LAS VEGAS — Formula 1 on Monday at last said it will expand its grid in 2026 to make room for an American team that is partnered with General Motors. "As the pinnacle of motorsports, F1 demands boundary-pushing innovation and excellence. It's an honor for General Motors and Cadillac to join the world's premier racing series, and we're committed to competing with passion and integrity to elevate the sport for race fans around the world," GM President Mark Reuss said. "This is a global stage for us to demonstrate GM's engineering expertise and technology leadership at an entirely new level." The approval ends years of wrangling that launched a U.S. Justice Department investigation into why Colorado-based Liberty Media, the commercial rights holder of F1, would not approve the team initially started by Michael Andretti. Andretti in September stepped aside from leading his namesake organization, so the 11th team will be called Cadillac F1 and be run by new Andretti Global majority owners Dan Towriss and Mark Walter. The team will use Ferrari engines its first two years until GM has a Cadillac engine built for competition in time for the 2028 season. Towriss is the the CEO and president of Group 1001 and entered motorsports via Andretti's IndyCar team when he signed on financial savings platform Gainbridge as a sponsor. Towriss is now a major part of the motorsports scene with ownership stakes in both Spire Motorsports' NASCAR team and Wayne Taylor Racing's sports car team. Walter is the chief executive of financial services firm Guggenheim Partners and the controlling owner of both the World Series champion Los Angeles Dodgers and Premier League club Chelsea. "We're excited to partner with General Motors in bringing a dynamic presence to Formula 1," Towriss said. "Together, we're assembling a world-class team that will embody American innovation and deliver unforgettable moments to race fans around the world." Mario Andretti, the 1978 F1 world champion, will have an ambassador role with Cadillac F1. But his son, Michael, will have no official position with the organization now that he has scaled back his involvement with Andretti Global. "The Cadillac F1 Team is made up of a strong group of people that have worked tirelessly to build an American works team," Michael Andretti posted on social media. "I'm very proud of the hard work they have put in and congratulate all involved on this momentous next step. I will be cheering for you!" The approval has been in works for weeks but was held until after last weekend's Las Vegas Grand Prix to not overshadow the showcase event of the Liberty Media portfolio. Max Verstappen won his fourth consecutive championship in Saturday night's race, the third and final stop in the United States for the top motorsports series in the world. Grid expansion in F1 is both infrequent and often unsuccessful. Four teams were granted entries in 2010 that should have pushed the grid to 13 teams and 26 cars for the first time since 1995. One team never made it to the grid and the other three had vanished by 2017. There is only one American team on the current F1 grid — owned by California businessman Gene Haas — but it is not particularly competitive and does not field American drivers. Andretti's dream was to field a truly American team with American drivers. The fight to add this team has been going on for three-plus years, and F1 initially denied the application despite approval from F1 sanctioning body FIA. The existing 10 teams, who have no voice in the matter, also largely opposed expansion because of the dilution in prize money and the billions of dollars they've already invested in the series. Andretti in 2020 tried and failed to buy the existing Sauber team. From there, he applied for grid expansion and partnered with GM, the top-selling manufacturer in the United States. The inclusion of GM was championed by the FIA and president Mohammed Ben Sulayem, who said Michael Andretti's application was the only one of seven applicants to meet all required criteria to expand F1's current grid. "General Motors is a huge global brand and powerhouse in the OEM world and is working with impressive partners," Ben Sulayem said Monday. "I am fully supportive of the efforts made by the FIA, Formula 1, GM and the team to maintain dialogue and work towards this outcome of an agreement in principle to progress this application." Despite the FIA's acceptance of Andretti and General Motors from the start, F1 wasn't interested in Andretti — but did want GM. At one point, F1 asked GM to find another team to partner with besides Andretti. GM refused and F1 said it would revisit the Andretti application if and when Cadillac had an engine ready to compete. "Formula 1 has maintained a dialogue with General Motors, and its partners at TWG Global, regarding the viability of an entry following the commercial assessment and decision made by Formula 1 in January 2024," F1 said in a statement. "Over the course of this year, they have achieved operational milestones and made clear their commitment to brand the 11th team GM/Cadillac, and that GM will enter as an engine supplier at a later time. Formula 1 is therefore pleased to move forward with this application process." Yet another major shift in the debate over grid expansion occurred earlier this month with the announced resignation of Liberty Media CEO Greg Maffei, who was largely believed to be one of the biggest opponents of the Andretti entry. "With Formula 1's continued growth plans in the US, we have always believed that welcoming an impressive US brand like GM/Cadillac to the grid and GM as a future power unit supplier could bring additional value and interest to the sport," Maffei said. Clubs from across the football pyramid are “alarmed” by the lack of consultation on legislation which could “fundamentally affect the future of English football”, West Ham vice-chairwoman Karren Brady has said. The Apprentice star also argued that a lack of clarity from the Government on the ownership test is causing “significant uncertainty” for potential investors. This came as the House of Lords continued its scrutiny of the Football Governance Bill, which seeks to establish an independent regulator for the top five tiers of the men’s game. In the upper chamber, Baroness Brady said: “We are creating legislation which will profoundly affect 160 quite unique institutions, from Premier League clubs through to the National League community clubs, but it is important for everyone to understand that the consultation with these affected businesses by the current Government has been remarkably limited, almost unbelievably so. “Just seven Premier League clubs, I was one of them, was granted a brief half-hour meeting with the Secretary of State over the summer. “And following this cursory engagement, significant decisions were made that could fundamentally affect the future of English football, most notably with the inclusion of parachute payments within the backstop mechanism. “This is particularly concerning given that fundamental issues still remained unresolved, we still lack any clarity on Uefa’s position on state interference, for example, this clearly creates profound uncertainty for clubs competing in or aspiring to European competition, as well as our national teams.” “We don’t know what the ownership test will look like, this causes significant uncertainty for potential investors as to whether they are able to own a club,” she added. Lady Brady continued: “I have spoken to many of my colleagues across all of the football pyramid, we are all alarmed about and puzzled by the lack of discussion on the Bill with ministers. “Would the minister agree that we all want to get the detail of this Bill right? And can she see any downsides to providing meaningful opportunities to hear from all clubs across the football pyramid affected by the legislation?” Prior to this, Tory shadow sports minister Lord Parkinson of Whitley Bay had tabled an amendment which he said would allow clubs to “make their views known on this legislation” by including specific competitions on the face of the Bill. Labour frontbencher Baroness Twycross told the upper chamber: “I don’t think the leagues are confused either on which leagues this legislation will apply to.” She added: “This power is both reasonable and the result of evidence-based consultation with all key stakeholders in the industry. “This power ensures that the competitions in scope can be amended in a timely manner and ensures the scope of the regime remains relevant.” The peer later said: “Over the past three years there have been countless opportunities for all affected and interested parties to make representations.” Lady Brady also raised concerns about the financial distribution backstop, which she said is “clearly designed as a mechanism to gain direct access to, and apportionate Premier League revenue, and no-one else’s”. “I might add the backstop will allow the IFR (Independent Football Regulator) to do this even if it was against the Premier League clubs’ will, or even without the clubs’ agreement, even if it was to have a detrimental effect on the clubs and the overall competition it removes revenue from,” she added. The backstop would allow the new IFR to intervene in the distribution of Premier League broadcast revenue down the leagues as a last resort. It could be triggered by the Premier League, English Football League (EFL) or National League to mediate the fair financial distribution of this revenue if they are not able to come to an agreement. And any hiccups — a winter storm or a computer outage — can snowball into massive disruptions. That is how Southwest Airlines stranded 2 million travelers in December 2022, and Delta Air Lines suffered a smaller but significant meltdown after a worldwide technology outage in July caused by a faulty software update from cybersecurity company CrowdStrike. Many flights during the holidays are sold out, which makes cancellations even more disruptive than during slower periods. That is especially true for smaller budget airlines that have fewer flights and fewer options for rebooking passengers. Only the largest airlines, including American, Delta and United, have "interline agreements" that let them put stranded customers on another carrier's flights. This will be the first holiday season since a Transportation Department rule took effect that requires airlines to give customers automatic cash refunds for canceled or significantly delayed flights. Passengers still can ask to get rebooked, which is often a better option than a refund during peak travel periods. Check off the following: Alert the airline, both in person and in writing, of any missing bags. Remember, the clock starts ticking immediately. After 21 days, the baggage is considered lost and the airline is liable for it and its contents. Contact the U.S. Department of Transportation (DOT) or Canadian Transportation Agency , who will query the airline on your behalf and give them a 30-day deadline to respond. Usually, the airline will resolve the issue, but if it doesn't, or if you're unsatisfied with the offer, the next level is mediation. Beyond that, the case could move to adjudication, a court-like process with a panel deciding on the outcome. On international flights, you have up to two years to file litigation. If you expect a large payout, think again. Tariffs (air carrier contracts) limit the compensation amounts for "loss of, damage to, or the delay in delivery of baggage or other personal property." In the case of Air Canada, the maximum payout is $1,500 per passenger in the currency of the country where the baggage was processed. To raise that limit, purchase a Declaration of Higher Value for each leg of the trip. The charge is $0.50 for each $100, in which case the payout limit is $2,500. For Delta Air Lines, passengers are entitled to up to $3,800 in baggage compensation, though how much you'll receive depends on your flight. Delta will pay up to $2,080 for delayed, lost, and damaged baggage for international travellers, almost half of what U.S. domestic passengers can claim. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Delayed/Cancelled Flights Different air carriers and jurisdictions have their own compensation policies when flights are delayed or cancelled. For example, under European Union rules, passengers may receive up to 600 Euros, even when travelling on a non-EU carrier. Similarly, the DOT states that travellers are entitled to a refund "if the airline cancelled a flight, regardless of the reason, and the consumer chooses not to travel." However, US rules regarding delays are complicated. Some air carriers, such as Air Canada, do not guarantee their flight schedules. They're also not liable for cancellations or changes due to "force majeure" such as weather conditions or labour disruptions. If the delay is overnight, only out-of-town passengers will be offered hotel accommodation. Nevertheless, many airlines do offer some compensation for the inconvenience. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Flight Compensation in the U.S. In terms of cash compensation, what you'll get can differ significantly based on things like departure location, time, carrier, and ticket class. The DOT offers a helpful delay and cancellations dashboard designed to keep travellers informed about their compensation rights. The dashboard is particularly helpful because, as the DOT states on its website, "whether you are entitled to a refund depends on a lot of factors—such as the length of the delay, the length of the flight, and your particular circumstances." Flight Compensation in Canada The Canadian Transportation Agency is proposing air passenger protection regulations that guarantee financial compensation to travellers experiencing flight delays and cancellations, with the level of compensation varying depending on the situation and how much control the air carrier had. The proposed regulations include the following: A plane must return to its gate after three hours on the tarmac. Minimum requirements will be set for procuring food, drink, lavatories, ventilation, and access to electronic communications during the delay. For larger airlines, payouts will range from $400 for a 3-6 hour delay, to $700 for 6-9 hours, and $1,000 for more than nine hours. For smaller carriers, the compensation would be $125, $250, and $500, respectively. Here's the loophole: If the delay is related to the air carrier's maintenance problems, no compensation is required. The airline is obligated to complete the passenger's itinerary. If the new ticket is for a lower class of service, the air carrier would have to refund the cost difference; if the booking is in a higher class of service, passengers cannot be charged extra. If the passenger declines the ticket, the airline must give a full refund, in addition to the prescribed compensation. For overnight delays, the air carrier needs to provide hotel accommodation and transportation free-of-charge. Again, if you are unsatisfied, the Canadian Transportation Agency or Department of Transportation may advocate on your behalf. Bumped Off the Flight Passengers get bumped because airlines overbook. When this happens, the air carrier must compensate you. For international flights in the US, the rate is 200% of your one-way fare to your final destination, with a $675 maximum. If the airline does not make travel arrangements for you, the payout is 400% of your one-way fare to a maximum of $1,350. To qualify, you must check-in by the stated deadline, which on international flights can be up to 3 hours ahead. Keep in mind that if you accept the cash, you are no longer entitled to any further compensation, nor are you guaranteed to be rebooked on a direct flight or similar type of seat. Don't be too quick to give up your boarding pass. Negotiate for the best compensation deal that would include cash, food and hotel vouchers, flight upgrade, lounge passes, as well as mileage points. But avoid being too greedy—if the gate attendant is requesting volunteers and you wait too long, you'll miss the offer. According to Air Canada's tariff, if a passenger is involuntarily bumped, they'll receive $200, in cash or bank draft, for up to a two-hour delay; $400 for a 2-6 hours delay; and $800 if the delay is over six hours. (Air Canada was forced to raise its payouts in 2013 due to passenger complaints.) The new rules would raise the payout significantly: $900 for up to six hours; $1,800 for 6-9; and $2,400 for more than nine hours, all to be paid within 48 hours. Statistically speaking, Delta Airlines is the carrier most likely to bump. A few years ago, Delta raised its payout maximum to $9,950, while United Airlines tops out at $10,000. This in itself is nothing out of the ordinary but it wasn't always certain. Like Arne Slot, who enters Sunday's away Premier League match at Southampton with two yellow cards to his name, Guardiola went into the eventual 4-0 loss to Tottenham on the brink of a ban. Given how firey matches between Spurs and City have been in recent times, it was not a given that Guardiola would be able to simply avoid being booked. He is often extremely animated during City matches no matter the state of play. When his side conspired to draw 3-3 with Tottenham last season he and Erling Haaland were left aghast and furious late on. Similarly, when it comes to facing Liverpool and Jurgen Klopp , Guardiola has been at his most energetic and expressive. It does not and has not always transpired to being a positive thing either. The now memed 'twice' image of Guardiola losing it on Merseyside was in a defeat for his side, for example. City having Guardiola there to look over closely is surely an advantage, though, especially at a time whereby the team's confidence is so brittle. On Saturday night they fell to a fifth defeat in a row, the first time that has happened at the club since 2006. It left them five points behind Liverpool already with the chance of that rising to eight. When the two meet next weekend that gap could be extended to up to 11 points . Guardiola and City know they cannot afford it to get that far. For him to have been within a simple miss step of being in the stands for the game is genuinely massive and an undercurrent to the game which has gone without much attention. Managers and bookings do not go together as commonly as players, hence why the bar for a ban is three rather than five. The impact is still significant, especially with Guardiola knowing in the back of his mind (or perhaps quite near the front of it), that it is Liverpool next. It may or may not have been in his thoughts directly as Ange Postecoglou lead Tottenham to a famous win at the Etihad Stadium. Flash back to the 2004 Holiday Bowl, when Cumbie threw for 520 yards to lead No. 23 Texas Tech to a 45-31 win over Aaron Rodgers, Marshawn Lynch and No. 4 California. Twenty years later, Cumbie hopes to engineer another postseason surprise as Louisiana Tech (5-7) is a prohibitive underdog against No. 22 Army (11-2) in the Independence Bowl on Saturday in Shreveport, La. The Bulldogs weren't supposed to be a part of this game. They are a replacement for Marshall (10-3), which withdrew because of the exodus of at least 25 players through the transfer portal. Enter Louisiana Tech, which adds local flavor as Shreveport is an hour drive from the Bulldogs' campus in Ruston. Cumbie said that the seniors were especially excited after they had left campus for the holiday break figuring their college careers were over. "The first guys we got on the phone with were the seniors," Cumbie said. "They thought it was like a prank call. They thought we were jacking with them." Louisiana Tech is dealing with 16 portal losses, including several linemen from a defense which allowed 301.9 yards per game, the best mark in Conference USA. Defensive lineman David Blay, who led the Bulldogs in sacks (6.5) and tackles for a loss (10.5), has committed to Miami. Offensively, Louisiana Tech averages just 3.0 yards per carry. The Bulldogs rely more on Evan Bullock, who has thrown for 1,932 yards and 14 touchdowns with just two interceptions. Army has an opportunity to finish the season on a positive note after surrendering the Commander-in-Chief's Trophy in a deflating 31-13 loss to Navy on Dec. 14. It's also a chance for Bryson Daily to rebound as he threw three interceptions against Navy after tossing just one previously in the regular season. Daily, who finished sixth in voting for the Heisman Trophy, is the bell cow in Army's rush-heavy triple-option offense. He has carried for 1,532 yards and 29 touchdowns and has also thrown for nine scores. Army will be without its second-best running threat, Kanye Udoh, who announced his transfer to Arizona State hours after the Navy game, prompting Black Knights coach Jeff Monken to call the transfer landscape "off the rails." "I don't think it's healthy to have a transfer portal window open during the season," Monken said. Udoh rushed for 1,117 yards and 10 touchdowns this season. If Army can handle Louisiana Tech, it will finish with 12 wins, which would be the most in a season in program history, even if it didn't get the one it wanted the most. "Anytime you get your butt whipped, you want to get back out there and prove that's not who we are," Monken said. This will be Louisiana Tech's first bowl appearance since 2020 and its sixth time in the Independence Bowl, where it has a 3-2 record. Army was last in a bowl game in 2021, and this is its second appearance in the Independence Bowl. In its first appearance, it lost to Auburn 32-29 in 1996.
