Putin was speaking a day after Russia fired the new intermediate-range weapon into Ukraine for the first time, a step he said was prompted by Ukraine's use of U.S. ballistic missiles and British cruise missiles to hit Russia. The Kremlin leader described the missile's first use as a successful test, and said more would follow. "We will continue these tests, including in combat conditions, depending on the situation and the nature of the security threats that are created for Russia," he said in televised comments to defense officials and missile developers. "Moreover, we have a stock of such products, a stock of such systems ready for use." A U.S. official, however, said the weapon Russia used was an experimental one. The official said Russia has a limited number of them and that this is not a capability that Russia is able to regularly deploy on the battlefield. Intermediate missiles have a range of 1,860-3,415 miles, which would enable them to strike anywhere in Europe or the western United States from Russia. Security experts said the novel feature of the Oreshnik missile was that it carried multiple warheads capable of simultaneously striking different targets -- something usually associated with longer-range intercontinental ballistic missiles designed to carry nuclear warheads. Ukraine said the missile reached a top speed of more than 8,000 mph and took about 15 minutes to reach its target from its launch. The firing of the missile was part of a sharp rise in tensions this week as both Ukraine and Russia have struck each other's territory with increasingly potent weapons. Moscow says that by giving the green light for Ukraine to fire Western missiles deep inside Russia, the U.S. and its allies are entering into direct conflict with Russia. On Tuesday, Putin approved policy changes that lowered the threshold for Russia to use nuclear weapons in response to an attack with conventional weapons. Ukrainian President Volodymyr Zelensky said Russia's use of the new missile amounted to "a clear and severe escalation" in the war and called for strong worldwide condemnation. He said Ukraine was working on developing new types of air defense to counter "new risks." The Kremlin said the firing of the Oreshnik was a warning to the West against taking further "reckless" actions and decisions in support of Ukraine. The Oreshnik was fired with conventional, not nuclear warheads. Putin said it was not a strategic nuclear weapon but its striking power and accuracy meant that its impact would be comparable, "especially when used in a massive group and in combination with other high-precision long-range systems." He said the missile was incapable of being shot down by an enemy. "I will add that there is no countermeasure to such a missile, no means of intercepting it, in the world today. And I will emphasize once again that we will continue testing this newest system. It is necessary to establish serial production," he said.

The press freedom group Reporters Without Borders is urging Apple to remove its newly introduced artificial intelligence feature that summarizes news stories after it produced a false headline from the BBC. The backlash comes after a push notification created by Apple Intelligence and sent to users last week falsely summarized a BBC report that Luigi Mangione, the suspect behind the killing of the UnitedHealthcare chief executive, had shot himself. The BBC reported it had contacted Apple about the feature “to raise this concern and fix the problem,” but it could not confirm if the iPhone maker had responded to its complaint. On Wednesday, Reporters Without Borders technology and journalism desk chief Vincent Berthier called on Apple “to act responsibly by removing this feature.” “A.I.s are probability machines, and facts can’t be decided by a roll of the dice,” Berthier said in a statement . “The automated production of false information attributed to a media outlet is a blow to the outlet’s credibility and a danger to the public’s right to reliable information on current affairs.” More broadly, the journalist body said it is “very concerned about the risks posed to media outlets by new A.I. tools, noting that the incident emphasizes how A.I. remains “too immature to produce reliable information for the public, and should not be allowed on the market for such uses.” “The probabilistic way in which A.I. systems operate automatically disqualifies them as a reliable technology for news media that can be used in solutions aimed at the general public,” RSF said in a statement. In response to the concerns, the BBC said in a statement, “it is essential to us that our audiences can trust any information or journalism published in our name and that includes notifications.” Apple did not respond to a request for comment. Apple introduced its generative-AI tool in the US in June , touting the feature’s ability to summarize specific content “in the form of a digestible paragraph, bulleted key points, a table, or a list.” To streamline news media diets, Apple allows users across its iPhone, iPad, and Mac devices to group notifications, producing a list of news items in a single push alert. Since the AI feature was launched to the public in late October, users have shared that it also erroneously summarized a New York Times story , claiming that Israeli Prime Minister Benjamin Netanyahu had been arrested. In reality, the International Criminal Court had published a warrant for Netanyahu’s arrest, but readers scrolling their home screens only saw two words: “Netanyahu arrested.” The challenge with the Apple Intelligence incident stems from news outlets’ lack of agency. While some publishers have opted to use AI to assist in authoring articles, the decision is theirs. But Apple Intelligence’s summaries, which are opt-in by the user, still present the synopses under the publisher’s banner. In addition to circulating potentially dangerous misinformation, the errors also risk damaging outlets’ credibility. Apple’s AI troubles are only the latest as news publishers struggle to navigate seismic changes wrought by the budding technology. Since ChatGPT’s launch just over two years ago, several tech giants have launched their own large-language models, many of which have been accused of training their chatbots using copyrighted content, including news reports. Mumbai: Market regulator, the Securities and Exchange Board of India (SEBI) has taken strict action in a front-running case, banning PNB Met Life Insurance Company’s equity dealer Sachin Bakul Dagli and eight other entities from the stock market. According to the SEBI, front running was being done by Dagli and eight entities for more than three years and during this period, all of them collectively earned illegal profits of Rs 21.16 crore. The market regulator banned Dagli and the eight entities from the stock market and seized the unlawful gains. The SEBI had investigated some suspicious front-running trades related to PNB MetLife India Insurance before this action. Also Read: Record high 5.12 mn cars voluntarily recalled in South Korea in 2024 The focus of this investigation was to find out whether the suspicious entities were doing front running in the trade of PNB MetLife India Insurance with the help of other people, including dealers and fund managers. It also sought to find whether SEBI rules have been violated or not. The investigation, which was conducted from January 1, 2021, to July 19, 2024, revealed that most of the trading decisions at PNB MetLife were assigned to Dagli for execution. The investigation found that Dagli, the equity dealer of PNB MetLife, and his brother Tejas Dagli, an equity sales trader at Investec, obtained confidential, non-public information about the upcoming trading decisions of PNB MetLife and Investec. This information was further used to make trading decisions and shared with Sandeep Shambharkar, who executed front-running trades through the accounts of Dhanmata Realty Private Ltd (DRPL), Worthy Distributors Private Ltd (WDPL), and Pragnesh Sanghvi. DRPL and WDPL Directors Arpan Kirtikumar Shah, Kabita Saha, and Jignesh Nikulbhai Dabhi were also involved in carrying out this task. The SEBI said that 6,766 front-running trades have been executed. It’s almost a new year, and that means it’s almost time for a bevy of new state laws to go into effect. For the 2023-24 legislative session that just wrapped up (each session spans two years) Gov. Gavin Newsom signed 1,017 bills into law, according to Chris Micheli, a veteran Sacramento lobbyist. That’s a tick more than one-fifth of t he 4,821 bills introduced over that two-year span . Most of the new laws are slated to kick in on Jan. 1. From new parking rules to health care coverage and more, here is a quick look at just 10 of those new laws: Cannabis cafes Local jurisdictions could give the green light to permit certain cannabis retailers to prepare and sell drinks and food that do not contain cannabis. The law, signed by the governor in late September , also allows the retailers to host ticketed live events on the premises. The idea is to pave the way for a version of Amsterdam-style cannabis cafes, where people can use cannabis with others while also consuming coffee, sandwiches and live music, for example. The new law “will allow cannabis retailers to diversify their business and move away from the struggling and limited dispensary model,” Assemblymember Matt Haney, a San Francisco Democrat who championed the effort in the legislature, said in a news release . Newsom vetoed similar legislation last year over concerns from public health advocates. This bill included additional provisions meant to reduce health risk, including letting employees wear employer-provided masks and allowing local governments to require filtration and ventilation systems to prevent smoke from permeating nearby buildings. Child content creators Minors who make money by producing online content should get some extra financial protection as a result of two bills the governor signed this year. One expands the Coogan Act , a longtime California law that requires parents to open a trust and set aside at least 15% of their child actor’s gross earnings. The new rules have been expanded to include “kidfluencers” — or, as the bill describes them, “child influences in paid online content or internet websites, social networks and social media” — as part of the creative or artistic services that would trigger a Coogan trust account. Another extends those financial protections to children who appear in vlogs, or video blogs. Sen. Steve Padilla, D-San Diego, noted the Coogan Act covers children under contract — not necessarily children who appear in their parents’ online content. This new law requires content creators to set aside a percentage of total gross earnings in a trust for the child (to be accessed when they become an adult) if the minor is in at least 30% of their content within a month. Education Several education bills were signed into law this year, ranging from rules to protect young people from being outed against their will to rules that require elementary schools to offer free menstruation products . Other new laws cover what is taught in the classroom, including a bipartisan measure that ensures students are being taught accurately how Native Americans in California were treated during the Gold Rush era and the Spanish colonization of California. “Classroom instruction about the Mission and Gold Rush periods fails to include the loss of life, enslavement, starvation, illness and violence inflicted upon California Native American people during those times,” said Assemblymember James Ramos, D-San Bernardino. “These historical omissions from the curriculum are misleading.” California public schools also will be required to teach Mendez v. Westminster , a landmark court case involving an Orange County family and local school districts that helped bring about the end of segregation laws in local schools around the country. E-bikes Selling a device, often called a “tuning kit,” that can modify the speed capability of an electric bicycle so that it is no longer defined as an e-bike will be prohibited . California law already has speed guidelines for e-bikes. For example, a Class 1 bike has a motor that kicks in when a rider is pedaling and tops out at 20 mph; a Class 3 motor is meant to stop at 28 mph, and those bikes include speedometers. Modifying the speed of e-bikes is already illegal and unsafe, Assemblymember Diane Dixon, R-Newport Beach, said in an analysis of her bill. The new law specifically bans the sale of products that can make the alterations. Eviction notices Tenants soon will have more time to respond to an eviction notice. California law originally dictated that a landlord could not file an eviction lawsuit until after serving their tenant with a three-day notice — which excludes Saturdays, Sundays and judicial holidays — to pay. Tenants then had five days after they were served to file their defense in court. If they failed to do so, a judge could award a default judgment to the landlord. The new law doubles those five day-windows to 10 days. Responding to eviction lawsuits is not necessarily a simple feat, supporters of the new law have argued , particularly for people struggling to pay their rent. Tenants need to obtain hard-to-find legal aid or an expensive attorney to complete their defense filing accurately, and then they have to find the means to travel to the courthouse. Fertility treatment Certain insurers must cover fertility treatments, including in vitro fertilization, in 2025. This law, which won’t take effect until July 2025 , will require large group health care service plans to cover up to three oocyte (egg) retrievals. It also prohibits health care service plans from imposing different conditions or coverage limitations on fertility medications or services. Sen. Caroline Manjivar, D-San Fernando Valley, said her bill being signed into law is “a triumph for the many Californians who have been denied a path toward family-building because of the financial barriers that come with fertility treatment, their relationship status or are blatantly discriminated against as a member of the LGBTQ+ community.” Medical debt Medical debt will no longer be shared with credit reporting agencies , meaning that debt will not show up on credit reports. That said, medical debts still must be paid. In her analysis of the bill Sen. Monique Limón, D-Santa Barbara, noted that the new rules doesn’t forgive medical debt or restrict the collection of it. Instead, she said, the new rules are meant to help “lift the credit scores of people who have been inaccurately and unfairly saddled with medical debts on their credit reports, opening opportunities for access to healthier financial products, better housing and more employment opportunities.” Online subscriptions A new law may make it easier to opt out of pesky automatic subscription renewals. Companies will now have to obtain the “express affirmative consent” to automatically renew subscriptions entered into after July 1, 2025. Consumers also will need to be sent annual reminders about automatic renewals, what the charges are, and information about how to cancel the service. Parking near crosswalks Think you’ve finally found an open parking spot? If it’s within 20 feet of any marked or unmarked crosswalk, then you may want to find a new spot. Starting in 2025, motorists could be ticketed for parking within 20 feet of a crosswalk — even if there is no sign posted. The no-parking zone decreases to 15 feet if there is a curb extension present, the law says. Newsom OK’d this law in 2023 — the bill is part of the two-year legislative session that ended in 2024 — and technically it already is in effect. However, the law only allowed jurisdictions to begin ticketing offenders starting Jan. 1, 2025. Youth in residential facilities Residential treatment facilities (also called short-term residential therapeutic programs) that provide services for minors, must report certain information to the child, their parent or guardian, and California’s Department of Social Services when seclusion or restraints are used. These facilities are allowed to use seclusion or restraints when staff believe the patient may be a danger to themselves or others, said Sen. Shannon Grove, R-Bakersfield, who championed this law. The new law mandates that children must be informed of their rights — including the right to contact state social service workers and the California Office of the Foster Care Ombudsperson — within one day of seclusion or restraints being used. Those minors also must be given an oral and written description of the incident, including who approved the disciplinary actions and the rationale behind them. That written information must be given to Dept. of Social Services within seven days, leaving it up to the state to review and determine if any laws were potentially violated by using seclusion and restraints, therefore warranting an investigation. Beginning in 2026, the department will need to publicly post information about these incidents, so parents and guardians can be better informed about where they send their children. The effort to bring more transparency to what punishments are used in youth residential facilities was championed by actress and activist Paris Hilton, who has detailed the “continuous torture” she faced while attending a boarding school as a teenager.
