International rights organizations and Western governments are calling on the Azerbaijani government to release prominent human rights defender Rufat Safarov. "The arrest of Rufat Safarov on trumped-up fraud and hooliganism charges is another glaring example of the Azerbaijani authorities' relentless efforts to silence dissenting voices in the country," Amnesty International said in a Wednesday statement. Safarov, a former prosecutor who heads the Defense Line human rights organization, was detained Tuesday and charged with fraud and hooliganism. He has been put on four months of pretrial detention. Azerbaijan's Ministry of Internal Affairs told VOA that Safarov's detention was related to a conflict between him and an individual over a land purchase. However, in a statement on social media written at his request, Safarov attributed his detention to being nominated for a human rights award in the United States. "I was supposed to travel to the United States in two days because I had been recognized as the 'Human Rights Defender of the Year,' " the statement reads. "From the outset, I express my deep gratitude to U.S. Ambassador Mr. [Mark] Libby, for nominating me, and to U.S. Secretary of State Mr. [Antony] Blinken for supporting my candidacy." U.S. Senator Ben Cardin, chair of the Senate Foreign Relations Committee, has confirmed that Safarov was due to meet with several senators next week to receive the State Department's Human Rights Defender Award. "But the Azeri regime jailed him on bogus charges," Cardin wrote on X. "His fight for justice transcends prison walls. He must be released immediately." Libby called on the Azerbaijani government to release all those unjustly imprisoned and to abide by its international human rights obligations. The ambassador spoke Thursday at an event organized in the capital, Baku, which was also attended by the ambassadors of Britain, the European Union and Switzerland, as well as Azerbaijani human rights defenders, members of the civil society and public activists. The Azerbaijani Foreign Ministry on Wednesday denounced criticism by the ambassadors, calling their comments an interference with the country's judicial system. "We strongly reject the claims of the ambassadors of the U.S., U.K., Switzerland and the European Union regarding the detention of 'journalists' and 'political activists' in Azerbaijan. These statements are a clear attempt to undermine the independence of the Azerbaijani judicial system," the ministry said in a statement. Rapporteurs at the Parliamentary Assembly of the Council of Europe have called Safarov's arrest another example of a growing crackdown on human rights defenders and activists in Azerbaijan. "This alarming development is part of an ongoing pattern of repressing critical voices and targeting those speaking up to defend fundamental freedoms and democratic values," Thorhildur Sunna Aevarsdottir and Emanuelis Zingeris said in a statement. The head of the opposition Musavat Party, Isa Gambar, condemned Safarov's arrest and called the charges against him politically motivated. "It aims to both hamper and halt his activities, and to once again threaten the society by using him. This is unacceptable," he told VOA, calling on authorities to release Safarov and all other political prisoners. Azer Gasimli, head of Azerbaijan’s Institute of Political Management, believes there are only a handful of human rights defenders left in Azerbaijan who are not behind bars. "The government has declared a war on the nation, on its active and enlightened part. On the one hand, it drowns people with social problems, tramples on their rights. And on the other hand, it tries to destroy dignified members of the society. I know, without doubt, that sooner or later, the people will win in this fight," he told VOA. Bahruz Maharramov, a member of the Azerbaijani Parliament, told VOA that Safarov's detention and criminal prosecution are being carried out in compliance with all the procedural requirements and in accordance with the law. "A person's position, beliefs, affiliation with political or other public associations, or being a social media phenomenon cannot exempt them from legal responsibility," Maharramov said. Safarov resigned from the Zardab District Prosecutor's Office in 2015 after accusing the Azerbaijani authorities of human rights violations and lawlessness. He was subsequently arrested on charges of accepting bribes, which he denied, and was sentenced to nine years in prison in 2016. Symal, the civil construction company he founded more than two decades ago, has worked on Snowy Hydro, helped remove level crossings in Melbourne and built flood relief centres after the 2022 disasters. But even Bartolo thinks that diverting tradies from building much-needed homes to help governments (in all tiers) deliver on infrastructure agendas has caused problems. Credit: Dion Georgopoulos “I feel there was a bit too much everyone was trying to deliver at once, and if it is spread out a little bit more, it would have been much easier to deliver with the skilled people,” Bartolo says. “There’s definitely been a correction to the industry, and in a way, almost a welcome correction to some extent.” Australia is in the middle of a housing crisis, and the federal government is already struggling to deliver on its promise of building 1.2 million new homes by 2029 to keep pace with population growth. Many factors are slowing the process – including planning restrictions and the cost of building – but in September, the NSW Productivity Commission called on governments to stop spending money on infrastructure to enable the building of more homes. “A major reason the construction sector is struggling to deliver homes across Australia is because governments are diverting resources from home building to public infrastructure projects,” its report said. Bartolo says about three-quarters of Symal’s revenue comes from the private sector, so he doesn’t believe it will be affected by any significant changes to governments’ infrastructure agendas. Bartolo cites the performance of Guzman y Gomez, which listed in June, as evidence that this was the right time for his business to float on the ASX. “There was also a lack of construction or material supply businesses in the IPO market as well, so we felt that we could really fill that void that was there, but in addition, we still own 70 per cent of the business, so for us it didn’t really matter what the outcome was in terms of valuation because we didn’t get the benefit upside anyway,” he says. “The timing was perfect in terms of work flow as well ... somebody needs to do something to open the market back. If you continue to wait, there was always that question, ‘could we be the first ones that spark it, and we get the benefit of that as well?’” It has been a challenging time for Australia’s IPOs, which is at the weakest pace in 15 years, amid elevated global inflation (which has just started easing) and high-interest rates dampening economic sentiment, as well as companies finding it easier than ever to gain private credit. Up to a dozen companies are expected to float on the ASX over the next six weeks. “We do expect to see investor sentiment improve, subject to the geopolitical situation and better macroeconomic conditions, with lower inflation and potentially the beginning of easing of monetary policy, which should create the right conditions for business growth, consumer demand and stable cost inflation,” Murphy said. Criticizing PTI, he said the party was promoting an incomprehensible false narrative about military court convictions, often changing its stance with remarks like “Are we slaves?” He stressed the importance of adhering to the correct narrative and avoiding politicization of state affairs, particularly in matters of international relations. PTI often makes statements and then reverses its position. Tarar stated that 85 PTI activities responsible for the violence on May 9 were convicted by military courts following a thorough legal process. The evidence proving their involvement in the attacks on army installations was considered irrefutable. While the cases of the remaining individuals involved in sabotage activities were being processed in various Anti-Terrorism Courts. Negotiations among political parties were crucial for addressing the country’s pressing issues. Referring to the ISPR DG’s recent press conference as comprehensive, Tarar stated that the DG addressed topics including the May 9 violence, the war on terrorism, and the military trials of miscreants. He noted that trying individuals who attack military installations in military courts is a common global practice. He stated that those convicted for the May 9 violence were given a fair trial, the right to appeal within military and high courts, access to case records, contact with their families, and were not tried in absentia. The Federal Information Minister explained that, just as drug cases are handled by Anti-Narcotics Force (ANF) courts, terrorism cases by Anti-Terrorism Courts (ATCs), mega corruption cases by NAB and attacks on railway facilities by the Railway Police, attacks on military installations are prosecuted in military courts. He said the convictions were not rushed, taking two years to reach verdicts against the culprits. All were prosecuted in accordance with relevant laws, and stressed the need to prosecute the planners and masterminds behind the May 9 violence. He said that even the harshest opponents of government were acknowledging the economy was on the right track, exports were rising, foreign currency reserves were increasing, and the rupee was stable against the dollar. He acknowledged PTI’s role in the passage of the 26th Amendment, working together with JUI-F chief Maulana Fazlur Rehman to have various clauses removed from the draft amendment package.
