A state Route 36 improvement project near Hydesville and Carlotta has received more than $15 million in federal funding from the California Transportation Commission. The funding comes from the Infrastructure Investment and Jobs Act of 2021 and will be used for roadway and guardrail improvements, including the extension of a passing lane and a new bridge at Ward Creek. Construction on what is being called the Carlotta shoulder widening project is estimated to begin in late spring or early summer 2025 and will improve the safety of a two-mile stretch of state Route 36 from west of Fisher Road to west of Wilder Road. The new 60-foot wide, 45-foot-long bridge at Ward Creek will replace the current 60-foot long, 10-foot-wide culvert at that location, which is a barrier for fish. “The project upgrades along state Route 36 go beyond fish passage,” Caltrans Humboldt and Del Norte counties spokesman Myles Cochrane said. “With wider shoulders, additional rumble strips and improved curves, we’re building a safer, smoother drive for everyone in this area,” he added. The changes will also enhance visibility and also reduce collisions. The improvement project was initiated by a traffic investigation report which found that between 2013 and 2017 there were 31 collisions on this stretch of state Route 36, from mile post 3.0 to mile post 6.0. Of these collisions, seven involved fatalities and 16 were injury incidents. This project has been in discussion for several years. “We really appreciate all of the great feedback we received about this project during a 2022 public meeting,” Cochrane said. “The community was engaged and excited with us about improvements for this beautiful area.” Once construction begins, the goal is to be complete by the end of 2026. “Well keep folks in the loop if there are changes,” Cochrane said. US President Joe Biden on Sunday said deposed Syrian leader Bashar al-Assad should be "held accountable" but called the nation's political upheaval a "historic opportunity" for Syrians to rebuild their country. In the first full US reaction to Assad's overthrow by an Islamist-led coalition of rebel factions, Biden also warned that Washington will "remain vigilant" against the emergence of terrorist groups, announcing that US forces had just conducted fresh strikes against militants from the Islamic State organization. "The fall of the regime is a fundamental act of justice," Biden said, speaking from the White House. "It's a moment of historic opportunity for the long-suffering people of Syria." Asked by reporters what should happen to the deposed president, who reportedly has fled to Moscow, Biden said that "Assad should be held accountable." Biden -- set to step down in January and make way for Republican Donald Trump's return to power -- said Washington will assist Syrians in rebuilding. "We will engage with all Syrian groups, including within the process led by the United Nations, to establish a transition away from the Assad regime toward independent, sovereign" Syria "with a new constitution," he said. However, Biden cautioned that hardline Islamist groups within the victorious rebel alliance will be under scrutiny. "Some of the rebel groups that took down Assad have their own grim record of terrorism and human right abuses," Biden said. The United States had "taken note" of recent statements by rebels suggesting they had since moderated, he said, but cautioned: "We will assess not just their words, but their actions." Biden said Washington is "clear eyed" that the Islamic State extremist group, often known as ISIS, "will try to take advantage of any vacuum to reestablish" itself in Syria. "We will not let that happen," he said, adding that on Sunday alone, US forces had conducted strikes against ISIS inside Syria. The US military said the strikes were conducted by warplanes against Islamic State operatives and camps. Strikes were carried out against "over 75 targets using multiple US Air Force assets, including B-52s, F-15s, and A-10s," the US Central Command said on social media. Earlier, Biden met with his national security team at the White House to discuss the crisis. Assad's reported departure comes less than two weeks after the Islamist Hayat Tahrir al-Sham (HTS) group challenged more than five decades of Assad family rule with a lightning rebel offensive that broke long-frozen frontlines in Syria's civil war. They announced Sunday they had taken the capital Damascus and that Assad had fled, prompting celebrations nationwide and a ransacking of Assad's luxurious home. A Kremlin source told Russian news agencies that the deposed leader was now in Moscow, along with his family. The US military has around 900 troops in Syria and 2,500 in Iraq as part of the international coalition established in 2014 to help combat the Islamic State jihadist group. It has regularly struck targets in the country including those linked to Iranian-backed militias. Tehran was a major backer of Assad's government. Biden also confirmed US authorities believe the American journalist Austin Tice, who was abducted in Syria in 2012, still lives. Colleagues and clients have showered tributes on the late lawyer, with President-elect Donald Trump paying tribute to Rivkin as a “superstar.” Trump, on Truth Social, described Rivkin as a “great lawyer, scholar, and defender” and sent condolences to his wife, Diana, and family. The death of this luminary in law leaves behind a void in the legal world, and his contributions in law, policy, and international relations will always be remembered. Career Studded With Brilliance David Rivkin was widely known for his experience in constitutional, administrative, and international law. He had decades-long experience, where he did important work in high-profile cases. As a partner with BakerHostetler LLP, Rivkin co-chairs the firm’s appellate and major motions group and handles complex cases that create law. His career had marked cases of national and international importance. One of Rivkin’s most notable contributions to American legal history was his work as the chief attorney representing 26 states in a challenge to the constitutionality of the Affordable Care Act. The case reached the Supreme Court in 2012 and was a landmark moment for Rivkin, which put him in the national spotlight. His legal acumen was instrumental in the shaping of debates around healthcare reform, making him one of the most important constitutional law figures. Rivkin’s advocacy was not limited to local jurisdictions. He represented the country of Croatia at both the International Criminal Tribunal and the International Court of Justice, showing that he was agile in international law. Work in international humanitarian law, as well as wartime-related regulations, made a serious contribution to global legal understanding. Rivkin’s own research and advocacy touched topics of human rights and global justice, thus cementing his position as a statesman of law on a global scale. National Security And Foreign Affairs Rivkin had also worked in national security and foreign affairs. He defended former U.S. Defense Secretary Donald Rumsfeld in some of the high-profile legal cases and worked on matters concerning Bivens actions and the Foreign Corrupt Practices Act. His work on compliance with sanctions and environmental law proved that he was a multidimensional lawyer, especially for government policy. Rivkin’s influence was also felt within the U.S. government, particularly during the administration of President George H.W. Bush. From 2004 to 2007, Rivkin served as an expert member of the United Nations Subcommission on Human Rights, where he advised on international law and global human rights issues. As special assistant for domestic policy under President Bush, he played the central role in regulatory reforms. In energy and the environment, his work really focused on lasting impacts about regulation for natural gas pipelines, and initiatives related to climate change. David Rivkin’s death means the end of an era for many in the practice of law, but the impact he has had in law, policy, and international relations will be felt long after his passing. In Us Weekly ’s exclusive excerpt from Heather’s final chapter (titled “Receipts! Proof! Timeline! Screenshots!”), she breaks down the apparent timeline of how Monica went from being in Jen Shah ’s inner circle to Reality Von Tease (the Instagram account that shared gossip about the show’s cast). At one point Heather even alleges that Jen’s husband , Sharrieff Shah , tried to kiss Monica. She does not, however, reveal how she got this information. Us Weekly has reached out to Jen and Sharrieff’s team for comment. Monica, for her part, issued a statement to Us in response to the book’s claims. “It’s truly sad and worrisome that Heather Gay has nothing else to write about than twisted and false allegations in a desperate attempt to try and tarnish the reputations of two families,” Garcia’s statement reads. “The lies told about me by Heather continue to reach new lows and the only fantasies happening here are the ones she’s concocting in her book. To clarify, I have never said that Sharrieff Shah and I kissed nor has there ever been anything romantic or physical between Sharrieff and I. To so carelessly write such untrue and damaging allegations in permanent ink at the expense of others for financial gain is deplorable. By all accounts, she had been pining for Sharrieff from the moment she met him, and this was one of her absurd fantasies. Still, she swore that they had kissed, but nothing more had happened between them after that night. She was notoriously full of lies. With Sharrieff unable to help her, Monica was being forced to accept that her run with the Shahs was over. Like with any good con, you need to know when the gig is up and she knew it. Her husband was living across state lines, her baby blanket business was dwindling, and Jen was pulling the plug on their “friendship” all before filming for season 2 even began. She was beside herself with rage, like a knockoff Regina George realizing she’d been eating high-calorie Kalteen bars instead of diet meal replacements.
