The Recipe for a Hollywood Hit and Its Parallels in GamingWASHINGTON — American Airlines briefly grounded flights nationwide Tuesday because of a technical problem just as the Christmas travel season kicked into overdrive and winter weather threatened more potential problems for those planning to fly or drive. Government regulators cleared American flights to get airborne about an hour after the Federal Aviation Administration ordered a national ground stop for the airline. The order, which prevented planes from taking off, was issued at the airline's request. The airline said in an email that the problem was caused by trouble with vendor technology that maintains its flight operating system. Dennis Tajer, a spokesperson for the Allied Pilots Association, a union representing American Airlines pilots, said the airline told pilots at 7 a.m. Eastern that there was an outage affecting the system known as FOS. It handles different types of airline operations, including dispatch, flight planning, passenger boarding, as well as an airplane's weight and balance data, he said. Some components of FOS have gone down in the past, but a systemwide outage is rare, Tajer said. Flights were delayed across American's major hubs, with only 37% leaving on time, according to Cirium, an aviation analytics company. Out of the 3,901 domestic and international American Airlines flights scheduled for Tuesday, 19 were canceled. Any hiccups — a winter storm or a computer outage — can snowball into massive disruptions. That is how Southwest Airlines stranded 2 million travelers in December 2022, and Delta Air Lines suffered a smaller but significant meltdown after a worldwide technology outage in July caused by a faulty software update from cybersecurity company CrowdStrike. Many flights during the holidays are sold out, which makes cancellations even more disruptive than during slower periods. That is especially true for smaller budget airlines that have fewer flights and fewer options for rebooking passengers. Only the largest airlines, including American, Delta and United, have "interline agreements" that let them put stranded customers on another carrier's flights. This will be the first holiday season since a Transportation Department rule took effect that requires airlines to give customers an automatic cash refund for a canceled or significantly delayed flight. Most air travelers were already eligible for refunds, but they often had to request them. Passengers still can ask to get rebooked, which is often a better option than a refund during peak travel periods. Finding a last-minute flight on another airline tends to be expensive. An American spokesperson said Tuesday was not a peak travel day for the airline — with about 2,000 fewer flights than the busiest days — so the airline had somewhat of a buffer to manage the delays. The groundings happened as millions of travelers were expected to fly over the next 10 days. The Transportation Security Administration expects to screen 40 million passengers through Jan. 2. About 90% of Americans traveling far from home over the holidays will be in cars, according to AAA. "Airline travel is just really high right now, but most people do drive to their destinations, and that is true for every holiday," AAA spokesperson Aixa Diaz said. Gasoline prices are similar to last year. The nationwide average Thursday was $3.04 a gallon, down from $3.13 a year ago, according to AAA. Ralph clearly was not among the travellers on one of more than 350 cancelled or 1,400 delayed flights after a worldwide tech outage caused by an update to Crowdstrike's "Falcon Sensor" software in July of 2023. U.S. airlines carried nearly 863 million travellers in 2023, with Canadian carriers accounting for another 150 million, many of whom experienced lost luggage, flight delays, cancellations, or were bumped off their flights. It's unclear how many of them were compensated for these inconveniences. Suffice it to say, posting a crabby rant on social media might temporarily soothe anger, but it won't put wasted money back in pockets. Check off the following: If you expect a large payout, think again. Tariffs (air carrier contracts) limit the compensation amounts for "loss of, damage to, or the delay in delivery of baggage or other personal property." In the case of Air Canada, the maximum payout is $1,500 per passenger in the currency of the country where the baggage was processed. To raise that limit, purchase a Declaration of Higher Value for each leg of the trip. The charge is $0.50 for each $100, in which case the payout limit is $2,500. For Delta Air Lines, passengers are entitled to up to $3,800 in baggage compensation, though how much you'll receive depends on your flight. Delta will pay up to $2,080 for delayed, lost, and damaged baggage for international travellers, almost half of what U.S. domestic passengers can claim. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Different air carriers and jurisdictions have their own compensation policies when flights are delayed or cancelled. For example, under European Union rules, passengers may receive up to 600 Euros, even when travelling on a non-EU carrier. Similarly, the DOT states that travellers are entitled to a refund "if the airline cancelled a flight, regardless of the reason, and the consumer chooses not to travel." However, US rules regarding delays are complicated. Some air carriers, such as Air Canada, do not guarantee their flight schedules. They're also not liable for cancellations or changes due to "force majeure" such as weather conditions or labour disruptions. If the delay is overnight, only out-of-town passengers will be offered hotel accommodation. Nevertheless, many airlines do offer some compensation for the inconvenience. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. In terms of cash compensation, what you'll get can differ significantly based on things like departure location, time, carrier, and ticket class. The DOT offers a helpful delay and cancellations dashboard designed to keep travellers informed about their compensation rights. The dashboard is particularly helpful because, as the DOT states on its website, "whether you are entitled to a refund depends on a lot of factors—such as the length of the delay, the length of the flight, and your particular circumstances." The Canadian Transportation Agency is proposing air passenger protection regulations that guarantee financial compensation to travellers experiencing flight delays and cancellations, with the level of compensation varying depending on the situation and how much control the air carrier had. The proposed regulations include the following: The airline is obligated to complete the passenger's itinerary. If the new ticket is for a lower class of service, the air carrier would have to refund the cost difference; if the booking is in a higher class of service, passengers cannot be charged extra. If the passenger declines the ticket, the airline must give a full refund, in addition to the prescribed compensation. For overnight delays, the air carrier needs to provide hotel accommodation and transportation free-of-charge. Again, if you are unsatisfied, the Canadian Transportation Agency or Department of Transportation may advocate on your behalf. Passengers get bumped because airlines overbook. When this happens, the air carrier must compensate you. For international flights in the US, the rate is 200% of your one-way fare to your final destination, with a $675 maximum. If the airline does not make travel arrangements for you, the payout is 400% of your one-way fare to a maximum of $1,350. To qualify, you must check-in by the stated deadline, which on international flights can be up to 3 hours ahead. Keep in mind that if you accept the cash, you are no longer entitled to any further compensation, nor are you guaranteed to be rebooked on a direct flight or similar type of seat. Don't be too quick to give up your boarding pass. Negotiate for the best compensation deal that would include cash, food and hotel vouchers, flight upgrade, lounge passes, as well as mileage points. But avoid being too greedy—if the gate attendant is requesting volunteers and you wait too long, you'll miss the offer. According to Air Canada's tariff, if a passenger is involuntarily bumped, they'll receive $200, in cash or bank draft, for up to a two-hour delay; $400 for a 2-6 hours delay; and $800 if the delay is over six hours. (Air Canada was forced to raise its payouts in 2013 due to passenger complaints.) The new rules would raise the payout significantly: $900 for up to six hours; $1,800 for 6-9; and $2,400 for more than nine hours, all to be paid within 48 hours. MINOT — Measure 4, a constitutional amendment to abolish taxes on property values, went down in flames last month, with more than 63% of North Dakotans saying "no." The measure campaign, called End Unfair Property Tax, was organized by former state lawmaker Rick Becker. It failed to win even a single county. The closest the measure got to a majority anywhere in the state was just over 47% of the vote in Ward County. ADVERTISEMENT It lost, I think, not because North Dakotans, who are perpetually aggrieved with their property taxes, are necessarily against change, but because of two factors. The first, and somewhat less important reason, is that the spokesman for the campaign was Becker, a deeply polarizing and unpopular political figure. The second and far more critical issue is that the proposal gave voters no inkling as to what might replace the current property tax regime. Would it be another form of property tax? Would other taxes or fees go up? Could we be assured of efficiently funding local projects and keeping some semblance of local control? In essence, voters needed to know they wouldn't be jumping out of the frying pan of the status quo and into the fires of the unknown. Becker and the Measure 4 campaign couldn't deliver any convincing assurances. So Measure 4 flopped, but we're about to have a significant debate about property tax reform during the coming legislative session. And you know what? Even though Measure 4 was a very bad idea, some of the ideas its supporters are kicking around are worth taking seriously. A reader forwarded to me the minutes from the last of the Measure 4 committee's meetings, which was held Nov. 19 in Minot. In addition to closing out the books on their campaign, the committee discussed what sort of reforms they would and would not support going forward. The things they say they'll support? And what won't the committee members support? ADVERTISEMENT I'm impressed, given what an astoundingly bad idea Measure 4 was. I should note that some of the property tax proposals that have been made public are already coalescing around some of these ideas. Rep. Scott Louser, R-Minot, for instance, is proposing legislation that would have the state take over K-12 funding (Louser estimates that this would be a 25% to 50% reduction in property tax bills, depending on where you live), coupled with a cap on taxes that could be rolled over from budget cycle to budget cycle if a governing entity doesn't use its full tax. There will be more proposals — there are already dozens of drafts ready to be filed ahead of the regular session — but what the Measure 4 committee is backing serves as a good framework for what reform should look like. "The things they support are very much in line with things I support," one person who worked on the campaign against Measure 4 told me. Caps, at this point, are a given. State lawmakers have appropriated billions to buy down property taxes, but I'm not sure many North Dakotans can say they've felt the relief. Expect lobbyists for local governing interests to fight hard against them, but every lawmaker I've spoken to since Election Day has indicated to me that caps are all but assured. But the calls for ending foreclosures and reforming tax exemptions? Those are superb ideas and should be central to any property tax package from this legislative session. Property tax foreclosures don't happen very often, but they do happen, and what happens more frequently is that someone who can't afford the property taxes voluntarily sells before reaching the point of foreclosure. Moving to liens provides adequate accountability for failure to pay without the draconian step of foreclosure. Taking a hard look at property tax exemptions, too, is a good idea. We can start with a simple question: Are they actually working? Have they had measurable success? If not, ax them, but even if they can be said to be working, are they worth the cost? Every new property tax exemption narrows the property tax base and puts upward pressure on the bills of every taxpayer who didn't receive an exemption. ADVERTISEMENT Good tax policy consists of taxes that are broad, simple and low. Property taxes in North Dakota have increasingly become narrow, complicated and high. Exemptions are a part of that problem. Again, Measure 4 was a bad idea, and I'm glad it failed, but the committee backing it has some good ideas on how we move forward. Coach Raheem Morris said he didn't consider playing rookie Michael Penix Jr. against the Chargers and won't think about this week. Morris acknowledged the Falcons can't expect to win when turning the ball over four times. It was the latest example of Atlanta's offensive decline. In the three-game losing streak, Cousins has thrown six interceptions with no touchdowns. The Falcons were held under 20 points in each loss. What’s working If not for the rash of interceptions which has contributed to the scoring problems, more attention would be devoted to the surge of big plays on defense. The defense forced two fumbles and set a season high with five sacks, including two by Arnold Ebiketie. The Falcons ranked last in the league with only 10 sacks before finding success with their pass rush against Justin Herbert. Herbert was forced to hold the ball while looking for an open receiver, so some credit for the pass-rush success belongs to Atlanta's secondary. The Falcons gave up only two first downs in the second half and 187 yards for the game. What needs help Cousins, 36, was expected to be the reliable leader on offense after he signed The four interceptions were his most since 2014 with Washington. Cousins now will be in the spotlight for all the wrong reasons as he returns to Minnesota, his NFL home from 2018-23. Cousins has thrown 13 interceptions, one shy of his career high set in 2022. His passer rating of 90.8 is his lowest since his 86.4 mark as a part-time starter in 2014 with Washington. “Certainly when you haven’t played at the standard you want to a few weeks in a row, you know, you do want to change that, turn it around,” Cousins said. Stock up Running back Bijan Robinson had his busiest day of the season, perhaps in an attempt to take heat off Cousins. Robinson's 26 carries set a career high. He ran for 102 yards with a touchdown, his third 100-yard game of the season. He also was heavily involved as a receiver with six catches for 33 yards. With 135 yards from scrimmage, Robinson has eight games this season with more than 100 yards combined as a rusher and receiver, the second-most in the league. Stock down Tight end Kyle Pitts had no catches on only two targets. He has only six catches in the last four games after appearing to establish momentum for a big season with two seven-catch games in a span of three weeks in October. Morris noted the Falcons have “so many people that we've got to get the ball to” but noted he'd like to see Pitts more involved. Injuries Younghoe Koo's were such a concern that kicker Riley Patterson was signed to the practice squad on Friday and added to the active roster Saturday. LOS ANGELES — Until he sustained a season-ending knee injury last week in the Western Conference final, Galaxy playmaker Riqui Puig was having a tremendous season. So I heard. I watched Puig play only twice this year, once in the Galaxy's season-opening 1-1 draw with Inter Miami and a second time in his team's Fourth of July defeat to LAFC at the Rose Bowl. Outside of short highlight clips on social media, I never saw the former Barcelona prospect, not even when he assisted on the goal that sent the Galaxy to the MLS Cup final. That wasn't a reflection of my interest. Some of my friends will make fun of me for publicly admitting this, but I like Major League Soccer. I covered the league in my first job out of college and have casually kept up with it since. I take my children to a couple of games a year. My 11-year-old son owns Galaxy and LAFC hats but no Dodgers or Lakers merchandise. People are also reading... When flipping through channels in the past, if presented with the choice of, say, college football or MLS, I usually watched MLS. But not this year. While the MLS Cup final between the Galaxy and New York Red Bulls will be shown on Fox and Fox Deportes, the majority of games are now exclusively behind a paywall, courtesy of the league's broadcasting deal with Apple. MLS Season Pass subscriptions were reasonably priced — $79 for the entire season for Apple TV+ subscribers, $99 for non-subscribers — but I was already paying for DirecTV Stream, Netflix, Amazon Prime, PlayStation Plus and who knows what else. MLS became a casualty in my household, as well as in many others, and the possibility of being out of sight and out of mind should be a concern for a league that is looking to expand its audience. Which isn't to say the league made a mistake. This was a gamble MLS had to take. Now in the second year of a 10-year, $2.5 billion deal with Apple, MLS did what Major League Baseball is talking about doing, which is to centralize its broadcasting rights and sell them to a digital platform. Regional sports networks have been decimated by cord cutting, making traditional economic models unsustainable. The move to Apple not only increased the league's broadcast revenues — previous deals with ESPN, Fox and Univision were worth a combined $90 million annually, according to multiple reports — but also introduced a measure of uniformity in the league. The quality of the broadcasts are better than they were under regional sports networks. Viewers know where to watch games and when, as every one of them is on Season Pass and most of them are scheduled to start at 7:30 p.m. local time either on Wednesday or Saturday. "That's been fueling our growth and driving our fan engagement," MLS Commissioner Don Garber said Friday at his annual state of the league address. Apple and MLS declined to reveal the number of League Pass subscribers, but the league provided polling figures that indicated 94% of viewers offered positive or neutral reviews of League Pass. The average viewing time for a game is about 65 minutes for a 90-minute game, according to Garber. In other words, the League Pass is well-liked — by the people who have it. The challenge now is to increase that audience. The launch of League Pass last year coincided with the arrival of Lionel Messi, which presumably resulted in a wave of subscriptions. But the league can't count on the appearance of the next Messi; there is only one of him. MLS pointed to how its fans watch sports on streaming devices or recorded television than any other U.S. sports league, as well as how 71% of its fans are under the age of 45. The league also pointed to how it effectively drew more viewers to the Apple broadcast of Inter Miami's postseason opener with a livestream of a "Messi Cam' on TikTok, indicating further collaborations with wide-reaching entities could be in its future. Garber mentioned how Season Pass is available in other countries. The commissioner also made note of how Apple places games every week in front of its paywall. "What we have, really, is a communication problem," Garber said. "This is new, and we've got to work with Apple, we've got to work with our clubs and we've got to work with our partners to get more exposure to what we think is a great product." The greatest benefit to the league could be Apple's vested interest in improving the on-field product. MLS insiders said Apple has not only encouraged teams to sign more high-profile players but also pushed the league to switch to a fall-to-spring calendar more commonplace in other parts of the world, reasoning that doing so would simplify the process of buying and selling players. The on-field product is what matters. The on-field product is why MLS continues to face competition for viewers from overseas leagues. The on-field product is why the league hasn't succeeded in converting every soccer fan into a MLS fan. And ultimately, if casual viewers such as myself are to pay to watch the Galaxy or LAFC on a screen of some kind, the on-field product will be why.
