The arrest of a Ugandan opposition figure in Kenya was carried out with Nairobi’s knowledge, a Ugandan government spokesperson told AFP Friday. His comments came two days after a senior Kenyan official said Nairobi had launched an investigation into the affair. Uganda has faced international condemnation following the abduction from Nairobi of veteran opposition figure Kizza Besigye, who appeared in a Kampala court on Wednesday. Kenya had insisted that it had nothing to do with the arrest of Besigye, 68, a medical doctor and longtime critic of Ugandan President Yoweri Museveni. “Uganda and Kenya authorities were in the know on the arrest and transfer of Dr Besigye to Uganda,” government spokesperson Chris Baryomunsi told AFP. “Kenya is a sovereign country and with a full functioning governance system and it is not possible for an arrest to happen in the country, especially Nairobi, and the suspect is transferred across borders without the knowledge of institutions of Kenya,” he said. He said “without [the] involvement of Kenya, it would not have been possible to have Besigye cross into Uganda”. Chicago Mayor Brandon Johnson’s chief of staff denies that she recommended using a “peace circle” to address allegations of sexual harassment or misogyny against former communications director Ronnie Reese, saying that recommendation was made to address other issues Reese was facing in the office. In an interview with WBEZ, Cristina Pacione-Zayas defended the actions she took in response to three complaints made against Reese but said the “peace circle” idea was meant to address other broader communication and management issues that Reese faced. She said those broader issues put Reese on a performance improvement plan, and Pacione-Zayas indicated those issues predated the allegations of misogyny or sexual harassment. “I did not and would not have ever offered [a peace circle] for a serious allegation like sexual harassment,” Pacione-Zayas said. Pacione-Zayas was made aware July 30 of three complaints, including one from a press office staff member that included allegations of misogyny and an alleged inappropriate incident where Reese told a staffer “Love you” after an unwanted hug, according to documents WBEZ obtained. Pacione-Zayas received an email from the city’s human resources department, in which an HR staffer described the allegations generally but did not attach the 29-page complaint. The next day, according to Pacione-Zayas’ email response to the HR department, Pacione-Zayas held a previously scheduled meeting with members of the mayor’s press office. It was there she said she referenced a “restorative justice” model for Reese. A restorative justice “peace circle” is a process where a group can attempt “to restore ‘the peace’ or repair relationships. There’s usually an acknowledgment of harm, and then from there, there is a shared responsibility for repairing the harm,” Pacione-Zayas said. But the suggestion was opposed by staffers who were “unanimously against [Reese’s] inclusion due to the shared fear of retaliation,” the 29-page complaint detailing allegations of misogyny and sexual harassment notes. The suggestion of “peace circles” became a flash point in a budget hearing last week, in which some alderpersons pressed the human resources department commissioner on whether it’s a recommended tool to address sexual harassment complaints. Despite being aware of the general complaints of misogyny at the time she suggested the peace circle, Pacione-Zayas insisted to WBEZ that the suggestion was “separate and apart” from those allegations and meant to address broader management issues he faced. Pacione-Zayas did not provide details on the broader performance issues. She also stressed a need for “due process” around allegations of sexual harassment. “Any type of sexual harassment is not at all tolerated. But again, these were allegations. There did need to be due process,” Pacione-Zayas said. “There is another opportunity for somebody to give ‘Hey, this is my side of the story,’ and you then monitor and check for any changes or any other complaints. So that was one track, and then I was dealing with the writ large general concerns.” In response to the formal complaints of misogyny and more, the city’s human resources department recommended Pacione-Zayas provide coaching to Reese, in addition to him enrolling in two training courses, according to emails obtained by WBEZ via an open records request. The HR department stressed that “Reese should also be informed that as a higher-level supervisor with public-facing duties, he is also held to higher standards and may be subjected to a higher level of discipline, including discharge.” When asked whether she felt training and coaching was sufficient in the face of allegations of misogyny and homophobia, Pacione-Zayas said she followed the recommendations of the city’s Equal Employment Opportunity policy, including meeting with Reese on Aug. 5, less than a week after being notified of the complaints. “I followed the EEO policy. They were allegations, and, you know, they did provide me with alternative action to address [them], which I followed all those things,” Pacione-Zayas said. On Aug. 5, Pacione-Zayas also began a performance improvement plan, she said to address the broader management and communication issues. A spokesperson for the mayor’s office said that plan had a Sept. 27 deadline, which Reese failed to meet. Reese asked for an extension and still did not complete the goals of the plan, a spokesperson said. At that point, the process of termination began. The mayor’s office declined to provide copies of the plan, stating it was protected for privacy. Reese did not respond to a request for comment. The University of Washington announced Friday that the women's basketball program will retire Kelsey Plum's No. 10 in January -- making her the first player in program history to have her number retired. Plum, who currently plays for the Las Vegas Aces in the WNBA, will see her number hung from the rafters inside Alaska Airlines Arena at Hec Edmundson Pavilion on Jan. 18, during a game against Purdue. "I'm forever proud to be a Husky and UW is a special place that fundamentally shaped me both as a basketball player and as a person," Plum said in a statement. "It means the world to me to receive this honor and to celebrate it with my family, friends and alumni." Plum played for the Huskies from 2013-17 and finished her career as the all-time leading scorer in women's basketball history (Caitlin Clark of Iowa broke the record earlier this year). She also set the women's single-season scoring record (also broke by Clark in 2024). Her 912 career free throws still stand as the women's record. Plum was selected first overall by the San Antonio Stars in the 2017 WNBA Draft. The club moved to Las Vegas the following season and she has remained with the team since. In seven seasons (she missed the 2020 campaign due to an Achilles injury), the 30-year-old Plum has averaged 14.3 points and 4.0 assists over 235 career games (193 starts). She was named the league's Sixth Woman in 2021, made the All-WNBA first team the following season and has been an All-Star in each of the past three seasons. ISLAMABAD: Advisor to Prime Minister on Political and Public Affairs Rana Sanaullah on Saturday suggested that if heads of the three major political parties — the PTI, PML-N and PPP — sit around the table for negotiations, 70-year-long crises being faced by the country would be resolved in a span of mere 70 days. “The multifarious crises that have surrounded the country for 70 years would stand resolved if negotiation committee comprising former premiers – Nawaz Sharif, Imran Khan and President Asif Ali Zardari sit together,” Rana Sanaullah emphasized while addressing a ceremony in Lahore on Saturday. “Nawaz Sharif’s name should be there [...] Imran Khan’s name should be there and Asif Ali Zardari’s name should be there,” he said. “We, the politicians, should sit together. The problem is that before we sit down, it is very important that the mistakes that were made by the people who are sitting down are accepted.” He said that two documents — the 1973 Constitution and the charter of democracy — were important political documents. In the charter of democracy, both leaders — PPP’s Benazir Bhutto and PML-N’s Nawaz Sharif — accepted their mistakes and then the conversation moved forward, PM’s aide Sanaullah said. He said that the PTI claims that its mandate was stolen and it should be returned. “Only yesterday, you (PTI) had [the mandate]. Why did you not speak then?” the PML-N leader said. “We do want to make them [negotiations] successful with complete sincerity,” Sanaullah said, adding that if “today’s grievances are to be accepted then yesterday’s should also be accepted”. Sanaullah said that his party had always called for negotiations to solve the political problems, citing former premier Nawaz Sharif’s October 21 speech last year. He said that negotiations were the only way to move forward and solve the issues. Defence minister questions PTI’s ‘change in tone’ Separately, at the same event, Defence Minister Khawaja Asif questioned PTI’s reasoning for wanting negotiations after refusing to have talks with the PML-N for around two years. “They used to say that they (PML-N) have no authority, and we will talk to those who have the authority,” he said. “Why now? What has happened in the past 15, 20 days that you have agreed for negotiations,” the PML-N leader said. “Someone tell me what the secret behind this is? [...] With all seriousness, tell me what the secret is,” he said. “I am in favour of the negotiations,” he said, however, he said the government should be cautious with Imran. “Tell me who has he been faithful to?” Asif said. “He [Imran] uses people. Don’t get used. I am warning you,” he advised the government he is a part of, adding that he wanted the negotiations to be successful. “I have been saying this on the assembly’s floor that there should be a social contract.” “I have a suggestion [...] I think all the power centres should be part of the negotiations. This is not just the politicians’ problem,” he said. “There are power centres in this country. There’s the army, the bureaucracy, the politicians, the judiciary, media and big business, they’re the power centres,” he said. “They should sit down and find a solution to the country’s problems,” he added. ‘Imran does not want political space’: PTI’s Shibli At a press conference in Islamabad on Saturday, PTI Senator Shibli Faraz maintained that Imran was not negotiating for any personal gain or space to operate politically. “Imran Khan is not negotiating to find political space. He has said that he will not be part of any arrangement where he is doing this for himself,” the senator said. “He is in jail for the Pakistani people and is standing by the stance he has adopted.” Shibli added that the PTI, at all levels of membership, are “being tested”. He stated that Imran’s conditions for the talks are the release of jailed PTI workers. “He has demanded their release, but he is fighting his own battle himself,” the senator clarified. “Those responsible for whether or not the negotiations will work are the government,” Shibli added.
