MUST CREDIT: Ben Noll/The Washington Post; data source: ECMWF/ERA5 Even after a polar plunge, a bomb cyclone and atmospheric river, and heavy lake-effect snow, over 71 percent of the United States was still facing abnormally dry conditions as of early December. That number is down from a record-breaking 87 percent in November. But the winter season, which begins on Dec. 21, does not typically come with this much drought. Only the years 2012, 2021 and 2022 were more unusually dry this late in the year, putting 2024 in fourth place for countrywide dryness since such records began in 2000. Moderate drought is still happening in all but one state, Alaska, making up 27 percent of the land area in the country. With its dryness, the United States continues to be a global outlier. Last month was the third wettest November on record for the planet, which was associated with flooding in Greece, Malaysia and Thailand, and Cuba. Because the dryness was most pronounced during the crop harvest rather than the growing period, the impact on crop conditions wasn’t as bad as it could have been. In the case of corn and soybeans, yield reached near-record levels. STATES STILL DEALING WITH EXTREME DROUGHT Parts of 23 states, from California to New Hampshire, are experiencing extreme (level 3 out of 4) or exceptional (level 4 out of 5) drought. Precipitation deficits are stark. Climate data from September through November confirmed that over 30 states had well below normal rainfall. However, drought severity is not just about intensity – it’s about duration, too. Over the past six months, deficits of six inches or more were observed in more than two dozen states. That could equate to two to three months’ worth of rain, depending on the location. Parts of Ontario, New Brunswick and Nova Scotia have also experienced similarly stark deficits. IS THERE ANY RELIEF IN SIGHT? The Northwest, Deep South and East Coast will probably experience soaking precipitation over the next 10 days. The exceptions will be the East Coast, Deep South and Pacific Northwest. Much-needed rainfall is forecast in Mississippi, Alabama, Tennessee, Maryland, Delaware, Pennsylvania, Massachusetts and New Hampshire – states that still have areas of extreme or exceptional drought. The map below shows the chance of daily precipitation exceeding an inch over the next 10 days. In the green area extending from Louisiana to Maine, two surges of soaking precipitation are likely from Monday through Wednesday. For many areas, this will fall as rain, but for interior New England, snow is possible. This should result in a broad improvement in the drought status in these areas. DROUGHT’S TYPE, IMPACTS Meteorological drought, a prolonged period of below normal precipitation, typically takes at least a month or two to develop. But new research is investigating the emergence of flash droughts, which come about in just weeks, typically because of high temperatures, high evaporation rates and low rainfall. Agricultural drought develops when low precipitation translates to low soil moisture and water stress for plants. The third category is hydrological drought, which occurs when the above deficits translate to very low river flows and reservoir levels and reduced wetlands – culminating in the potential for environmental, social and economic impacts. The 2024 U.S. drought, which developed during late summer and intensified throughout fall, had cascading effects across all three drought types. Persistently below normal rainfall contributed to a significant reduction in soil moisture levels and stream flows. Reservoir levels in New York City recently slipped below 60 percent, compared with a normal of 82 percent. But because these effects were most pronounced during the crop harvest rather than the growing period, barley, corn, oats and soybeans reported the highest proportion of good or excellent conditions in several years, with record or near-record yield for corn and soybeans in particular. While that’s the good news, droughts take a long time to build and a long time to ease, meaning the impact of this year’s drought won’t be erased overnight. And it could easily linger into 2025. If that happens, farmers could be in for challenging times ahead – and that could have consequences for grocery prices. We invite you to add your comments. The S&P 500 slipped 0.5% for its fourth loss in the last six days. It’s a pause for the index, which has been rallying toward one of its best years of the millennium . The Dow Jones Industrial Average lost 234 points, or 0.5%, and the Nasdaq composite sank 0.7% from its record set the day before. A report early in the morning said more U.S. workers applied for unemployment benefits last week than expected. A separate update, meanwhile, showed that inflation at the wholesale level, before it reaches U.S. consumers, was hotter last month than economists expected. Neither report points to imminent disaster, but they dilute one of the hopes that’s driven the S&P 500 to 57 all-time highs so far this year : Inflation is slowing enough to convince the Federal Reserve to keep cutting interest rates, while the economy is remaining solid enough to stay out of a recession. Of the two reports, the weaker update on the job market may be the bigger deal for the market, according to Chris Larkin, managing director, trading and investing, at E-Trade from Morgan Stanley. A surge in egg prices may have been behind the worse-than-expected inflation numbers. “One week doesn’t negate what has been a relatively steady stream of solid labor market data, but the Fed is primed to be sensitive to any signs of a softening jobs picture,” he said. Traders are widely expecting the Fed will ease its main interest rate at its meeting next week. If they’re correct, it would be a third straight cut by the Fed after it began lowering rates in September from a two-decade high. It’s hoping to support a slowing job market after getting inflation nearly all the way down to its 2% target. Lower rates would give a boost to the economy and to prices for investments, but they could also provide more fuel for inflation. A cut next week would have the Fed following other central banks, which lowered rates on Thursday. The European Central Bank cut rates by a quarter of a percentage point, as many investors expected, and the Swiss National Bank cut its policy rate by a steeper half of a percentage point. Following its decision, Switzerland’s central bank pointed to uncertainty about how U.S. President-elect Donald Trump’s victory will affect economic policies, as well as about where politics in Europe is heading. Trump has talked up tariffs and other policies that could upend global trade. He rang the bell marking the start of trading at the New York Stock Exchange on Thursday to chants of “USA.” On Wall Street, Adobe fell 13.7% and was one of the heaviest weights on the market despite reporting stronger profit for the latest quarter than analysts expected. The company gave forecasts for profit and revenue in its upcoming fiscal year that fell a bit shy of analysts’. Warner Bros. Discovery soared 15.4% after unveiling a new corporate structure that separates its streaming business and film studios from its traditional television business. CEO David Zaslav said the move “enhances our flexibility with potential future strategic opportunities,” raising speculation about a spinoff or sale. Kroger rose 3.2% after saying it would get back to buying back its own stock now that its attempt to merge with Albertsons is off . Kroger’s board approved a program to repurchase up to $7.5 billion of its stock, replacing an existing $1 billion authorization. All told, the S&P 500 fell 32.94 points to 6,051.25. The Dow Jones Industrial Average dropped 234.55 to 43,914.12, and the Nasdaq composite sank 132.05 to 19,902.84. In stock markets abroad, European indexes held relatively steady following the European Central Bank’s cut to rates. Asian markets were stronger. Indexes rose 1.2% in Hong Kong and 0.8% in Shanghai as leaders met in Beijing to set economic plans and targets for the coming year. Pete Hegseth, President-elect Donald Trump's nominee for Secretary of Defense, is continuing to meet with Senators who will decide whether to approve his elevation to the post. There are still questions about reported sexual misconduct allegations, allegations of mismanagement of funds while leading a veterans' charitable organization, and questions about alcohol and drinking issues that he reportedly had while working at Fox News. Those questions have reportedly come up with Hegseth's meetings with senators. Hegseth met Monday with Sen. Joni Ernst, a Republican from Iowa, who is herself a military veteran and a sexual assault survivor. Sen. John Cornyn on Tuesday told reporters he has learned more about Hegseth's reported history with alcohol. "[Hegseth] admitted that coming back from deployment he and a lot of his young single service members did enjoy drinking and partying. I don't find that unusual or abnormal," Cornyn said. "He doesn't currently believe that he has a problem. He has in the past consumed alcohol, but I don't think he would be unique here on Capitol Hill or in the Pentagon for having done that." WILMINGTON, Del. (AP) — Attorneys for Meta shareholders asked a Delaware judge Monday to sanction the company’s former Chief Operating Officer Sheryl Sandberg and fellow Facebook board member and current White House chief of staff Jeff Zients for deleting emails related to the Cambridge Analytica privacy scandal , despite being told to preserve such records. The plaintiff attorneys contend that Sandberg and Zients used personal email accounts to communicate about key issues relating to their 2018 shareholder lawsuit that alleged Facebook officers and directors violated both the law and their fiduciary duties in failing for years to protect the privacy of user data. “Although Sandberg and Zients received a litigation hold requiring them to preserve documents from these accounts, they both knowingly and permanently destroyed electronically stored information from such sources,” attorneys said in a court filing. The plaintiffs say the former board members were either “reckless or intentional” in destroying documents, noting that Sandberg deleted communications to and from her Gmail account after only 30 days, even after being notified of the “litigation hold” to preserve documents. Zients never disabled an auto-delete function on his email account, even though he, too, received a litigation hold and consulted with lawyers, they said. They also say the burden of proof for any affirmative defense they present should be raised to a standard of “clear and convincing evidence,” instead of the lower standard of a “preponderance” of the evidence. Sandberg was deposed last week. Plaintiff attorney Max Huffman said Zients is “busy” and will be deposed in February “after there’s an effective transition in Washington.” Defense attorney Berton Ashman described the email deletions as “unfortunate” but argued that the plaintiffs have not shown that they were prejudiced in any way. “There’s no intent here to destroy relevant or responsive information,” Ashman told Vice Chancellor J. Travis Laster, adding that there no “trove of missing emails.” “There’s no grand scheme or suggestion of bad behavior,” he added. Ashman said the vast majority of emails that Sandberg and Zients sent or received using their personal accounts were also received by other individuals at Facebook. He suggested that any emails that may have been deleted have been made available to the plaintiffs from other sources at Facebook. Huffman, the plaintiffs’ lawyer, said Sandberg does not deserve the benefit of the doubt. “She unilaterally controlled what was kept and what was destroyed,” he told the judge. Laster, who is scheduled to preside over a non-jury trial in April, said he wanted to see a transcript of Sandberg’s deposition before ruling on the motion for sanctions. Last year, the judge rejected a defense motion arguing that the lawsuit should be dismissed because the plaintiffs did not first demand that Facebook’s board take legal action before filing litigation themselves. He agreed with the plaintiffs that such a demand would have been futile because of doubts that a majority of the relevant Facebook board members, many with close personal and business ties to Mark Zuckerberg, would be willing to confront the CEO and founder of the company over its privacy failures. Laster noted that, in deciding on a motion to dismiss, he was required to accept the allegations in the complaint as true. The complaint alleges that Facebook officials repeatedly and continually violated a 2012 consent order with the Federal Trade Commission under which Facebook agreed to stop collecting and sharing personal data on platform users and friends without their consent. Facebook later sold user data to commercial partners in direct violation of the consent order and removed disclosures from privacy settings that were required under consent order, the lawsuit alleges. The company’s conduct resulted in significant fines from regulators in Europe and culminated in the Cambridge Analytica scandal in 2018. That case involved a British political consulting firm hired by Donald Trump’s 2016 presidential campaign that paid a Facebook app developer for the personal information of tens of millions Facebook users. It takes some adjusting to get used to the lack of red dot on this scope, but it’s worth the change. Meanwhile, the Quickdraw Grip will improve aim down sight and sprint-to-fire speeds, and the Balanced Stock addresses every important mobility area. Scavenger is great because all of your weapons start with max ammo, and enemies drop ammo, one of each of your Tactical and Lethal equipment items, one plate, and extra cash. Meanwhile, Tracker will save you on more than one occasion. It’s easy to lose track of an enemy in the heat of a gunfight, but this ability reveals their footprints and even shows different colors for how recent they are. Perk 3 has several different compelling options, but ultimately Alertness boasts the most benefits. If you are within 30 meters of any enemy that doesn’t have Cold Blooded equipped, you will see a message on your screen saying “Enemy Nearby.” On top of that, you will get an on-screen indicator when an enemy is looking at you from any direction under 200 meters away, making this the best Perk 3 option. Lastly, you can never go wrong with the Frag and Smoke grenade option, as Frag grenades can flush an enemy out from behind cover or finish them while they are on low health. As for Smoke grenades they are perfect for providing cover while you rotate or flee a gunfight. Goblin Mk2 pros and cons Where is the Goblin Mk2 in Warzone’s meta? According to WZ Ranked , the Goblin Mk2 is only the 35th most popular weapon, putting it well below other options. You would think the weapon would be higher since its 585 millisecond TTK speed leads all ARs in Warzone. However, that number only refers to theoretical TTK. Semi-automatic weapons like the Goblin Mk2 take down enemies as fast as you can press. So, even though 585 ms is the best time, that speed will be much different for other players with slower trigger fingers. In reality, the TTK will be more in line with other ARs for most players, and in that case, fully automatic guns are easier to use and have more benefits. How to unlock Goblin Mk2 in Warzone The Goblin MK2 is unlocked by reaching level 46 , meaning you will have to put in some work before getting the weapon if you are a Warzone-only player. The United States has said it is the country's long-standing policy to deny support to Pakistan's long-range ballistic missile programme, calling Pakistan an "important partner" that shares the US commitment to maintaining the global nonproliferation regime. The US statement came hours after Pakistan's forceful response in reaction to the State Department's December 18 announcement of additional sanctions on entities contributing to Pakistan's ballistic missile programme. Earlier today, Deputy national security adviser Jon Finer said Islamabad's conduct raised "real questions" about its intentions, saying nuclear-armed Pakistan is developing long-range ballistic missile capabilities that eventually could allow it to strike targets outside of South Asia, including the United States. "Candidly, it's hard for us to see Pakistan's actions as anything other than an emerging threat to the United States," Finer said in a speech to the Carnegie Endowment for International Peace. Earlier today, the US reiterated that it would continue to use sanctions and other tools to protect its national security. "The US is committed to maintaining the global non-proliferation regime and Pakistan is an important partner in that. However, we have been clear and consistent about our concerns about Pakistan's long-range, ballistic missile programme," Vedant Patel, the Principal Deputy Spokesperson of the US State Department said, addressing a weekly press briefing on Thursday. "It is long-standing US policy to deny support to Pakistan's long-range ballistic missile programme. The Department of State will continue to use sanctions and other tools to protect our national security and ensure that US exporters and US financial systems cannot be abused by proliferators." The spokesperson said that the US hoped to continue to engage constructively with the Pakistani government on these issues. Replying to a question, Patel said that the US had concerns regarding Pakistan's long-range ballistic missile programme, but they don't affect great deal of other bilateral areas of cooperation. The US State Department said on December 18 that it was imposing additional sanctions related to Pakistan's ballistic missile programme, targeting four entities that it said were contributing to the proliferation or delivery of such weapons. The statement, issued on the State Department's website, said that the decision was taken “in light of the continuing proliferation threat of Pakistan’s long-range missile development”. It added that the four entities were being designated for sanctions pursuant to Executive Order (EO) 13382, which targeted proliferators of weapons of mass destruction and their means of delivery. "Pakistan’s National Development Complex – which is responsible for Pakistan’s ballistic missile program and has worked to acquire items to advance Pakistan’s long range ballistic missile program – and Affiliates International, Akhtar and Sons Private Limited, and Rockside Enterprise – which have worked to supply equipment and missile‐applicable items to Pakistan’s ballistic missile program, including its long range missile program – are being designated pursuant to E.O. 13382 Section 1(a)(ii) for having engaged, or attempted to engage, in activities or transactions that have materially contributed to, or pose a risk of materially contributing to, the proliferation of weapons of mass destruction or their means of delivery (including missiles capable of delivering such weapons), including any efforts to manufacture, acquire, possess, develop, transport, transfer, or use such items, by Pakistan," read the statement. However, Islamabad reacted strongly to the development, terming the the decision as "biased" and stressing that the step from the US has "dangerous implications for strategic stability of our region and beyond". "Pakistan’s strategic capabilities are meant to defend its sovereignty and preserve peace and stability in South Asia. The latest installment of sanctions defies the objective of peace and security by aiming to accentuate military asymmetries. Such policies have dangerous implications for strategic stability of our region and beyond," Foreign Office spokesperson Mumtaz Zahra Baloch said in a statement. The Foreign Office stressed that the county's strategic programme is a sacred trust bestowed by 240 million people upon its leadership, adding that the sanctity of this trust, held in the highest esteem across the entire political spectrum, cannot be compromised. In September this year, Washington targeted five entities and one individual with sanctions, which were involved in the expansion of ballistic missiles and controlling missile equipment and technology to Pakistan. Similarly, the US — in October 2023 — imposed sanctions on three Chinese companies for supplying missile-applicable items to Pakistan. The sanctions also affected China-based firms Hubei Huachangda Intelligent Equipment Co, Universal Enterprise, and Xi’an Longde Technology Development Co.
