, an economic planning board shall be established by Law enacted by the House of Assembly.’ The board will determine the utilization of council funds.” “When I was Governor in Anambra, I operated with an economic planning board created first by an executive order and later, an executive bill that I sent to the House of Assembly. It was like the National Planning Commission of the Federal Government. The economic board will formulate the template and send it to the State Joint Local Government Account (SJLGA). Salaries, emoluments and allowances of local government staff, education, healthcare, security, among others were in the first line charge. Everything worked well, particularly in the primary health care centres where we employed many young doctors and other health workers for local government hospitals and primary health medical centres in the wards “The SJLGA was strong and efficient under my administration, and we had the State Economic Planning Board with all the Chairmen of all the LGA in the State as members. This ensured full participation of the LG council bureaucracy in the projections, both at that level and at the councils. The fund for LG administration and capital projects were thereafter remitted to the LG council account. In this way the people’s money was deployed for work for them. We can’t be moving from frying pan into fire. “Under my administration, we used the SJLGA to offset the arrears of salaries, pensions and gratuities owed workers by my predecessor. “It is good to note that this was made possible within the first 18 months of my stay in office. Remember that at the inception of this democracy in 1999, the local government chairmen took over from the Head of Personnel who the military used to govern the councils. When I took over in Anambra, local governments were in arrears of salaries, emoluments and allowances of staff, ranging between 15 to 22 months. I am not talking about pensions and gratuity. My predecessor, Dr. Chinwoke Mbadinuju (now late) could not do anything. The local government chairmen left one year before the end of his tenure. Regarding primary healthcare, he frowned at the abandonment of more than 15,000 primary healthcare centres built across the country as constituency projects, and called on the State Economic Planning Boards to ensure that the abandoned health centres were revamped as quickly as possible. He maintained that the local government system has a pivotal role in the basic healthcare system, which former Minister of Health, Olukoye Ransom Kuti transformed into primary healthcare system. According to him, the primary healthcare system can be used to catch those cases that would be treated at that level, while those that cannot be treated there, would be referred to the secondary and tertiary healthcare institutions. He, however, blamed the Commissioners for Health in States for the failure of primary healthcare system, notwithstanding that the National Health Act 2014, championed by himself and other medical doctors at the 7th Senate, namely Ifeanyi Okowa and Bukola Saraki, brought in the Federal Government to devote resources from its Consolidated Revenue, while the State would provide counterpart funding in vaccine for prevention and other aspects of primary healthcare. He noted regrettably, that the States and local governments have been defaulting, refusing to honour their own obligations. In today’s edition, politics reporter Alexandra Marquez has a dispatch from the Democratic Governors Association's annual meeting, where the party's state leaders were full of concern and ideas about how to tackle future elections. Democratic governors want to set a different tone for their party in a second Trump administration By Alexandra Marquez Democrats are still reeling and reflecting on what went so wrong for their party this year. But at Democratic governors’ annual gathering in California, they were in full agreement that something has to change for their party — and, in their eyes, hopefully one of them — to have a real shot at the White House in 2028. “We can worry later about who we run for president [in 2028] or policy tweaks,” New Jersey Gov. Phil Murphy told NBC News, adding that for now, Democrats need to “build the foundation, build the infrastructure, elect a DNC chairman who is committed to doing just that.” And amid a pitch to rededicate the party to a focus on improving voters’ everyday lives, addressing key issues such as inflation, health care, infrastructure, transportation and education, Kentucky Gov. Andy Beshear warned Democrats about a key obstacle to their ambitions for redefinition: President-elect Donald Trump. In the last Trump administration, people focused “too much on Trump and what was happening in D.C. and not enough on [Democratic] priorities,” Beshear said. “Don’t fall into us versus them,” he said. “It’s not a winning strategy.” At other levels of the party — including among some of the “resistance” activist groups that gained prominence during Trump’s first term — there’s already broad agreement that Democrats can’t react to Trump in the same ways they did eight years ago. But some of the most prominent governors, who happen to be among those mentioned as potential presidential candidates, quickly leaned into setting up their states as bulwarks against Trumpism after his election. California Gov. Gavin Newsom called a special legislative session , while Illinois Gov. JB Pritzker talked about how to “ shore up ” his state against Trump. Others in purple and red states have taken less aggressive postures. At the Democratic Governors Association meetings, Beshear and fellow red-state Democratic Gov. Here’s why it matters. By Mark Murray The celebrated Democratic Senate class of 2006 — the six Senate Dems who flipped GOP-held seats that midterm cycle — fueled Democratic majorities over the past two decades, helped pass the party’s legislative achievements over the next decade and a half and included some of Democrats’ biggest electoral overperformers in the most challenging of states. Now, after the 2024 elections, just one of the six will remain in the Senate beginning next year: Sheldon Whitehouse, of Rhode Island. That attrition tells an important story about the geographical transformation in American politics over the last 20 years, and it highlights the Democratic Party’s challenging path back to the Senate majority after their defeats in November. The first member of the 2006 class to go was Jim Webb, of Virginia, who decided not to seek re-election in 2012 — but whose seat stayed in Democratic hands with Tim Kaine. The next to go was Claire McCaskill, of Missouri, who won re-election in 2012 but lost six years later in 2018. And in 2024, three more members of that vaunted class lost as Donald Trump carried their states: Jon Tester, of Montana, Sherrod Brown, of Ohio, and Bob Casey, of Pennsylvania. Senate Democrats began the 21st century winning in states like Missouri, Montana and Ohio. (Equally important, Republicans were holding Senate seats in places like Rhode Island and Virginia.) Now? It seems unfathomable how Democrats could win statewide federal elections in those three states, not to mention the likes of West Virginia and North Dakota. And that reality underscores Democrats’ challenge to win back the Senate in 2026 or 2028 — and beyond. After the recent election, the party controls all but one Senate seat in every state Kamala Harris carried. (The lone outlier? Susan Collins in Maine.) Democrats also have 10 of the 14 Senate seats in the seven key presidential swing states. Yet that gets them to only 47 Senate seats. Even if they defeat Collins and flip the four other Senate seats in battleground states (two in North Carolina, one in Wisconsin, one in Pennsylvania) while holding the others, that maxes out at 52. If Democrats want more than that, they will need to figure out how to win again in places like Missouri, Ohio and other now-reliably red states. There’s one other important story about the Democratic class of 2006: At the beginning of that election cycle, few observers thought Democrats would be able to flip more than a couple of Senate seats, let alone six. But the unpopularity of the Iraq war and George W. Bush’s administration expanded the Senate battleground far beyond initial expectations. AT&T Fiber-Optic Network Expands Yoon rated ( ) and ( ) at market perform. "Each player continues to amalgamate into larger entities, while the demarcation between fixed and wireless blurs under the familiar theme of bundling — or as it's now called, convergence." Meanwhile, AT&T has been expanding its wireline fiber-optic network in a push to add broadband customers. At JPMorgan, analyst Sebastiano Petti holds an overweight rating on AT&T stock. "AT&T remains our top pick," Petti said in a report. "AT&T's rapidly expanding fiber footprint and 2029 fiber locations target of 50 million extends the company's leadership position in convergence, which should help drive higher share capture and improving economics over time as consumer preferences shift to converged bundles," Petti added. At an investor day on Dec. 3, AT&T said it expects to churn out over $50 billion in free cash flow over the next three years with $20 billion going to stock buybacks. Wireless Services Growth Key For AT&T Stock Wireless phone services are still AT&T's primary business. At the investor day, the company forecast mobility service revenue growth of 2% to 3% annually over the next three years. (AP) — President-elect Donald Trump on Saturday threatened 100% tariffs against a bloc of nine nations if they act to undermine the U.S. dollar. His threat was directed at countries in the so-called BRIC alliance, which consists of Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran and the United Arab Emirates. Turkey, Azerbaijan and Malaysia have applied to become members and several other countries have expressed interest in joining. While the U.S. dollar is by far the most-used currency in global business and has survived past challenges to its preeminence, members of the alliance and other developing nations say they are fed up with America’s dominance of the global financial system . The dollar represents roughly 58% of the world’s foreign exchange reserves, according to the IMF and major commodities like oil are still primarily bought and sold using dollars. The dollar's dominance is threatened, however, with BRICS' growing share of GDP and the alliance's intent to trade in non-dollar currencies — a process known as de-dollarization. Trump, in a Truth Social post, said: “We require a commitment from these Countries that they will neither create a new BRICS Currency, nor back any other Currency to replace the mighty U.S. Dollar or, they will face 100% Tariffs, and should expect to say goodbye to selling into the wonderful U.S. Economy." At a summit of BRIC nations in October, Russian President Vladimir Putin accused the U.S. of “weaponizing” the dollar and described it as a “big mistake.” “It’s not us who refuse to use the dollar,” Putin said at the time. “But if they don’t let us work, what can we do? We are forced to search for alternatives.” Russia has specifically pushed for the creation of a new payment system that would offer an alternative to the global bank messaging network, SWIFT, and allow Moscow to dodge Western sanctions and trade with partners. Trump said there is "no chance" BRIC will replace the U.S. dollar in global trade and any country that tries to make that happen "should wave goodbye to America.” Research shows that the U.S. dollar's role as the primary global reserve currency is not threatened in the near future. An Atlantic Council model that assesses the dollar’s place as the primary global reserve currency states the dollar is “secure in the near and medium term” and continues to dominate other currencies. Trump's latest tariff threat comes after he threatened to slap 25% tariffs on everything imported from Mexico and Canada, and an additional 10% tax on goods from China, as a way to force the countries to do more to halt the flow of illegal immigration and drugs into the U.S. He has since held a call with Mexican President Claudia Sheinbaum, who said Thursday she is confident that a tariff war with the United States can be averted. Canadian Prime Minister Justin Trudeau returned home Saturday after meeting Trump, without assurances the president-elect will back away from threatened tariffs on Canada.
