"This is a global stage for us to demonstrate GM's engineering expertise and technology leadership at an entirely new level." The approval ends years of wrangling that launched a U.S. Justice Department investigation into why Colorado-based Liberty Media, the commercial rights holder of F1, would not approve the team initially started by Michael Andretti. Andretti in September stepped aside from leading his namesake organization, so the 11th team will be called Cadillac F1 and be run by new Andretti Global majority owners Dan Towriss and Mark Walter. The team will use Ferrari engines its first two years until GM has a Cadillac engine built for competition in time for the 2028 season. Towriss is the the CEO and president of Group 1001 and entered motorsports via Andretti's IndyCar team when he signed on financial savings platform Gainbridge as a sponsor. Towriss is now a major part of the motorsports scene with ownership stakes in both Spire Motorsports' NASCAR team and Wayne Taylor Racing's sports car team. Walter is the chief executive of financial services firm Guggenheim Partners and the controlling owner of both the World Series champion Los Angeles Dodgers and Premier League club Chelsea. "We're excited to partner with General Motors in bringing a dynamic presence to Formula 1," Towriss said. "Together, we're assembling a world-class team that will embody American innovation and deliver unforgettable moments to race fans around the world." Mario Andretti, the 1978 F1 world champion, will have an ambassador role with Cadillac F1. But his son, Michael, will have no official position with the organization now that he has scaled back his involvement with Andretti Global. "The Cadillac F1 Team is made up of a strong group of people that have worked tirelessly to build an American works team," Michael Andretti posted on social media. "I'm very proud of the hard work they have put in and congratulate all involved on this momentous next step. I will be cheering for you!" The approval has been in works for weeks but was held until after last weekend's Las Vegas Grand Prix to not overshadow the showcase event of the Liberty Media portfolio. Max Verstappen won his fourth consecutive championship in Saturday night's race, the third and final stop in the United States for the top motorsports series in the world. Grid expansion in F1 is both infrequent and often unsuccessful. Four teams were granted entries in 2010 that should have pushed the grid to 13 teams and 26 cars for the first time since 1995. One team never made it to the grid and the other three had vanished by 2017. There is only one American team on the current F1 grid — owned by California businessman Gene Haas — but it is not particularly competitive and does not field American drivers. Andretti's dream was to field a truly American team with American drivers. The fight to add this team has been going on for three-plus years, and F1 initially denied the application despite approval from F1 sanctioning body FIA. The existing 10 teams, who have no voice in the matter, also largely opposed expansion because of the dilution in prize money and the billions of dollars they've already invested in the series. Andretti in 2020 tried and failed to buy the existing Sauber team. From there, he applied for grid expansion and partnered with GM, the top-selling manufacturer in the United States. The inclusion of GM was championed by the FIA and president Mohammed Ben Sulayem, who said Michael Andretti's application was the only one of seven applicants to meet all required criteria to expand F1's current grid. "General Motors is a huge global brand and powerhouse in the OEM world and is working with impressive partners," Ben Sulayem said Monday. "I am fully supportive of the efforts made by the FIA, Formula 1, GM and the team to maintain dialogue and work towards this outcome of an agreement in principle to progress this application." Despite the FIA's acceptance of Andretti and General Motors from the start, F1 wasn't interested in Andretti — but did want GM. At one point, F1 asked GM to find another team to partner with besides Andretti. GM refused and F1 said it would revisit the Andretti application if and when Cadillac had an engine ready to compete. "Formula 1 has maintained a dialogue with General Motors, and its partners at TWG Global, regarding the viability of an entry following the commercial assessment and decision made by Formula 1 in January 2024," F1 said in a statement. "Over the course of this year, they have achieved operational milestones and made clear their commitment to brand the 11th team GM/Cadillac, and that GM will enter as an engine supplier at a later time. Formula 1 is therefore pleased to move forward with this application process." Yet another major shift in the debate over grid expansion occurred earlier this month with the announced resignation of Liberty Media CEO Greg Maffei, who was largely believed to be one of the biggest opponents of the Andretti entry. "With Formula 1's continued growth plans in the US, we have always believed that welcoming an impressive US brand like GM/Cadillac to the grid and GM as a future power unit supplier could bring additional value and interest to the sport," Maffei said. Operation Choke Point 2.0: How The Feds Are Seeking To 'Debank' Targeted IndustriesDonald Trump has described the Inflation Reduction Act (IRA) as a “green scam” and vowed to repeal it after he returns to the White House in January. This is bad news for sectors such as electric vehicles (EV) and wind power, which have been major recipients of the Biden administration’s signature $369 billion energy transition legislation. But some of the “new green deal” money has also been channeled to the US industrial base, such as the $75 million allocated for an upgrade of Constellium’s aluminum rolling mill in West Virginia. Will this too be clawed back? It seems unlikely because when it comes to rebuilding US industrial capacity and cutting the country’s critical minerals dependency on China, there is remarkable cross-party consensus. Indeed, it was then-President Trump who in 2020 declared the country’s “undue reliance” on “foreign adversaries” for critical minerals a national emergency. Trump in his second presidency is unlikely to reverse the drive to metallic self-sufficiency. He may even prove to be an accelerator. Investing in America Both the Department of Energy (DOE) and the Department of Defense (DOD) have pumped billions of dollars into rebuilding US metals capacity. The DOE has largely channeled funds to EV battery inputs such as lithium, manganese and graphite. The DOD has sprinkled the cash far more widely, targeting a spectrum of esoteric elements ranging from antimony to zirconium, including an unidentified “critical material” incongruously described as essential both for “the protection of human lives” and ammunition packaging. The Biden administration boasts that thanks to government largesse companies have announced $120 billion in investment in domestic battery and critical minerals capacity. Yet most of that investment has been concentrated on the downstream part of the supply chain. Seventeen new US battery plants have been announced since the IRA came into effect in July 2022, boosting pipeline capacity by 68% through 2030, according to research house Benchmark Mineral Intelligence. When it comes to investing in the metals needed to supply those gigafactories, most of the projects receiving federal funds are those looking to enhance existing recycling capacity. New primary smelting projects remain conspicuous by their absence. Century Aluminum has been awarded a potential $500 million to build a new aluminum smelter but there has been no update since the original announcement in March. Even the DOD’s high-priority rare earths processing venture with Australia’s Lynas Rare Earths has run into trouble. Earthworks at the Seadrift site in Texas have been put on hold due to problems getting a wastewater permit, Lynas said in its latest quarterly report. Stuck in the ground New smelting capacity needs new mines to supply it and that’s where the US minerals investment boom is still struggling to build momentum. Most of the funds committed to the mining sector have been directed at lithium, both for new mines such as Lithium Americas’ Thacker Pass and multiple projects experimenting with direct extraction technology. South32’s Hermosa zinc-manganese project in Arizona is a non-lithium stand-out, qualifying for both DOD and DOE funds and the first mine to qualify for the Fast-41 accelerated permitting process. Many others, however, remain mired in the country’s tortuous permitting process. The Biden administration has struggled to reconcile its desire to produce the metals needed for the green energy transition with its environmental credentials. Big copper projects such as the Pebble mine in Alaska and the Twin Metals project in Minnesota have been killed off. Trump has already promised to reverse Biden’s 20-year ban on mining in the Superior National Forest in Minnesota in “about 10 to 15 minutes” of taking office. That in itself won’t be a green light for the Twin Metals project, which would still have to get state permitting sign-off, but it’s a sign that the Trump administration won’t be hobbled by the green-on-green cabinet conflict that characterized the last four years. Focus on China A new Trump administration is also likely to take a much tougher line on critical metal imports from entities linked to China. Talon Metals has been allocated funds by both the DOD and DOE to progress its Tamarack nickel project in Minnesota and explore for more resource in the state. It’s a tough time to be in the nickel business, though, as a mining boom in Indonesia has crushed prices and forced many existing operators out of business. Most of Indonesia’s nickel capacity is controlled either directly or indirectly by Chinese entities, which has not stopped US carmakers such as Ford from joining the Indonesian nickel rush. Price has trumped politics when it comes to securing a key metal for EV batteries. Depending on the structure of the joint venture between Ford, Vale and China’s Zhejiang Huayou Cobalt, the nickel from the new plant in Indonesia could even count as IRA-compliant and qualify for federal EV subsidies. Such sourcing ambiguity seems unlikely to survive the Make America Great Again focus of a new Republican administration. Indeed, every sign so far is that Trump 2.0 will double down on the US minerals self-sufficiency drive, even if it means accepting that not all of the IRA funds are a “green scam”. NoneNEW YORK (AP) — U.S. stocks rose Monday, with those benefiting the most from lower interest rates and a stronger economy leading the way. The S&P 500 climbed 0.3% to pull closer to its all-time high set two weeks ago. The Dow Jones Industrial Average added 440 points, or 1%, to its own record set on Friday, while the Nasdaq composite rose 0.3%. Treasury yields also eased in the bond market amid what some analysts called a “Bessent bounce” after President-elect Donald Trump said he wants Scott Bessent , a hedge fund manager, to be his Treasury Secretary. Bessent has argued for reducing the U.S. government’s deficit, which is how much more it spends than it takes in through taxes and other revenue. Such an approach could soothe worries on Wall Street that Trump’s policies may lead to a much bigger deficit, which in turn would put upward pressure on Treasury yields. After climbing above 4.44% immediately after Trump’s election, the yield on the 10-year Treasury fell back to 4.26% Monday, down from 4.41% late Friday. That’s a notable move, and lower yields make it cheaper for all kinds of companies and households to borrow money. They also give a boost to prices for stocks and other investments. That helped stocks of smaller companies lead the way, and the Russell 2000 index of smaller stocks jumped 1.5%. It finished just shy of its all-time high, which was set three years ago. Smaller companies can feel bigger boosts from lower borrowing costs because of the need for many to borrow to grow. The two-year Treasury yield, which more closely tracks the market’s expectations for what the Federal Reserve will do with overnight interest rates, also eased sharply. The Fed began cutting its main interest rate just a couple months ago from a two-decade high, hoping to keep the job market humming after bringing inflation nearly all the way down to its 2% target. But immediately after Trump’s victory, traders had reduced bets for how many cuts the Fed may deliver next year. They were worried Trump’s preference for lower tax rates and higher spending on the border would balloon the national debt. A report coming on Wednesday could influence how much the Fed may cut rates. Economists expect it to show that an underlying inflation trend the Fed prefers to use accelerated to 2.8% last month from 2.7% in September. Higher inflation would make the Fed more reluctant to cut rates as deeply or as quickly as it would otherwise. Goldman Sachs economist David Mericle expects that to slow by the end of next year to 2.4%, but he said inflation would be even lower if not for expected tariff increases on imports from China and autos favored by Trump. In the stock market, Bath & Body Works jumped 16.5% after delivering stronger profit for the latest quarter than analysts expected. The seller of personal care products and home fragrances also raised its financial forecasts for the full year, even though it still sees a “volatile retail environment” and a shorter holiday shopping season this year. Much focus has been on how resilient U.S. shoppers can remain, given high prices across the economy and still-high interest rates. Last week, two major retailers sent mixed messages. Target tumbled after giving a dour forecast for the holiday shopping season. It followed Walmart , which gave a much more encouraging outlook. Another big retailer, Macy’s, said Monday its sales for the latest quarter were in line with its expectations, but it will delay the release of its full financial results. It found a single employee had intentionally hid up to $154 million in delivery expenses, and it needs more time to complete its investigation. Macy’s stock fell 2.2%. Among the market’s leaders were several companies related to the housing industry. Monday’s drop in Treasury yields could translate into easier mortgage rates, which could spur activity for housing. Builders FirstSource, a supplier or building materials, rose 5.9%. Homebuilders, D.R. Horton, PulteGroup and Lennar all rose at least 5.6%. All told, the S&P 500 rose 18.03 points to 5,987.37. The Dow Jones Industrial Average jumped 440.06 to 44,736.57, and the Nasdaq composite gained 51.18 to 19,054.84. WASHINGTON — American Airlines briefly grounded flights nationwide Tuesday because of a technical problem just as the Christmas travel season kicked into overdrive and winter weather threatened more potential problems for those planning to fly or drive. Government regulators cleared American flights to get airborne about an hour after the Federal Aviation Administration ordered a national ground stop for the airline. The order, which prevented planes from taking off, was issued at the airline's request. The airline said in an email that the problem was caused by trouble with vendor technology that maintains its flight operating system. Dennis Tajer, a spokesperson for the Allied Pilots Association, a union representing American Airlines pilots, said the airline told pilots at 7 a.m. Eastern that there was an outage affecting the system known as FOS. It handles different types of airline operations, including dispatch, flight planning, passenger boarding, as well as an airplane's weight and balance data, he said. Some components of FOS have gone down in the past, but a systemwide outage is rare, Tajer said. Flights were delayed across American's major hubs, with only 37% leaving on time, according to Cirium, an aviation analytics company. Out of the 3,901 domestic and international American Airlines flights scheduled for Tuesday, 19 were canceled. Cirium noted that the vast majority of flights departed within two hours of their scheduled departure time. A similar percentage — 36% — arrived at their destinations as scheduled. Meanwhile, the flight-tracking site FlightAware reported that 3,712 flights entering or leaving the U.S., or serving domestic destinations, were delayed Tuesday, with 55 flights canceled. It did not show any flights from American Airlines. Cirium said Dallas-Fort Worth, New York's Kennedy Airport and Charlotte, North Carolina, saw the greatest number of delays. Washington, Chicago and Miami experienced considerably fewer delays. Amid the travel problems, significant rain and snow were expected in the Pacific Northwest at least into Christmas Day. Showers and thunderstorms developed in the South. Freezing rain was reported in the Mid-Atlantic region near Baltimore and Washington, and snow fell in New York. Because the holiday travel period lasts weeks, airports and airlines typically have smaller peak days than they do during the rush around Thanksgiving, but the grind of one hectic day followed by another takes a toll on flight crews. Any hiccups — a winter storm or a computer outage — can snowball into massive disruptions. That is how Southwest Airlines stranded 2 million travelers in December 2022, and Delta Air Lines suffered a smaller but significant meltdown after a worldwide technology outage in July caused by a faulty software update from cybersecurity company CrowdStrike. Many flights during the holidays are sold out, which makes cancellations even more disruptive than during slower periods. That is especially true for smaller budget airlines that have fewer flights and fewer options for rebooking passengers. Only the largest airlines, including American, Delta and United, have "interline agreements" that let them put stranded customers on another carrier's flights. This will be the first holiday season since a Transportation Department rule took effect that requires airlines to give customers an automatic cash refund for a canceled or significantly delayed flight. Most air travelers were already eligible for refunds, but they often had to request them. Passengers still can ask to get rebooked, which is often a better option than a refund during peak travel periods. Finding a last-minute flight on another airline tends to be expensive. An American spokesperson said Tuesday was not a peak travel day for the airline — with about 2,000 fewer flights than the busiest days — so the airline had somewhat of a buffer to manage the delays. The groundings happened as millions of travelers were expected to fly over the next 10 days. The Transportation Security Administration expects to screen 40 million passengers through Jan. 2. Airlines expect to have their busiest days on Thursday, Friday and Sunday. Many flights during the holidays are sold out, which makes cancellations more disruptive than during slower periods. Even with just a brief outage, the cancellations have a cascading effect that can take days to clear up. About 90% of Americans traveling far from home over the holidays will be in cars, according to AAA. "Airline travel is just really high right now, but most people do drive to their destinations, and that is true for every holiday," AAA spokesperson Aixa Diaz said. Gasoline prices are similar to last year. The nationwide average Thursday was $3.04 a gallon, down from $3.13 a year ago, according to AAA. Charging an electric vehicle averages just under 35 cents per per kilowatt hour, but varies by state. Transportation-data firm INRIX says travel times on the nation's highways could be up to 30% longer than normal over the holidays, with Sunday expected to see the heaviest traffic. "It's not the destination, it's the journey," said American essayist Ralph Waldo Emerson. Ralph clearly was not among the travellers on one of more than 350 cancelled or 1,400 delayed flights after a worldwide tech outage caused by an update to Crowdstrike's "Falcon Sensor" software in July of 2023. U.S. airlines carried nearly 863 million travellers in 2023, with Canadian carriers accounting for another 150 million, many of whom experienced lost luggage, flight delays, cancellations, or were bumped off their flights. It's unclear how many of them were compensated for these inconveniences. Suffice it to say, posting a crabby rant on social media might temporarily soothe anger, but it won't put wasted money back in pockets. Money.ca shares what to know in order to be compensated for the three most common air travel headaches. Bags elected to go on a vacay without you? Check off the following: If you expect a large payout, think again. Tariffs (air carrier contracts) limit the compensation amounts for "loss of, damage to, or the delay in delivery of baggage or other personal property." In the case of Air Canada, the maximum payout is $1,500 per passenger in the currency of the country where the baggage was processed. To raise that limit, purchase a Declaration of Higher Value for each leg of the trip. The charge is $0.50 for each $100, in which case the payout limit is $2,500. For Delta Air Lines, passengers are entitled to up to $3,800 in baggage compensation, though how much you'll receive depends on your flight. Delta will pay up to $2,080 for delayed, lost, and damaged baggage for international travellers, almost half of what U.S. domestic passengers can claim. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Different air carriers and jurisdictions have their own compensation policies when flights are delayed or cancelled. For example, under European Union rules, passengers may receive up to 600 Euros, even when travelling on a non-EU carrier. Similarly, the DOT states that travellers are entitled to a refund "if the airline cancelled a flight, regardless of the reason, and the consumer chooses not to travel." However, US rules regarding delays are complicated. Some air carriers, such as Air Canada, do not guarantee their flight schedules. They're also not liable for cancellations or changes due to "force majeure" such as weather conditions or labour disruptions. If the delay is overnight, only out-of-town passengers will be offered hotel accommodation. Nevertheless, many airlines do offer some compensation for the inconvenience. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. In terms of cash compensation, what you'll get can differ significantly based on things like departure location, time, carrier, and ticket class. The DOT offers a helpful delay and cancellations dashboard designed to keep travellers informed about their compensation rights. The dashboard is particularly helpful because, as the DOT states on its website, "whether you are entitled to a refund depends on a lot of factors—such as the length of the delay, the length of the flight, and your particular circumstances." The Canadian Transportation Agency is proposing air passenger protection regulations that guarantee financial compensation to travellers experiencing flight delays and cancellations, with the level of compensation varying depending on the situation and how much control the air carrier had. The proposed regulations include the following: The airline is obligated to complete the passenger's itinerary. If the new ticket is for a lower class of service, the air carrier would have to refund the cost difference; if the booking is in a higher class of service, passengers cannot be charged extra. If the passenger declines the ticket, the airline must give a full refund, in addition to the prescribed compensation. For overnight delays, the air carrier needs to provide hotel accommodation and transportation free-of-charge. Again, if you are unsatisfied, the Canadian Transportation Agency or Department of Transportation may advocate on your behalf. Passengers get bumped because airlines overbook. When this happens, the air carrier must compensate you. For international flights in the US, the rate is 200% of your one-way fare to your final destination, with a $675 maximum. If the airline does not make travel arrangements for you, the payout is 400% of your one-way fare to a maximum of $1,350. To qualify, you must check-in by the stated deadline, which on international flights can be up to 3 hours ahead. Keep in mind that if you accept the cash, you are no longer entitled to any further compensation, nor are you guaranteed to be rebooked on a direct flight or similar type of seat. Don't be too quick to give up your boarding pass. Negotiate for the best compensation deal that would include cash, food and hotel vouchers, flight upgrade, lounge passes, as well as mileage points. But avoid being too greedy—if the gate attendant is requesting volunteers and you wait too long, you'll miss the offer. According to Air Canada's tariff, if a passenger is involuntarily bumped, they'll receive $200, in cash or bank draft, for up to a two-hour delay; $400 for a 2-6 hours delay; and $800 if the delay is over six hours. (Air Canada was forced to raise its payouts in 2013 due to passenger complaints.) The new rules would raise the payout significantly: $900 for up to six hours; $1,800 for 6-9; and $2,400 for more than nine hours, all to be paid within 48 hours. Statistically speaking, Delta Airlines is the carrier most likely to bump. A few years ago, Delta raised its payout maximum to $9,950, while United Airlines tops out at $10,000. It is truly a headline many Calgary Flames fans thought they may never see. Left winger Jonathan Huberdeau has been tremendously disappointing ever since he was acquired from the Florida Panthers back in the summer of 2022. As the centrepiece of a trade package for young All-Star Matthew Tkachuk and a former 115 point scorer himself, Huberdeau had immense pressure to perform. Playing for a Canadian market and signing a franchise record 8-year, $84 million contract drove expectations up even further. In his first season in Cowtown, Huberdeau put up just 15 goals and 40 assists in 79 games to set an NHL record for the largest season-to-season point drop off ever recorded. Many pointed the finger at then-head-coach Darryl Sutter, whom Huberdeau and other veterans clashed with frequently. Some stated that the move across the continent and overall adjustment to life in the Great White North was the culprit. However, with a new head coach and more social stability in 2023-24, he scored only 12 times and had 52 points in 81 games, along with a career-worst minus-29 rating. Many fans and media personalities were quick to point out that Huberdeau’s 2023-24 was a tale of two seasons; in the first 41 games he scored six goals and 21 points but heated up to the tune of six goals and 31 points in the following 40 contests. Now 34 games into the 2024-25 season it seems as though “Huby” has built upon this pace as he currently leads the Flames with 13 goals and 25 points. His hot start is more than worthy of a closer look. A December to Remember Much of Huberdeau’s success has come due to an impressive recent stretch of play. From Nov. 30 until the time of writing (10 games), he has rippled the twine six times and added seven helpers for 13 points. After two-and-a-half seasons of trying, he has finally found chemistry with fellow 2022 acquisition Nazem Kadri , who has six goals and nine points in the same span. Huberdeau’s six-game point streak from Nov. 30 until Dec. 12 is tied for the best mark of his Flames tenure. Over the past summer, the French-Canadian forward stated that he had been working intensely on his shot, which has seemingly paid off in full. As a career playmaker, Huberdeau characteristically elects to distribute the puck rather than put it on net. He now has more confidence shooting and during this same hot streak has accumulated 23 shots on goal. His higher volume has contributed to more success; he is shooting at a career-best 21.7% clip. With his tally on Dec. 21 against the Chicago Blackhawks, Huberdeau registered his 13th goal of the season, already surpassing the 12 he had in all of 2023-24. The team has been iffy during the past 10 games, but still captured 11 out of a possible 20 points with a 4-3-3 record. Over this period, the team has scored 29 goals for a rate of 2.9 per contest, meaning Huberdeau has factored into approximately 45% of his team’s offence during his streak. For comparison, the only Flames to register more than five points during this time are Kadri, Connor Zary , and Matt Coronato. Any time Huberdeau is on the ice this season, the Flames control the puck; he has registered a 56% Corsi For rating, which means the Flames have more shot attempts than their opponents. There are even defensive improvements as the winger is on pace for a career-high 68 blocked shots. Is Huberdeau Officially Back? Now, is this type of Huberdeau one that Flames fans should get used to? Not yet. This is a very impressive stretch of hockey even beyond the past 10 games. In total over his past 74 appearances, Huberdeau has 19 goals and 56 points. He is currently on pace to finish the 2024-25 campaign with 31 goals and 60 points, which would both shatter his previous highest Flames totals. Huberdeau hasn’t reached the 30-goal plateau since the 2021-22 season, his last with the Panthers. It is something the pass-first forward has also only done twice in his career. However, the second half of this season should once and for all determine what Huberdeau can bring to the table moving forward. Fans should prepare for regression. It is important to note a few things in helping determine the sustainability of Huberdeau’s recent play. First of all, his aforementioned 21.7% shooting success rate is likely not something he can maintain for the next 48 games. He is also playing more than ever before as a Flame, with an 18:30 average time on ice. Should the team’s performance start to decline, head coach Ryan Huska will probably play the younger forwards more often, which would eat into Huberdeau’s ice time. In addition, his line mate Kadri’s name has come up in trade talks and his movement could disrupt Huberdeau’s performance. If Huberdeau can navigate through all of these challenges and the others every season brings and keep on producing, his identity as a Flame will become more concrete. All in all, Huberdeau has been showing glimpses of the player the Flames thought they were getting back in 2022. If he can sustain his recent play, he will offer more hope to the many fans that have always believed in him as an on-ice contributor. While 60 points a season may not be worth $10.5 million, it is certainly an improvement on the production thus far and a step in the right direction for both team and player. At the end of the day, the Flames are relatively competitive and Huberdeau is currently leading the team in scoring. Things are good in Cowtown for the moment. As the blueprint for a hard-right turn in America became a liability during the 2024 campaign, Trump pulled an about-face . He denied knowing anything about the “ridiculous and abysmal” plans written in part by his first-term aides and allies. Now, after being elected the 47th president on Nov. 5, Trump is stocking his second administration with key players in the detailed effort he temporarily shunned. Most notably, Trump has tapped Russell Vought for an encore as director of the Office of Management and Budget; Tom Homan, his former immigration chief, as “border czar;” and immigration hardliner Stephen Miller as deputy chief of policy . Those moves have accelerated criticisms from Democrats who warn that Trump’s election hands government reins to movement conservatives who spent years envisioning how to concentrate power in the West Wing and impose a starkly rightward shift across the U.S. government and society. As budget chief, Vought envisions a sweeping, powerful perch The Office of Management and Budget director, a role Vought held under Trump previously and requires Senate confirmation, prepares a president’s proposed budget and is generally responsible for implementing the administration’s agenda across agencies. The job is influential but Vought made clear as author of a Project 2025 chapter on presidential authority that he wants the post to wield more direct power. “The Director must view his job as the best, most comprehensive approximation of the President’s mind,” Vought wrote. The OMB, he wrote, “is a President’s air-traffic control system” and should be “involved in all aspects of the White House policy process,” becoming “powerful enough to override implementing agencies’ bureaucracies.” Trump did not go into such details when naming Vought but implicitly endorsed aggressive action. Vought, the president-elect said, “knows exactly how to dismantle the Deep State” — Trump’s catch-all for federal bureaucracy — and would help “restore fiscal sanity.” In June, speaking on former Trump aide Steve Bannon’s “War Room” podcast, Vought relished the potential tension: “We’re not going to save our country without a little confrontation.” Vought could help Musk and Trump remake government’s role and scope The strategy of further concentrating federal authority in the presidency permeates Project 2025’s and Trump’s campaign proposals. But, he wrote, “The President should use every possible tool to propose and impose fiscal discipline on the federal government. Anything short of that would constitute abject failure.” Trump’s choice immediately sparked backlash. “Russ Vought is a far-right ideologue who has tried to break the law to give President Trump unilateral authority he does not possess to override the spending decisions of Congress (and) who has and will again fight to give Trump the ability to summarily fire tens of thousands of civil servants,” said Sen. Patty Murray of Washington, a Democrat and outgoing Senate Appropriations chairwoman. Reps. Jamie Raskin of Maryland and Melanie Stansbury of New Mexico, leading Democrats on the House Committee on Oversight and Accountability, said Vought wants to “dismantle the expert federal workforce” to the detriment of Americans who depend on everything from veterans’ health care to Social Security benefits. “Pain itself is the agenda,” they said. Homan and Miller reflect Trump’s and Project 2025’s immigration overl ap Trump’s protests about Project 2025 always glossed over overlaps in the two agendas . Both want to reimpose Trump-era immigration limits. Project 2025 includes a litany of detailed proposals for various U.S. immigration statutes, executive branch rules and agreements with other countries — reducing the number of refugees, work visa recipients and asylum seekers, for example. Miller is one of Trump’s longest-serving advisers and architect of his immigration ideas, including his promise of the largest deportation force in U.S. history. As deputy policy chief, which is not subject to Senate confirmation, Miller would remain in Trump’s West Wing inner circle. “America is for Americans and Americans only,” Miller said at Trump’s Madison Square Garden rally on Oct. 27. “America First Legal,” Miller’s organization founded as an ideological counter to the American Civil Liberties Union, was listed as an advisory group to Project 2025 until Miller asked that the name be removed because of negative attention. Homan, a Project 2025 named contributor, was an acting U.S. Immigration and Customs Enforcement director during Trump’s first presidency, playing a key role in what became known as Trump’s “family separation policy.” Previewing Trump 2.0 earlier this year, Homan said: “No one’s off the table. If you’re here illegally, you better be looking over your shoulder.” Project 2025 contributors slated for CIA and Federal Communications chiefs John Ratcliffe, Trump’s pick to lead the CIA , was previously one of Trump’s directors of national intelligence. He is a Project 2025 contributor. The document’s chapter on U.S. intelligence was written by Dustin Carmack, Ratcliffe’s chief of staff in the first Trump administration. Reflecting Ratcliffe’s and Trump’s approach, Carmack declared the intelligence establishment too cautious. Ratcliffe, like the chapter attributed to Carmack, is hawkish toward China. Throughout the Project 2025 document, Beijing is framed as a U.S. adversary that cannot be trusted. Brendan Carr, the senior Republican on the Federal Communications Commission, wrote Project 2025’s FCC chapter and is now Trump’s pick to chair the panel. Carr wrote that the FCC chairman “is empowered with significant authority that is not shared” with other FCC members. He called for the FCC to address “threats to individual liberty posed by corporations that are abusing dominant positions in the market,” specifically “Big Tech and its attempts to drive diverse political viewpoints from the digital town square.” He called for more stringent transparency rules for social media platforms like Facebook and YouTube and “empower consumers to choose their own content filters and fact checkers, if any.” Carr and Ratcliffe would require Senate confirmation for their posts. ___
WASHINGTON — American Airlines briefly grounded flights nationwide Tuesday because of a technical problem just as the Christmas travel season kicked into overdrive and winter weather threatened more potential problems for those planning to fly or drive. Government regulators cleared American flights to get airborne about an hour after the Federal Aviation Administration ordered a national ground stop for the airline. The order, which prevented planes from taking off, was issued at the airline's request. The airline said in an email that the problem was caused by trouble with vendor technology that maintains its flight operating system. It handles different types of airline operations, including dispatch, flight planning, passenger boarding, as well as an airplane's weight and balance data, he said. Some components of FOS have gone down in the past, but a systemwide outage is rare, Tajer said. Flights were delayed across American's major hubs, with only 37% leaving on time, according to Cirium, an aviation analytics company. Out of the 3,901 domestic and international American Airlines flights scheduled for Tuesday, 19 were canceled. Cirium noted that the vast majority of flights departed within two hours of their scheduled departure time. A similar percentage — 36% — arrived at their destinations as scheduled. That is especially true for smaller budget airlines that have fewer flights and fewer options for rebooking passengers. Only the largest airlines, including American, Delta and United, have "interline agreements" that let them put stranded customers on another carrier's flights. An American spokesperson said Tuesday was not a peak travel day for the airline — with about 2,000 fewer flights than the busiest days — so the airline had somewhat of a buffer to manage the delays. The groundings happened as millions of travelers were expected to fly over the next 10 days. The Transportation Security Administration expects to screen 40 million passengers through Jan. 2. Even with just a brief outage, the cancellations have a cascading effect that can take days to clear up. About 90% of Americans traveling far from home over the holidays will be in cars, according to AAA. "Airline travel is just really high right now, but most people do drive to their destinations, and that is true for every holiday," AAA spokesperson Aixa Diaz said. Gasoline prices are similar to last year. The nationwide average Thursday was $3.04 a gallon, down from $3.13 a year ago, according to AAA. Charging an electric vehicle averages just under 35 cents per per kilowatt hour, but varies by state. Transportation-data firm INRIX says travel times on the nation's highways could be up to 30% longer than normal over the holidays, with Sunday expected to see the heaviest traffic. "It's not the destination, it's the journey," said American essayist Ralph Waldo Emerson. Ralph clearly was not among the travellers on one of more than 350 cancelled or 1,400 delayed flights after a worldwide tech outage caused by an update to Crowdstrike's "Falcon Sensor" software in July of 2023. U.S. airlines carried nearly 863 million travellers in 2023, with Canadian carriers accounting for another 150 million, many of whom experienced lost luggage, flight delays, cancellations, or were bumped off their flights. It's unclear how many of them were compensated for these inconveniences. Suffice it to say, posting a crabby rant on social media might temporarily soothe anger, but it won't put wasted money back in pockets. Money.ca shares what to know in order to be compensated for the three most common air travel headaches. Lost Luggage Bags elected to go on a vacay without you? Check off the following: Alert the airline, both in person and in writing, of any missing bags. Remember, the clock starts ticking immediately. After 21 days, the baggage is considered lost and the airline is liable for it and its contents. Contact the U.S. Department of Transportation (DOT) or Canadian Transportation Agency , who will query the airline on your behalf and give them a 30-day deadline to respond. Usually, the airline will resolve the issue, but if it doesn't, or if you're unsatisfied with the offer, the next level is mediation. Beyond that, the case could move to adjudication, a court-like process with a panel deciding on the outcome. On international flights, you have up to two years to file litigation. If you expect a large payout, think again. Tariffs (air carrier contracts) limit the compensation amounts for "loss of, damage to, or the delay in delivery of baggage or other personal property." In the case of Air Canada, the maximum payout is $1,500 per passenger in the currency of the country where the baggage was processed. To raise that limit, purchase a Declaration of Higher Value for each leg of the trip. The charge is $0.50 for each $100, in which case the payout limit is $2,500. For Delta Air Lines, passengers are entitled to up to $3,800 in baggage compensation, though how much you'll receive depends on your flight. Delta will pay up to $2,080 for delayed, lost, and damaged baggage for international travellers, almost half of what U.S. domestic passengers can claim. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Delayed/Cancelled Flights Different air carriers and jurisdictions have their own compensation policies when flights are delayed or cancelled. For example, under European Union rules, passengers may receive up to 600 Euros, even when travelling on a non-EU carrier. Similarly, the DOT states that travellers are entitled to a refund "if the airline cancelled a flight, regardless of the reason, and the consumer chooses not to travel." However, US rules regarding delays are complicated. Some air carriers, such as Air Canada, do not guarantee their flight schedules. They're also not liable for cancellations or changes due to "force majeure" such as weather conditions or labour disruptions. If the delay is overnight, only out-of-town passengers will be offered hotel accommodation. Nevertheless, many airlines do offer some compensation for the inconvenience. If your flight is marked delayed for more than 30 minutes, approach the gate agent and politely request food and hotel vouchers to be used within the airport or nearby. Flight Compensation in the U.S. In terms of cash compensation, what you'll get can differ significantly based on things like departure location, time, carrier, and ticket class. The DOT offers a helpful delay and cancellations dashboard designed to keep travellers informed about their compensation rights. The dashboard is particularly helpful because, as the DOT states on its website, "whether you are entitled to a refund depends on a lot of factors—such as the length of the delay, the length of the flight, and your particular circumstances." Flight Compensation in Canada The Canadian Transportation Agency is proposing air passenger protection regulations that guarantee financial compensation to travellers experiencing flight delays and cancellations, with the level of compensation varying depending on the situation and how much control the air carrier had. The proposed regulations include the following: A plane must return to its gate after three hours on the tarmac. Minimum requirements will be set for procuring food, drink, lavatories, ventilation, and access to electronic communications during the delay. For larger airlines, payouts will range from $400 for a 3-6 hour delay, to $700 for 6-9 hours, and $1,000 for more than nine hours. For smaller carriers, the compensation would be $125, $250, and $500, respectively. Here's the loophole: If the delay is related to the air carrier's maintenance problems, no compensation is required. The airline is obligated to complete the passenger's itinerary. If the new ticket is for a lower class of service, the air carrier would have to refund the cost difference; if the booking is in a higher class of service, passengers cannot be charged extra. If the passenger declines the ticket, the airline must give a full refund, in addition to the prescribed compensation. For overnight delays, the air carrier needs to provide hotel accommodation and transportation free-of-charge. Again, if you are unsatisfied, the Canadian Transportation Agency or Department of Transportation may advocate on your behalf. Bumped Off the Flight Passengers get bumped because airlines overbook. When this happens, the air carrier must compensate you. For international flights in the US, the rate is 200% of your one-way fare to your final destination, with a $675 maximum. If the airline does not make travel arrangements for you, the payout is 400% of your one-way fare to a maximum of $1,350. To qualify, you must check-in by the stated deadline, which on international flights can be up to 3 hours ahead. Keep in mind that if you accept the cash, you are no longer entitled to any further compensation, nor are you guaranteed to be rebooked on a direct flight or similar type of seat. Don't be too quick to give up your boarding pass. Negotiate for the best compensation deal that would include cash, food and hotel vouchers, flight upgrade, lounge passes, as well as mileage points. But avoid being too greedy—if the gate attendant is requesting volunteers and you wait too long, you'll miss the offer. According to Air Canada's tariff, if a passenger is involuntarily bumped, they'll receive $200, in cash or bank draft, for up to a two-hour delay; $400 for a 2-6 hours delay; and $800 if the delay is over six hours. (Air Canada was forced to raise its payouts in 2013 due to passenger complaints.) The new rules would raise the payout significantly: $900 for up to six hours; $1,800 for 6-9; and $2,400 for more than nine hours, all to be paid within 48 hours. Statistically speaking, Delta Airlines is the carrier most likely to bump. A few years ago, Delta raised its payout maximum to $9,950, while United Airlines tops out at $10,000.
